The experiences, challenges and coping resources of working wives and stay-at-home husbands : a social work perspective

Text in English / The transition from traditional to non-traditional marital roles was brought about by changes in the political, social and economic spheres. Within this transition, a new family arrangement has emerged in which traditional marital roles of breadwinning husband and care-giving, nurturer-wife are replaced by a breadwinning wife and a care-giving, nurturer-husband, the so-called stay-at-home husband. Various factors contributed and necessitated this change in marital roles, such as, but not limited to, the feminist movement, the economic recession, changes in legislation, retrenchments and so forth. However, making this transition is not easy. These couples, fulfilling non-traditional marital roles, are faced with stigmatisation and negative attitudes that make them want to conceal their marital roles from family, friends, the community and society as a whole. This state of affairs results in a situation where these couples stay in the closet and as consequence the topic is ill-researched and ripe for further investigation. Using a qualitative, phenomenological approach, this study explored and described the challenges, experiences and coping resources of couples fulfilling non-traditional marital roles in order to propose practice guidelines to support these couples from a social work perspective. A total of ten couples participated in the study. Independently, the working wives and stay-at-home husbands provided separate accounts of realities related to fulfilling the non-traditional marital roles within their respective marital relationships. Themes that emerged from the in-depth description of their experiences reflected the benefits accrued, the challenges experienced, their needs and coping resources. From the information provided suggestions were derived for social workers to assist couples in a similar working wife and stay-at-home husband marriage set-up to deal with situations encountered. In consulting extant literature, research on this phenomenon appeared to be totally neglected both internationally and nationally. Hence this study sought to address this lacuna by specifically investigating the situation in South Africa. It also appeared that existing research tended to focus on either the stay-at-home mother or the dual career family. Research on the experiences of stay-at-home husbands was thus severely lacking as were ways in which such couples in these roles could be supported. Therefore, making use of the ecological and role theory perspectives, attention is given to exposing their experiences, challenges and coping resources with a view to developing practice guidelines for helping social work practitioners to adequately support these couples practising non-traditional marital roles. / Social Work / Ph. The role of minimum wages in South Africa’s agricultural sector

Income inequality is prevalent in both developed and developing countries. In all of these countries there are workers who are highly paid while others are given very low wages. The disgruntled low-paid workers in these countries usually force their governments to intervene in the labour market and introduce the redistributive policies like the minimum wage policy. Governments usually accede to these demands of low-paid workers because they do not want to invite political troubles. That led to an increase in the number of countries using minimum wage policy as redistributive mechanism in the late 20th century and the beginning of the 21st century. Minimum wage policy is, however, a very controversial issue. Supporters of minimum wages regard the policy as ideal because it provides social protection to un-unionised and low-paid workers with little or no bargaining power. The opponents of the policy on the other hand argue that wages in the labour market should be determined by the forces of demand and supply. It is argued that wages that are artificially determined lead to the rationing of jobs and displacement of the very same low-paid workers that the policy is intended to protect, as employers are forced to replace unskilled workers with skilled workers and machines. South Africa’s agricultural sector workers were among some of the least paid workers in the country. Employers were able to exploit these workers because they were not protected by any labour legislation that workers in other sectors were afforded. Farm workers were only protected by common law. It was only in the 1990s that labour legislations like Basic Conditions of Employment Act, Labour Relations Act, Employment Equity Act, Extension of Security Act and Tenure Act and Skills Development Act were extended to the agricultural sector in an attempt to protect the working conditions of vulnerable workers. These acts as well failed to improve the working conditions of the agricultural sector workers and that prompted the Minister of Labour to instruct the Director-General of Labour to conduct the necessary investigations to see if it could be necessary to introduce minimum standard of employment in the sector, including minimum wages. That led to the adoption of Sectoral Determination 8 of 2003 which introduced sectoral minimum wage in the sector. The sectoral minimum wage which came into effect in 2003 was increased annually by the rate of inflation plus one per cent. It was only in 2013, after the Western Cape farm workers went on strike for higher wages, that the minimum wage was raised by 52 per cent. As argued by the opponents of minimum wages, job losses occurred among unskilled workers. The implementation of minimum wage policy in the agricultural sector was problematic, as the policy was not properly complied with due to several compliance concerns. Apart from there being insufficient inspectors to monitor and investigate cases of non-compliance, inspectors were under-trained and under-equipped. This paper presents the findings of part of a research project entitled "Population Mobility and Settlement Patterns in the Eastern Cape, 1950 to 1990", which was funded by the Human Sciences Research Council. The part of the project with which this paper is concerned, is the study of resettlement in the Border/Ciskei area of the (new) Eastern Cape Province. It involves two main foci: a) the Whittlesea district of the former Ciskei, where research was done in the resettlement area of Sada (where findings are compared with research done there in 1981) and Dongwe; and b) the Fort Beaufort area, where we looked at the two 'black spot' communities of Upisdraai and Gqugesi which were uprooted and moved to the Fort Beaufort township of Bhofolo in the 1960s, and at the establishment of black citrus farmers in the Kat River Valley in the late 1980s, on previously White owned farms which were bought out by the (then) Ciskei government. In the Conclusion, some important differences are suggested between resettlement in the Eastern Cape and in QwaQwa, one of the areas of South Africa that has been most severely affected by resettlement. Perceived undersupply of local labour in the presence of unemployment: a case of selected Sundays River Valley citrus farms, 2013 / Perceived labour shortages in the presence of unemployment

