"Out of Many Kindreds and Tongues": Racial Identity and Rights Activism in Vancouver, 1919-1939

This dissertation examines “race” politics in Vancouver during the interwar period as one origin of human rights activism. Race-based rights activism is a fundamental element of the modern human rights movement and human rights consciousness in Canada. The rhetoric of race-based rights was problematic from its inception because activists asserted equality rights based on an assumption of racial difference – a paradox that persists in human rights rhetoric today. While the late interwar period marks the origin of modern rights rhetoric, it also reveals a parallel turning point in the history of “race.” The racial categories of “Oriental” and “Indian” originated as discursive tools of colonial oppression. But during the interwar period, these categories were being redefined by activists to connote a political identity, to advocate for rights and privileges within the Canadian nation. While many scholars interpret the driving force behind the Canadian “rights revolution” as a response to the work of civil libertarians and the events of the Second World War, I argue that changing interpretations of rights were also a result of activism from within racialized communities. Interwar Vancouver was a central site for Canadian “race” politics. This type of political activism manifested in response to a range of different events, including a persistent “White Canada” movement; the Indian Arts and Crafts revival; conflict over the sale of the Kitsilano Reservation; the 1936 Golden Jubilee celebrations; sustained anti-Oriental legislation; and a police campaign to “clean up” Chinatown. At the same time, economists and intellectuals in Vancouver were beginning to recognize the importance of international relations with Pacific Rim countries to both the provincial and national economies. When “whiteness” was articulated by businessmen and politicians in City Hall, it was most often used as a means of defending local privileges. In contrast, the “Indian” and “Oriental” identities that were constructed by activists in this period were influenced by transnational notions of human rights and equality. The racial identities that were formed in this local context had an enduring influence on the national debates and strategies concerning rights that followed.

Être connecté en haut débit au WEB à bord des avions est un marché à fort potentiel commercial qui a motivé le lancement d'un projet nommé FAST (Fiber-like Aircraft SaTellite communications). Dans le cadre de ce projet, la société Axess Europe, en partenariat avec sept partenaires dont le LAAS-CNRS a développé une antenne plane à matrice d'éléments rayonnants dont l'orientation du faisceau est gérée électroniquement. Cette antenne permet la communication avion-satellite. Cette thèse traite de la partie synthèse de fréquence de l'électronique d'émission-réception de l'antenne. Afin de pouvoir s'adapter à n'importe plan de fréquence de satellite, mais aussi la volonté de pouvoir compenser l'effet Doppler dans une certaine mesure, ces travaux se sont tournés vers l'amélioration de la résolution d'une boucle à verrouillage de phase (PLL), et plus particulièrement sur l'étude et la réalisation d'un diviseur de fréquence fractionnaire capable de satisfaire ces exigences. Dans une PLL, la division fractionnaire permet d'augmenter la résolution fréquentielle sans devoir diminuer la fréquence de référence, ce qui permet de conserver la dynamique de boucle, la bande passante ainsi que les caractéristiques en bruit de phase. Cependant, elle génère des raies parasites gênantes, que l'on peut toutefois atténuer avec plusieurs techniques bien connues. Parmi ces techniques, on trouve le DDS (synthétiseur numérique direct) utilisé comme diviseur fractionnaire, mais il ne permet d'atteindre la résolution fréquentielle souhaitée que pour une taille trop importante. Nous avons donc développé une variante basée sur un DDS qui permet d'en conserver les avantages pour la réduction des raies parasites, tout en augmentant la résolution fréquentielle sans devoir en augmenter la taille. Une étude exhaustive de cette structure originale est proposée.

