For the Common Defense: The Evolution of National Security Strategy-Making Institutions & Impact on American Grand Strategy

This dissertation applies a Neoclassical Realism model to examine how the evolution of United States (U.S.) national security strategy-making institutions has resulted in a path dependent accrual of autonomy and increasing influence over the formulation of American grand strategy. Once U.S. national security strategy-making institutions were created, their existence inexorably led to increasing autonomy, the creation of new strategy-making institutions, and subtle influence in shaping American grand strategy by preferential focus on a militarized foreign policy. Additionally, the more autonomous these strategy-making institutions have become, the further they have strayed from the Constitutional mandate to create a government which provides for the common defense and the less successful they have been in implementing grand strategy for national security. This dissertation examines this evolution in strategy-making institutions across three grand strategic moments: the end of the Spanish-American War (1898-1911), World War II and the beginnings of the Cold War (1940-1950), and the end of the Cold War (1980-present). Each case study discusses the historical facts of the grand strategic moment’s evolution in strategy-making institutions. These facts indicate durable shifts in autonomy and influence. The increasing autonomy is evidenced by the ability of these national security strategy-making institutions to define their own evolution, despite traditional American strategic culture perceptions about civilian control of the Military. These strategy-making institutions also shaped the formulation of American grand strategy and their evolution has had important transformative effects on American strategic culture and civil-military relations. While, fortunately, the U.S. can rely on ethical military professionalism, and the nation still holds its Military in high regard, this path-dependent process of structural evolution generates concern for the American People’s future and common defense.

Knitting the Velvet Gauntlet: Goldwater-Nichols, the end of the Cold War, and the development of American defense diplomacy

The United States military is more than a tool of hard power. It provides the United States with a suite of diplomatic tools and is itself an important producer of American soft power. Though the many repertoires of American defense diplomacy have been carefully studied and the overall phenomenon has been theoretically investigated, their origins have not received similar attention. This research aims to uncover the causes of American defense diplomacy through an account of the American military's institutional development. It is common for defense diplomacy to be presented either as an outgrowth of 9/11 when the United States was engaged in globe-spanning irregular warfare or as part of a drive for global hegemony after the collapse of the Soviet Union. However, this research finds otherwise. A key factor in the development of contemporary defense diplomacy was the suite of institutional changes in the American national security apparatus in the 1980s. In particular, the Goldwater-Nichols Defense Reorganization Act of 1986 reconfigured the power relationships and interests of key elements of the US military thereby overdetermining the development of defense diplomacy. With this finding, this research centers Congress as a key driver of American foreign policy and highlights the sub-state institutional dynamics within the foreign policy apparatus that produced, and reproduce, defense diplomacy as an enduring habit of American statecraft. / Doctor of Philosophy / Using a broad array of archival documents, interviews, and other sources, this research investigated the (unintended) consequences of the Goldwater-Nichols Defense Reorganization Act of 1986. Those reforms reconfigured the power relationships, incentives, and preferences of the US foreign policy apparatus which in turn yielded new habits of American statecraft. Foremost among these new habits was "defense diplomacy" which, beginning in the late 1980s, became a common, enduring, and popular American foreign policy repertoire. This dissertation focuses on Goldwater-Nichols, the emergence of defense diplomacy, and its institutionalization. This project places special emphasis on the US military's central and eastern European state-building and democratization efforts during the twilight of the Cold War and the dawn of the New World Order. This is a historical institutionalist account contributing to the literature on both the "militarization" of foreign policy as well as the "civilianization" of the military.

This thesis deals with the role of the JOS as the principal military advisers of the executive and legislative branches of the U.S. government. It concentrates on the JSC’s perception of Soviet military and political intentions and capabilities in the postwar era and on the JCS’s military proposals regarding the external threat. The purpose of the thesis is to assess the JCS’s role substantively rather than to evaluate the relative role of the JCS as an agency amongst other key agencies dealing with foreign policy.

A weak link in the chain: The Joint Chiefs of Staff and the Truman-MacArthur controversy during the Korean War.

This work examines the actions of the Joint Chiefs of Staff during the first year of the Korean War. Officially created in 1947, the Joint Chiefs saw their first true test as an institution during the conflict. At various times, the members of the JCS failed to issue direct orders to their subordinate, resulting in a divide between the wishes of President Truman and General MacArthur over the conduct of the war. By analyzing the interaction between the Joint Chiefs and General Douglas MacArthur, the flaws of both the individual Chiefs as well as the organization as a whole become apparent. The tactical and strategic decisions faced by the JCS are framed within the three main stages of the Korean War.

A plm implementation for aerospace systems engineering-conceptual rotorcraft design

The thesis will discuss the Systems Engineering phase of an original Conceptual Design Engineering Methodology for Aerospace Engineering-Vehicle Synthesis. This iterative phase is shown to benefit from digitization of Integrated Product&Process Design (IPPD) activities, through the application of Product Lifecycle Management (PLM) technologies. Requirements analysis through the use of Quality Function Deployment (QFD) and 7 MaP tools is explored as an illustration. A "Requirements Data Manager" (RDM) is used to show the ability to reduce the time and cost to design for both new and legacy/derivative designs. Here the COTS tool Teamcenter Systems Engineering (TCSE) is used as the RDM. The utility of the new methodology is explored through consideration of a legacy RFP based vehicle design proposal and associated aerospace engineering. The 2001 American Helicopter Society (AHS) 18th Student Design Competition RFP is considered as a starting point for the Systems Engineering phase. A Conceptual Design Engineering activity was conducted in 2000/2001 by Graduate students (including the author) in Rotorcraft Engineering at the Daniel Guggenheim School of Aerospace Engineering at the Georgia Institute of Technology, Atlanta GA. This resulted in the "Kingfisher" vehicle design, an advanced search and rescue rotorcraft capable of performing the "Perfect Storm" mission, from the movie of the same name. The associated requirements, architectures, and work breakdown structure data sets for the Kingfisher are used to relate the capabilities of the proposed Integrated Digital Environment (IDE). The IDE is discussed as a repository for legacy knowledge capture, management, and design template creation. A primary thesis theme is to promote the automation of the up-front conceptual definition of complex systems, specifically aerospace vehicles, while anticipating downstream preliminary and full spectrum lifecycle design activities. The thesis forms a basis for additional discussions of PLM tool integration across the engineering, manufacturing, MRO and EOL lifecycle phases to support business management processes.
