Multicriteria analysis and GIS application in the selection of sustainable motorway corridor

Effects of functioning transportation infrastructure are receiving more and more environmental and social concern nowadays. Nevertheless, preliminary corridor plans are usually developed on the basis of technical and economic criteria exclusively. By the time of environmental impact assessment (EIA), which succeeds, relocation is practically impossible and only preventative measures can be applied. This paper proposes a GIS-based method of delimiting motorway corridor and integrating social, environmental and economic factors into the early stages of planning. Multiple criteria decision making (MCDM) techniques are used to assess all possible alternatives. GIS-held weighted shortest path algorithm enables to locate the corridor. The evaluation criteria are exemplary. They include nature conservation, buildings, forests and agricultural resources, and soils. Resulting evaluation surface is divided into a grid of cells, which are assigned suitability scores derived from all evaluation criteria. Subsequently, a set of adjacent cells connecting two pre-specified points is traced by the least-cost path algorithm. The best alternative has a lowest total value of suitability scores. As a result, the proposed motorway corridor is routed from origin to destination. It is afterwards compared with an alternative derived by traditional planning procedures. Concluding remarks are that the location criteria need to be adjusted to meet construction requirements as well as analysis process to be automated. Nevertheless, the geographic information system and the embedded shortest path algorithm proved to be well suited for preliminary corridor location analysis. Future research directions are sketched.

Water Metering in Rural, Piped, Community-Managed Water Systems in the Developing World

In the early 1990s, the United Nations (UN) recognized water as a finite resource to the entire ecosystem with an economic value that should be developed and managed based on the participatory approach using the Integrated Water Resource Management (IWRM) strategy. Many studies on water management practices have thus emerged in the developing world. Of particular interest to this work is the management of water through metering, price-setting, and rule enforcement in the rural setting in piped, community-owned water systems. There is very little published information regarding metering, enforcement experiments, and experiences in these systems. This is because metering and enforcement mechanisms are not typically included in rural piped community-managed water supply system design and water committee training schemes. Along with an increase in population growth and changing climate patterns, there is a burgeoning interest to manage demand and reduce non-revenue water (NRW) in urban utilities in developing countries. Metering is often the demand management tool considered because it has been reported to increase customer payment rates as well as social equity. Rural, community-managed systems often suffer high failure rates due to the lack of preventative maintenance, which maybe closely linked to customer dissatisfaction and non-payment of tariffs. The inclusion of a metering and enforcement program to such systems may help to address the problem of high rates of premature failure. An inclusion of a metering program for rural community-managed water supply systems is a non-trivial task in terms of cost as well as the system designer’s time, thus there is significant interest in ensuring such a program’s success. Many field workers may have familiarity with water system design but not specifically in the area of water flow metering and currently no beginner-level resources are publicly available. This work is ultimately intended to facilitate the inclusion of metering into rural, piped, community-managed water supply systems through: 1) compilation of technical information regarding metering which would be accessible to field practitioners and relevant to the rural community-managed setting, 2) a proposed decision-making tool to facilitate the selection of the most appropriate meter for the community, 3) proposed installation tips, and 4) suggested strategies for including metering into the community-management model. Objectives 1, 3, and 4 were pursued via review of industry, peer-reviewed, and field literature along with the author’s personal experience. Multiple criteria decision analysis (MCDA) was the method proposed for aiding in the selection of the most appropriate meter type. It was determined that four types of meters are used for residential metering in developed and developing urban utility-managed systems: the nutating disc, oscillating piston, multi-jet, and single-jet. The nutating disc and oscillating piston meters operate through a volumetric or displacement mechanism, while the single- and multi-jet meters function through a velocity or non-displacement mechanism. While a lot of variation between models of meters exists, there are fewer characteristics that can be used to differentiate between mechanisms. After applying the multiple-criteria decision analysis to aid in the selection of the most appropriate meter for a rural, community-managed systems, the nutating disc and oscillating piston types of meters were most preferred under the set of criteria chosen by the author for the purpose of example in this analysis. It is recommended that meter selection be performed on a site-specific basis with local stakeholder involvement for criteria determination. Meter installation is similar for all four types of meters and whichever type of meter is chosen, it should be protected from tampering. Increasing-block pricing is recommended to accompany metering in order to motivate water conservation. The size and price of the initial block of water should be determined according to the system’s operation and maintenance costs as well as users’ willingness to pay information. Field practitioners should prepare the community to take over the metering program by providing basic training to the users and selected meter readers/technicians.

