Thus, this study analyzes the process of internalization of knowledge by checking that the information passed through the use of management information systems used in hospitals, are transformed into knowledge and to reflect the reality of the organization. To achieve the proposed goals, followed by a systematic exploration in three segments: a literature review, field survey and analysis of results. The literature review will cover issues related to Management Information Systems and Knowledge Management. For this research, sought to establishments located in the city of João Pessoa - PB and management information systems in active mode, two hospitals and other public organization of two private. Data collection was conducted through interviews and a structured questionnaire divided among the officials responsible for the strategic, tactical and operational units studied. From the analysis of the dimensions related to the quality of the information, identified as the main result that, despite all the hospitals claim that use of the information generated by the system for planning and evaluation of the administrative goals of the health unit, this information may not reflect reality or not to play altogether. Among the various suggestions for improving the process of internalization, stand out as improvements to the system: integration of different modules on GIS system performance as a communication link strategic and improving access to information with friendly interfaces. As a suggestion for practical use, there is the incentive to interactions within and between teams, the spread of a culture of compromise and harmony among employees, in order to share that knowledge with others, beyond the quest for awareness and commitment professionals about the importance of information systems, working mainly in relation to the lack of qualification / training in the use of the information system. It is also important to note that the requests made by physicians, nurses and others involved in the care, diagnosis and treatment of the patient, as well as those responsible for administrative functions, are analyzed and included in the system, therefore, to find as positives categories affected in the questionnaires, the institution will have greater chances of achieving the highest percentages of satisfaction for each dimension of quality of information analyzed. Achieving these percentages, possess higher quality information, and more likely to be correctly applied to a business or a specific result, and thus transformed into knowledge. / Os hospitais são organizações em que a informação tem uma importância especial, onde boa parte do trabalho dos profissionais de saúde está relacionada à manipulação da informação, onde a confiabilidade, a disponibilidade e a integridade dos dados vão contribuir para a qualidade do atendimento ao paciente e para uma melhor gestão do hospital. Desta forma, este estudo analisa o processo de internalização do conhecimento verificando se as informações repassadas, através do uso dos sistemas de informações gerenciais utilizados nos hospitais, são transformadas em conhecimento e se refletem a realidade da organização. Para atingir os objetivos propostos, seguiu-se uma sistemática de exploração em três segmentos: revisão bibliográfica, pesquisa de campo e análise dos resultados. A revisão bibliográfica contempla temas relacionados a Sistemas de Informações Gerenciais e Gestão do Conhecimento. Para a realização desta pesquisa, buscaram-se estabelecimentos localizados na cidade de João Pessoa PB e com sistemas de informações gerenciais em modo ativo, sendo dois hospitais da organização pública e outros dois privados. A coleta de dados realizou-se através de entrevista e aplicação de questionário estruturado dividido entre os funcionários responsáveis pela parte estratégica, tática e operacional das unidades estudadas. A partir da análise das dimensões relacionadas à qualidade da informação, identificou-se como principal resultado que, apesar de todos os hospitais afirmarem que utilizam das informações geradas pelo sistema para planejamento e avaliação das metas administrativas da unidade de saúde, essa informação pode não refletir a realidade ou não a representar por completo. Entre as diversas sugestões para a melhoria do processo de internalização, destacam-se como melhorias para o sistema: integração dos diversos módulos existentes no SIG; atuação do sistema como vínculo de comunicação estratégica e aprimoramento do acesso à informação com interfaces amigáveis. Como sugestão para práticas de uso, destaca-se o incentivo a interações intra e inter equipes; a disseminação de uma cultura de comprometimento e a harmonia entre os funcionários, com o intuito de que compartilhem conhecimento com os demais, além da busca pela sensibilização e compromisso dos profissionais sobre a importância dos sistemas de informação, atuando principalmente em relação à falta de capacitação/treinamento no uso do sistema de informação. É importante salientar também que as solicitações feitas pelos médicos, enfermeiros e por outras pessoas envolvidas no processo de assistência, diagnóstico e tratamento do paciente, assim como os responsáveis pelas funções administrativas, sejam analisadas e inclusas no sistema, pois, ao encontrar como positivas as categorias acometidas nos questionários aplicados, a instituição apresentará maiores possibilidades de alcançar os maiores percentuais de satisfação para cada dimensão de qualidade de informação analisada. Atingindo estes percentuais, a informação possuirá maior qualidade, tendo maiores chances de ser aplicada corretamente a um trabalho ou a um resultado específico, sendo assim transformada em conhecimento.

