The experience of landlessness in the ancient near east as expressed in the book of lamentation

The dissertation examines the experience of the landless in the ancient Near East as expressed in the book of Lamentations. Land theology has focused on land loss but not on the people who lost it. Similarly, the interpretation of Lamentations has focused on human suffering or on God’s absence not on land loss neither on the landless. This study investigates the phenomenon of landlessness in the Near Eastern world (over the span of 6th and 7th centuries BCE) and how people reacted to such experiences. They lamented over the destruction of shrines, homes, towns and land. Land loss is a prominent feature in city laments. Lamentations relied on these kinds of lament to express the Judeans’ land loss experience. The Zion theology which had granted an unconditional blessing of protection and stability to Jerusalem and to its people, completely failed on the Babylonian invasion in 587 BCE. The ‘landless genesis’ of the nation from the period of the ancestors (Cain and Jacob) remains in the memory of Daughter of Zion and of the deported man as they lament over the loss of Jerusalem. / Theology / M. Identity and foreign policy-making : a comparative analysis of self-other perceptions in EU-Russia peace-making towards the Palestinian statehood, 2000-2012 : an analysis of the role of identity in the process of peace-making in the Middle East

This thesis seeks to answer the following question: How and to what extent does identity and Self-Other perception influence the foreign policy of the EU and Russia toward the establishment of a sovereign and viable Palestinian State? The thesis scrutinises the assumption that identity and Self-perception as well as perception of ‘otherness’ play a vital role in defining foreign policy-making, with policy toward the Middle East being no exception. The investigation focuses on how the EU’s and Russia’s desire to reinforce their ‘global actorness’ on the international stage informs their involvement in the Middle East peace process. This assumption brings into the analysis the dynamic of constructivism in the shaping of foreign policy. Through a constructivist approach, the thesis attempts to explore how Self-Other perception informs foreign policy-making, specifically by the EU and Russia, in relation to Palestinian statehood. Thus the thesis problematises existing views about the role of established IR schools in understanding foreign policy-making (namely, in terms of peace-making). The study seeks to deepen our understanding of the role of identity and Self-Other perception in EU and Russian foreign policy-making by going beyond conventional understanding of foreign policy-making that are fixated on ‘power’, with special reference to the question of Palestinian statehood. In this vein, I advance the argument that, contrary to the old assumptions of schools such as realism and liberalism, there is a role played by identity and ideas that needs to be assessed in the context of EU and Russian peace-making in the Middle East. The thesis tests these assumptions using a qualitative methodology to investigate the making of foreign policy by the EU and Russia. Discourse analysis is the main method employed to interpret the role of identity and Self-Other perceptions. This is done through a study of discourse made up of official documents and statements as well as interviews with diplomats with current and past involvement in the formulation of EU and Russian foreign policy.

The failure of the Middle East peace process and structures for conflict

Thesis (MA)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: This study focuses on the role of political elites in addressing the problem of why a durable peace has eluded Israeli Palestine. A theoretical background study was made on the articulation of identity within a civilization. This established identity formation as a political process. To see how the manipulation of the structure within which identity formation processes take place, six critical indicators were identified. These are: Manufacturing conditions of underdevelopment; Un-integrated social and political systems, and distributive injustice; Fostering cleavages, stereotypical images and political symbolism; Placing issues under the 'sign of security'; The production of insecurity through the manipulation of identity formation processes; and Monopolising the conflict resolution process. Political elite creation and perpetuation of structures for conflict shows an inherent inability to bring about a lasting peace in a protracted social conflict for conflict has become the source, rather than the outcome of policy formation. As a result this thesis calls for a more inclusive approach to conflict resolution, one that goes beyond the processes of arbitration, mediation, negotiation and facilitation, to include conciliation at grass roots level between civilizations, sincerely exploring the underlying emotional legacies of fear, hatred, sorrow and mistrust. / AFRIKAANSE OPSOMMING: Hierdie studie fokus op die rol gespeel deur politieke elites in die voortslepende vraagstuk rondom vrede in Israel/Palestina. Beltway battles : ideology and infighting in US foreign policy toward the Middle East 2001-2006

The record of American foreign policy in the Middle East between 2001 and 2006 is marked mostly by failures of the Bush Administration to achieve its stated objectives, including reducing terrorism, stopping the spread of weapons of mass destruction, and spreading liberal democracy. Still, there are also notable bright spots, including the case of Libya’s diplomatic rehabilitation. What is it, then, that accounts for this success in the face of so many other failures where the policy goals were markedly similar? I argue that a partial explanation of this discrepancy can be found in the nature of infighting between ideological realists and neoconservatives within the foreign policy bureaucracy. In doing so, process tracing is used to examine policy development toward four country cases: Iraq, Iran, Lebanon, and Libya, with Libya acting as the control. The object of these case studies is to demonstrate existence of a previously undescribed model of bureaucratic infighting, based on competing ideological differences regarding the fundamental direction and conduct of US foreign policy. I call this the Ideological Infighting, or I2, Model. Whereas previous works of US foreign policy analysis have focused only on the roles of individuals’ ideology or on bureaucratic interests, this study unites both. In doing so, it describes the policy effects that result from ideological disagreements within the executive agencies, rather than viewing a presidential administration as an ideologically coherent entity. It also refines understandings of the relationship between the President and his advisors. Finally, although this work deals specifically with the Middle East, the model is generalizable to all areas of US foreign policy.

