O discurso de Juliano Moreira: psiquiatria e política no processo de modernização do Brasil republicano Juliano Moreiras speech : psichyatry and politics on the modernization of brazilian republic

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior O período de reestruturação e reordenação da cidade do Rio de Janeiro ao princípio da história republicana do Brasil, que culmina na chamada Belle Époque Carioca, é analisado aqui sob a ótica higienista. Neste sentido, a política assume uma postura de adequação do cotidiano embasada na medicina social e na intervenção sobre os costumes considerados indevidos, degenerantes. Um campo de conhecimento importante neste processo de adequação e imposição de uma nova ordem é a psiquiatria. Renovada pelas proposições de Juliano Moreira, a ciência seria responsável pela conceituação de novos padrões de anormalidade, as chamadas personalidades psicopáticas, e pelo afastamento destes perturbadores da ordem em relação ao convívio com a sociedade. The period of restructuring and reordering of the city of Rio de Janeiro at the beginning of Brazils republican history, which culminates at the so called Belle Époque Carioca, is analyzed here under the perspective of the hygienism. In that way, politics assumes a posture of adequacy of the everyday based on social medicine and on intervention over the manners considered improper, degenerating. An important field of knowledge in this process of adequacy and imposition of a new order is psychiatry. Renewed by the propositions of Juliano Moreira, that science would be responsible by the conceptualization of new standards of abnormality, the so called psychopathic personalities, and by the withdrawal of these disturbers of the order in relation to the interaction with society.

O período estudado foi marcado pela institucionalização da loucura no território parahybano, caracterizada pela prática de sequestração dos alienados[as]. O objetivo deste trabalho é problematizar o processo de construção da loucura enquanto doença mental na Província/ Estado da Parahyba e, nesta medida, analisar as permanências e rupturas decorrentes deste movimento que se prolongou por um século. Através da análise dos Relatórios de Provedores da Santa Casa de Misericórdia e dos Presidentes da Província/Estado da Parahyba, bem como dos Jornais e Revista de circulação local, buscou-se conhecer as disputas e interesse políticos que marcaram o processo de institucionalização e medicalização da loucura nos anos 1920. Também se pretendeu conhecer as experiências da loucura vividas nas passagens e/ou nas instituições, buscando, nestes lances, entender como o cotidiano da[s] cidade[s] parahybana[s] foi impactado pela presença daqueles personagens “tragicômicos”. Escolheu-se como referencial teórico a nova História Cultural, dado os profícuos diálogos com outros campos históricos, especialmente com a História Social e a Nova História Política. Neste sentido, além das fontes já citadas, foram imprescindíveis os trabalhos de memorialistas. O estudo da literatura médica, bem como das leis e normatizações da época, possibilitou identificar as formas de assimilação e adaptação ou o desconhecimento das teses psiquiátricas neste Estado. A partir da análise dos livros de registros de entrada e fichas dos hospitais e asilo parahybano, buscou-se conhecer o perfil dos homens e mulheres nomeados como alienados[as] pelos poderes competentes, que nem sempre foi médico. Finalmente, rastreando as pistas e indícios existentes nas fontes compulsadas, pôde-se reconstruir a trajetória percorrida por médicos e psiquiatras para a constituição da psiquiatria no Estado Parahyba. Considered an issue of public hygiene and social order, marked by practices of ban, exclusion and kidnapping, as well as for experiments of sociability and solidarity among lunatics and notlunatics, the madness in Parahyba was silenced in the sources for several years – a situation which changed in the mid-19th century, when it passed to a stage of visibility and perceptibly due to the obligation of the Santa Casa de Misericordia to care for lunatics, by imperial order.The period which has been studied was marked by the institutionalization of madness in the Parahyba state, characterized by the practice of kidnapping lunatic people. The aim of this thesis is to discuss the construction process of madness as mental illness in Parahyba Province/State and, to this extent, analyze the permanency and ruptures resulting from this movement, which lasted for a century. Through the reports analysis of Santa Casa da Misericordia providers and the Parahyba Province/State presidents, as well as the local newspapers and magazine, it aimed to investigate disputes and political interest that marked the process of institutionalization and medicalization of madness in the 1920s. It also sought to know the madness experiences in the passages or in the institutions, in an attempt to, understand how the daily life of Parahyba city was impacted by the presence of those “tragicomic” characters. Accordingly, in addition to sources already cited, the memoir work was essential. The New Cultural History was chosen as a theorical reference, because the efficient dialogues with the Social History and the New Political History.The study of medical literature, as well as the laws and norms of the season enabled to identify forms of assimilation and adaptation or the lack of psychiatric theses in this state. From the analysis of the input records of books and records of the hospitals and asylum we sought to know the profile of the appointed men and women as alienated by the competent authorities, who were not always doctors. Finally, tracing the existing tracks and evidence in the consulted sources it was possible to reconstruct the trajectory followed by doctors and psychiatrists for psychiatry constitution in Parahyba state.