While skilled labour shortages are common in many countries, including South Africa, mainly due to a skills mismatch, the undersupply of unskilled labour was less expected, especially in developing countries with high unemployment. The thesis utilises data on perceived worker undersupply on selected citrus farms in the Sundays River Valley (SRV), located in the Eastern Cape Province of South Africa, collected in 2013, to analyse why unemployed residents, surprisingly, do not fill up vacancies on farms. In contrast to other labour markets, farm employment is not restricted by educational levels and as workers reported, with little training the various job tasks and skills required are easy and quick to grasp. At a time the government is trying to find ways of reducing unemployment, and the SRV Municipality (2012:29) reported approximately 42% unemployment, the question arises as to why the relatively low educated residents do not take advantage of the employment opportunities on farms. According to local workers and unemployed residents, the farm job was unattractive largely because of a combination of two factors: perceived relatively low salaries partly caused by the availability of migrant seasonal workers accepting lower remuneration and poor non-wage working conditions. The survey also found that farmers preferred migrant workers because they were more productive compared to their local counterparts who were, reportedly, characterised by high absenteeism and laziness, caused mainly by a reliance on social grants and alcohol abuse. Other reasons given for the unattractiveness of the farm job included the seasonal nature of farm employment, which left workers with no source of income in the offseason, the redundancy associated with farm tasks, perceived poor treatment of workers and lack of information on UIF and Provident funds to farm workers. To address problems associated with the dislike of farm work, seasonality of on-farm employment and the reportedly relatively low income, farm managers, the local municipality and the Labour Department could possibly be involved in creating more communal agricultural projects and help provide local community members to venture into supporting alternative careers within the Hospitality, Ecotourism and Conservation Industries through training programmes. Farm managers may need to consider improving their working relationship with workers in communication and when assigning tasks. Farmers and the local municipality could also consider investing in training programmes for the unemployed residents to equip them with technical skills that can improve their chances of finding jobs.

Hostel redevelopment programme of the Kagiso Hostel in the Mogale City Local Municipality

Hostels are a product of the migrant labour system that originated in the copper mining industry in Namaqualand in the 1850s. The migrant labour compounds were used to accommodate migrant labour workers in the urban areas. However, these compounds also meant that migrant labour workers were denied the right of access to permanent accommodation and residential space in the urban areas. After the repeal of the influx control and segregative laws in South Africa in 1986, some of the hostel dwellers brought their relatives and friends to live in the hostels and this resulted in problems such as overcrowding which were exacerbated by poor management and control of the hostels. The living conditions of the hostel dwellers deteriorated during the 1990s. After the announcement of the unbanning of all liberation movements and political parties in South Africa in the 1990s, hostel violence broke out. This hostel violence left many hostel blocks vandalised and without basic municipal services such as electricity, water and waste removal. The hostel violence was primarily between the Inkata Freedom Party (IFP) aligned hostel dwellers and the African National Congress (ANC) aligned township and informal settlement residents. The hostel violence has catalysed the public housing challenges faced by the democratic government since its inception in 1994. Nevertheless, since 1994 the democratic government has introduced various housing programmes in an effort to provide adequate houses for all South African citizens. One such housing programme is the hostel redevelopment programme. The hostel redevelopment programme was adopted by the democratic government after 1994 with the aim of, among other things, upgrading public hostels, redeveloping and converting the rooms in public hostels into family rental units in order to improve the living conditions of the hostel dwellers and introducing hostel dwellers to family life. The Mogale City Local Municipality (MCLM) is one of the municipalities in Gauteng province that is participating in the hostel redevelopment programme. The findings of this study have revealed that the upgrading of the Kagiso hostel involved the following two processes: During the first process, the MCLM upgraded the Kagiso hostel by fixing broken windows and doors, repairing toilets and providing basic municipal services such as electricity, water, and waste removal in order to improve the living conditions of the hostel dwellers. The second process involved demolishing the hostel blocks and converting them into family units in order to address the public housing challenges relevant to the Kagiso hostel. In this study, the hostel redevelopment programme is called process 1 and the community residential units (CRU) programme is called process 2. / Public Administration & Management / M. Tech. The relevance of qualifications offered at a selected Technical and Vocational Education and Training (TVET) college in Mpumalanga

Considering that Mpumalanga province has a large petrochemical plant owned by a multinational company that runs and owns mines, the province should abound with employment opportunities for Technical and Vocational Education and Training (TVET) college graduates, especially those from the local Gert Sibande TVET College. However, students with TVET college qualifications struggle to attract employment. Therefore, this study explored the question, “What can TVET providers in Mpumalanga do to enhance students’ employability?” The research was conducted in a selected TVET college in the province. The study employed a qualitative approach and an interpretive paradigm. Data were collected using semi-structured interviews, focus groups and document analysis. The identities of all respondents were protected. Upon analysis of the results, several measures that the TVET college, stakeholders and employers could employ, emerged. There was a lack of proper skills for graduates, qualifications without relevance and employers hardly acknowledging the TVET college qualifications. Some of the recommendations made include collaboration, relationship building between stakeholders and revision of the National Certificate (Vocational) [NC-(V)] curriculum.
