En policy för ett efterkonstruerat problem? : En studie om NATO:s första samarbete med Sverige

This essay studies the Nato initiative Partnership for peace that Sweden joined in 1994. The initiative was about strengthening the control in Europe and to increase the interoperability between European states in military aspects. The analysis looks at Sweden’s view on problem and solution before and after the initiative was known, and shows that when Sweden joined Partnership for peace, that was an effort to solve the problems that the cold war left after it ended. Sweden’s view on these problems and the solution to said problems were the same as what the partnership gave at the time. Nothing indicated that joining Partnership for peacewas about anything else than trying to solve the problems that existed in Europe after the cold war. As method a qualitative text analysis is used with elements from theory consumption by the Multiple stream’s framework. According to this framework policy change happens for two reasons. One of the reasons is that a policy can change or be implemented without a specific purpose, and the other reason a policy changes is because there is a need to solve a real problem.

(Ne)úspěch změny organizačně právního uspořádání českých nemocnic / The (un) success of the change in the organizational and legal form of Czech hospitals

In the last thirty years, since the transformation period, several attempts have been made to change Czech hospitals' organizational, legal form. The thesis targets two such efforts after 2000. Only one was successful both in the agenda-setting and decision-making process and led to the enactment of a new organizational form. The main aim of the thesis is to identify contextual factors of success or failure of efforts to change the organizational and legal form of hospitals. The thesis is based on the Multiple Stream Framework to explain how different streams (policy, politics and problem stream) couple and open a policy window that allows a policy change. It works with the modified framework, which broadens the concept by including agenda-setting and decision-making and offers two coupling processes. Comparing two cases of the policy process led to the identification of the factors causing closing the window before the agenda was set.

Les recherches en relations industrielles portent rarement sur les politiques publiques du marché du travail. Lorsqu’elles existent, ces recherches s’intéressent généralement à l’efficacité de ces politiques. Or, cette thèse illustre l’importance de comprendre comment se forment les lois et les règlements. Afin de mieux comprendre le processus d’élaboration des politiques publiques, une étude de cas a été réalisée dans le domaine des retraites au Québec et au Canada entre 2003 et 2008. Les retraites ont été ciblées en raison des bouleversements socio-économiques que connaissait le Canada à l’époque, notamment le vieillissement de la population et les fluctuations des rendements des fonds de retraite. Ce sujet a également été retenu car il s’agit d’une compétence partagée entre les paliers gouvernementaux fédéral et provinciaux ainsi que partagée entre le secteur public et privé.Afin d’étudier la question, des théories en relations industrielles et en sciences économiques ont été considérées. C’est toutefois la théorie des courants multiples du politologue américain John Kingdon qui a été retenu comme fondement théorique de cette thèse. Cette théorie, qui postulait que les acteurs voulant influencer les politiques publiques devaient attirer l’attention sur des problèmes, contrôler le débat sur les politiques considérées et se faire des appuis, a été confirmée. La contribution majeure de cette thèse a été d’identifier les différents types d’acteurs impliqués dans le processus d’élaboration de politiques publiques de retraite, les stratégies qu’ils ont employées pour y parvenir et les résultats de leurs efforts. / Research in Industrial Relations rarely focuses on labour market policies. When they do exist, these studies generally focus on the effectiveness of these policies. This thesis illustrates the importance of understanding how these public policies come about. A case study was conducted on pension laws and by-laws in Quebec and Canada between 2003 and 2008 to better understand the process of policymaking. Pensions were targeted because of the dramatic socio-economic changes taking place in Canada at the time, the aging population and changes in pension fund returns for example. This issue was also chosen because it is a responsibility shared between the federal and provincial governments and between the public and private sectors. To study the issue, Industrial Relations and Economics theories were considered. However, John Kingdon’s Multiple Stream theory was chosen as the theoretical basis of this thesis. Kingdon is an American political scientist. His theory, which postulates that political entrepreneurs need to attract attention on problems, control the debate on considered policies and gain support for their views if they want to influence public policy. The results of the case study confirm Kingdon’s theory. The major contribution of this thesis was to identify the different types of actors involved in the pension policymaking process, the strategies these actors have used to achieve their goals and the results of their efforts.

Montréal parmi les grands de l’organisation C40 Cities Climate Leadership Group : analyse du processus de mise à l’agenda décisionnel de son adhésion

Confrontées à l’inaction des États et à la sévérité de la crise environnementale, plusieurs grandes villes choisissent non seulement d’agir localement, mais aussi sur la scène internationale dans le but de trouver des solutions et s’adapter au défi climatique. Longtemps considérées comme étant nuisibles à l’environnement de par leur consommation de diverses ressources, les autorités locales constituent aussi des acteurs stratégiques dans la lutte aux changements climatiques, puisqu’elles exercent une influence considérable sur les émissions de gaz à effet de serre. Afin d’avoir un effet agrégé à l’échelle mondiale, plusieurs métropoles participent au sein d’organisations transnationales municipales. C’est d’ailleurs le cas de la Ville de Montréal qui après avoir soumis une demande officielle d’adhésion en novembre 2015, est devenu membre du réseau C40 Cities Climate Leadership Group (C40) à la fin de 2016. Ce dernier regroupe plus 90 métropoles et cherche notamment à adopter un plan d’action commun pour répondre au réchauffement planétaire. Compte tenu du fait qu’il existe une variation importante au niveau de la participation des villes à l’international, que les facteurs plutôt objectifs, tels que la vulnérabilité, les capacités et la connectivité d’une ville ne semblent pas justifier cette différenciation, nous proposons d’étudier l’influence du maire dans la mise à l’agenda d’une telle option. Plus spécifiquement, cette recherche vise à répondre à la question suivante: comment le maire de Montréal, Denis Coderre, a-t-il influencé le processus de mise à l’agenda décisionnel de l’adhésion de sa ville à l’organisation C40 Cities Climate Leadership Group en 2015? Pour répondre à cette question, nous adoptons l’approche théorique de l’agenda setting proposée par John W. Kingdon dans son livre intitulé Agendas, Alternatives and Public Policies (2003). Ce travail séminal en politique publique permet de poser comme hypothèse de travail que Denis Coderre a agi comme un entrepreneur politique. Grâce aux données collectées, par l’entremise d’entrevues et d’analyse de divers types de contenus, ce projet vise à apporter une contribution à la fois empirique et théorique à la littérature sur les politiques publiques, les études urbaines et les relations internationales.

