社區資源應用於鄉鎮圖書館之研究 / A Study on the integrating community resources to the marketing of rural libraries

鄉鎮圖書館與社區充分合作,使圖書館成為社區資源中心,是目前鄉鎮圖書館經營的重要目標。但是其中仍有許多問題尚待解決,包括鄉鎮圖書館對社區資源的認識不足與經費、人力資源的缺乏等,都形成鄉鎮圖書館發展的阻礙。因此本研究期望藉由對與社區結合有良好成效之圖書館進行研究,探討其運用社區資源行銷圖書館之經驗,以作為未來鄉鎮圖書館經營之參考。 本研究旨在探討鄉鎮圖書館成功運用社區資源行銷之經驗,瞭解鄉鎮圖書館行銷成功之因素,以及行銷過程中所面臨之問題。欲探討的研究問題如下:(一)鄉鎮圖書館如何發掘可運用之社區資源並尋求合作?(二)鄉鎮圖書館可運用的社區資源類型為何?(三)結合社區資源之行銷方式為圖書館和社區所帶來之效益為何?(四)鄉鎮圖書館在行銷過程中遭遇之困難?(五)鄉鎮圖書館如何因應行銷過程中所遭遇的困境? 本研究採用個案研究法與訪談法,選擇以臺北縣深坑鄉、萬里鄉、新店市及宜蘭縣南澳鄉、宜蘭市及壯圍鄉立圖書館為研究對象。運用個案研究法蒐集各館之營運資料,瞭解各館營運之概況及行銷活動運作之情形。另外利用訪談法,訪談對象包含鄉鎮圖書館工作人員及社區人士,藉此瞭解鄉鎮圖書館工作者與社區成員對於鄉鎮圖書館運用社區資源之看法,探究其運用社區資源之經驗。 綜合各項資料歸納出結論,在社區資源的發掘方面,鄉鎮圖書館應掌握三項重點:(一)深入瞭解社區環境,充分運用社區之特色;(二)主動出擊經營公共關係,加強與社區的互動;(三)圖書館與社區的合作必須建立在互利的基礎之上。社區資源的型態會因各地區的發展而有所差異,各鄉鎮圖書館也會因應各自的經營策略而對社區資源有不同的運用方式,而圖書館可以運用的社區資源可分為(一)文化資源;(二)機構資源;(三)人力資源;(四)自然資源。 運用社區資源為圖書館行銷所帶來的效益包括(一)閱讀人口成長;(二)建立圖書館之經營特色;(三)提昇圖書館的能見度,增加民眾對圖書館的認同感。為社區帶來的效益則包括(一)提昇社區藝文風氣;(二)提供民眾成長、學習的機會;(三)提昇社區能見度,帶動社區發展。 鄉鎮圖書館在運用社區資源行銷的過程中面臨的困境包括(一)資源缺乏;(二)圖書館與社區認知上的歧異;(三)政治干預專業;(四)圖書館活動創新性與行動力不足。面對行銷的困境,鄉鎮圖書館的因應方式為(一)圖書館應該扮演資源整合者的角色;(二)適應社區文化,加強與社區的互動;(三)提昇地方首長對圖書館的關注。 最後本研究針對鄉鎮圖書館運用社區資源之方式及營運之困境提出以下建議:(一)改革鄉鎮圖書館體制,讓圖書館經營回歸專業;(二)有關單位應持續關注鄉鎮圖書館的發展,提供適當協助;(三)鄉鎮圖書館應確立自身的使命,扮演好應有的角色;(四)建立資料庫,整合社區資源;(五)強化人員培訓,切合實際需求。 / Rural libraries had become community resource centers after cooperated with communities. This is an important goal to the present rural library. However, there are still many issues to be resolved, including the lack of awareness of community resources and funding, human resources lacked. These problem formed obstacles to the development of rural libraries. This research focus on the marketing experience from those rural libraries which integrating community resources well, and expected to provide good examples to the future rural library’s management. The purpose of this study is to understand the successful marketing experience of rural libraries. The themes are as follows: (1) How rural library explore the community resources and to seek cooperation? (2) What types of community resources utilization? (3) What kinds of the benefits brought by integrating community resources to the rural library marketing? (4) What kind of difficulties will appear in the process of marketing? (5) How rural library respond to these problems? This study used case studies and interview as the research methodology. The interview objects are choosen from the rural libraries in Taipei and Ilan County, including Shenkeng, Wanli, sindian, Nanao, Ilan and Jhuangwei. The interviewer contains the rural library staff and the community members. For the community resources exploring, the rural library should have three priorities: (1) understanding the community resources fully, (2) managing public relations actively, (3) the cooperation among library and the community must be mutual beneficial. The type of community resources that rural libraries use can be divided into four categories:(1) culture Resources, (2) institutional resources, (3) human resources; (4) natural resources. The benefit which brings for the library including (1) the reading population growth; (2) establishes the characteristics of library; (3) increases the populace’s sympathy to the library. The benefit brings for the community includes (1) promotion the reading atmosphere; (2) provides the opportunity for populace to grow and study (3) impetus to community develops. The problems that the rural Library may faced in the process of marketing including (1) lack of resources, (2) the different perception between library and community, (3) political interference in professional, (4) lack of innovation and action. In order to solve these problems, rural libraries should (1) play important role to integrate community resource, (2) enhance interaction with the community, (3) promote government officer’s attention to the library. Finally, the suggestions for future development about the integrating community resources to the rural library marketing are as follow: (1), the reform of rural library system, let the library management follow the professional practice. (2) government should pay attention to the development of rural libraries continuously, and provide appropriate assistance, (3) rural libraries should establish its own mission, play important role in community development, (4) construct and integrate the community resources database, (5) strengthen the training of personnel to meet the real demand.

