This thesis presents a coherent, sustained and substantial contribution to the advancement of knowledge or application of knowledge or both in the field of construction management and economics. More specifically, this thesis outlines the strategic development of the built environment through lessons from international construction, quality and productivity management. The strategic role of construction in economic development is emphasized. It describes the contributions transnational construction firms made towards modern-day construction project management practices globally. It establishes the relationship between construction quality and economic development and fosters a better understanding of total quality management and quality management systems in enhancing construction industry performance. Additionally, it prescribes lessons from the manufacturing industry for construction productivity and identifies the amount of carbon emissions reduced through lean construction management practices to alleviate the generally adverse effects of the built environment on global climate change. It highlights the need for integrated management systems to enhance quality and productivity for sustainable development in the built environment. The thesis is an account of how the built environment has evolved, leveraging on lessons from international construction, quality and productivity management for improvements over the past two decades.

本文從產業組織的觀點出發,強調廠商間之策略性互動、貿易政策及成本結構對產業內貿易、開放程度及貿易不均衡比例的影響。研究方法上,主要以Brander & Krugman(1983)、Dei(1990)與翁永和(1994)的模型,作為實證之理論基礎,並以1991年台灣與世界各國製造業的產業內貿易、開放程度及貿易不均衡比例為本文的研究對象。
實證結果顯示:(1)產業內貿易(G-L指數):關稅障礙提高,明顯地使產業內貿易下降。而產業集中度及研發比例對產業內貿易都有顯著的正向關係。其他變數則多不顯著。(2)開放程度(進出口總值佔國內總需求的比例):關稅障礙提高,對開放程度有顯著正向關係。廠商家數、產品異質性及資本密集度別對開放程度有顯著的負向關係。其他變數則多不顯著。(3)貿易不均衡(淨出口值佔國內總需求的比例):對順差的產業而言,只有關稅障礙和廠商家數對其順差比例具解釋能力,表示關稅上升或廠商數減少會增加產業之順差比例。對逆差的產業而言,相對市場大小、關稅障礙及廠商家數對逆差比率具解釋能力,表示當外國相對本國市場擴大、關稅調降及廠商家數減少,會加深其貿易赤字。而對整體製造業來說,則相對外國市場擴大、成本競爭力下降及關稅障礙上升,會減少產業內貿易盈餘比例、增加貿易赤字比例。

Compacted graphite irons have been proved valuable in many applications such as exhaust manifolds, hydraulic valves, and diesel engine blocks, the process of producing compacted graphite irons is not a straight forward process because of its narrow processing windows and its high sensitivity to the section thickness, treatment reaction time, pouring temperatures and charge composition.
In this thesis, compacted graphite was produced with minimum variations through all section thickness and the effect of Mg/S ratio, section thickness, and treatment agents on the graphite morphology, electrical resistivity property and fracture strength at high temperatures was investigated.
The range of Mg/S ratio and the section thickness was from 2/3 to 7/1 and 5 mm to 40 mm respectively. FeSiMg and FeSiMg cermish metal were used as a treatment agent.
Optical metallographic method was implemented to investigate the graphite
morphology change. For being a distinguishable characteristic for compacted graphite iron over ductile iron, thermal conductivity changes at high temperatures ranging from room temperature to 500 0C was examined by a suitable electrical setup in the manner of electrical conductivity changes by measuring the electrical resistance.
On the other hand, due to the higher values of mechanical properties of compacted graphite iron over those of gray iron, tensile strength was also examined by means of tensile test.
The relation between the compacted graphite shape and the alloy properties such as fracture strength and thermal conductivity was investigated. The most important controlling parameters to produce compacted graphite are Mg/S ratio and oxygen activity. The relation between these parameters with both fracture strength and thermal conductivity was established by means of multiple regression analysis technique.

Everest and Blanc (E&B) is at a crossroad. It grew from a ‘mom and pop’ operation into a small professional firm and plateaued. Thus, there is a desire to bring about operation efficiency, followed by expansion of the company. In order to be successful, a systematic decision making process is necessary to ensure a high probability of success, and able to pinpoint dysfunctions early for improvement. In addition, implementing processes need careful consideration and progress monitoring. This study was founded on these premises using M2 mode research methodology to establish an optimal structural course of action by surveying paradigms of management theories and concepts. The study began with an exposition on research methodologies and focused on the M2 research mode. It continued on with considering operations topics (micro concerns), extending to general issues (macro concerns) in conjunction with management theories and concepts. Finally a decision making model was shaped and applied to E&B. During the process, several important decisions were made, grounded on the findings on the research, such as relocating the corporate office anticipating expansion. Overall, the changes introduced, the process of change, the decision-making process, and implementation were all effective. The decision making model, SOMM, Strato Operation Management Model, is an extension of both Ansoff’s and Anthony’s management models together with the decision-making process. The emphasis is on the relationship of the system structure’s characteristics where it is symbolized by a matryoshka representing the three management modules (Strategic Management, Management Control and Planning and Tactical Operation) nesting within each other. Relating to the overall strategic and management control and planning competency, the workhorse is a combination of defensive and offensive approaches together with evaluation methodologies to capture emerging and unintended strategies and to control performance; whereas the tactical operation process is to bring about efficiency and effectiveness. These are new knowledge and policies cast into members of E&B. It is, therefore, fundamental that careful interventions are necessary to cause changes by motivation and to align goal congruency. Further, the inquiry had specifically focused on the needs of E&B, it did not preclude application to other organizations. For academics, it may be an engaging topic for further empirical studies advancing knowledge in management and operations. With respect to a wider world application, it was also concluded that the findings for E&B are applicable and adaptable to other professional and business concerns as innovative tools to their problems and issues.

There has been considerable interest in finding and explaining the basic elements that can
drive product quality up. In the literature this is largely done by modelling the effects of
investing in learning and process improvement, and of cost reduction. In the first essay,
demand is modelled as a function of price and quality. With this demand function, the
firm should produce output of higher quality, the increase in quality being dependent on
consumers’ sensitivity to quality and to price, and the effect of technological improvement
on product price and quality are very different from those when the demand is a function
of price alone.
Some twenty states in the U.S. have passed recycling laws which mandate consumption
of old newspaper by the newsprint industry. To study the effect of regulation, a model
is used in which two firms compete under the regulatory constraint—one firm producing
the recycled product, the other the virgin product. Assuming the regulatory constraint
is binding, and the demand for the recycled product is derived solely from the legislation,
interesting results such as the two firms share equal profits, and consumers pay higher
average price in competitive equilibrium than the cartel price, are obtained in the second
essay. The two firm model is generalized to include n firms which compete under the
same kind of regulatory constraint in the third essay. Results similar to the two firm case
are obtained.
When the recycled product and the virgin product are partially substitutable, regulation that mandates consumption of the recycled product results in infinitely many
equilibria. A dominating equilibrium exists if the demand parameters satisfy a certain
condition, otherwise it is not clear how to select an equilibrium. On the other hand, a
suitable tax on the virgin product, or its producer, serves to induce compliance with the
recycling policy and equilibrium selection. The equilibrium prices and profits of the two
firms under the schemes of production tax, excessive consumption tax and progressive
profit tax are examined and compared in the fourth essay. It is interesting to find that
the tax rate for excessive consumption is comparatively low and, in equilibrium, this tax
scheme collects no tax payment.
