[pt] Em meio a um cenário de dificuldades e desafios para o jornalismo, sobretudo para o jornalismo local, jornalistas e empresas de comunicação apostam em ferramentas e plataformas disponibilizadas pela internet e pelas novas tecnologias digitais para engajar e manter seu público. Um exemplo é a editoria de hiperlocal dos jornais da empresa de notícias carioca Infoglobo, criada em 2017. Este trabalho parte da análise das reportagens produzidas pela editoria para fazer uma reflexão, em termos conceituais, sobre a eficácia dessa estratégia. A partir de uma revisão bibliográfica para definir os conceitos de jornalismo local e de jornalismo hiperlocal, relaciona os pontos de contato e as diferenças entre eles e aplica os conceitos ao trabalho feito pelos jornais da Infoglobo. Faz ainda uma reflexão acerca dos dilemas e dos desafios impostos ao jornalismo local em um mundo interligado pela tecnologia. / [en] Today media players are facing difficulties and challenges - especially those dedicated to local journalism. The response goes through investing on digital tools and platforms, as well as digital technologies, to engage the audience. The creation of the Hyperlocal desk in Infoglobo s newspapers in 2017 is an example. This dissertation proposes a reflection in conceptual terms on the effectiveness of this strategy. It analyzes the reports produced by that new desk team. Starting from a bibliographic review, this study aims to define the concepts of local journalism and hyperlocal journalism. Then seeks for points of contact and differences between these concepts, facing them up to the work done by Infoglobo newspapers. Finally, this work focuses on the dilemmas and challenges faced by local journalism in a world interconnected by technology.

This paper concerns a local political debate about the financing of culture in the mid-sized city Norrköping in Sweden. The purpose of this study is to find what type of content the local newspaper and a Facebook group produce, how the debate is portrayed and how the different media types can contribute to democracy. The material contains 15 articles from the newspaper and 25 posts from the Facebook group. A qualitative content analysis has been applied as the method. Furthermore a framing analysis has been used to find answers about how the debate is portrayed in the media. Results show, among other things, that the newspaper first and foremost portrays the debate as a conflict and that the Facebook group is much more focused on human interest. Furthermore the study shows that both mediatypes should be able to generate democratic functions for the local population. The newspaper more so for its correct informational content and Facebook for its ability to bring people together and create civil political engagement.

In the light of the problems the media industry are struggling with, local news reporting is only one of the challenges the news organizations are facing. When local editors is being moved to the cities the tie with the local community is being severed. The aim of this study has been to analyze how the inhabitants of Vilhelmina municipality talks about their experiences of local journalism. With methodological inspiration from the Critical discourse analysis (CDA) this study examined the discourses of local journalism, social media, journalism's role and municipal policy. The theorectical framework consisted theories of media and democracy, convergence culture and discourse theory. The survey was conducted with four focus groups interviews. The focus groups were divided in different cathegories based on the participants experiences, ages and employment. The groups consisted of politicians, senior citizens, municipal employees and younger students. Results showed that some of the groups put high value in physical presence and that the absence of local editors were seen as a problem. The importance of local journalism were unmistakable and the groups talked about local journalism in similar ways. Different opinions mostly occured when it came to discourses about the importance and effects of social media. Another discourse that were identified were the discourse about the political climate in Vilhelmina. The changing media landscape were seen as one of the main factors when it came to conflicts and misunderstandings that have characterized the debate in the last years. In summary, a changed media landscape can not only be seen as a threat. In fact, in small municipalities like Vilhelmina, technological developments might be one of the solutions when it comes to maintain local journalism. The biggest problem is rather the lack of investigative journalism that occur when local editors is disappearing.

