Managerial work and learning in small firms

This thesis deals with how managerial work sets the agenda for managerial learning in small firms. Although studies of learning in organizations are numerous, research on managerial learning in the small-firm context is limited. In particular, our knowledge of managerial learning suffers from an insufficient understanding of what top managers in small firms do. The primary purpose of this thesis is to describe how the work of small-firm managers sets the agenda for managerial learning, and how their learning can be supported. Additionally, the thesis explores the use of so-called “Action Technologies” in supporting managerial learning in small firms.Drawing on an observational study of six owner-managers in small (17-43 employees) manufacturing firms, and a synthesis of earlier studies, this thesis shows that three features of managerial work shape managerial learning in small firms: The small firm’s top manager (i) operates in context with specific structural conditions that affect his/her behavior, (ii) have certain cognitive predispositions guiding his/her behavior, and (iii) have certain behavioral preferences directing his/her behavior.The main argument in this thesis is that managerial learning in small firms is made difficult due to features that make it hard to come to a point where learning (in terms of reflection and conceptualization) is given time and resources, as the manager has trouble in finding time for learning, and as learning risks to become low-priority. Learning is also difficult due to barriers related to the learning process: the work of the manager fosters a superficial learning orientation, makes it difficult to probe deeply into and to develop complicated understandings of issues at hand, and makes peer-learning rarely possible.Drawing on an action research project of managerial learning in four networks of small-firm owner-managers, the thesis also explores, in a concrete manner, how managerial learning might be supported in a way that circumvents the deficient situation for managerial learning in this kind of firm. More specifically, it seems that Action Technologies by their design constitute a learning context that supports the learning of the small-firm top manager by dissolving the barriers to learning identified above. / <p>Original papers included. RJ aimed at describing public managers learning processes for developing their managerial skills. These managers work at personnel management, financial/accounting management and academic management areas of a federal higher education institution and research focused managers? daily practice. To achieve its final goal, five intermediate objectives where accomplished: to assess how the learning process occurs in the context of public organization, to depict how managers learned to manage in daily practice basis, to identify the function the collective learning for development of managerial skills, to asses manager's point of view on the skills they needed for managing, and to propose recommendations for enabling managerial competencies development through collective learning at this Institution. Field data was collected through semi-structured interviews and participant observation. Collected data was analyzed through an interpretive hermeneutic process. Research results suggest that: managerial competencies development occurs by way of: a) individual learning, through formal studies, personal search, reading; b) collective learning through interaction with people in everyday practices of the work, in forums, meetings; c) experiential learning by way of life and professional experience; d) community of practice learning through informal discussion forums; and f) vicarious learning. Managerial skills developed through these learning processes are related to: managers' personal and interpersonal competence, professional competence and their competence for action. The latter were developed through problem solving and day-to-day challenges where managers have learned to negotiate using creativity. Thus, in order of activate the development of managerial competencies it is recommended: to improve organizational structure in order to propitiate collective learning; to improve administrative processes; manpower dimensioning; formulating new standards and procedures setting to optimizing workload distribution and to improve managerial decision-making. It is also recommended a quality of life program implementation, managerial training program implementation, workshops, meetings and formulating daily practices to minimize stress effects on managers who become handlers of organizational toxins. It is suggested to further research on administration and accounting sciences undergraduate courses contribution for public management; to replicate this research with a different group focusing on its political base; to examine how managers? past experience in private enterprises contributes to their public management practice and vocation; to enhance study on managers' community of practice formation; and as the frustrations and difficulties contribute to learning / Este estudo qualitativo foi realizado em uma institui??o federal de ensino superior, localizada no munic?pio de Serop?dica ? RJ. O objetivo foi descrever processos de