The Multi-Functionality of Professional and Business Associations in a Transitional Context: Empirical Evidence from Russia

In the literature it is generally assumed that activities of voluntary membership based associations operating in stable institutional environments are multi-faceted, contributing simultaneously to societal, economic and political spheres. This article, drawing on the concept of functions of non-profit organizations investigates, whether the multi-functional character of associations holds true in the context of transitional Russia. The paper examines the relative importance of the advocacy, community building and service delivery functions, fulfilled by different types of associations. The original empirical data from exploratory interviews with 15 leading experts on associational activities was triangulated by a confirmatory survey of 215 associations across Russia. The results confirm that the absolute majority of the examined associations are multifunctional. Advocacy is considered to be the most important function for all types of associations. The findings suggest that business associations and intermediary unions are more active in policy advocacy directed toward the government, while liberal professional societies are more engaged in public advocacy addressing society at large. This study highlights importance of domestic associations for countries in transition as an institutional infrastructure of organized civil society, democratic development and market economy.

L’agriculture urbaine et périurbaine à Yaoundé : analyse multifonctionnelle d’une activité montante en économie de survie/Urban and peri-urban agriculture in Yaounde, Cameroon: multifunctional analysis of rising activities in survival economies

RESUME : Comme la plupart des villes africaines, Yaoundé, capitale du Cameroun, est confrontée aux phénomènes d’urbanisation croissante. Cette urbanisation rapide n’est pas accompagnée d’une croissance économique. En fait, le pouvoir d’achat extrêmement bas, le chômage, le sous-emploi, la pauvreté, voire la misère, ont amené une frange importante de la population à inventer de nouvelles solutions pour s’assurer un revenu. C’est alors qu’apparaît le phénomène d’agriculture urbaine et périurbaine. La caractérisation de cette agriculture a mis en évidence une interaction entre les catégories d’acteurs, les types d’espaces, les types de cultures, les produits obtenus et les revenus moyens générés. Il ressort de l’analyse des résultats que cette forme d’agriculture emploie près de 2000 personnes, pour la plupart des jeunes et, surtout, des femmes, dont la moyenne d’âge est de 35 ans. C’est une activité basée principalement dans les bas-fonds marécageux, le bas des pentes, les abords des routes avec une forte pression sur l’espace. Les cultures sont diversifiées et sont à dominance maraîchère, vivrière et floricole. Elles varient en fonction des trois espaces étudiés, à savoir l’auréole urbaine, la zone périurbaine et l’hinterland rural. L’analyse du système de commercialisation a mis en évidence trois types de circuits à travers lesquels les produits transitent des producteurs aux consommateurs. Ce sont notamment les circuits longs, les circuits courts et les circuits directs. Dans ces circuits de commercialisation, la régulation du marché se réalise au niveau de tous les intervenants. Cela signifie que les prix des produits ne sont pas fixés d’avance, mais varient en fonction de la demande. En ce qui concerne la rentabilité, l’analyse sur les comptes d’exploitation des cultures de céleri, de ndolé et de morelle noire indique que cette agriculture est rentable avec un gain moyen journalier de près de trois euros pour les producteurs. C’est la raison pour laquelle certains maraîchers estiment qu’à la place d’un travail salarial de près de 75euros / mois, ils préfèrent rester dans leur jardin. Cependant, aucun cadre juridique et réglementaire lié à l’exercice de cette activité n’est disponible. Aucun article de loi ne l’autorise. Nous avons noté également de nombreuses autres contraintes liées à l’organisation des producteurs, aux pratiques, à la structuration et la mise en marché des produits. Ces résultats ont alors d’importantes