Access to and impact of information technologies at Balme Library, University of Ghana

Libraries, particularly academic libraries implement technologies to enhance their services to promote teaching, learning and research. In this thesis the impact of information technologies (library technologies) on delivery of services at the Balme Library of the University of Ghana was evaluated. The researcher adopted the multi-methods approach to the research by using a semi-structured questionnaire to collect data from users (students) of the library and para-professional staff of the Balme Library of the University of Ghana who formed one group of the study. The interview was used to collect data form professional staff of the library who on the other hand formed the second group of the study. Responses of the data collected from the two groups formed the components of the study and data collected quantitatively were analysed using univariate analysis method and interpreted by the descriptive and inferential statistics method. The qualitative data, on the other hand, was analysed using the narrative analysis approach. The findings of the study reveal that a variety of IT facilities such as computers, internet, photocopiers, scanners, braille embossers, magnifiers for reading, reference management software, video conference facility, electronic theses, electronic databases, automated library system, electronic past questions and the library website are available at the library and are very accessible to all users (students) and staff of the library. Students and staff of the library have good IT skills to utilise those resources. The findings also reveal that the IT infrastructure had positive impacts on the delivery of library services ensuring that users received the appropriate services they needed at the right times and places The study found challenges of slow internet connectivity, unstable power supply, lack of IT skills, inadequate IT infrastructure among others and these hinder the maximum utilisation of IT in and out of the library and recommends periodic training of staff and users, proper maintenance of facilities, increase of internet bandwidth and better marketing of library services / Information Science / M. Samhällsservice i kommunala biblioteksplaner / Societal service in Swedish municipal library plans

In this master’s thesis I examine how services like societal service and citizen service are described and motivated in municipal library plans over time, and how the design of these library plans affects the descriptions of service. Services are in this thesis described as services that members of the municipality needs help with, in order to perform tasks important in their everyday lives. The COVID-19 pandemic has highlighted these types of services in Swedish public libraries since local re-strictions affected the use and non-use of these services in the library. Previous research show that in Sweden during the pandemic, access to computers in the library was crucial to some visitors in order to pay bills and communicate with authorities. Therefore, it is of interest to study how this phenomenon is portrayed in strategic public library planning, particularly in plans established in the midst of a crisis. The material of the study consists of 22 library plans from 11 different Swedish municipalities. The material is described and analysed through qual-ity content analysis and the perspective of new institutional theory.In the analysis I identify four themes in which services are described and motivated. These themes connect to the documents descriptions of knowledge, (digital) participation, user needs and the library space. The design of the library plans has implications for the description of service and are illustrated through the municipalities different approaches to document revision and the use of references to other documents in the texts.The study also shows that the Swedish library law, which is ruled to be the point of departure in the design of the library plans, has been interpreted differently when describing and motivating these types of services. In some library plans the law hasn’t been interpreted at all, merely mimicked. This is a two years master’s thesis in Library and Information Science.