Construction d’une offre de services pour le public universitaire en Syrie- Une approche managériale / Construction of Service Offering for Academics in Syria- A Managerial Approach

Aujourd’hui, les bibliothèques universitaires (BU) en Syrie sont confrontées à une évolution de leur environnement liée en grande partie à la mutation de l’enseignement supérieur et l’arrivée de nouvelles technologies. Ainsi, les BU se trouvent dans l’obligation de s’interroger sur la pertinence de leurs offres de services. En effet, les besoins et les attentes des universitaires ne sont plus les mêmes qu’auparavant. Ces bibliothèques doivent, par conséquent, suivre cette évolution et répondre à leurs nouveaux besoins pour pouvoir survivre dans un contexte où elles ne sont plus la seule source d’information. L’objectif de cette thèse est de contribuer à la réflexion sur l’adéquation entre l’offre et les besoins. Pour y parvenir, des enquêtes quantitative et qualitative ont été menées auprès d’étudiants, d’enseignants, de dirigeants et de bibliothécaires dans cinq universités syriennes. Cette enquête a été réalisée dans le but de connaître la situation actuelle des BU et des besoins informationnels de leurs publics. Nous avons, ensuite, élargi et diversifié la gamme de services proposés aux universitaires tout en partant de leurs besoins tant exprimés qu’implicites. / Today, in Syria, university libraries are facing an actual change in their environment. This change is largely due to the evolution of higher education and the advent of new technologies. In this context, university libraries have to question the relevance of their services. Indeed, information needs have evolved and are no longer the same as before hence libraries need to adapt to evolution by meeting new needs in a context where they are no longer the only source of information. This thesis aims at contributing to reflection on adequacy between supply and service needs. To achieve this goal, a quantitative and a qualitative survey was conducted among students, professors, managers and librarians in Syria to have a clear understanding of the current situation of university libraries and information needs of their publics. We then expanded and diversified the group of services and provided the academics with the basis of their stated and implied needs.

讀者對臺南市立圖書館行銷之滿意度研究---以兒童服務為例 / A Study of Readers’ Satisfaction with the Marketing of The Tainan Municipal Library------On the Basis of Children's Service.