Women's rights and reform in provincial Morocco : from disenfranchisement to lack of empowerment

Morocco is oftentimes praised by academics, development workers, and women’s rights activists as a trailblazer for the empowerment of women in the Middle East and North African region. Its reforms in the realm of family legislation and progress made in human development place the country at the helm of liberalising Arab Muslim-majority societies, even more so after the Arab Spring and Morocco’s peaceful transition to a ‘new’ constitutional order. However, a closer look at women’s rights discourses, legal reforms, its texts and implementation, and the public attitudes towards the enhancement of women’s rights reveals a less empowering situation. The purported goals of the Family Code, as the extolled document showcasing Morocco’s attempt at ameliorating (married) women’s rights, of ‘doing justice to women’ while ‘preserving men’s dignity’ mask the reformed law’s reconsolidation of patriarchal family relations. Many legal grey areas within this particular law, as well as clashing principles emanating from other laws such as the Penal Code, allow judges and the ʿaduls (religious notaries) to exercise discretion and apply the law as they see fit and, to a large extent, as it conforms to their and the community’s vision of the ideal moral order. Moreover, because ‘doing justice to women’ affects men’s and family’s honour, the project of the enhancement of women’s rights has had as a result retraditionalisation of family relations and hierarchical gender structures. Nowhere is this more poignant than in the status of educated single adult girls from provincial areas. They may be poster girls for the development community, but they are pitied by their own communities because they fail to become complete women––married (non-employed) mothers. The story of Morocco’s professed progress is a story of empowering its citizens, but one which does so on paper only. It is also a story which hides the salient details of poorly written reformed laws, obstructed access to justice, continuing widespread misogyny, material poverty and social marginalisation, and cohesive socio-economic programmes, which are rarely followed through.

The sands of time: development in the Middle East and Saudi Arabia

The Middle East is a culturally and historically rich region. Its' most pervasive characteristics are tied to the nomadic tribal tradition from which it emerged. A statistical analysis of development patterns highlights that nomadic ties are the most significant variable in determining the democratic tendency of states. In this case nomadism is statistically linked with authoritarianism. An examination of Middle Eastern nomadic practices shows that there are numerous cultural norms derived from nomadism that continue to permeate the political landscape of the Modern Middle East. The state of Saudi Arabia has been, and continues to be, the subject of continued academic misinterpretation as one model after another fails to understand the state. A simple reality is that the political culture of Saudi Arabia is crafted from its nomadic precursors, and the state is predisposed towards, from what has been labeled to be authoritarianism. / by Ryan R. Mental illness and the British mandate in Palestine, 1920-1948

This thesis examines the ways in which the British mandate conceptualised, encountered, and sought to manage mental illness in Palestine between 1920 and 1948. The subject of mental illness has hitherto received partial consideration by historians interested in the Yishuv, who treat this period as formative for the Israeli mental health service. This thesis shifts the focus from European Jewish psychiatrists to the British mandate's engagements with mental illness, thus contributing to the well-developed literature on colonial psychiatry. Where this thesis departs from many of these institutionally-focussed histories of colonial psychiatry is in its source base; lacking hospital case files or articles in psychiatric journals, this thesis draws on an eclectic range of material from census reports and folklore research to petitions and prison records. In bringing together these strands of the story of psychiatry and mental illness, this thesis seeks to move beyond the continued emphasis in the historiography of Palestine on politics, nationalism, and state-building, and to develop our understanding of state and society by examining how they interacted in relation to the question of mental illness. This thesis thus widens the cast of historical actors from psychiatric experts alone to take in policemen, census officials, and families. In addition, this thesis seeks to situate Palestine within wider mandatory, British imperial, and global contexts, not to elide specificities, but to resist a persistent historiographical tendency to treat Palestine as exceptional. The first part traces the development of British mandatory conceptualisations of mental illness through the census of 1931 and then through a focus on specific causes of mental illness thought to be at work in Palestine. The second part examines two contexts in which the mandate was brought into contact with the mentally ill: the law and petitions. The final part of the thesis explores two distinct therapeutic regimes introduced in this period: patient work and somatic treatments.

Religious nationalism and negotiation : Islamic identity and the resolution of the Israel/Palestine conflic

The use of violence in the Israel/Palestine conflict has been justified and legitimised by an appeal to religion. Militant Islamist organisations like Ramas have become central players in the Palestinian political landscape as a result of the popular support that they enjoy. This thesis aims to investigate the reasons for this support by analysing the Israel/Palestine conflict in terms of Ruman Needs Theory. According to this Theory, humans have essential needs that need to be fulfilled in order to ensure survival and development. Among these needs, the need for identity and recognition of identity is of vital importance. This thesis thus explores the concept of identity as a need, and investigates this need as it relates to inter-group conflict. In situating this theory in the Israel/Palestine conflict, the study exammes how organisations like Ramas have Islamised Palestinian national identity in order to garner political support. The central contention, then, is that the primary identity group of the Palestinian population is no longer nationalist, but Islamic/nationalist. In Islamising the conflict with Israel as well as Palestinian identity, Ramas has been able to justify its often indiscriminate use of violence by appealing to religion. The conflict is thus perceived to be one between two absolutes - that of Islam versus Judaism. In considering the conflict as one of identities struggling for survival in a climate of perceived threat, any attempt at resolution of the conflict needs to include a focus on needs-based issues. The problem-solving approach to negotiation allows for parties to consider issues of identity, recognition and security needs, and thus ensures that the root causes of conflicts are addressed, The contention is that this approach is vital to any conflict resolution strategy where identity needs are at stake, and it provides the grounding for the success of more traditional zero-sum bargaining methods. A recognition of Islamic identity in negotiation processes in Israel/Palestine may thus make for a more comprehensive conflict resolution strategy, and make the outcomes of negotiations more acceptable to the people of Palestine, thus undermining the acceptance of violence that exists at present.
