The development of the TERRITORY THROUGH the mechanisms of the MUNICIPAL-the paper analyzes the economic background of using the mechanism of municipal-private partnership (MPP), are considered objective factors hindering and impeding the development of private law. Identify practical problems of development of the territory in implementing the mechanisms of the law. The article considers foreign experience of the use of MPP in the development of territories in the field of sports. It also analyzes the economic and investment potential of Berezovsky urban district and the feasibility of the MPP project in the field of extreme sports. Presented investment project on the construction of the Park extreme sports on the territory of Berezovsky urban district of the Sverdlovsk region through the implementation of the concession agreement. / В работе анализируются экономические предпосылки использования механизма муниципально-частного партнерства (МЧП), рассмотрены объективные факторы, тормозящие и препятствующие развитию МЧП. Определены практические проблемы развития территории при реализации механизмов МЧП. Рассмотрен зарубежный опыт использования МЧП при развитии территорий в сфере спорта. Также проводится анализ экономического и инвестиционного потенциала Березовского городского округа и возможности реализации проекта МЧП в сфере экстремальных видов спорта. Представлен инвестиционный проект строительства парка экстремальных видов спорта на территории Березовского городского округа Свердловской области путем реализации концессионного соглашения.

The purpose of the research conducted in the thesis is to analyze the improvement of coordination and interaction of subjects in the system of prevention of neglect, delinquency and protection of the rights of minors, as well as the development of methodological recommendations for improving the interagency interaction of bodies and institutions of the system for the prevention of neglect, delinquency and protection of the rights of minors and other bodies and organizations in identifying children and families in socially dangerous situations and requiring special the care of the state. Object of the study: subjects of the system of prevention of neglect, delinquency and protection of the rights of minors, other authorities and organization. The subject of the research: forms and tools used to coordinate the activities of subjects in the system of prevention of neglect, delinquency and protection of the rights of minors. The novelty of the dissertation research is as follows: - application of the structural and functional approach to the analysis of the coordination of the activities of subjects involved in the prevention of neglect, violations of law and protection of the rights of minors; - identification of factors that enhance the effectiveness of the activities of subjects involved in the prevention of neglect, violations of law and protection of the rights of minors. The practical importance of the dissertation research is the development of methodological recommendations for the design and implementation of a personalized program for the rehabilitation of families and children that require special care of the state, on the basis of a combination of typical and individual approaches, coordination of subjects participating in the prevention of neglect. / Целью исследования, проведенного в диссертации, является анализ совершенствования координации и взаимодействия субъектов в системе профилактики безнадзорности, правонарушений и защиты прав несовершеннолетних, а также разработка методических рекомендаций по совершенствованию межведомственного взаимодействия органов и учреждений системы профилактики безнадзорности, правонарушений и защиты прав несовершеннолетних и иных органов и организаций при выявлении детей и семей, находящихся в социально опасном положении и требующими особой заботы государства. Most of all, social protection is relevant for socially unprotected layers of the population, who have to compensate for losses on their own.

We study the problem on the exact estimation of the value of the best mean-square approximation on the period to an arbitrary complex-valued periodic function by trigonometric polynomials of degree not exceeding a given number in terms of its nonclassical L2 -modulus of continuity generated by the finite-difference operator of order 2m-1, m>= 2, with alternating constant coefficients equal to 1 in absolute value. / Исследуется задача о точной оценке величины наилучшего среднеквадратического приближения на периоде произвольной комплекснозначной периодической функции тригонометрическими полиномами порядка не выше заданного через ее неклассический L2 -модуль непрерывности, порожденный конечно-разностным оператором порядка 2m-1, m>= 2, с постоянными знакочередующимися коэффициентами, равными по модулю единице.