Electronic networks and information services in South Korean universities

Electronic networking is becoming a familiar tool in higher education and research. Because the cost of telecommunications is decreasing, while the power of electronic networks and related computing resources is increasing, the resources and systems of electronic networks can now be used more easily. Access to the new global system of electronic networking has a great potential for the development of information services in South Korea. The principal aim of the research presented here is to determine what campus-wide and nation-wide information system will enable academic and research institutions in South Korea to share their information resources in an effective and efficient way via high-speed networks. The situation in South Korea has been modelled using Checkland's soft systems methodology. Data have been collected via both questionnaires and interviews, using a stratified sample of six South Korean universities as the main source. The factors at work have been examined, and the implications for the university system and for electronic networking in South Korea are considered.

Assessment of the ability of the health management information system in India to use information for action

Magister Public Health - MPH / This thesis explores the interconnected problems of ―why health information is not used in practice?‖ and ―what can be done to address this problem?‖ The primary aim of the thesis was to make an assessment of the existing Health Management Information System (HMIS) in India with respect to its ability to support the use of information for action in priority areas identified by the national and state governments. The problem of lack of effective information use in health management has been fairly well documented in the literature, but much less has been said about what can be done about it, other than the rather superficial advice of increasing the levels of training. The empirical setting for the examination of these research questions was within the public sector in India, where the research took place within an action research framework. The author was actively engaged as a participant with national and state authorities in the process of redesigning of the HMIS, building and deploying to the states various HMIS reform systems including the software, capacity building and making systems sustainable and scalable. A key focus area of the action research was aimed at enabling systems that would promote the utilization of the routine data being collected through the HMIS, and integrating the same with action areas such as related to planning, monitoring and evaluation. Data collection was carried out through various methods including interviews with key stakeholders, observations, formal and informal discussions carried out face to face and through emails or telephone communication, and the writing of various reports which were then commented on by various people including the state and national level user departments. Both quantitative and qualitative data was collected and analyzed. Quantitative data collected through the ―Readiness Matrix for Information for Action‖ across the three dimensions of human resources, technical infrastructure and institutional conditions helped to see how states performed individually and how they ranked compared to each other on information generation and use. The matrix also helped to diagnose the dimensions for strengthening in order to improve the overall readiness to use information for action in the states. This diagnosis was supplemented through qualitative analysis to further probe into ―the why‖ of the performance of the states at various rankings and what could be done to improve matters. The readiness matrix,12 arguably, could be used by researchers in other settings to help diagnose key areas that need to be strengthened in order to improve information use, and also evaluate where a state is in terms of its maturity towards the same. While progress was noted in areas of data coverage in that some sporadic examples of information use were present and enhancements in capacity and infrastructure were accumulating, challenges still remained. Key ones included poor data quality, the unfulfilled promise of integration and a continuing weak culture of information use. Some key strategies identified to address these challenges included the promotion of decentralization of information to support decentralized action, the adoption of a data warehouse approach and strengthening collaborative networks. Achieving this however, requires some structural interventions such as the broad basing of education in public health informatics, institutionalization of a cadre of public health informatics staff within the Ministry of Health, and promoting the use of software which is open source and based on open standards such that widespread local use is supported.

An assessment of data quality in routine health information systems in Oyo State, Nigeria

The lack of use of health information or use of poor quality data in health care and systems results in inadequate assessments and evaluation of health care and result in weak and poorly functioning health systems. The Nigerian health system like in many developing countries has challenges with the building blocks of the health system with a weak Health Information System. Although the quality of data in the Nigerian routine health information system has been deemed poor in some reports and studies, there is little research based evidence of the current state of data quality in the country as well as factors that may influence data quality in routine health information systems. This study explored the data quality of routine health information generated from health facilities in Oyo State, Nigeria, providing the state of data quality of the routine health information. This study was a cross sectional descriptive study taking a retrospective look at paper based and electronic data records in the National Health Management Information System in Nigeria. A mixed methodology approaches with quantitative to assess the quality of data within the health information system and qualitative methods to identify factors influencing the quality of health information at the health facilities in the district. Assessment of the quality of information was done using a structured evaluation tool looking at completeness, accuracy and consistency of routine health statistics generated at these health facilities. A multistage sampling method was used in the quantitative component of the research. For the qualitative component of the research, purposive sampling was done to select respondents from each health facility to describe the factors influencing data quality. The study found incomplete and inaccurate data in facility paper summaries as well as in the electronic databases storing aggregate information from the facility data.