本研究透過文獻探討,對圖書館行銷進行瞭解,進而對國內外公共圖書館所舉辦的兒童服務之狀況深入探討,並選擇臺南市立圖書館(以下簡稱南市圖)為研究對象,以參加南市圖兒童推廣服務的家長為調查對象,就研究結果提出具體的建議以作為臺南市立圖書館往後在實施行銷活動與兒童服務時的參考,希望藉由良好的圖書館行銷,吸引臺南市民,建立起圖書館與市民之間良好的溝通管道,使圖書館成為臺南市民生活中不可缺少的生活必需品,創造市民與圖書館之間的雙贏局面。 本研究採用問卷調查法以及訪談法方式,問卷調查臺南市立圖書館的兒科館、南區、東區與安南區分館等四分館進行問卷調查。訪談則包含南市圖館長與推廣組組長。研究結果呈現(一)、與孩童一同參與活動之家長,其職業影響到館的次數;(二)、參與南市圖兒童服務的兒童與家長,對於南市圖未來兒童服務的期許有所出入;(三)、南市圖在施行圖書館行銷時並未運用圖書館行銷規劃;(四)、南市圖活動資訊能見度不高,造成讀者被動;(五)、南市圖在設計兒童推廣活動時較少引入圖書館利用教育之概念;(六)、南市圖並未充分與國民中小學合作,以推廣兒童服務;(七)南市圖未來仍須繼續開發圖書館行銷通路。 本研究建議南市圖應針對館員多舉辦以兒童服務為主題之行銷研習營。而未來南市圖仍須以兒童意見為主,以設計圖書館兒童服務內容,並且仍須積極推動以讀者為導向的圖書館行銷活動,定期發函至臺南市各國中小學,將訊息公布至學校公佈欄與學校圖書室中,同時加強家長的圖書館利用教育,多善用網路資源,以求迅速、無時差的傳播資訊。 / This study plans to set up and understand library marketing through the document discussion , and then serve and investigate to children’s service of the domestic and international public libraries with the concentiation on the Tainan Municipal Library , and the parents participating in its children’s extension service. Concrete suggestions are offered from the result of study in the hope of attracting the attenting of the people of Tainan city, and setting the good communication channel between the library and citizens with good library marketing.It is also hoped to make the library become indispensable to the people of Tainan city, and create the integrated situation between the citizens and the library. This study adopts the investigation method through the questionnaires and interviews.The questionnaires are undertaken in the four districts of The Tainan Municipal Library ,and the interviews are director of The Tainan Municipal Library and the chief of its Extension Department. There are six results of the study.First, parents participating in the activity with children together will have an influence over the rate of the library visits. Second, children who participate in The Tainan Municipal Library’s children’s service have different expectations of the The Tainan Municipal Library’s children’s service from their parents.Third,the Tainan Municipal Library has not used the library marketing plans in its marketing implementation. Fourth, the visibility of activity information of The Tainan Municipal Library is not so obvious, that its readers are passive. Fifth, the designs of the extensuon of children’s activities in the future need to have pluralism and the introduction of the conception of service marketing the library utilization education. Sixth, the children of The Tainan Municipal Library must have more conceptions with middle and primary schools. Seventh, the Tainan Municipal Library must continue to develop the library marketing channels. This study suggests that the public library should develop a set of its children own marketing ways, in order to promote the satisfaction in children service sponsor more marketing camps with themes on the children service.In the future, the Tainan Municipal Library still need to focus on children's needs as developing the content of children’s service, and marketing must still be readers-oriented, notify regularly all middle and elementary schools with the marketing-related unformation and have such information announced on the school and its library bulletin boards. Furthermore, the library utilization education should be reinforce to parents, at the same time and the network resources should be more properly need so as to make the necessary information transmitted rapidly without any time gap.