Federal science funding in the America Recovery and Reinvestment Act of 2009: an assessment of two policy process frameworks

In order to understand how policies are made, analysts need to be able to explain and describe the policy making process. This is a complex task due to the variety and complexity of policy making environments. The difficulty lies in accounting for the multiple actors who come and go, differing preferences, and impending problems and solutions sets which vary by policy environment. Therefore, there is a need to approach the understanding of policy processes from several different theoretical perspectives to aid in evaluating the multifaceted variations which ultimately affect policy making. An improved description of processes can lead to more accurate predictions of possible future policies, improved advocacy efforts, and enhanced problem solving. Two policy process frameworks, the Multiple Stream Framework (MSF) and the Institutional Analysis and Development (IAD) framework, were applied to a recent significant change in science policy. An understanding is developed to explain how federal science funding survived within the highly controversial and costly American Recovery and Reinvestment Act of 2009 (ARRA). The volatile and unpredictable nature of science policy lends itself well to the MSF, while the more static IAD is less useful to explain how and why the funds stayed in the bill. This is telling about the scope and adaptability of the two frameworks, where each may be better suited for different policy environments. The MSF being more appropriate for unstable and capricious policy issues and the IAD better matched for policy issues which have a somewhat more stable environment.

O principal resultado mostrou que, no contexto do caso estudado, o papel das agências multilaterais como agências financiadoras de smart cities influencia os fluxos, sendo relevante olhar para o fenômeno de modo complementar através das lentes do framework multinível. / This research investigates how the smart city agenda-setting process occurs through the study of the Inter-American Development Bank's Initiative for Emerging and Sustainable Cities (ICES-IDB), in the city of Vitória (Espírito Santo, Brazil). To this end, this study compiles the literature reviews of agenda-setting, smart cities and foreign-aid. Twelve managers, who participated in the Initiative, were interviewed in nine interviews, which were transcribed and coded in Atlas TI © software, following the multiple streams categories (KINGDON, 1995) and multilevel framework (POZZEBON; DINIZ; JAYO, 2009). The main result showed that, in the context of the case studied, the role of multilateral agencies as funding agencies of smart cities influences the streams, being relevant to look at the phenomenon in a complementary way through the lenses of the multilevel framework.

Europeizace národní politiky na případu zákona o státní službě v České republice / Europeanization of national policy on the case of the Civil Service Act in the Czech Republic

This diploma thesis is a case study dealing with the role of the European Union in the adoption of the Czech Civil Service Act in 2014. The author follows the question why the Act was adopted ten years after the Czech Republic joined the European Union. The first part of the thesis deals with the European administrative area and individual models of public administration in Europe. It also discusses the use of various forms of influencing the policies of the member states with different instruments. Further, the work analyzes the development of the service law in the Czech Republic and examines the strategies and approaches of the main actors in the legislative process. In order to find out how the issue was framed by political actors, the individual verbal speeches at the plenary sittings of the Czech Parliament are examined. In the last part, the findings are generalized to represent individual strategies and the dynamics of their change. In order to respond to the research goal, the data is interpreted on the basis of the Multiple Streams Framework, demonstrating a change in the status quo in the field of public service performance regulation.

On Obama Administration Gun Policy With Continual Reference To The Multiple Streams Model

The Multiple Streams model developed by John Kingdon (1995) and Nikolaos Zahariadis (2007) provides a valuable framework for understanding the nature of policy change. This investigation draws extensively upon the Multiple Streams framework in order to understand the development of gun-control policy initiatives under President Barack Obama. The investigation uses a case-study approach with in-depth analysis of four different mass-shooting events that took place in the United States between 2009 and 2012. Reconstruction of the shooting events and detailed parsing of the Obama administration’s official responses to each incident, when viewed through the Multiple Streams lens, clearly explain why Obama’s aggressive policy initiative was so delayed in its emergence in spite of several shootings and the President’s clearly stated belief that gun-reform was a necessary step for the federal government. While the term “policy change” is broad and may encompass all sorts of governmental responsiveness, the term herein should be interpreted in the narrowest sense: exclusively encompassing legislative initiatives. Ultimately, the investigation concludes that numerous factors, but most prominently concerns about the timing and results of the 2010 Midterm and 2012 General Elections, prevented an aggressive pursuit of gun-reform prior to January 2013. The tragic shooting of 28 people in Newtown, Connecticut, then served as a prime focusing event for the President to aggressively engage a long-standing goal.
