Acoustique passive et peuplements benthiques avec applications aux études d'impact EMR / Passive acoustics and benthic populations with applications to MRE impact assessments

La compréhension de la dynamique spatiale et temporelle des peuplements benthiques qu’elle soit naturelle et induite par des forçages anthropiques, nécessite de nouvelles méthodes d'observation du benthos avec des besoins affichés de haute résolution temporelle et de longues périodes de mesures. L'enregistrement et l’analyse des sons produits dans l’environnement marin donnent accès au paysage acoustique, et notamment à l’une de ses composantes biologiques la biophonie benthique. Observer les variabilités spatio-temporelles de cette biophonie benthique, afin de contribuer à l'évaluation de la structure, du fonctionnement, de l’état et des évolutions du compartiment benthique, constitue l'objectif principal de la thèse. Pour ce faire nous avons développé deux outils permettant d'évaluer la variabilité spatiale de ces émissions avec un ou plusieurs capteurs. Le premier est un descripteur de la forme des spectres des impulsions du benthos permettant de mieux caractériser la diversité de la biophonie benthique. Le second est une méthode de localisation tridimensionnelle des sources sonores benthiques et de cartographie de cette biophonie pour des échelles spatiales allant de 500 mètres jusqu’à 5 mètres. En utilisant ces deux outils, nous avons démontré la faisabilité de l'observation du benthos au travers de sa biophonie sur des sites spécifiques. Dans une partie applicative, nous nous sommes intéressés aux projets de site de production d’énergies marines renouvelables et à la compréhension et à l’observation de leurs impacts sur la faune marine. Sur un site atelier de géométrie similaire à celle d’une ferme d’éoliennes offshores, nous avons défini, réalisé et analysé une preuve de concept pour l’observabilité d’un effet de type binaire : présence ou absence de faune fixée dans une surface sentinelle de quelques mètres carré. Les travaux de thèse ont été conclus par une étude mesurant le niveau sonore rayonné par une hydrolienne en phase de production d’énergie (Paimpol-Bréhat) puis évaluant les impacts acoustiques sur trois compartiments biologiques : les mammifères marins, les poissons et les invertébrés. / Understanding the spatial and temporal dynamics of benthic populations, both natural and induced by anthropogenic pressures, requires new observation methods with high temporal resolution and long periods of measurement. The recording and analysis of sounds produced in the marine environment give access to the soundscape, and in particular to one of its biological components, the benthic biophony. Observing the spatiotemporal variability of this benthic biophony, in order to contribute to the evaluation of the structure, functioning, state and evolution of the benthic compartment, is the main objective of the thesis. To do this we have developed two tools to evaluate the spatial variability of these emissions with one sensor or more. The first is a descriptor of the shape of the spectra of the benthic snaps allowing to better characterize the diversity of benthic biophony. The second is a method of three-dimensional localization of the benthic sound sources and mapping of this biophony for spatial scales ranging from 500 meters to 5 meters. Using these two tools, we have demonstrated the feasibility of benthos monitoring through its biophony at specific sites. In an applicative part, we were interested in sites of production of marine renewable energies and the understanding and observation of their impacts on the marine fauna. On a workshop site of geometry similar to that of an offshore wind farm, we defined, realized and analyzed a proof of concept for the observability of a binary impact: presence or absence of fixed benthic fauna in a sentinel area of a few square meters. The thesis work was concluded by a study measuring the sound level radiated by a tidal current turbine in the energy production phase (Paimpol-Bréhat) and then evaluating the acoustic impacts on three biological compartments: marine mammals, fish and invertebrates.

Déficit da geração hídrica e a repactuação do risco hidrológico no setor elétrico brasileiro: uma análise sob a perspectiva da teoria dos grupos de interesse / Hydropower Shortage and Hydrologic Risk Renegotiation in the Brazilian Power Sector: An Analysis based on the Economic Theory of Regulation