Text in Afrikaans / Die doel van die studie was om 'n model te ontwikkel vir openbare bibiioteekdiensiewering in 'n ontwikkelende land met 'n multikulturele samelewing. Die kernprobleem was om die teoretiese fundering van dienslewering en die toepassing daarvan in die praktyk te ondersoek. Die eerste subprobleem was om die eienskappe van 'n professie en professionele dienslewering te ondersoek. Die eienskappe van die professionalis/bibiiotekaris wat leiding aan die gebruiker moet gee, is geidentifiseer. Sleutelelemente is: outonomie (gekoppel aan deskundigheid en opieiding), 'n altruistiese diensorientasie en funksionele diens (volgens professionele riglyne en standaarde) aan alle groepe in die gemeenskap, ongeag sosiale kias. Die tweede subprobleem was om die doelstellings en funksies van die openbare biblioteek en die roi van gebruikersleiding daarin te ontleed. Daar is gevind dat diensleweringsfunksies in die teorie swak gefundeer is. 'n Kategorisering is voorgestel wat onderskei tussen ondersteuningsfunksies, diensleweringsfunksies en bestuursfunksies. Gebruikersleiding is geidentifiseer as oorkoepelende begrip en kernelement van alle diensleweringsfunksies wat gerig is op die optimalisering van die waarde van inligting tot beswil van die samelewing. Die derde subprobleem was om die ontstaan van 'n diensbegrip in die openbare biblioteek te beskryf en paradigmaverskuiwings uit te wys. Professionele riglyne, beginsels en standaarde, is ontleed. Afleidings is gemaak oor 'n heersende diensbegrip en rol van die openbare biblioteek. Daar is bevind dat die riglyne vir die identifisering van gebruikersgroepe en hulle behoeftes asook diensleweringsfunksies ontoereikend is. 'n Kategorisering van potensiele gebruikersgroepe en hul behoeftes is gedoen en 'n model vir openbare biblioteekdiensiewering ontwikkel om die leemte in teoretisering te vul. Die model onderskei 'n diensparadigma van dienslewering aan alie individue en groepe in die gemeenskap en missie van ontwikkeling; die primere doeiltelling opvoeding; beginsels van gemeenskapskontak; behoeftebepaling en toegang lot inligting; diensfunksies en uitreikaktiwiteite; die professionalis-klientverhouding; wetgewing, organisatoriese strukture en omgewingsfaktore. Die model is in 'n vraelysopname in die Suid-Afrikaanse openbare biblioteekpraktyk getoets. Daar is bevind dat die doelsteliings nagestreef en diensfunksies toegepas word. Die grootste probleme word in organisatoriese strukture en finansiering ondervind. Hierdie sake moet dringend aandag kry om die gestelde missie, naamlik om 'n wesenlike rol te speel in die ontwikkeling van die hele Suid-Afrikaanse samelewing, te verwesenlik. / The purpose of the study was to develop a model for public library service rendering in a developing and multicultural society. The core problem was to investigate the theoretical foundation of service rendering and the application thereof in practice. The first subproblem was to examine the characteristics of a profession and professional service rendering. The characteristics of the professional/ librarian who has to provide guidance to the user were identified. Key elements are: autonomy (linked to expertise and training), an altruistic service orientation and functional service (according to professional guidelines and standards) to all groups in the community irrespective of social class. The second subproblem was to analyse the aims and functions of the public library and the role of user guidance in it It was found that service rendering functions are not theoretically well grounded. A categorisation is proposed which distinguishes between supporting, service rendering and management functions. User guidance is identified as an umbrella concept and core element of all service rendering functions which is directed at optima/isirtg the value of information to the benefit of society. The third subproblem was to describe the origins of a service concept in the public library and to expose paradigm shifts. Professional guidelines, principles and standards were analysed. Conclusions were drawn about a predominant service concept and the role of the public library. It was found that guidelines for the identification of user groups and their needs as well as service rendering functions are inadequate. A categorisation of potential user groups and their needs was compiled and a model for public library service rendering was developed to bridge the gap in XXtheorisation. The model distinguishes a paradigm of service to all Individuals and groups in the community and a developmental mission; the primary aim of education; service principles of community networking, needs assessment and information access; service functions and outreach activities; the professionalclient- relationship; legislation, organisational structures and environmental factors. The model was tested in South African public library practice by means of a questionnaire survey. It was found that aims are pursued and service functions are applied. The greatest problems are experienced In organisational structures and financing. These issues must be urgently addressed to realise the public library's declared mission, namely to play a substantial role in the development of the South African society as a whole. / Information Science / D. Managing resource sharing in selected Seventh-day Adventist tertiary institutions in Sub-Saharan Africa: problems and prospects