implications quant à la compréhension des interactions entre les agriculteurs en ville et le monde politique de Yaoundé. Les fonctions multiples de cette activité tel que l’emploi pour les jeunes, les revenus substantiels pour les couches des populations les plus vulnérables, la gestion des déchets urbains et la beauté du paysage étant autant d’attraits qui concourent à son encouragement. Les stratégies qui visent à susciter l’implication des producteurs urbains dans le développement de la ville de Yaoundé ont été mises en œuvre à travers la CAUPA (Coalition pour la promotion de l’agriculture urbaine et périurbaine en Afrique). L’intégration de ces stratégies dans les schémas directeurs d’aménagements urbains, pourrait contribuer à concilier les défis d'une amélioration du bien-être des populations en quête de survie. Cette thèse met en évidence la nécessité d’une médiation entre les différentes catégories d’acteurs pour une agriculture urbaine et périurbaine de qualité. Les résultats pourront permettre aux décideurs et administrateurs des villes de disposer d‘informations utiles sur l’importance de cette forme d’agriculture qui est, non seulement montante, mais aussi controversée. SUMMARY: As in most African cities, Yaounde, the capital city of Cameroon, is faced with the phenomenon of urbanization. This leads to socio-economic problems especially in food supply and acquisition of basic necessities. The extremely low purchasing power, unemployment, underemployment, poverty - say misery, brought a significant proportion of the population to invent new solutions to ensure basic income through urban and peri-urban agriculture. The characterization of this agricultural system highlights the interaction between various stakeholders, types of spaces and crops, productivity and average revenue generated. Results show that this agricultural system has generated employment for about 2000 people, mainly youths and especially women, with 35 years average age. The activity is based mainly in lowland floody zones, low slope, landscaping roads with increase land pressure. Vegetables, gardening and flowers are dominant diversified crops noticed in the area. These crops vary from urban, peri-urban and rural areas, three landscape which were studied. The analysis of the marketing chain show three main types of distribution chains through which products pass from producers to consumers. These include long distribution, short distribution and direct channel. In these channels, the regulation of the market is achieved at the level of all stakeholders. This means that the prices of the products are therefore fixed in advance, and also are functions of demand. Regarding profitability, the analysis on the farmer’s accounts of Celery, Bitter leaf and Black nightshade indicates that this agriculture is profitable with an average daily gain of almost 3 euro per producers. That's why some gardeners believes that instead of a salary of almost 75 euro per month, they prefer to stay in their farm. However, no legal and regulatory framework related to this activity is available in the case of Yaounde. Also, there are many other constraints related to the organization of producers, practices, structuring and implementation of products in the markets. These results have important implications to the understanding of the interaction between farmers and policy makers. The multiple functions of this activity such as youth employment, income for substantial segments of the most vulnerable populations, urban waste management and the beautification of the landscape is as much attraction that contribute to its promotion. A strategy to encourage the implication of urban producers in the development of the city of Yaounde has been implemented through CAUPA. The integration of these strategies in urban planners, could help for the challenges of improving people’s welfare. Subsequently, this thesis brings forth the need for a mediation between different stakeholders and contributes to good quality of peri-urban agriculture. The results can therefore enable decision-makers and policy to provide useful information on the importance of this form of agriculture which is not only rising, but also controversial.