Diploma thesis deals with the application of principles and tools of business intelligence in the management and control process of the hospital facilities. In term of the definition of problem areas in the management and control process of the hospital is proposed concept of streamlining the current state, which consists of the methodological unification of the main control and managing areas, in the implementation of consolidated data structure (data warehouse) and reporting tool above the primary systems. Practical application of the analyzed areas is demonstrated in the practical part of diploma thesis, which is devoted to the real implementation of management information system in five regional hospitals in the Czech Republic. The main benefit of this thesis is the definition of the problem areas in the management and control process of hospital facilities, which can be made more effective by applying the principles and tools of business intelligence, and personal appreciation of the author's practical experience with the implementation of business intelligence solutions in healthcare facilities.

MIS’s impact on organizations’effectiveness : A comparative study on two different organizations

Information system’s impact on organization’s effectiveness is a well-researched scientific area and has over the years grown exponentially. Information systems exist in order to intensify the information flow within an organization, at all levels, specifically to allow set of data to reach the designated person, in the right format, and at the right time, generating a positive and beneficial contribution to the organization. This qualitative thesis aims to investigate two different implementations of information systems and its result on the respective organization’s effectiveness. The thesis uses three factors, Time-saving, Workload, and System Reliability, to distinguish users’ perceptions and experience with the system and how they affect the organization’s effectiveness. An interpretative method is used, due to the paradigm’s focus on social constructions and human interpretations to explain reality. In total were seven (7) interviews conducted, three at Organization A, and four at Organization B.  The result of the findings shows that the implementation of a new MIS (Management Information System) has a greater impact on an organization’s effectiveness, compared to an older system that gets updated and add-ons. However, when comparing the first versions of the older MIS with the latest, the findings showed a large improvement in all factors as well. Although, the responses highlighted that there are still several problems that need to be fixed in the older MIS in order for it to reach a better level of satisfaction by its users, but also to achieve better effectiveness. Additionally, the result showed that within Organization B, which utilizes the older system, there were external- and internal factors that were not affected by the MIS, that dictated, to an extent, the workload and if time could be spared.  The thesis helps researchers and organizations alike to better understand the importance of a well-adapted MIS, in terms of the organization's goals, and the importance of increased recognition from the user organization when a system should be discontinued. Furthermore, this thesis helps us to better understand the result of two of the most common IS implementations. The implementation of information systems is challenging for organizations since most are put into place without a practical- and efficient implementation strategy, focusing on wrong critical factors. By comparing differences between different implementation of management information systems, focusing on how the chosen approach affects the effectiveness in each organization, a better grasp, and understanding of an area that lacks research and attention is highlighted.

Este trabalho realizou uma investigação descritiva nos sistemas integrados de gestão empresarial desenvolvidos sob o modelo de software livre. O objetivo foi obter um levantamento de informações que pudessem auxiliar na fase de seleção de um sistema de informação. O trabalho apresenta conceitos de software livre, sistemas de informação e informações sobre tecnologia em pequenas empresas sob os aspectos de equipamentos, pessoas e utilização de software. Foram abordados três aspectos na descrição dos sistemas: viabilidade de instalação, funcionalidades e usabilidade. O estudo foi realizado dentro de um referencial teórico qualitativo-positivista, com objetivo metodológico descritivo, utilizando como delineamento o levantamento. A base de dados para extração das amostras foi o site SourceForge, um repositório de software livre. A seleção de amostras foi feita em fases múltiplas e possibilitou uma análise sobre as características dos aplicativos de forma geral e depois uma análise mais detalhada dos programas selecionados. Os resultados apontam para a escassez de pessoal capacitado tanto para uso da tecnologia na pequena empresa quanto com experiência no desenvolvimento de software livre, mas revelam a viabilidade de instalação do software livre na pequena empresa, uma vez que o hardware necessário ao funcionamento dos sistemas está presente em seu ambiente, bem como a existência de sistemas integrados de gestão bastante adaptáveis às pequenas empresas. / This present dissertation deals a descriptive investigation on integrated management information system based on free software model. The objective was to obtain a survey of information that could help the selection phase of an information system. The work presents concepts of free software, information systems and data on technology in small companies having in view equipment, peopleware and software use. Three aspects of the description of systems were analysed: viability of installation, functionalities and usability. The study was performed within a qualitative-positive theoretical reference, with a descriptive methodology objective and using the survey as delineation. The database for extraction of the samples was the SourceForge site, a repository of free software. The selection of samples was made in multiple phases and allowed for a general analysis of the characteristics of softwares and a detailed analysis of selected software. The results show a scarcity of people able for use technology in the small companies and experienced people in the development of free software. However the same results show viability of installing free software in the small company, as the necessary hardware is present in their environment, as well as the existence of integrated management systems sufficiently adaptable to the small companies.