Tisk sloužící veřejnosti? Radniční periodika Hlavního města Prahy - přehledová studie / Press that serves the public? Survey of journals published by Prague's municipalities

This master thesis deals with the phenomenon of journals published by local municipalities, defined in a recent amendment to the Press Act in the legal order of the Czech Republic as "journals of territorial administrative units". According to the press law the purpose of these journals is to deliver information about the self- governing unit while providing adequate space for presenting opinions and views of all ideological spectrum of the local council. These journals were recently criticized for being abused by the ruling political representation and being misused as a form of political PR rather than an independent news platform. My research is focused on their gradual professionalization that was recently encouraged by the changes in the Czech law. The research is based on a survey of editors of these journals. In the survey I investigated the background of the content production of these journals, various aspects of their organization, details about staff editors and their reflection on the topic, as well as control mechanisms that are set to ensure the statutory requirements of objectivity and impartiality. This means creating organizational standards for knowledge processing, as well as developing strategical vision and planning for this purpose. In the Journalism area we observe simultaneously a globalizing trend, pressed by advances on communication technology, as well as a strengthening of local journalism. All this may be considered as part of the Glolocal movement on this Digital Era of Communication, where we deal with real time news at a planetary scale. Under these conditions our research is a case study, based on four interviews on local journals located on the State of São Paulo , looks at the knowledge management processes been used by these kind of organizations related to the four stages of knowledge acquisition, maintenance , stocking and dissemination; as well as problems related to promoting these processes / O conhecimento vem sendo considerado como um dos principais ativos estratégicos das organizações, principalmente naquelas intensivas neste recurso. A atividade jornalística é considerada intensiva em conhecimento, por isso tanto pesquisadores quanto gestores começaram a voltar suas atenções para a gestão deste ativo em empresas com estas características, como meio de melhorar o processo de desenvolvimento de produtos e serviços e de interferir na posição competitiva da empresa. Isto envolve tanto a institucionalização de processos de conhecimento, quanto o estabelecimento de estratégia para sua gestão. <p>At the centre of this study lies one of the critical questions faced by (late-)modern society, namely that of taking care of the long-lived radioactive waste from nuclear power production. The problems of nuclear waste management are pictured as embracing a complex web of essential issues for society today, in terms of both its capacities and its shortcomings – so called core issues. The principal aim of the thesis is to examine the nuclear waste discourse in Malå, Västerbotten, from a critical discourse analytical perspective, through applying the approach developed by Michel Foucault in The Order of Discourse.</p><p>During the 1990s, the municipality of Malå played a prominent role as a candidate site for the geological disposal of Sweden’s spent nuclear fuel. A five-year process culminated in a local referendum on whether detailed site investigations should be permitted within the community. Following the result no further investigations have been undertaken. The discourse analysis is carried out through a study of opinion formation in the municipality during the period October 1992 to October 1997. Two main types of empirical material have been collected: interviews with opinion leaders (politicians, activists, journalists, information professionals, etc.) and contemporaneous mass media content (the local newspaper and regional television news).</p><p>In the empirical analysis, a review is made of the workings of the external and internal control mechanisms within the discourse; that is to say, how they serve to set limits on the content and form of the sense-making process concerning nuclear waste management. Important themes in the opinion forming process in Malå include information and expertise, opposition and legitimacy, the centre/periphery relationship and the themes of mistrust, partitioning and rejection. Among other themes identified as being marginalised or absent, one example is the Samish citizens’ views on the nuclear question. Four actors play a prominent role as authors of the discourse, namely the nuclear industry, the experts, Greenpeace and the mass media. The voices of resistance groups are also significant. Representatives from authorities and civil servants were most likely to take the commentary role in the discourse, along with journalists.</p><p>In the concluding analysis of the nuclear waste discourse in Malå, two main types of desire for truth, which form the discourse’s main order, are identified. The stronger concerns the will to know, which places the expert with a scientific background as the principal truth-teller. The other is ‘ordinary’ people’s desire, which influences the content and form of the opinion formation. It is also concluded that the mass media institutions play a significant role in this context, not least as mediators. Reflections on contemporary ‘core issues’ to which the analysis bears witness, such as the crisis of democracy, are also included. In addition, the implications of applying the Foucaultian research programme to a study of the nuclear question have been considered. </p>