A tese considerou que no campo da educa??o, a loucura constitui tem?tica de pouco interesse epistemol?gico, contudo, os estudos de Michel Foucault sobre as categorias anal?ticas saber, poder, disciplina, biopol?tica, discurso e subjetiva??o s?o importantes instrumentos te?ricos capazes de auxiliar na compreens?o das biopol?ticas de sa?de mental engendradas pelo Estado do Par? por ocasi?o do funcionamento do Hospital Juliano Moreira, pois no interior dessa institui??o havia confronto de paradigmas de tratamento dos sujeitos internados e seus discursos produzidos para o enquadramento das mulheres professoras prim?rias como loucas emergiram das rela??es de saber-poder advindas dos dom?nios da Medicina e seus correlatos, assim como da for?a operante da sociedade disciplinar atravessada pelas pol?ticas oficiais governamentais, cuja capilaridade se estende de maneira prescritiva aos ciclos familiares que tamb?m contribu?ram para a legitima??o do processo de subjetiva??o dessas professoras como loucas. Concluiu-se que as professoras prim?rias internadas no Hospital Juliano Moreira tinham seus saberes tamb?m orientados por uma racionalidade t?cnico-cientifica, por?m, plenamente preteridos ante as rela??es de saber-poder da psiquiatra, assim como as manifesta??es de resist?ncias dessas mulheres-professoras quanto ao seu processo de subjetiva??o, despontavam como ind?cios de afirma??o de sua loucura e n?o como estrat?gias de resist?ncias ao controle de seus corpos, sem prescindir do atravessamento das quest?es de g?nero e sexualidade, permeadas pelas normatividades e poder das fam?lias. The main objective of this doctoral thesis was to analyze how the primary teachers hospitalized in the Juliano Moreira Hospital, in Par?, were conceptualized as insane from relations knowledge-power instituted in that space institutionalized for madness in our state. The specific purpose is directed to reflect on the theoretical and methodological perspectives that involve the production of truth about the theme of Madness and its constitution as epistemological area of scientific production in Brazil; to problematize relations of power-knowledge that guided the production of Madness from the institutionalization of HJM hospital model in the years 1964-1984;to analyze how the official discourse of Para governments engendered by the power mechanisms of discipline and biopolitics constituted the madness treatment practices in this hospital; and analyze how primary teachers hospitalized in this psychiatric space were conceptualized as insane based on the relations of power-knowledge prescribed in their medical records. What devices is under, the thematic related to madness has been constituted as epistemological area of scientific production in Brazil based on the relations of power-knowledge? How relations know-power produced the ways of subjectivity from the Madness of speeches in Juliano Moreira Hospital, in Par?, between the years 1964-1984?How the mechanisms of power of discipline and biopolitics was constituted in official speeches of Par? governments in this period for through the analysis of Madness treatment practices in this hospital? How the primary teachers hospitalized in this clinical space were conceptualized as insane based on the relations of power-knowledge prescribed in their medical records? It is a historical and educational research under theoretical and methodological ballast Foucault's genealogy with documentary contribution in the medical records of HJM in Par? governorsmessagesof the period in question, newspapers, SESPA reports and two important journals begotten by professionals of psychiatry from Par?the Bulletins of the Juliano Moreira Hospital Research Centre that circulated between the years 1967-1971 and Psychiatry Para Magazine edited in 1984. The formulated thesis consists of the assertion according to which the field of education the madnessconstitutes themed of little epistemological interest, however, studies of Michel Foucault about the analytical categories knowledge, power, discipline, biopolitics, speech and subjectivity are important theoretical tools able to helpin the understanding of mental health biopolitics engendered by the Par? Stateduring the functioning of Juliano Moreira Hospital, because within this institution had confrontation treatment paradigms of hospitalized subjects andtheir speeches produced for framing women as primary teachers as insane emerged from relations know-power coming from the areas of medicine and its related, as well as the operating force of the disciplinary society traversed for government