La gestion de la chaîne logistique a gagné en maturité depuis l’extension de son champ d’application qui portait sur des problématiques opérationnelles et économiques s’est élargi à des questions environnementales et sociales auxquelles sont confrontées les organisations industrielles actuelles. L’addition du terme «vert» aux activités de la chaîne logistique vise à intégrer une conscience écologique dans tous les processus de la chaîne d'approvisionnement. Le but de ce travail est de développer un cadre méthodologique pour traiter la gestion de la chaîne logistique verte (GrSCM) basée sur une approche d'optimisation multi-objectif, en se focalisant sur la conception, la planification et les opérations de la chaîne agroalimentaire, à travers la mise en oeuvre des principes de gestion et de logistique de la chaîne d'approvisionnement verte. L'étude de cas retenu est la filière du jus d'orange. L'objectif du travail consiste en la minimisation de l'impact environnemental et la maximisation de la rentabilité économique pour des catégories de produits sélectionnés. Ce travail se concentre sur l'application de la GrSCM à deux questions stratégiques fondamentales visant les chaînes d'approvisionnement agroalimentaire. La première est liée au problème de la sélection des fournisseurs en produits « verts » (GSS) pour les systèmes de production agricole et à leur intégration dans le réseau globalisé de la chaîne d'approvisionnement. Le second se concentre sur la conception globale du réseau de la chaîne logistique verte (GSCND). Ces deux sujets complémentaires sont finalement intégrés afin d'évaluer et exploiter les caractéristiques des chaînes d'approvisionnement agro-alimentaire en vue du développement d’un éco-label. La méthodologie est basée sur le couplage entre analyse du cycle de vie (ACV), optimisation multi-objectifs par algorithmes génétiques et technique d’aide à la décision multicritère (de type TOPSIS). L’approche est illustrée et validée par le développement et l'analyse d'une étude de cas de la chaîne logistique de jus d'orange, modélisée comme une chaîne logistique verte (GrSC) à trois échelons composés de la production d’oranges, de leur transformation en jus, puis de leur distribution, chaque échelon étant modélisé de façon plus fine en sous-composants. D’un point de vue méthodologique, le travail a démontré l’intérêt du cadre de modélisation et d’optimisation de GrSC dans le contexte des chaînes d'approvisionnement, notamment pour le développement d’un éco-label dans le domaine de l’agro-alimentaire. Il peut aider les décideurs pour gérer la complexité inhérente aux décisions de conception de la chaîne d'approvisionnement agroalimentaire, induite par la nature multi-objectifs multi-acteurs multi-périodes du problème, empêchant ainsi une prise de décision empirique et segmentée. D’un point de vue expérimental, sous les hypothèses utilisées dans l'étude de cas, les résultats du travail soulignent que si l’on restreint l’éco-label "bio" à l'aspect agricole, seule une faible, voire aucune amélioration sur la performance environnementale de la chaîne d'approvisionnement n’est atteinte. La prise en compte des critères environnementaux pertinents sur l’ensemble du cycle de vie s’avère être une meilleure option pour les stratégies publiques et privées afin de tendre vers des chaînes agro-alimentaires plus durables. / Supply chain and operations management has matured from a field that addressed only operational and economic concerns to one that comprehensively considers the broader environmental and social issues that face industrial organizations of today. Adding the term “green” to supply chain activities seeks to incorporate environmentally conscious thinking in all processes in the supply chain. The aim of this work is to develop a Green Supply Chain (GrSC) framework based on a multi-objective optimization approach, with specific emphasis on agrofood supply chain design, planning and operations through the implementation of appropriate green supply chain management and logistics principles. The case study is the orange juice cluster. The research objective is the minimization of the environmental burden and the maximization of economic profitability of the selected product categories. This work focuses on the application of GrSCM to two fundamental strategic issues targeting agro food supply chains. The former is related to the Green Supplier Selection (GSS) problem devoted to the farming production systems and the way they are integrated into the global supply chain network. The latter focuses on the global Green Supply Chain Network Design (GSCND) as a whole. These two complementary and ultimately integrated strategic topics are framed in order to evaluate and exploit the unique characteristics of agro food supply chains in relation to eco-labeling. The methodology is based on the use of Life Cycle Assessment, Multi-objective Optimization via Genetic Algorithms and Multiple-criteria Decision Making tools (TOPSIS type). The approach is illustrated and validated through the development and analysis of an Orange Juice Supply Chain case study modelled as a three echelon GrSC composed of the supplier, manufacturing and market levels that in turn are decomposed into more detailed subcomponents. Methodologically, the work has shown the development of the modelling and optimization GrSCM framework is useful in the context of eco-labeled agro food supply chain and feasible in particular for the orange juice cluster. The proposed framework can help decision makers handle the complexity that characterizes agro food supply chain design decision and that is brought on by the multi-objective and multi-period nature of the problem as well as by the multiple stakeholders, thus preventing to make the decision in a segmented empirical manner. Experimentally, under the assumptions used in the case study, the work highlights that by focusing only on the “organic” eco-label to improve the agricultural aspect, low to no improvement on overall supply chain environmental performance is reached in relative terms. In contrast, the environmental criteria resulting from a full lifecycle approach is a better option for future public and private policies to reach more sustainable agro food supply chains.