aprendizagem das compet?ncias gerenciais do gestor p?blico que atua nas ?reas de gest?o de pessoas, gest?o financeira/cont?bil e gest?o acad?mica de uma institui??o federal de ensino, em sua pr?tica cotidiana. A fim de se alcan?ar o objetivo da pesquisa estabeleceram-se cinco objetivos secund?rios que foram: a)descrever como ocorre o processo de aprendizagem no contexto da organiza??o p?blica; b)levantar como os gestores aprenderam a gerenciar na pr?tica; c)identificar o papel da aprendizagem coletiva no desenvolvimento das compet?ncias gerenciais; d)levantar do ponto de vista dos gestores quais as compet?ncias necess?rias para agir; e e)propor medidas para ativar e sistematizar o desenvolvimento de compet?ncias gerenciais desenvolvidas por meio da aprendizagem coletiva. Utilizou-se para levantamento dos dados junto a vinte e dois gestores, o m?todo de entrevista semiaberta com observa??o de campo. A an?lise dos dados foi realizada por meio de interpreta??o hermen?utica. Os resultados emp?ricos permitem concluir que o processo de constru??o das compet?ncias gerenciais dos gestores p?blicos ocorre por meio de: a) aprendizagem individual via estudo formal, busca pessoal e leitura; b) aprendizagem coletiva via intera??o com as pessoas na pr?tica cotidiana do trabalho e tamb?m em f?runs, encontros e reuni?es; c) aprendizagem experiencial via experi?ncia profissional e de vida; d) aprendizagem em comunidade de pr?tica via f?rum informal de discuss?o; e ainda e) aprendizagem vic?ria. As compet?ncias gerenciais desenvolvidas por meio desses processos de aprendizagem individual constituem-se de compet?ncias pessoais, interpessoais e compet?ncias para a??o. Esta ?ltima foi desenvolvida por meio da solu??o de problemas e desafios do dia-a-dia, onde gestores aprenderam a negociar e usar criatividade. A fim de ativar o desenvolvimento das compet?ncias gerenciais por meio de aprendizagem, recomendam-se melhorias na estrutura organizacional para incentivar a aprendizagem individual e coletiva no trabalho cotidiano, gest?o de processos administrativos, dimensionamento da m?o-de-obra, estabelecimento de normas e procedimentos de distribui??o de atividades para minimizar a sobrecarga de trabalho apontada pelos gestores e aprimorar o processo de decis?o gerencial. It aimed at developing a proposal for public managers? capacity building departing from their managerial learning capacity in order to develop their managerial competency to support a Professional Competencies Management System. Therefore, this research answered: How to develop managerial capacity dedicated to the HEFI real context considering managers emergent learning process at work? Five intermediate goals were also attained: (a) Characterizing the management learning activity in public service; (b) Elucidating the managers? perception about the required competencies for practicing their managerial role; (c) Identifying managerial competencies developed by managers in the exercise of managerial activity; (d) Identifying individual and collective learning processes embedded in managers work, (e) Setting up the managerial development activities. Empirical data collected among 19 managers of the HEFI, through semi-structured individual interviews, were qualitatively analyzed by means of hermeneutic interpretive inductive approach. Empirical results indicates that the managers learning process and managerial competency development occurred through: (a) Self-learning, (b) vicarious learning, c) self-experience, and by solving problems in a trial and error mode (d) Social and collective interactions (e) Formal education (f) Working practice deconstruction; g) Managers? life activities off work. To trigger the development of managerial competencies including the emerging managers learning processes at this HEFI, an institutionalized managerial development project is needed grounded in andragogy pedagogy, this is, specific for adult learning process based on public managers awareness enhancement about the importance of the various ways of learning in the working practice. For instance, encouraging vicarious learning through the presentation of other institutions cases and the collective identification of the required managerial competencies. The managerial development project structure should take into account the need to meet individual managers? development requirement as well as the constraints imposed by the collective election process for being a public manager at this HEFI. Developing managerial competencies should have as structure: a) Evaluation b) learning c) Analysis d) Practice e) Application. Managerial competencies development should follow a continuous learning at work approach, taking into account profile differences concerning the academic and technical managerial positions. / Trata-se de uma pesquisa explorat?ria de natureza qualitativa realizada em uma institui??o federal de ensino superior (IFES), situada no Estado do Rio de Janeiro. O objetivo do estudo foi subsidiar uma capacita??o de gestores p?blicos com vistas a desenvolver compet?ncias gerenciais no escopo da Gest?o de Pessoas por Compet?ncias. Para tanto partiu-se da quest?o como capacitar gestores da UFRRJ nas compet?ncias gerenciais tendo como base a aprendizagem dos gestores no escopo de uma Gest?o de Pessoas por