official politics, whose capillarity extends of prescriptive way to family cycles that also contributed to the legitimacy of the subjective process of these teachers like mad. Sustenance starting from Foucault analytical anchors, which these primary teachers resisted to subjective process they have suffered, and the various manifestations of these invisibilized teachers, including their knowledge, were characterized as transgression mechanisms against the abduction of their bodies. I reiterate also that the forms of resistance of these teachers have subverted the discursive rationality centered on freedom and humanization of relations in the HJM from 1964 and all its prescriptive apparatus. It was concluded that primary teachers hospitalized in the Hospital Juliano Moreira and their various formsof manifestations that produced them like insane, had their knowledge also guided by a technical-scientific rationality, however, fully deprecated versus relations know-power psychiatrist, as well as the manifestations of resistance of these women-teachers about their subjectivation process, emerged as claim evidence of their madness and not as resistance strategies to control their bodies, without giving the crossing of gender and sexuality issues, permeated by normativities and power of families. L'objectif principal de cette th?se de doctorat ?tait d'analyser comment les enseignants primaire admis ? l'h?pital Juliano Moreira au Par?, elles ?taient consider?es comme folles, ? partir des relations savoir-pouvoir institu? dans cet espace institutionnalis? pour la folie dans notre ?tat. Pretendeu-se, por meio da an?lise de conte?do, trazer ? tona o trabalho terap?utico, no contexto da Inser??o do Psic?logo, desenvolvido por meio do recurso da hist?ria oral a ser viabilizada a partir de entrevistas semi-estruturadas com cinco sujeitos ex-estagi?rios do Hospital Psiqui?trico Juliano Moreira. Os resultados mostram que a Praxiterapia foi a base do trabalho terap?utico utilizado por esses psic?logos naquela ?poca, mas que com o tempo houve avan?os que permitiram a eles se posicionarem profissional e politicamente, processo esse possibilitado pelo estudo, pelas lutas, pela consolida??o de sua identidade, como tamb?m por melhores condi??es de trabalho e assist?ncia aos pacientes. Concluiu-se que o presente trabalho foi al?m do percurso hist?rico da Inser??o e do trabalho terap?utico do Psic?logo, considerando o car?ter protagonista e mobilizador que residia nesse profissional em prol de melhores condi??es para o lugar que, na pr?tica, o formou. The investigation of the Inclusion of Psychologist at the Hospital Juliano Moreira is a proposal to rescue the development of Psychology in the State of Par?, in order to examine this historical journey in the period 1978 to 1984, placing the formation and work of the psychologist, placing it in historical scope of this mental health institution and its impact today. It was intended, by means of content analysis, to highlight the therapeutic work in the context of psychologist inclusion, developed through the use of oral history to be made possible from semi-structured interviews with five former interns subject of Psychiatric Hospital Juliano Moreira. The results show that occupational therapy was the basis for therapeutic work used by this psychologist at the time, but in time there have been advances that allowed them to position themselves professionally and politically, a process made possible by study, the struggles, the consolidation of their identity but also by better working conditions and patient care. We conclude this paper was developed beyond the historical path of Insertion and the therapeutic work of the Psychologist, considering the protagonist and mobilizing character residing in those professionals residing in favor of better conditions for the place that, in fact, has formed him. La recherche de l'Inclusion de Psychologue dans l'H?pital Psychiatrique Juliano Moreira est une proposition pour sauver le d?veloppement de la Psychologie dans l'?tat de Par?, avec l?objectif d'analyser ce voyage historique dans le p?riode 1978 ? 1984, pla?ant la formation et le travail du Psychologue, le mettre dans la port?e historique de cette institution de sant? mentale et l'impact aujourd'hui. Il a ?t? destin?, au moyen d'une analyse de contenu, de souligner le travail th?rapeutique dans le contexte de l'inclusion psychologue, mis au point gr?ce ? l'utilisation de l'histoire orale qui sera faite ? partir des entretien semi-structur?es avec cinq stagiaires sous r?serve de l'ancien H?pital Psychiatrique Moreira Juliano.