Universities in the new millennium find themselves in a knowledge-driven economy that is challenging them to produce a qualified and adaptable work force if they are to contribute to societal development. Owing to the structural change in the economy, entrepreneurs require high level scientists, professionals and technicians who not only have the capability to create and support innovations by adapting knowledge to local use but also people with managerial and lifelong learning skills. Such are they who can accelerate changes and make organizations more productive and efficient in the services they render. Consequently, universities in Sub-Saharan Africa are challenged to transform learning so as to produce graduates who have both knowledge and competencies. Such a system will create a balance between university education and the changing labour market. Satisfying these new educational demands are only possible through research and unhindered access to global information resources. Paradoxically, some private university libraries, because of limited funding, find themselves fiscally constrained in the provision of unhindered access to global stores of information particularly at a time of exponential growth both in number and cost of information resources. This had led libraries to re-examine resource sharing as a viable option to meeting the new demands placed on universities. It is for the reasons above that this study examines the practice, problems and prospects of resource-sharing in selected Seventh-day Adventist university libraries in Sub-Saharan Africa. It examines scientifically the causes of poor sharing practices that are unique to each library, the situational and environmental factors that can enhance resource sharing. It provides also research-based information that will help to determine the best ways by which each library can have greater access to information resources. There are proposals for resolving the problems, and there are recommendations for dealing with the matter on a more permanent basis. The study advances resource-sharing model called Consortium of Adventist University Libraries in Africa (CAULA) as a resource sharing network for Seventh-day Adventist libraries in Africa. The organizational structure for CAULA are outlined and discussed. Providing services for culturally diverse students in academic libraries

The purpose of this study was to investigate the role of academic libraries in providing services to culturally diverse student populations. In this study the information needs and information-seeking behaviour of the culturally diverse students of the Technikon Witwatersrand were analysed. The study also tried to establish whether there are differences in information needs and information-seeking behaviour of various cultural groups. The empirical investigation was conducted by means of focus group interviews and a questionnaire survey on a sample of undergraduate students of the Technikon Witwatersrand. There were assumptions that African students have limited experience in using the academic library, have no computer and information handling skills and might have language difficulties. Therefore, the expectation was that African students might have problems in the use of the academic library. However, the results of the empirical study show that English and Afrikaans speaking students are experiencing more problems than African students. / Information Science / M.Inf.

An important matter is whether the institution is able to provide certain services as far as the collection, facilities and personnel are concerned. A question that should also be asked, is whether this should be a fee-based service, or a free service. Another important matter is the marketing of services, which in earlier times did not form part of a non-profit organization, but is nowadays regarded as part of normal management practice. There should also exist a good understanding and a partnership between the information service and the user in the community, and in this way co­ operation between both parties should be established. A model for service rendering to meet the information needs of South African artists

This dissertation analysed the information needs and information-seeking behaviour of visual artists. An empirical survey was conducted on a sample of the more informationliterate visual artists in South Africa. A model of the information environment of South African visual artists was developed. This model provides a basis for another model which represents the optimal service that should be rendered to meet the needs of this user group. It was found that the general information needs of South African artists are fairly adequately met, but that there are several shortfalls, especially in serving their more complex information needs. The most important problems are the lack of training in the use of information sources and services, inadequate marketing of services and inadequate coverage of South African art. It was also found that greater coordination between service providers is urgently required, especially in the provision of information about South African art. / M. (Information Science)