Compet?ncias? e cinco objetivos intermedi?rios foram alcan?ados: (a) Caracterizar a aprendizagem gerencial no servi?o p?blico; (b) Levantar as compet?ncias requeridas dos gestores segundo a percep??o dos mesmos para o exerc?cio da fun??o gerencial; (c) Identificar as compet?ncias gerenciais desenvolvidas pelos gestores no exerc?cio da atividade gerencial; (d) Identificar processos de aprendizagem individual e coletiva presentes no trabalho dos gestores; (e) Propor atividades de capacita??o gerencial para desenvolvimento de compet?ncias gerenciais pertinentes aos gestores da IFES examinada. Os resultados emp?ricos indicam que o processo de aprendizagem gerencial ocorre por meio de: a) Auto-aprendizagem; b) Aprendizagem vic?ria; c) Experi?ncia pr?pria, resolvendo problemas e por tentativa e erro; d) Intera??es sociais e coletivas; e) Educa??o formal; f) Desconstru??o de pr?ticas de trabalho; g) Atividades na vida dos gestores fora do trabalho. As compet?ncias foram desenvolvidas por meio destes processos de aprendizagem. Para ativar o desenvolvimento de compet?ncias gerenciais por meio de aprendizagem na IFES recomenda-se a institucionaliza??o de um Programa de capacita??o gerencial, com base na andragogia, ou seja especifica para aprendizagem de adultos, pautada em um processo de sensibiliza??o dos quadros gestores, a ser feita propiciando uma aprendizagem vic?ria por meio da apresenta??o de exemplos de outras institui??es e pela identifica??o coletiva das necessidades dos pr?prios gestores da IFES. A estrutura da capacita??o dever? levar em considera??o a necessidade de atender as demandas de desenvolvimento gerencial assim como as restri??es impostas pelo processo de elei??o colegiada de gestores vigente. Trois contributions sur l'effet informatif des cours boursiers dans les décisions d'entreprise / Three essays on informational feedback from stock prices to corporate decisions

Ce travail doctoral étudie l’effet « retour » de l’information financière liée aux prix des actions sur les décisions des dirigeants d’entreprise. Plus précisément, j'étudie si et comment les gestionnaires apprennent effectivement les nouvelles informations contenues dans les prix des actions pour guider leurs décisions d'entreprise. Ma thèse de doctorat est composée de trois essais, chacun abordant un aspect différent de ce même sujet. Le premier essai étudie le lien entre l'efficacité informationnelle du marché d'actions et le niveau d’efficacité économique réelle de l'entreprise. Dans le premier essai, je constate que lorsque les prix de l'action agrègent une plus quantité d'informations utile plus grande, les décisions des entreprises prises par les gestionnaires devraient être encore plus optimales efficaces. Le deuxième essai étudie si les gestionnaires cherchent à apprendre les informations utilisées par les vendeurs à découvert. L’étude des prix des actions en présence de vendeurs à découvert est-il utile pour les décisions de l'entreprise ? Dans le deuxième essai, j'ai surmonté les difficultés empiriques en exploitant une caractéristique institutionnelle unique sur le marché des actions de Hong Kong. Je constate que les gestionnaires des entreprises « non-shortable » peuvent tirer profit des informations des vendeurs à découvert sur les conditions économiques sectorielles par l'intermédiaire des prix des actions d'autres entreprises « shortable » dans la même industrie et les utilisent dans leurs décisions d'entreprise. Le troisième essai étudie les effets réels de la négociation d'options à long terme. Dans le troisième essai, je constate que l’introduction d’une catégorie spécifique d'options à long terme stimule la production d'informations privées à long terme et donc entraîne une augmentation de l'informativité des prix sur les fondamentaux à long terme des entreprises. Par conséquent, les dirigeants peuvent extraire davantage d'informations du prix de l’action pour guider leurs décisions d'investissement à long terme. / In my doctoral thesis, I investigate the information feedback from stock prices to managers’ decisions. More specifically, I study whether and how managers learn new information from stock prices to guide their corporate decisions. My doctoral thesis includes three essays focusing on this topic. The first essay studies the relationship between stock market informational efficiency and real economy efficiency at firm-level. In the first essay, I find that when stock prices reflect greater amount of information that managers care about, corporate decisions made by managers become more efficient. The second essay studies whether managers seek to learn short sellers’ information from stock prices and use it in corporate decisions. In the second essay, I overcome the empirical difficulties by exploiting a unique institutional feature in Hong Kong stock market that only stocks included in an official list are allowed for short sales. I find that that non-shortable firms’ managers can learn short sellers’ information on external conditions from shortable peers’ stock prices and use it in their corporate decisions. The third essay studies the real effects of long-term option trading. I find that long-term option trading stimulates the production of long-term information, which managers can use to guide their long-term investment decisions.