Cette thèse s’intéresse aux fonctions des marqueurs discursifs ‘you know’, ‘then’ et ‘ya‘ni’ (I mean) en tant que structures autonomes du point de vue syntaxique et en tant qu’unités linguistiques opérationnelles et multifonctionnelles du point de vue conversationnel. Dans une perspective pragmatique, ce travail explore la corrélation entre la position et la fonction en maintenant que la valeur d’un marqueur en position initiale est différente de celle exprimée en position médiane ou en position finale. Dans le contexte des interactions verbales politiques au sein des émissions télévisées en arabe et en anglais, le but de cette thèse est de contribuer aux analyses conversationnelles pragmatiques. À travers une recherche empirique, l’analyse montre que la multifonctionnalité de ces items linguistiques est liée à leur flexibilité syntaxique. Ces marqueurs discursifs assument diverses fonctions contextuelles qui évoluent continuellement sur une échelle pragmatique. L’évolution pragmatique de ‘you know’, ‘then’ et ‘ya‘ni’ engendre des expressions complexes au niveau de leur sémantisme. Ces unités pragmatiques deviennent plus ambiguës car elles s’éloignent davantage de leur sens de base en acquérant des significations contextuelles. Ainsi, ces marqueurs évoquent d’autres interprétations et ne peuvent se limiter qu’à leur sens d’origine. En l’occurrence, on leur attribue des équivalents les plus proches selon le contexte de leur occurrence.Les résultats révèlent que ‘ya‘ni’ peut être substitué par d’autres marqueurs de différentes catégories grammaticales en anglais. Cette unité polysémique, polyfonctionnelle, poly-équivalente et poly-catégorielle partage des fonctions avec ‘you know’, ‘then’, ‘I think’, ‘so’, ‘in fact’ et d’autres marqueurs. La variation pragmatique suit le but illocutoire du locuteur, la prise en compte d’autrui et l’organisation de l’interaction verbale. Dans deux situations socioculturelles différentes, l’anglais et l’arabe confirment que ces items linguistiques sont des unités conversationnelles contextuelles et multifonctionnelles. Leur rôle est visiblement actif dans une situation sociale où l’interaction entre le locuteur et l’interlocuteur est un facteur saillant ; tel est le cas des échanges verbaux télévisés. / This PhD thesis deals with the pragmatic functions of ‘you know’, ‘then’ and ‘ya‘nĩ’ (I mean) as autonomous syntactic structures and as operational and multifunctional linguistic units in conversation. Within a pragmatic framework, the research discusses the correlation between position and function, in which the pragmatic value of a marker in initial position is different from that conveyed in medial or final positions. The goal of this study is to contribute to the pragmatic analysis of conversations by analyzing political verbal interactions in Arabic and English television broadcasts. The results of this empirical study show that the multi-functionality of these linguistic items is related to their syntactic flexibility. These discourse markers imply a variety of contextual functions which evolve gradually on a pragmatic scale.The pragmatic evolution of ‘you know’, ‘then’ and ‘ya‘nĩ’ generate complex semantic expressions. These pragmatic units in fact become increasingly complex; they go beyond their basic meaning to acquire progressively contextual implications. Thus, these markers refer to other interpretations and transcend their immediate semantic base. In this respect, they can be substituted according to the context of their occurrence. The results reveal that ‘ya‘nĩ’ can be substituted with other markers from different grammatical categories in English. This polysemous, multi-functional, poly-equivalent and poly-categorical conversational unit shares its pragmatic functions with ‘you know’, ‘then’, ‘I think’, ‘so’, ‘in fact’ and other discourse markers. Pragmatic variation depends on the illocutionary perspective of the speaker, the relation with the hearer and the organization of the verbal interaction. In two distinct sociocultural situations, English and Arabic, it is confirmed that these linguistic items are contextual and multifunctional conversational units. Their role is relevant in a social situation where the interaction between the speaker and the hearer is a salient factor, as in the case of political verbal exchanges in television broadcasts.