Modeling of Electrical Grid Systems to Evaluate Sustainable Electricity Generation in Pakistan

Pakistan has always had a history of severe energy shortfalls, which rose up to an alarming 33% in 2013. This situation was countered by investments in the energy sector through the China Pakistan Economic Corridor (CPEC), which were unfortunately largely based on brown fuels. Although beneficial in the short term, these investments do not bode well for the climate scenario of Pakistan, with various parts of the country already having experienced temperatures rise of 1-3°C. To ensure that the current situation doesn’t exacerbate and is tackled in a timely manner, this research aims to examine how the untapped potential of renewable energy in Pakistan can be better utilized by modelling the entire electrical grid system for multi-portfolio based sustainable electricity generation, in line with the sustainable development goals chalked out by Pakistan with the United Nations (UN). Delving further into the matter, a gap is observed that demands coalescence between sustainability and portfolio-based generation in the context of Pakistan, since the prevalent narrative is of Business As Usual (BAU). The research methodology implemented is a cross sectional case study employing qualitative and quantitative data collection methods and outcomes, in which the entire grid system of Pakistan is studied and sustainability metrics are defined; followed by a comprehensive use of Multi-Criteria Decision Methodology in decision making process. Portfolios defined are a combination of different generation technologies, each simulating a possible avenue of policy, and are then evaluated for a range of sustainability metrics to understand the tradeoffs involved to arrive at a set goal. The process decision framework developed shall enable the Pakistani energy sector in meeting the energy demands by providing the decision-makers with various routes to do so, while informing on the sustainability impact of their decisions.

Värderingskriterier för svensk anskaffning av rörliga markbaserade radarsystem / Valuation criteria for a Swedish acquisition of mobile ground-based radar systems

