Sale of credit portfolio and risk: the case of financial institutions in Brazil

Two hypotheses on credit portfolio sales were tested: 1) promote rating improvement to the remaining portfolio, or 2) drive to financial leverage - with worsening on the remaining portfolio -, controlling for recourse existence and to whom those assets were sold. The sample includes quarterly information from 145 financial institutions from the first quarter 2001 to second quarter of 2008. The results provide empirical evidence that financial institutions use these sales to improve the rating of the remaining credit portfolio, i.e. they transfer, in most cases, low quality assets, assuring good ratings and improving liquidity. Additionally, following Harchaoui and Dionne (2003) proposal - which besides testing, demonstrating that regulatory requirements promote leveraging in high-risk assets – it was observed the relationship between the Basel Index and credit portfolio rating. The conclusions were similar to those found by Dionne and Harchaoui(2003): the more adequate – higher Basel Index - the financial institution, the greater its chances of having a bad quality credit portfolio. / Este estudo analisa se as vendas de carteiras de crédito são utilizadas por instituições financeiras para gestão de risco, de acordo com Stanton(1998) e Murray(2001) ou para captação recursos, como apontado em Cebenoyan e Strahan(2001) e Dionne e Harchaoui(2003). Duas hipóteses foram testadas quanto às vendas de carteira de crédito: 1) implicam em melhor rating na carteira remanescente; ou 2) promovem alavancagem financeira - com piora na carteira remanescente -, controlando para a existência de coobrigação e para quem esses ativos foram transferidos. A amostra inclui informações trimestrais de 145 instituições financeiras do primeiro trimestre de 2001 ao segundo trimestre de 2008. Os resultados oferecem evidências empíricas de que as instituições financeiras utilizam estas vendas para melhora do rating da carteira de crédito remanescente, ou seja, elas transferem, em sua maioria, ativos de baixa qualidade, garantindo bons ratings e melhorando a liquidez. Adicionalmente, seguindo a proposta Dionne e Harchaoui(2003) - que além de testar, evidenciam que exigências regulatórias promovem alavancagem em ativos de alto risco - foi observada a relação entre o Índice de Basiléia e rating da carteira de crédito. As conclusões foram semelhantes às encontradas por Dionne e Harchaoui(2003): quanto mais adequada – maior Índice de Basiléia - uma instituição financeira for, maiores as chances de ela possuir uma carteira de crédito com qualidade ruim.

Preliminary design of spacecraft trajectories for missions to outer planets and small bodies

Multiple gravity assist (MGA) spacecraft trajectories can be difficult to find, an intractable problem to solve completely. However, these trajectories have enormous benefits for missions to challenging destinations such as outer planets and primitive bodies. Techniques are presented to aid in solving this problem with a global search tool and additional investigation into one particular proximity operations option is discussed. Explore is a global grid-search MGA trajectory pathsolving tool. An efficient sequential tree search eliminates v∞ discontinuities and prunes trajectories. Performance indices may be applied to further prune the search, with multiple objectives handled by allowing these indices to change between trajectory segments and by pruning with a Pareto-optimality ranking. The MGA search is extended to include deep space maneuvers (DSM), v∞ leveraging transfers (VILT) and low-thrust (LT) transfers. In addition, rendezvous or nπ sequences can patch the transfers together, enabling automatic augmentation of the MGA sequence. Details of VILT segments and nπ sequences are presented: A boundaryvalue problem (BVP) VILT formulation using a one-dimensional root-solve enables inclusion of an efficient class of maneuvers with runtime comparable to solving ballistic transfers. Importantly, the BVP VILT also allows the calculation of velocity-aligned apsidal maneuvers (VAM), including inter-body transfers and orbit insertion maneuvers. A method for automated inclusion of nπ transfers such as resonant returns and back-flip trajectories is introduced: a BVP is posed on the v∞ sphere and solved with one or more nπ transfers – which may additionally fulfill specified science objectives. The nπ sequence BVP is implemented within the broader search, combining nπ and other transfers in the same trajectory. To aid proximity operations around small bodies, analytical methods are used to investigate stability regions in the presence of significant solar radiation pressure (SRP) and body oblateness perturbations. The interactions of these perturbations allow for heliotropic orbits, a stable family of low-altitude orbits investigated in detail. A novel constrained double-averaging technique analytically determines inclined heliotropic orbits. This type of knowledge is uniquely valuable for small body missions where SRP and irregular body shape are very important and where target selection is often a part of the mission design.

The evaluation of the knowledge management process in the ferro-metallurgical industry in South Africa / Peter Lupton.

The aim of this study was to conduct a thorough theoretical study on the relevant aspects involved in knowledge management and organizational learning, and thence assess the level of organisational learning within the ferrometallurgical industry. From the outcomes of the assessment, recommendations to improve the state of affairs were to be made. Knowledge can be defined as actionable information. The creation, acquisition, sharing and leveraging of knowledge in today's industries are critical. Knowledge is now termed the fourth productive resource, and some authors claim, with some justification, that the widespread knowledge within a company is the only source of sustainable competitive advantage. With this in mind, it is obvious that companies need to nurture knowledge creation and effective utilisation thereof in order to meet organisational goals. Knowledge can be codified if it is explicit, but needs to be transferred using personalisation if it is tacit. Implicitness of tacit knowledge further confounds the issue. Knowledge management practices underpin the process of organisational learning. The level of organisational learning within the ferrometallurgical industry in South Africa was assessed, using a survey questionnaire obtained from the Harvard Business School. The results show that the industry lags behind the medians in the ten constructs measured, and much work will be required to significantly improve the situation. Key areas of concern are in the areas of psychological safety, time for reflection, education and training, and collection of information. STREAM is a 4-year multi-site training network that aims at career development of Early Stage Researchers (ESRs) on scientific design, construction manufacturing and of advanced radiation instrumentation. STREAM targets the development of innovative radiation-hard, smart CMOS sensor technologies for scientific and industrial applications. The platform technology developed within the project will be tested in the demanding conditions posed by the CERN LHC detectors' environment as well as European industry leaders in the field of CMOS imaging, electron microscopy and radiation sensors. This leveraging factor will allow to fine-tune the technology to meet the requirements of industrial application cases on demand such as electron microscopy and medical X-ray imaging, as well as pathway towards novel application fields such as satellite environments, industrial X-ray systems and near-infrared imaging. The project will train a new generation of creative, entrepreneurial and innovative early-stage researchers and widen their academic career and employment opportunities. The STREAM consortium is composed of 10 research organisations and 5 industrial partners; the network will provide training to 17 ESRs. STREAM structures the research and training in four scientific work-packages which span the whole value-chain from research to application: CMOS Technologies Assessment, Smart Sensor Design and Layout, Validation and Qualification, Technology Integration, and Valorization.