We report the problems encountered in important areas of the HEI as the financial, academic and office/coordination, the possible solutions presented and its consequences, in order to minimize the difficulties experienced in everyday life of institutions on the use of budget planning, strategic and financial. Checks is what were the benefits that strategic planning and information system created for the private HEIs, through multiple case study and literature review on the subject, explaining basic concepts and classifications. The survey consisted of verifying that, with regard to private institutions of higher education organizations with demands and needs, and differentiated, the strategic plan and strengthen its performance GIS, generating information fast, efficient, accurate and especially useful to ensure a structuring differentiated management, improving the process of decision making by managers. The use of strategic planning became a necessity so that managers can better manage the GIS in an integrated way, as tools for making decisions and solving problems and difficulties experienced by private institutions, in order to achieve the goals and objectives proposed / O presente trabalho estuda as ferramentas de planejamento estratégico (PE) e de sistema de informação gerencial (SIG) como mecanismos para tomada de decisões no âmbito das instituições privadas de ensino superior em Teresina-PI. Objetiva-se apresentar os problemas detectados em áreas importantes das IES como os setores financeiro, acadêmico e secretaria/coordenação, as possíveis soluções apresentadas e suas consequências, com o intuito de minimizar as dificuldades vivenciadas no dia a dia das instituições quanto ao uso do planejamento orçamentário, estratégico e financeiro. Verifica quais foram os benefícios que o planejamento estratégico e o sistema de informação trouxeram para as IES particulares, através de estudo de caso múltiplo e revisão bibliográfica sobre o tema, expondo conceitos e classificações básicas. A pesquisa consistiu em constatar que, no tocante às instituições de ensino superior privadas, organizações com demandas e necessidades específicas e diferenciadas, o plano estratégico e o SIG fortalecem sua atuação, gerando informações rápidas, eficazes, precisas e, principalmente, úteis, que garantem uma estruturação de gestão diferenciada, incrementando o processo de tomada de decisões pelos gestores. In this context, managers have tools available, like the Management Information System and the Decision Support System, that help make the decision making process transparent and to justify the decision. To support the sustainability and continuity of the company, the decisions must be aligned with its values, beliefs and principles, in other words, with the Managerial Model adopted. This Model must serve as a support to the Management Information Systems concept. Although the Management Information System is widely distributed and utilized by managers, the Support Decision Systems are not. The objective of this study is to identify if the public company s managers are aware of and make use of MIS and the Support Decision Systems as tools to support the decision making process. Additionally the study aims to verify if, in the opinion of the selected companies managers, the Managerial Model is reflected in the adopted MIS. This study was performed as a survey, in which 504 public company s managers participated. The survey, performed with closed questions, questions with responses required to be put in order of importance, and questions requiring scoring, were statistically treated, using the statistical software SPSS version 16.0. The results were analyzed and it was verified that, although the researched companies managers either make use of MIS as a tool to support the decision making process or consider important the Support Decision Systems, they are not aware of the more sophisticated multi-feature methods / O cenário extremamente competitivo no qual as organizações estão inseridas exige dos gestores uma racionalidade face às dificuldades que surgem no momento da tomada de decisão, quando eles se deparam com a necessidade de avaliar alternativas utilizando critérios quantitativos e qualitativos. Nesse contexto, os gestores têm à sua disposição ferramentas como o Sistema de Informações Gerenciais e os Métodos de Apoio à Tomada de Decisão que tornam o processo decisório transparente e ajudam a fundamentar a decisão. Como forma de garantir a sustentabilidade e continuidade da empresa, as decisões devem estar alinhadas com seus valores, crenças e princípios, isto é, com o Modelo de Gestão adotado. Esse Modelo deve servir de suporte na concepção do Sistema de Informações Gerenciais. Enquanto o Sistema de Informações Gerenciais é bastante difundido e utilizado pelos gestores, os Métodos de Apoio à Tomada de Decisão ainda são pouco difundidos e utilizados por eles. O objetivo deste estudo é identificar se os gestores das empresas de capital aberto conhecem e fazem uso do SIG e dos Métodos de Apoio à Tomada de Decisão como ferramentas de apoio no processo decisório. Objetiva-se também observar, através da opinião dos gestores das empresas pesquisadas, se o Modelo de Gestão está retratado no SIG por elas adotado. Este estudo foi realizado através de um survey, da qual participaram 504 gestores de empresas de capital aberto. As respostas ao questionário com questões fechadas, de ordenação e de notas foram tratadas estatisticamente, com a utilização do software estatístico SPSS versão 16.0. Os resultados obtidos foram analisados e verificou-se que apesar dos gestores de primeiro escalão das empresas pesquisadas fazerem uso do SIG como ferramenta de apoio no processo decisório e de considerarem importante os métodos de Apoio à Tomada de Decisão, nenhum deles conhecem os métodos multiatributos mais sofisticados