An Analysis of the Interrelationship Between the Oregon School Law of 1922, the Press of Oregon, the Election of Walter Pierce and the Ku Klux Klan

Oregon in 1922 was the scene of significant Ku Klux Klan activity. This thesis examines the interrelationship of the Klan, the press of Oregon, the gubernatorial race of that year and the passage of the Compulsory School Act. In addition, one chapter covers the ultimate fate of the Compulsory School Act in the courts. Specific material in this thesis is derived principally from newspapers and periodicals of the time, although general sources on the Ku Klux Klan were utilized for the broader discussions of the situations. The existence of the Ku Klux Klan in Oregon in 1922 directly affected both the passage of the Compulsory School Act and the election of Walter Pierce. The roles of the state’s newspapers were mixed. Two were quite outspoken on the issues of the Klan and the Compulsory School act, while most took less forthright stands. It was in the United States Supreme Court, however, that the final decision on the compulsory School Act was made.

Austin's Speech Act Theory is a valuable tool for the analysis of a literary text. In interaction, the intentionand purpose-success of linguistic communication can be gauged by establishing whether participants have met felicity conditions and have respected maxims. When the Co-operative Principle is ignored, special effects are achieved and receivers can only make sense of utterances through implicature and inferences based on background knowledge and mutual contextual beliefs. In the drama, Buzani kubawo, characters interact on four levels of time in space and place. They reveal themselves and convey theme through their speech and actions. Conflict is entrenched by lines of force drawn between opposing characters and between sub-worlds contrasted. Cohesion, determined by plot structure, and form, expressed on the endophoric and exophoric levels, give meaning to the drama. The management of student retention and success at technical and vocational education and training colleges in Limpopo Province