O FINANCIAMENTO DE ATIVIDADES RURAIS NÃO AGRÍCOLAS NO PROGRAMA RS RURAL NA REGIÃO CENTRAL DO RS

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This work approaches the subject of the new functions of the Brazilian agricultural space; being more specific it is about non-agriculturists rural activities practiced in some rural establishments. The focus of this study was the financings granted for the RS rural program used for the development of non-agriculturists rural activities in the central region of the RS. In a first moment, it was made a preliminary analysis in the selected data - secondary source - supplied by the service of computer science of RS rural program, in a period from January, 1999 to March, 2004. In this sense, it was identified the types of financial activities, the cities benefited for the program in the central region, the beneficiary public as well as the values financed for the program. The results of this inquiry demonstrate that, from the sum of resources financed for income generation, 63% had been destined to non-agriculturists rural activities and only 37% of the resources were destined exclusively for the farming production. 76% of the beneficiary public for the RS agricultural program are in the family farming category, and concerned with the financings for the non-financed griculturists activities, we have 87% as representation of the family farming. Related to the modalities of non-financed agriculturists activities, 52% of beneficiary public had accessed financings for the implementation of agro- industries, 19% for artesanate s practice, 19% for commercial promotion and 10% for other activities considered for the program as micro industrials. The inquiry continued in the qualitative direction of getting information related to the social situation, motivations and aspirations of the people benefited for the program. For this, it was made 19 interviews. These interviews were made by means of questionnaires. The choice of the interviewed ones was based on a directed sample, having as criterion the familiar agriculturist category, the representation of the financed activities and the financed sum. Thus, ten families of farmers with activities related to the agro-industry, three families of farmers who works with an artesanate s practice, more three families with financings for the micro-industrial production and three interviewed families that were tied with the commercial promotion. The analysis of these interviews demonstrate that the search for non-agriculturists alternatives mainly occur due to: the interest in generating and/or complementing the income, facing up some conditions, as the small available area for agriculture; and also for the interest in taking to advantage and occupying the available time and even as an attempt to "escape" from difficulties concerned with some agricultural works. / Este trabalho aborda o tema das novas funções do espaço rural brasileiro, tratando-se mais especificamente das atividades rurais não agrícolas praticadas nos estabelecimentos rurais. O foco do estudo foi os financiamentos concedidos pelo Programa RS Rural para desenvolvimento de atividades rurais não agrícolas na região central do Rio Grande do Sul. Em um primeiro momento foi realizada uma análise preliminar nos dados fonte secundária - fornecidos pelo serviço de informática do Programa RS Rural para o período de Janeiro de 1999 a Março de 2004. Identificou-se assim os tipos de atividades financiadas, os municípios beneficiados, o público beneficiário bem como os valores financiados pelo programa. Os resultados da investigação demonstram que do montante de recursos financiados para geração de renda 63%, foram destinados à atividades rurais não agrícolas e apenas 37% dos recursos foram destinados exclusivamente à produção agropecuária. Do público beneficiário do programa RS Rural, 76 % encontra-se dentro da categoria agricultor familiar, e relacionado especificamente aos financiamentos para atividades rurais não agrícolas, temos uma representatividade da agricultura familiar de 87%. Com relação às modalidades de atividades não agrícolas financiadas, 52% do público beneficiário acessou financiamentos para a viabilização de agroindústrias, 19% para artesanato, 19% para a promoção comercial e 10% para atividades consideradas pelo programa como microindustriais. A investigação prosseguiu no sentido qualitativo de se obter informações relacionadas à situação social, motivações e aspirações das pessoas beneficiadas pelo Programa. Para tanto, foram realizadas 19 entrevistas. A escolha dos entrevistados baseou-se em uma amostra dirigida, tendo como critério a categoria agricultor familiar, a representatividade das atividades financiadas e o montante financiado. Assim, foram entrevistadas dez famílias de agricultores com atividades vinculadas à agroindústria, três famílias de agricultores ligados ao artesanato, mais três famílias com financiamentos para produção microindustrial e três famílias entrevistadas vinculadas à promoção comercial. Os dados das entrevistas demonstram que a busca por alternativas não agrícolas se dá principalmente pelo interesse em gerar e/ou complementar a renda, frente a alguns condicionantes do estabelecimento, como a pequena área disponível para a agricultura. Entretanto, também pelo interesse em aproveitar e ocupar o tempo disponível e mesmo como uma tentativa de fuga da penosidade advinda de alguns trabalhos agrícolas.

Characterisation and host-parasite interaction of the piscine diplomonad Spironucleus salmonis

