The institutional context of new towns : planning in uncertainty : the case study of AbujaAgwu, E. I. C. January 1983 (has links)
The implementation of new Capital City projects faces various uncertainties. Some of these uncertainties are understood and acted upon, but some are not. Existing social relationships in which Capital City projects are planned and implemented are less regarded as a factor underlying uncertainties of achieving plans' objectives and assumptions. These turned out to be a principal factor constituting the uncertainty of realising Abuja and the FCT plans. We believe, however, that institutional context both as a damaging and enabling factor is too important to be discounted in capital city plans. It is traced from the Nigerian urbanisation experience to traditional societies, previous policies and the administrative structure of the Federal Capital Development Authority. The review of other capital city programmes has only confirmed the need to understand the institutional framework in capital city plans. The research identified that uncertainties tend to increase with monopoly of dec ision-making by individuals in authority, lack of knowledge, failure to involve groups or bodies who should be involved, poor management, scale of projects, the time dimension and political instability. The research has itemised uncertainties which could be deduced from major planning projects, and an anlysis of which helps in policy formulation. Principal conclusions included that pluralism compounded the problems of the implementation of Capital Plans and the capital cities have to adapt and modify the institutional framework. A diversified resource base is essential in capital city development. Institutions and organisations could be employed positively to reduce uncertainties of funding and housing. Common to capital city programmes is that uncertainties have not been faced seriously by planners and decision makers as they have been in the study of psychology or in business deals. A simultaneous consideration of methods of assessing uncertainties in planning is essential in a new urban development.

The development of renew city needs specified conditions and requirements, including saturated population of the city, the public willing to move to adjacent places, and developing into a satellite town or new town. Also, public construction and all of the needs of the people¡¦s livelihood should be emphasized. Faultless public facilities and convenient living environment can attract the public to live. As for the interests of public and private organizations, it requires a balance. When then government develops the town, it need to solve finance problems. And the government should scheme the development schedule to improve the benefit of development, rather than only pay attention to part of development.
Kaohsiung new town locates in the southwest of Taiwan, and is situated at the border district of Kaohsiung metropolis. Kaohsiung new town is at a distance about ten kilometers from the north of Kaohsiung city, and its center is the old Ciaotou town. And it crosses four administration areas, Nanzih District, Ciaotou Township, Yanchao Township, and Gangshan Township. There are three stages in the whole developmental plan. At present, the government encounters problems at the first stage and therefore, influence on the following developmental. The public worries about whether this scheme can be accomplished or not and whether the investment can get the feedback.
In order to improve the development of Kaohsiung new town, the researcher investigates the convenience of traffic, the faultless livelihood of new town, economic, social, and so on, all kinds of functions. Besides, exploiting financial resource and whether the government devotes into the development actively are also important. The researcher proposes some modifying measures of Kaohsiung new town, including Sugar Cultural Association, improving life environment, the entertainment of leisure time and community development, traffic reformation, culture promotion, an advance in the whole plan (the development of each areas) and strategies of community renascence.
This research analyzes the strength, weakness, opportunity, and threat by understanding the present situation of Kaohsiung new town to understand the problems of slow development. According to the plan which has already drawn up, the researcher claims the analysis and review. In conclusion, the researcher proposes the future developmental strategies of Kaohsiung new town and relative measures. The researcher hope that through interviews analyses and document arrangements, he can proposes appropriate programs for government and other developmental organizations to consult. Moreover, the researcher hopes that the developmental proprietor and the residents can have more confidence and determination to the development.