O setor elétrico brasileiro é composto, majoritariamente, por usinas hidrelétricas, cuja operação é realizada de forma centralizada pelo Operador Nacional do Sistema (ONS). Devido às características do setor, foi criado durante a década de 1990 o Mecanismo de Realocação de Energia (MRE) com o intuito de compartilhar o risco hidrológico entre as usinas participantes deste mecanismo, o qual é medido pelo Generation Scaling Factor (GSF). Entre os anos de 2014 e 2015, o Brasil enfrentou um período de escassez hídrica que impactou negativamente o caixa dos geradores hídricos. Estes, insatisfeitos com o cenário, articularam-se junto à Agência Nacional de Energia Elétrica (ANEEL) e ao Ministério de Minas e Energia (MME) para que o risco hidrológico fosse transferido para os consumidores. A agência reguladora posicionou-se contrária ao pleito dos geradores na primeira fase da Audiência Pública 32/2015, que tratou do tema em questão, entretanto o governo editou a Medida Provisória 688/2015 que possibilitou a repactuação do risco hidrológico mediante um pagamento de prêmio de risco pelos geradores hídricos. Neste contexto, esta dissertação foi desenvolvida com o objetivo principal de avaliar o processo de repactuação do risco hidrológico, a partir dos estudos sobre a evolução da Teoria da Regulação, com foco na atuação dos grupos de interesse. Os resultados indicam possibilidade em aplicar os pressupostos da Teoria dos Grupos de Interesse, principalmente a abordagem de Pelztman (1976), no processo de repactuação do risco hidrológico, demonstrando que: (i) a regulação surge como demanda dos grupos de interesse; (ii) a regulação tende a beneficiar os grupos de interesse que forem mais ativos politicamente; (iii) os agentes envolvidos no processo de regulação atuam para maximizar sua própria utilidade; e (iv) a regulação tende a beneficiar grupos de interesse cujo benefício per capita seja maior. / The Brazilian Power sector consists of hydroelectric plants, whose operation is performed centrally by the mainly National System Operator. Due to the system characteristics, during the 1990s, was created the Energy Reallocation Mechanism in order to share hydrological risk among mechanism\'s participating, which is measured by the Generation Scaling Factor (GSF). Between 2014 and 2015, Brazil faced a water scarcity period that negatively affected the hydropower generators revenue. The generators unsatisfied with this situation have started seek to influence the electricity regulatory agency and the Ministry of Mines and Energy in order to transferred the hydrologic risk to consumers. The regulatory agency has positioned itself against the claim of the generators in the first phase of the Public Hearing 32/2015, but the government has published Interim Measure 688/2015 which allowed the renegotiation of the hydrological risk through a premium risk payment by hydropower generators. In this context, this work was developed with the main objective of analysing the renegotiation process of hydrological risk, such analysis was based on the evolution of regulation theory studies, focusing on the role of interest groups. The results indicate the possibility of applying the assumptions of Theory of Economics Regulation, mainly the Pelztman (1976) approach, on the renegotiation of the hydrological risk process demonstrating that: (i) regulation is supplied in reponse to the interest groups demand for regulation; (ii) regulation is most likely to benefit the interest groups that are more active politically; (iii) agents involved in the regulatory process act to maximize their own utility; and (iv) regulation trends to benefit interest groups which highest per capita benefit.

The meeting in Buenos Aires, albeit limited, served to systematize the discourse on TCDC, and also contributed to suggest a different conception of international cooperation. Thus, the dissertation aims to raise the terms of the contemporary debate on Technical Cooperation among Developing Countries (TCDC) and locate the United States - more specifically, the Brazilian Cooperation Agency - in this debate. We defend the idea according to which Brazil has contributed, through its activity of TCDC, with the horizontalisation of cooperation discourse and practice. That is, we believe that the performance of the Brazilian Cooperation Agency carrying out projects and participating in international forums regarding TCDC has helped to spread a more balanced conception of international cooperation, in contrast to the predominant design in traditional arrangements, North x South, of international aid / No final da década de 1970, a Primeira Conferência das Nações Unidas sobre Cooperação Técnica entre Países em Desenvolvimento, realizada em Buenos Aires, conferiu visibilidade ao debate sobre os novos arranjos de cooperação. O encontro em Buenos Aires serviu para sistematizar, ainda que de forma limitada, o discurso sobre CTPD, e contribuiu também para sugerir uma concepção diferente de cooperação internacional. Assim, a monografia tem como objetivo levantar os termos do debate contemporâneo sobre Cooperação Técnica entre Países em Desenvolvimento (CTPD) e localizar o Brasil mais especificamente, a Agência Brasileira de Cooperação nesse debate.