Försvarsmakten är under en återuppbyggnad och står inför en stor nyanskaffning av materiel till samtliga delar av organisationen. 161. Stridsledning- och luftbevakningsbataljonen skall utöka och ersätta delar av den befintliga sensorkedjan med nya system där det finns utrymme för anskaffning av rörliga markbaserade radarsystem.  Tidigare forskning och rapporter från bland annat FOI och Försvarsmakten kopplat mot framtidens radarsensorer tyder på att AESA-radarer är väl lämpliga vid en framtida anskaffning. Arbetet är av tekniskt beskrivande karaktär och använder teorin om militär nytta samt analysverktyget multimålmetoden. Arbetets syfte är att undersöka om de framtagna värderingskriterierna kostnad, rörlighet, masthöjd och målupptäckt skulle kunna användas vid en svensk anskaffning av ett rörligt markbaserat radarsystem. Slutsatsen är att värderingskriterierna som tagits fram i arbetet kan och bör användas vid en anskaffning av ett rörligt markbaserat radarsystem. Dock behöver värderingskriterierna fördjupas ytterligare för att i framtida användning få fram ett mer precist resultat. / The Swedish Armed Forces are undergoing a re-establishment and are facing a major new acquisition of equipment for all parts of the organization. 161. Combat Control and Air Surveillance Battalion will increase and replace parts of the existing sensor chain with new systems where there is room for the acquisition of mobile ground-based radar systems.  Previous research and reports from, among others, FOI and the Swedish Armed Forces related to future radar sensors indicate that AESA radars are well suited for in a future acquisition. This report is of a technical descriptive type and uses the theory of military utility and the analysis tool multi-criteria decision. The purpose of the report is to investigate whether the valuation criteria’s cost, mobility, mast height and target detection should be used as criteria in a Swedish acquisition of a mobile ground-based radar system. The conclusion is that the evaluation criteria concluded in the report can and should be used in the acquisition of a mobile ground-based radar system. However, the evaluation criteria need to be further deepened to obtain a more precise result in future use.

A novel approach for the development of policies for socio-technical systems

The growth in the interdependence and complexity of socio-technical systems requires the development of tools and techniques to aid in the formulation of better policies. The efforts of this research focus towards developing methodologies and support tools for better policy design and formulation. In this thesis, a new framework and a systematic approach for the formulation of policies are proposed. Focus has been directed to the interactions between policy measures, inspired by concepts in process design and network analysis. Furthermore, we have developed an agent-based approach to create a virtual environment for the exploration and analysis of different configurations of policy measures in order to build policy packages and test the effects of changes and uncertainties while formulating policies. By developing systematic approaches for the formulation and analysis of policies it is possible to analyse different configuration alternatives in greater depth, examine more alternatives and decrease the time required for the overall analysis. Moreover, it is possible to provide real-time assessment and feedback to the domain experts on the effect of changes in the configurations. These efforts ultimately help in forming more effective policies with synergistic and reinforcing attributes while avoiding internal contradictions. This research constitutes the first step towards the development of a general family of computer-based systems that support the design of policies. The results from this research also demonstrate the usefulness of computational approaches in addressing the complexity inherent in the formulation of policies. As a proof of concept, the proposed framework and methodologies have been applied to the formulation of policies that deal with transportation issues and emission reduction, but can be extended to other domains.

公有閒置設施活化利用為銀髮福利設施之研究 ─以臺北市為例 / A Study of Government Owned Idle Facilities Activate To Pension Facilities In Taipei City

臺北都市公有空間由於缺乏供給與需求配置的妥善評估,產生許多設施與建築發生閒置與低度利用的情況,造成環境的負擔以及資源的不平均分配。同時,臺北市持續面臨高齡化社會現象,銀髮福利設施是政府未來發展項目重點之一,現行多數研究先少探究銀髮福利設施於區域之設置標準。本研究針對公有閒置設施活化利用為銀髮福利設施,透過國內外文獻回顧,歸納「安全性」、「規模性」、「參與性」為銀髮福利設施主要活化原則,並建立分析模型。接著援用各級政府閒置設施資料庫,並結合社經資料,應用GIS系統進行閒置設施供給與銀髮福利設施需求的配置分析。透過分析模型與多評準決策分析法,篩選與評估不同地區與空間適合發展銀髮福利設施配置,藉此研擬相關活化策略。 實證結果顯示臺北市市中心位置對於銀髮福利設施之需求為高,相對其缺乏資源,以萬華區、文山區、松山區為嚴重。各公有閒置設施受到內在外在條件之影響,各閒置設施發展強度不同,結果顯示鄰里型服務範圍較適合發展安養護機構、社區型服務範圍較適合發展日間照顧中心、地區型服務範圍較適合發展安養護與日間照顧混合型設施。最後依據各別公有閒置設施之配置結果,建議未來公有閒置設施活化為銀髮福利設施之策略,配合設施內在外在條件,如人口、政策、文化、區位等等,使閒置設施達到最大活化效益。 / In Taipei City, there are government owned urban facilities and buildings which become idle facilities and with low utilization due to the lack of proper evaluation of supply and demand. It causes uneven distribution of resources to environment. Meanwhile, Taipei city faces the issue of aging society. The Government has to develop pension facilities for future planning. There are few existing studies discussed about the configuration standard of pension facilities. Therefore, this study explores the planning principles of pension facilities included safety, scale of facilities, participation, and the activating operations of public idle spaces by using the social-economic and idle spaces data of the Government. Also, this study simulates supply and demand data with GIS system. We analyze and evaluate the allocations which suitable for developing pension facilities in different regions and spatial conditions through Allocation Simulation, multiple criteria decision. Thus, it can be a reference for activating idle spaces for Taipei city. The results of supply and demand simulation show that the demand for pension facilities is higher in the center of Taipei City that lack of resources, including Wanhua District, Wenshan District and Songshan District. Each government owned urban facilities may be affected by outer and inner conditions which cause different development intensity. The results show that neighbor-type facilities are suitable for developing retirement centers, community-type facilities are suitable for developing day care centers, region-type facilities are suitable for developing mix-used centers. Finally, according to all allocation results, it is recommended strategies should be added with outer and inner conditions which including population, policy, culture, location and allocation, in order to maximize the usage efficiency of idle facilities.