With reference to the demands for innovation facing the systems of tertiary education internationally, the Department of Higher Education in South Africa has been revamped since the realization of the democratic Government. In recent years, the Technical and Vocational Education and Training (TVET) College institutions became the potential learning institutions of choice that could revitalize the economy. This resulted in merging the former 152 TVET Colleges into 50 with the intention to streamline access in order to accommodate a larger number of students for technical and vocational training. The purpose of this study was to determine how student retention and success in the TVET Colleges can be effectively managed. The study was mainly guided by the theoretical framework of Bronfenbrenner’s (1979, 1995) ecological systems theory that explains individuals’ relationships with their environments by means of interrelated ecological systems functioning. Secondly, applied to this study was the principles of systems theory which supplemented Bronfenbrenner’s ecological systems theory. A mixed-methods research approach was used in determining the perceptions of TVET College personnel from different levels of institutional functioning and from students from different years of registration to determine the main factors influencing student retention and success at TVET Colleges. The empirical investigation comprised of a quantitative research approach (as phase 1) using questionnaires administered to students which was followed by a qualitative research approach (as phase 2) entailing semi-structured individual interviews with TVET College employees. The researcher used the chi-square and analysis of variables tests as analysis techniques in analysing and presenting the results in in this study. The research findings indicated a strong need for relevant career guidance provided to prospective TVET College students from primary school onwards, and the establishment of a constructive student support unit at TVET Colleges to promote student retention and success. Factors that promote the management student retention and success were identified as relating to the image and reputation of TVET Colleges, sources of effective communication, and student support activities that initially and continuously motivate or hinder student retention and success in the TVET College institutions. / Na aanleiding van die oproepe om vernuwing wat tersiêre-onderwysstelsels op internasionale vlak in die gesig staar, het die Departement van Hoër Onderwys en Opleiding in Suid-Afrika sedert die instelling van 'n demokratiese regering verskeie verbeteringe ondergaan. In die afgelope aantal jare het instellings in die tegniese en beroepsonderwys- en opleidingsektor potensiële voorkeurleerinstellings geword wat die vermoë het om die ekonomie nuwe lewe te gee. Dit het gelei tot die samesmelting van die voormalige 152 kolleges in die sektor tot 50 kolleges, met die doel om toegang te vergemaklik sodat meer studente vir tegniese en beroepsopleiding ingeneem kan word. Die doel van hierdie studie was om te bepaal hoe faktore wat studentbehoud en -sukses beïnvloed, doeltreffend in die tegniese en beroepsonderwys- en opleidingskollegesektor bestuur kan word. Die studie is gerig deur die teoretiese raamwerk van Bronfenbrenner (1979, 1995) se ekologiese-stelselteorie. Hierdie teorie verklaar individue se verhoudings met hul omgewings met behulp van ekologiese stelsels wat in verhouding met mekaar funksioneer. Tweedens, aan die studie was beginsels van stelsels teorie toegevoeg wat Bronfenbrenner se ekologiese stelsels teorie aanvul. Die empiriese ondersoek het bestaan uit ʼn kwantitatiewe navorsingsbenadering waarby vraelyste aan studente uitgedeel is, gevolg deur ʼn kwalitatiewe navorsingsbenadering wat semi-gestruktureerde individuele onderhoude met werknemers by tegniese en beroepsonderwys- en opleidingskolleges behels het. Die navorsingsbevindinge het gedui op ʼn sterk behoefte aan die voorsiening van toepaslike beroepsvoorligting aan leerders op laerskool en verder wat voornemens is om aan tegniese en beroepsonderwys- en opleidingskolleges te studeer, asook die vestiging van ʼn konstruktiewe studentesteuneenheid by hierdie kolleges om studentebehoud en -sukses te bevorder. Magistro darbo objektas – Lietuvos universitetų leidyklų veikla. Darbo tikslas – atsižvelgiant į Lietuvoje po 1990 m. įvykusius pokyčius ekonomikoje bei švietimo sistemoje, išanalizuoti Lietuvos universitetų leidybinės veiklos evoliuciją, įvertinant kiekvienos aukštosios mokyklos leidyklos veiklą ir leidybinį repertuarą. Leidyklų veikla tiriama 1991-2003 m. laikotarpiu, nes 1990 m. žymių pokyčių universitetų leidyboje neįvyksta bei nėra statistinių duomenų. Pagrindiniai darbo uždaviniai: aptarti universitetinės leidybos raidą pasaulyje ir pagrindinius jos veiklos principus; išanalizuoti Lietuvos universitetų leidyklų statistinius duomenis, nustatyti lyderius ir jų veiklos specifiką; išanalizuoti universitetų leidinius, jų repertuarą. Prieita prie išvados, kad steigiant universitetus, taip pat buvo kuriami leidybos skyriai, kurių pagrindinė paskirtis – leisti bei platinti mokslo ir mokomąja literatūrą akademinei bendruomenei. Leidyklos yra nepelno siekiančios organizacijos, gaunančios finansavimą iš įvairių Respublikos ministerijų, komisijų ir kitų rėmėjų bei universitetų biudžetų, kuriems yra pavaldžios. Kiekviena universiteto leidykla savo leidybinėje veikloje orientuojasi į aukštojoje mokykloje dėstomų studijų programų aprūpinimo literatūra bei akademinės bendruomenės informavimo ir jos narių darbų publikavimo poreikius. Dauguma universitetų leidyklų įsteigė mažas spaustuves ir įsigijo įrangą, kuri paspartino ir atpigino knygų leidybą, tačiau dalį spaudos darbų užsako... Publishing offices activities are studied during period of 1991 – 2003, because there wasn’t any essential shift in university publishing and there is no statistical information presented about 1990. The main purpose shall be obtained by accomplishing these tasks: to dispute about university’s publishing processes and the main principles of it’s activities in the world; to analyze statistical information of publishing offices of the Lithuanian universities, to estimate leaders and the main principles of their activities; to analyze the publications and repertoire of universities. To conclude, every established university had it’s own publishing department, which was to publish and distribute scientific and educational literature to academic society. Publishing offices are non-profit organizations, which are financed by various Republic ministries, committees and other supporters also university budgets to which they are subordinated. Most of universities publishing houses established small printing houses and obtained equipment, which made printing quicker and cheaper.