The changing roles, responsibilities and skills of subject and learning support librarians in universities in the Southern African Customs Union Region: guidelines for the establishment of a new service

Subject and learning support librarianship first began in African university libraries in the 1960s, but became more prevalent in the 1980s. Subject librarians, who were known by different titles in various universities, were responsible for one or more subjects, departments, schools or faculties, in terms of providing a subject-based information service, and performing subject-based collection development, user education, and liaison functions. They were organised according to specific models or structures which determined whether or not they performed only subject duties in the library. They formed a core part of the university library, and with each major technological advance, they had to reassess their roles, titles, functions, duties, educational qualifications and skills, so as to adapt to the new information environment. Unfortunately, the inception, development, re-assessment and adaptation of subject librarianship on the African continent did not follow a standard path, and no standards guidelines were compiled that could be utilised by new subject services. The purpose of this study was to investigate the roles, responsibilities and skills of subject librarians in the Southern African Customs Union (SACU) region. The target population consisted of subject librarians in this region and a census method was used to determine participants. The quantitative research approach employing a survey design was used by the study. Data was collected using questionnaires, and results were clarified by interviews with a selection of library managers. Data was analysed using SPSS, MS-Excel and content analysis. The research found that the main models of subject librarianship in place were the dual and hybrid models. It determined the main titles that subject librarians were known by, and that their role, involved providing teaching, learning and research support to faculty members, staff, students and researchers. It also determined the main functions and related duties performed, and the main educational qualifications and skills held by, or required by subject librarians. Since the study found that no guidelines, specifically targeted at subject librarians in the region, were available, as one of its outcomes it provided guidelines, in the form of an appendix, for new subject services to adapt or adopt if they desired. / Information Science / D. 網路行銷應用在大學圖書館電子資訊服務之研究

由於數位時代來臨,網路科技興盛,人類生活中許多事物漸漸被數位化、電子化的產品所包圍或取代,資訊和服務更透過網路的便利性快速傳達。而圖書館館藏類型也隨著這股潮流與需求的影響產生了相當大的轉變。其中大量的電子資訊資源進入圖書館,不但改變了館藏的類型、服務的形式、館員專業技能的培訓、圖書館軟硬體設備等,也改變了圖書館在採購經費上的分配。網路行銷是目前國內外電子商務大量應用的新行銷模式,而圖書館也逐漸注意應用網路進行館藏資訊與服務的行銷。 本研究主要目的在探討國內網路行銷在大學圖書館電子資訊服務之應用,瞭解大學圖書館應用網路進行圖書館電子資訊服務的行銷現況,以及從研究結果中擬定出適用於圖書館電子資訊服務網路行銷之模式。 本研究採用文獻分析法與深度訪談法,參考蒐集之國內外文獻,進行圖書館與網路行銷理論的歸納整理,撰寫出圖書館網路行銷理論,並以此一理論架構作為設計訪談問題綱要之基礎。 本研究發現,大學圖書館電子資訊資源與電子資訊服務的類型豐富且多元。目前圖書館應用了許多網路行銷之工具進行電子資訊服務的行銷推廣,例如:網站、e-mail、BBS、電子報、線上學習等,但多未實際進行圖書館網路行銷規劃,也未針對館員進行網路行銷與相關技能的培訓或與校內系所進行合作計畫。 根據研究結果,歸納出圖書館網路行銷規劃架構應包含六項步驟:(1)情境分析;(2)數位任務與目標;(3)網路行銷組合;(4)行銷預算;(5)執行與評估;(6)顧客關係管理。其中網路行銷組合採用Eileen Elliott de Saez所提之5ePs做探討,分別是電子化產品、電子化通路、電子化推廣、電子化價格、以及電子化的公共關係。 最後本研究提出六項建議:(1)圖書館應積極從事網路行銷;(2)圖書館應對不同電子資訊服務進行網路行銷的區分;(3)圖書館網路行銷應區分社群並多加經營;(4)加強館員網路行銷教育與訓練;(5)應積極建立電子資訊資源使用量統計標準;(6)應進行圖書館網路行銷使用者研究評估。