Luftförsvar för stärkt kustförsvar : En studie om burna Lv-robotsystem i amfibiebataljonen

The traditional landings with large warships near the coastline have been replaced by means of vessels moving beyond the horizon from the coast where the landing will take place. The old landing crafts have been replaced by transport helicopters and close air support, a threat that the amphibious battalion lacks resources to meet. The Swedish Armed Forces faces a possible acquisition of MANPADS and therefore the main purpose with this study was to examine the systems: FIM-92 Stinger RMP, Mistral and RBS70 NG, in order to assess which one of them who had the greatest potential to be effective when used by the amphibious battalion in a coastal defense operation. The study was conducted as a multiple criteria decision analysis, based on the concept of military utility. The result indicated that the RBS70 NG was the system that best met the requirements and demonstrated the greatest potential to be military efficient, although Mistral with minor exceptions fulfilled the requirements. As the study was delimited to a theoretical study based on three specific scenarios, further studies are recommended with simulations, as well as field trials before the result can be given a higher validity. The result, however, already helps us to understand how MANPADS contributes with military utility in coastal defense operations. / De traditionella landstigningarna med stora fartyg uppträdandes kustnära har ersatts med metoder innebärandes att fartygen rör sig bortom horisonten från den kust där landsättningen/landstigningen ska ske. De gamla landstigningsbåtarna har i hög grad ersatts med helikoptrar som understödda av attackhelikoptrar och flygplan utgör den nya dimensionerande hotbilden. En hotbild som amfibiebataljonen saknar resurser för att möta. Då Försvarsmakten står inför en eventuell anskaffning av ett buret luftvärnssystem till amfibiebataljonen har denna undersöknings främsta syfte varit att bedöma vilket av systemen FIM-92 Stinger RMP, Mistral eller RBS70 NG som uppvisat störst potential att vara militärt effektivt när de nyttjas av en amfibiebataljon i kustförsvarsoperationer. Undersökningen genomfördes som en komparativ analys med multimålmetod och tre olika typfall som grund. Jämförelsen tog sin utgångspunkt kring teoribildningen om militär nytta och då mer specifikt militär effektivitet. Resultatet indikerade att RBS70 NG var det system som bäst mötte amfibiebataljonens krav och därmed uppvisade störst potential att vara militärt effektivt, även om Mistral med enstaka undantag också uppfyllde kraven till synes utan begränsningar. Då studien avgränsats till en teoretisk jämförelse i tre specifika typfall, rekommenderas fortsatta studier med såväl simuleringar som praktiska prov innan resultatet kan ges en högre validitet. Resultatet bidrar däremot redan nu till en förståelse för vad som ökar den militära effektivitetenvid genomförande av kustförsvarsoperationer.