本論文旨在探討英美圖書館專業人員認可與檢定制度以及比較兩者之異同。主要研究目的為:1.敘述英美圖書館專業人員之定義;2.描述英美圖書館專業人員認可之途徑;3.探討英國圖書資訊學教育認可制度及圖書館專業人員檢定制度之意涵、歷史、現況與標準;4.探討美國圖書資訊學教育認可制度及圖書館專業人員檢定制度之意涵、歷史、現況與標準;5.比較英美圖書資訊學教育認可制度及圖書館專業人員檢定制度之異同。 本研究以英美兩國之圖書館專業人員之意義、圖書資訊學教育之認可制度以及圖書館專業人員之檢定制度為主題,研究範圍與限制為:1.本研究以英美圖書館專業人員之定義、認可途徑、認可制度與認可標準為主,其餘主題皆不在本研究範圍內;2.美國圖書館與資訊服務教育與人力資源利用政策所指專業人員有圖書館員與專家人員,本論文僅限於圖書館員之探討;3.本論文研究認可途徑係以英美兩國圖書資訊學教育機構認可制度與圖書館專業人員撿定制度為主,執照制度以本論文相關與必要者為度。 本論文採用文獻分析法與比較研究法,比較研究法為本論文主要採用之研究方法,其步驟有四:資料收集與描述、解釋、併排與比較。首先就英美兩國圖書館專業人員之意義、圖書資訊學教育之認可制度及圖書館專業人員之檢定制度描述,包含兩國圖書館專業人員之定義與層級、認可與檢定之意義、發展歷史、管理機構、原則、標準、程序做說明。 其次,將描述所獲得之資料加以併排,分成三部份,第一部份將兩國圖書館專業人員意義資料予以併排陳現,包括:圖書館專業人員之意義、層級、專業取得途徑、及專業授予組織等。第二部份是英美圖書資訊學教育認可制度之併排,包括:認可之意涵、認可制度之發展與認可機構、認可標準與程序等。第三部份是英美圖書館專業人員檢定制度之併排,包括:檢定之意涵、檢定制度之發展歷史與檢定機構、檢定標準與程序等。 最後,進行比較,將前述併排資料分為三部份進行解釋與比較:英美圖書館專業人員之意義、英美圖書資訊學教育之認可制度、英美圖書館專業人員之檢定制度,分別比較其相同或相異,並解釋差異之原因。 根據比較結果,證明英國圖書館專業人員之檢定制度係以國家職業資格體系為主,體系完善且全國統一;美國圖書資訊學教育之認可制度行之有年,制度、標準及程序為英國圖書資訊學教育認可制度仿效之對象,兩國之經驗皆可提供我國做為參考。最後,本論文對我國圖書館專業人員認可與檢定制度提出建議如下:1.建立圖書館專業人員層級:建議仿效美國圖書館學會圖書館人員制度,區分為資深圖書館員與圖書館員兩級,且釐訂圖書館專業人員之意涵;2.建立我國圖書資訊學教育認可制度:建議由我國圖書館專業學會推動我國圖書資訊學教育認可制度,首先應對圖書資訊學之界定與應包括之內涵與領域,建立共識,且研擬圖書資訊學核心專業課程或基礎課程,以及各校認可制度之推行與標準之建立,以提昇專業訓練,並建立社會認同;3.訂定圖書資訊學教育之認可標準:建議師法美國圖書館學會訂定之「圖書館與資訊研究碩士學程認可標準」,以學士為要求資格,採六大要件擬訂,包括任務及目的、課程、教師、學生、管理及經費支援、硬體資源及設備等;4.建立圖書資訊師制度:建議師法英國資訊與圖書館服務之國家職業資格制度,訂定不同層級之資格要求與檢定,藉由職業晉升途徑取得圖書館專業人員資格,惟需配合相關考試機關或行政單位之考量,制定完善之配套措施。

Library automation as a prerequisite for 21st century library service provision for Lesotho library consortium libraries

Library automation is approaching its 90th birthday (deduced from Pace, 2009:1), and many librarians no longer remember the inefficiencies of the manual systems that were previously in place. For some, however, automation has not gone nearly far enough. In this second decade of the new millennium some libraries in Lesotho face multiple challenges in automating their services while libraries internationally are staying relevant by rapidly adapting their services to address the needs and demands of the clients. It was anticipated that full library automation is a prerequisite for delivering 21st-century library services and the researcher embarked on a process to establish whether libraries belonging to the Lesotho Library Consortium (LELICO) have automated to the extent where they will be able to provide the services that are currently in demand. The purpose of this study was to analysewhether full library automation is indeed a prerequisite for libraries to offer the services required in the current millennium. The study focused on LELICO member libraries. Benchmarking was done with selected South African academic libraries. Data were collected by means of interviews with all respondents, namely, LELICO member libraries, librarians from South African libraries and with international system vendors operating from South Africa. The study found that LELICO member libraries are indeed lagging behindin terms of service provision. LELICO member libraries do not appear to understand; which library services are possible when state-of-the-art technology is fully implemented. The study found furthermore that the laggard status is caused by factors such as a lack of funding, too few professional staff and ineffective support from management. These and other findings helped formulate recommendations that would underpin a renewal strategy for LELICO. The proposed recommendations include that LELICO should deliver a more meaningful service to its current members. LELICO member libraries should be using technology more effectively in their operations and good relationship between a system vendor and its clients should be seen as an asset that should be maintained.LELICO should be playing a key role in making change a reality. / Information Science / M.A. (Information Science)
