Developing a conceptual model for transformation at the South African Military Academy : the Ubuntu approachTheletsane, Kula Ishmael 12 1900 (has links)
Thesis (MMil)--University of Stellenbosch, 2007. / ENGLISH ABSTRACT: The initial conceptual framework for transformation proposes the context (why), the
content (what), and the process (how) as three dimensions of transformation that are
always present. A distinction is made between external and internal triggers of
transformation, and information is provided on the challenges posed by, among
others, the knowledge society, globalisation, and changing market conditions that
require companies to become learning organisations staffed by empowered
knowledge workers.
Literature study on transformation clearly shows that transformation brings about
change. There are different models on transformation and this shows that there are
different approaches to transformation.
Ubuntu should be introduced as a way forward for the South African Military
Academy (SAMA) to deal with transformation issues. Ubuntu is more concern about
the wellbeing of the people and their morale during and after transformation has been
implemented.
Subsequently, a conceptual model for transformation is proposed in which generic
elements of the “why”, “what”, and “how” dimensions are included. The SAMA
model is developed to fit the scope of a conceptual model, and to be in line with
what is generally proposed in the literature for organisations that want to transform
in order to become market leaders and enhance long-term goals.
Conclusions drawn from the ongoing SAMA transformation process are that its aims
and principles are not in line with what appears to be required in creating an
innovative learning organisation. With regard to the “how” of transformation, it is
found that improvement is still needed to the processes to change attitudes, mindsets,
and styles on the part of managers as well as employees that might inhibit
empowerment and stifle creativity and innovation. / AFRIKAANSE OPSOMMING: Die aanvanklike konseptuele raamwerk vir transformasie stel die konteks (waarom),
die inhoud (wat) en die proses (hoe) voor as drie dimensies van transformasie wat
altyd teenwoordig is. Daar word ‘n onderskeid getref tussen eksterne en interne
aanleidende oorsake van transformasie, en inligting word voorsien oor die uitdagings
wat voortspruit uit, onder andere, die kennissamelewing, globalisering, en
veranderende marktoestande wat vereis dat maatskappye leerorganisasies word met
‘n personeel van bemagtigde kenniswerkers.
Uit ‘n literatuurstudie oor transformasie is dit duidelik dat transformasie verandering
teweegbring. Daar is verskillende modelle van transformasie en dit toon dat daar
uiteenlopende benaderings tot transformasie bestaan.
Ubuntu moet ingestel word as ‘n manier waarop die Suid-Afrikaanse Militêre
Akademie (SAMA) voortaan transformasie kan hanteer. Ubuntu is meer besorg oor
die welstand van die mense en hulle moreel terwyl en nadat transformasie
geïmplementeer is.
Daar word dus ‘n transformasiemodel voorgestel waarin generiese elemente van
die “waarom”-, “wat”- en “hoe”-dimensie ingesluit word. Die SAMA-model word
ontwikkel om dieselfde omvang te hê as ‘n konseptuele model, en om ooreen te
stem met wat algemeen in die literatuur voorgestel word vir organisasies wat wil
transformeer om sodoende markleiers te word en langtermyndoelwitte te bevorder.
Gevolgtrekkings wat voortspruit uit die voortgesette SAMA-transformasieproses is dat
die doelwitte en beginsels nie ooreenstem met wat skynbaar vereis word om ‘n
vernuwende leerorganisasie te skep nie. Ten opsigte van die “hoe” van transformasie,
word bevind dat verbetering nodig is voor die prosesse verandering gaan meebring aan
houdings, ingesteldhede en styl, by bestuurders sowel as werknemers, wat tans nog
bemagtiging beperk en kreatiwiteit en vernuwing onderdruk.