The rheological properties of the carboxymethylcellulose (CMC) – water, hydroxyethyl cellulose (HEC) – DMF and hydroxypropyl cellulose (GPC) – DMSO and GPC – ethanol have been investigated in the dynamic conditions with a frequency scan and in a stationary shear. The concentration dependences of activation enthalpy of viscous flow for HEC and CMC solutions were obtained. It is established that the nature of GPC solutions varies with the increase in concentration from Newtonian to non-Newtonian: the stationary and dynamic viscosity of fluids decrease when the shear rate and frequency increase. Solutions of the GEC are viscoelastic liquids the concentration larger a certain one. For the first time the calculations of the activation parameters of the solution flow from data obtained by essentially different methods are compared. It is shown that the magnitude and the nature of the activation enthalpy of viscous flow are determined by the phase composition of the system, i.e. the dependence of the activation enthalpy on the concentration allows to determine the boundaries of the "corridor" in which the isotropic and anisotropic (LC) phase coexist. The concentration dependences of the dynamic modules are correlated with those for the activation enthalpy of the flow. / В работе исследованы реологические свойства растворов карбоксиметилцеллюлозы в воде, гидроксиэтилцеллюлозы в ДМФА и гидроксипропилцеллюлозы в ДМСО и этаноле в динамическом режиме с разверткой по частоте и в режиме стационарного сдвига. Построены концентрационные зависимости энтальпии активации вязкого течения для растворов ГЭЦ и КМЦ. Установлено, что характер течения растворов ГПЦ меняется с ростом концентрации с ньютоновского на неньютоновский: стационарная и динамическая вязкости растворов уменьшаются с увеличением скорости сдвига и с ростом частоты. Растворы ГПЦ выше определенной концентрации являются вязкоупругими жидкостями. Впервые проведено сопоставление расчетов активационных параметров течения для растворов из данных, полученных принципиально различными методами. Показано, что величина и характер изменения энтальпии активации вязкого течения определяются фазовым составом системы, т.е. зависимость энтальпии активации от концентрации позволяет определять границы «коридора», в котором сосуществуют изотропная и анизотропная (ЖК) фазы. Концентрационные зависимости динамических модулей коррелируют с таковыми для энтальпии активации течения.

В работе исследуются проблемы межкультурных коммуникаций в современном обществе; специфика и история межкультурных фестивалей; анализируются зарубежные и российские аналоги фестивалей народов (дружбы народов). В проектной части диссертации представлены концептуальные и содержательные составляющие городского интерактивного детского фестиваля народов России «Изюм.FEST».

Составлен аналитический обзор литературы по иммуноанализу, применению наночастиц магнетита в иммуноанализе. Синтезированы наночастицы магнетита, аминированные наночастицы магнетита, конъюгаты наночастиц магнетита с антителами к вирусу кори. Зарегистрирован прямой аналитический электрохимический сигнал от аминированных наночастиц Fe3O4, конъюгатов наночастиц магнетита с антителами к вирусу кори. Проведен анализ модельных и реальных растворов с использованием схем конкурентного и неконкурентного гетерогенного иммуноанализа. / An analytical review of the literature on immunoassay, application of magnetite nanoparticles in immunoassay is made. Synthesized magnetite nanoparticles, aminated magnetite nanoparticles, magnetite nanoparticle conjugates with antibodies to measles virus. The analysis was performed using competitive and noncompetitive immunoassay schemes. A direct analytical signal from magnetic nanoparticles, aminated nanoparticles, magnetite nanoparticle conjugates with antibodies to measles virus, as well as from a magnetic tag in immunocomplex is registered.

The objects of research are low-molecular antioxidants, their mixtures and extracts of plant raw materials. Objective: To determine the antioxidant activity of tea and extracts of medicinal plant raw materials by potentiometric method using hexacyanoferrate (III) potassium as an oxidant model. The paper presents the causes of oxidative stress, exogenous antioxidants of natural origin, describes methods for determining the integral index of antioxidant activity. In the process of work, the antioxidant activity of low-molecular antioxidants was determined by potentiometric method using hexacyanoferrate (III) of potassium as an oxidizer model, potentiometric titration, photometric titration. As a result of the study, the antioxidant activity of extracts of various tea varieties and herbal plant raw materials was determined by the potentiometric method using potassium hexacyanoferrate (III) as an oxidant model. / Цель работы: определение антиоксидантной активности чая и экстрактов лекарственного растительного сырья потенциометрическим методом с использованием гексацианоферрата (III) калия в качестве модели окислителя. В работе представлены причины возникновения окислительного стресса, экзогенные антиоксиданты природного происхождения, описаны методы определения интегрального показателя антиоксидантной активности. В процессе работы определена антиоксидантная активность низкомолекулярных антиоксидантов потенциометрическим методом с использованием гексацианоферрата (III) калия в качестве модели окислителя, потенциометрическим титрованием, фотометрическим титрованием. В результате исследования определена антиоксидантная активность экстрактов различных сортов чая и лекарственного растительного сырья потенциометрическим методом с использованием гексацианоферрата (III) калия в качестве модели окислителя.