開發淡海新市鎮之研究 / A Research in Development of The DAN - HAI New Town蔡佳惠, Tsai, Chia Hwei Unknown Date (has links)
自十九世紀末霍華德提倡「田園市」以解決倫敦市日益問題惡化的都市問題以來,新市鎮發展至今已有九十幾年的歷史。回顧各國開發新市鎮的經驗,多數新市鎮開發的結果被認為是失敗的。臺灣自中興新村開始,一連串新市鎮開發的成效都未盡理想,而日前為廣增國宅、打壓房價、並引導臺北都會區向北發展,淡海新市鎮被列為六年國建項目之一,積極開發。本論文擬以淡海新市鎮之開發目標與主要計畫內容為主,並對各國開發新市鎮的經驗加以檢討,期能找出新市鎮發展的趨勢,並對淡海新市鎮的開發目標與計畫內容有所建議。
本論文藉由各國開發新市鎮之經驗的文獻與臺灣地區開發新市鎮之成效的評估、次級資料的蒐集,對新市鎮的發展做一回顧,並歸納出新市鎮未來的發展趨勢,作為淡海新市鎮發展的指標;同時,藉由次級資料的蒐集與檢討,找出淡海新市鎮主要計畫的缺失與不足。
由本論文之研究結果顯示,新市鎮未來發展的趨勢應朝向大都會區的一環,成為都會區的一個據點,並與中心都市的機能互補,以提高新市鎮開發成功之機率。而淡海新市鎮之開發目標應朝向多機能的新市鎮發展,而非以單一的住宅機能為主;同時,淡海新市鎮在主要計畫中如土地分配不均、公共設施不足、交通設備缺乏等問題亟需改進,以提高該新市鎮開發之成效。 / Since Howard advocated the concept of "Garden City" for solving the deteriorating urban problem of Landon in the end of 19th century, it has been ninety uears in the history of new town development. The experience of new town development in most countries are, however, considered as failures. Starting from Chung Using New Village, a series of new towns have been developed in Taiwan, but wirthout many successes. In order to expand the housing construction to decrease price and guide the development of Taipei metropolitan area northbound, Dan Hai new town has recently been listed as one of the items of the Six-years National Investment Plan in Taiwan. The purposes of the research are to evaluate the experiences of new town development in various countries, to seek the trends of the devdiopment bassed on this evaluation ; and to make suggstions for the devedlopment goals and contents of the plan for Dan Hai new town.
In the research, we reviewed, through the literature survey of the experiences in various countries and the evaluation of effectiveness of new town development in Taiwan, the development of new towns in general. We then deduced, of the new town development in Dan Hai. In the mean time, bassed on the collection and evaluation of secondary data, we pointed out the flaws and insufficiency in the master plan of Dan Hai mew town.
The results indicated ehae new town development should be part of the metropolitan area, serving as a base conplementary of the function of the central city to increase the probability of success of the development. The development goals of Dan Hai new town should, on the other hand, be aimed at multifunctional new town development, not single, residential one. In the mean time, the problems in the master plan of Dan Hai new town, such as inequality in land distribution and insufficiency of public and transportation facilities, must be solved in order to increase the effectiveness of the development.

A cidade de Nova Ponte, no Triângulo Mineiro, teve sua área urbana totalmente inundada pelas águas da Usina Hidrelétrica de Nova Ponte, e sua população reassentada em uma nova cidade construída a três quilômetros da antiga. O trabalho busca levantar as questões sociais, econômicas, políticas e culturais, no processo dessa transferência e de sua transformação urbana. Diagnosticar os caminhos percorridos por esta sociedade, através do levantamento de questões de apropriação do espaço, a relação entre as esferas públicas e privadas, dando significado à memória em espaços cotidianos distintos, mas correlacionados. Questiona sobre o fazer arquitetônico e a história, a relação entre a idéia de sujeito e lugar, no momento em que os projetos hidrelétricos seriam o suporte para novas experimentações arquitetônicas, a partir de uma velha cidade condicionada à esfera doméstica e dominada pelas relações de produção pré-capitalistas. Considerando a relação entre o investimento de capital no processo de construção do urbano, a intervenção do Estado, aliado a setores de capital, e a organização das forças sociais em Nova Ponte, através da fundação de sindicatos e movimentos populares na luta pela nova cidade. / The recent brazilian history has revealed the conflict between development interest such as the barrage construction and the population settled in areas designated to be flooded. However, it has shown a progress in the way of dealing, which allows an interaction of the parts aiming their social realities. The electrical sector traditional practice used to expropriate with as indemnity payment, being diagnosed potentials impacts that could cause family disturbance, loss of identity, social exclusion, and so on. The case study of Nova Ponte town, located in Triângulo Mineiro, which had its whole urban area submerged by the barrage water in order to construct the hydro electrical power plant of Nova Ponte and the arise of a new town, discuss how this change questions the community cultural identity, since this population wish they would keep the relationships and the customary habits like in the old town.