Approved for public release, distribution is unlimited / The objective of this thesis is to provide an aircraft with an optimal route to its destination that avoids encroaching into surface-to-air weapons killing envelopes in real time. The optimal route computed will be updated dynamically, depending on the location of the vehicle and the location of the Surface to Air Missile (SAM) sites. The problem was solved using heuristic algorithms instead of the conventional Dijkstra's & Bellman Ford algorithms, which are computationally expensive. Data fusion techniques such as spatial correlation and triangulation algorithms are presented in detail. Such techniques are important for situational awareness in a real time combat environment. This thesis analyzes three courses of action to fulfill this requirement: use the current USNORTHCOM battle staff command structure including the integration of the Standing Joint Force Headquarters-North; rely on the newly formed US Special Operations Command's Joint Task Force Structures; and establish a Theater Special Operations Command North assigned to USNORTHCOM. Such operations involve increased civilmilitary interactions and necessitate effective cross-cultural communications with not only the indigenous populace, but a host of transnational actors as well. Today's PSYOP training is reflective of a persisting "Cold War mentality" that fails to adequately prepare soldiers for effective post-conflict situations such as the reunification of the Korean peninsula, whether brought about either through a renewal of combat operations or the result of diplomatic means. Meanwhile, North Korea's formidable and adept propaganda machine has persisted in isolating its populace from external influences for more than a halfcentury. Post-Korean War generation North Koreans have been successfully indoctrinated since birth to despise the United States. Furthermore, anti-U.S. sentiment has been on the rise in South Korea for a number of years. Under the current training model, contemporary psychological operations forces are ill-prepared to conduct effective operations in an environment involving two-way, face-to-face communications such as those required while stabilizing and reconstructing a nation. This would have implications in many military applications. One example is the performance of unmanned aerial vehicle (UAV) data and communications links in complex urban environments. The purpose of this research is to study the effectiveness of diversity techniques on the performance of urban UAV data and communications links. The techniques investigated were spatial, polarization, and angle diversities. The ray tracing software, Urbana Wireless Toolset, was used in the modeling and simulation process. The various combinations of diversity techniques were simulated using a realistic urban city model. For the few transmit-receive geometries examined, it was found that angle diversity with a directive antenna provided the greatest increase in signal strength relative to the no diversity case. / Civilian, Singapore DOD

Approved for public release; distribution in unlimited. / Trying to adapt to the post-9/11 challenges to Euro-Atlantic security, the Romanian Ministry of National Defense continues its efforts to modernize and professionalize the country's armed forces in accordance with NATO standards. Part of this process is the development of a Special Forces (SF) capability that is to accomplish initial operational readiness by FY 2005. With appropriate organizational arrangements and focused combat training, the Romanian SF will increase their performance during future deployments in joint and combined settings. This project analyzes Romania's strategic documents, identifies the missions that can be conducted by the country's General-Purpose Forces or other security services, and finally proposes five appropriate tasks for the SF: Combating Terrorism, Counterproliferation of Weapons of Mass Destruction, Special Reconnaissance, Direct Action, and Security Detail for Romanian officials in crisis zones. In exploring what are the most effective structural arrangements for the Romanian Special Forces, this thesis uses a design program the recommendations of which lead to the proposal of a new organizational structure. One year after the terror attacks of September 11, 2001, the administration of President George W. Bush introduced a revolutionary foreign policy strategy--the Bush Doctrine. Proponents of this strategy advocated the use of American 'hard power' as a tool to promote freedom and democracy, beginning with the invasions of Afghanistan and Iraq. Opponents of the doctrine saw it as dangerously nationalistic, with the potential to entangle the United States in a myriad of protracted international conflicts. This thesis will identify aspects of nationalism within post-9/11 American foreign policy and illuminate the incompatibility of nationalism and the fundamental tenets of conflict resolution. This study theorizes that nationalism played a significant role in the development of the Bush Doctrine. Although its advocates promote specific policies historically associated with nationalism, as a rule they have not acknowledged its influence. Conversely, opponents of the doctrine acknowledge this influence and warn of its destructive characteristics. The study presented herein identifies nationalism as a powerful force in American culture and politics--one that has a profound influence on American foreign policy and on the longevity of our foreign wars.

This thesis is a history of the Polish Country Section of the Special Operations Executive (SOE), a British organisation whose purpose was to infiltrate agents behind enemy lines during World War II. The thesis covers the period 1940 – 1946, the entire period that SOE existed, and its close connection with the Polish special department, formally known as the Sixth Bureau of the Polish Government in Exile. Chapters contained herein each cover a full year of operations from 1941 -1943, followed by two chapters for 1944, and one chapter for 1945-1946. Covered are details of agent training, information on the first flight to Poland to drop agents and couriers and the problems encountered. The German invasion of the Soviet Union and SOE’s thoughts on the predicted outcome is covered, as are also Polish operations in France and indications of support for Polish operations in other parts of the world. Throughout, is evidence of the difficulties in obtaining sufficient air support for flights to Poland which, although inadequate for Polish requirements, were more abundant than many realised at the time. This is especially true with reference to supplies dropped to Warsaw during the rising of 1944. Brief accounts of the meetings between the ‘Big Three’, Churchill, Roosevelt and Stalin, at Teheran and Yalta in as much as they affected SOE/Polish relations. The thesis finishes with appendices detailing agent/courier parachute drops, lists of personnel involved, a bibliography and glossary.