Durch Parasiten stellen eine starke Gefährdung für die Aquakultur dar. Die durch diplomonaden Flagellaten bei der Regenbogenforelle Oncorhynchus mykiss verursachte Morbidität und Mortalität wurde bisher in Deutschland noch nicht gründlich untersucht. Ich habe diese Parasiten mittels SEM & TEM charakterisiert und wurde die Art Spironucleus salmonis bestimmt. Erstmals konnten die caudale Projektion, sich entleerende Vakuolen und verformbare Kernloben nachgewiesen werden. Ich untersuchte Mikrohabitatpräferenz von des Parasiten sowie pH-Profile in vier Darmabschnitten der Fische. Das Vorkommen und die Dichte von S. salmonis war in der Pylorusregion wesentlich höher als in anderen Bereichen. Das pH-Profil war bei infizierten und nicht infizierten Fischen gleich. Der optimale pH-Wert für S. salmonis war 7,1-7,5. Ich habe die Lebenszyklus der Diplomonaden mittels LM & SEM unter Kulturbedingungen untersucht. Die Enzystierung begann mit der Anheftung von Trophozoiten mit der Spitze der adhäsiven hinteren Flagellen aneinander oder an Fremdkörper. Die pyriformen Trophozoiten wurden kugelförmig, und die vorderen Flagellen inaktiv. Oberflächenbläschen produzierten eine lichtbrechende Zystenwand. Dies ist der erste Beschreibung der Multifunktionalität von Flagellen bei Diplomonaden. Ich untersuchte pathogene Mechanismen und sezierte die Pylorusregion sowie die Leber mittels H&E, PAS/AB. Bei infizierten Fischen trat eine signifikante Hypertrophie der Becherzellen auf. Zu erkennen war eine Hyperaktivität der Becherzellen, jedoch keine Hyperplasie. Ich entwickelte einen in vitro  Plasma-Inkubationstest zur Bestimmung der Suszeptibilität von Regenbogenforelle, Karpfen und Störe. Die unterschiedliche Resistenz von Stör, Karpfen und Regenbogenforelle gegen S. salmonis entsprechend zu den epizootiologischen Daten. Meine Untersuchungen führten zu einem neuen diagnostischen Hilfsmittel, Vorschlägen für neue Behandlungsmethoden, zu verbesserten in vitro-Kulturbedingungen und einem Modellsystem für die Multifunktionalität von Flagellen und flagellaren Signaltransduktion. / Parasitic diseases pose a significant threat to aquaculture. Diplomonad flagellates in rainbow trout Oncorhynchus mykiss are associated with morbidity and mortality; but in Germany has not been thoroughly studied. I characterised the species by SEM & TEM, which revealed Spironucleus salmonis, allowed its complete description including newly showing the caudal projection, discharging vacuoles, and deformable nuclear lobes; diagnostic keys were improved. The microhabitat preference of diplomonads was tested by recording occurrence and density of infection, and pH profile in 4 intestinal regions in fish. Occurrence and density of S. salmonis were significant higher in the pyloric region than elsewhere. The pH profile in uninfected and infected fish was similar; a causal relationship between microhabitat preference and pH was unlikely, and the optimal pH was between 7.1 – 7.5. I described life cycle and encystment using light and SEM. Encystment in culture began by trophozoites attaching at tip of adhesive posterior flagella to each other/debris. Pyriform trophozoites became sub-spherical, anterior flagella inactive, surface blebs produced a refractile cyst wall. Cysts clusters may exceed minimum infective dose for new infection; suggesting new treatment target. This is the first report of multi-functionality of flagella in diplomonads. I investigated pathogenic mechanism of diplomonads by sectioning and staining the pyloric region of the intestine and liver with H&E, and PAS/AB. There was significant hypertrophy of goblet cells in infected fish. The hyperactivity of goblet cells was seen, but no hyperplasia. This hyper-production of mucus may decrease nutrient absorption, underlying impaired growth in S. salmonis infected fish. I developed an in vitro plasma incubation test to predict host susceptibility of rainbow trout, carp, and sturgeon. The test showed the hierarchy of resistance of S. salmonis in sturgeon > carp > rainbow trout; this parallels epizootiological data. My research yielded new diagnostic tool, suggested new treatment target, improved in vitro conditions, and new model system for multi-functionality of flagella and flagellar signalling.

This leads to socio-economic problems especially in food supply and acquisition of basic necessities. The extremely low purchasing power, unemployment, underemployment, poverty - say misery, brought a significant proportion of the population to invent new solutions to ensure basic income through urban and peri-urban agriculture. The characterization of this agricultural system highlights the interaction between various stakeholders, types of spaces and crops, productivity and average revenue generated. Results show that this agricultural system has generated employment for about 2000 people, mainly youths and especially women, with 35 years average age. The activity is based mainly in lowland floody zones, low slope, landscaping roads with increase land pressure. Vegetables, gardening and flowers are dominant diversified crops noticed in the area. These crops vary from urban, peri-urban and rural areas, three landscape which were studied. <p><p>The analysis of the marketing chain show three main types of distribution chains through which products pass from producers to consumers. These include long distribution, short distribution and direct channel. In these channels, the regulation of the market is achieved at the level of all stakeholders. This means that the prices of the products are therefore fixed in advance, and also are functions of demand. Regarding profitability, the analysis on the farmer’s accounts of Celery, Bitter leaf and Black nightshade indicates that this agriculture is profitable with an average daily gain of almost 3 euro per producers. That's why some gardeners believes that instead of a salary of almost 75 euro per month, they prefer to stay in their farm. <p><p>However, no legal and regulatory framework related to this activity is available in the case of Yaounde. Also, there are many other constraints related to the organization of producers, practices, structuring and implementation of products in the markets. These results have important implications to the understanding of the interaction between farmers and policy makers. The multiple functions of this activity such as youth employment, income for substantial segments of the most vulnerable populations, urban waste management and the beautification of the landscape is as much attraction that contribute to its promotion. <p><p>A strategy to encourage the implication of urban producers in the development of the city of Yaounde has been implemented through CAUPA. The integration of these strategies in urban planners, could help for the challenges of improving people’s welfare. Subsequently, this thesis brings forth the need for a mediation between different stakeholders and contributes to good quality of peri-urban agriculture.
