Esta dissertação trata do processo que levou ao desaparecimento do Mangal de São Diogo por meio de aterros, sendo o seu espaço ocupado pela edificação do bairro da Cidade Nova. Esta forma natural foi preservada por séculos devido ao empenho dos Jesuítas que ocupavam uma sesmaria em seus arredores e, tal fato impediu que a mesma fosse adentrada pela população da cidade. Depois da expulsão desses religiosos do Brasil, pode o Estado estender a sua posse ao Mangal e seu entorno, retalhando o seu espaço com grandes chácaras. Dessa forma, o Mangal só foi ultrapassado no princípio do século XIX quando, devido às necessidades da Corte portuguesa que estava na cidade, o Caminho do Aterrado foi construído, atual lado par da avenida Presidente Vargas. Esta via tinha por objetivo facilitar o deslocamento do Príncipe Regente entre a Cidade Velha e o Palácio de São Cristóvão, na Quinta da Boa Vista. Desde então, aquela forma natural sofreu aterros contínuos, sendo este processo intensificado em meados do século XIX, fato que levou a área a ser ocupada pela construção do bairro da Cidade Nova. O mesmo será ocupado por pequenas indústrias que não encontravam espaço na atual área central da cidade e, por uma população de baixa classe média, além de funcionários públicos que foram seus primeiros ocupantes. Este processo será acentuado ao longo de tempos curtos e, durante a segunda metade do século XIX veremos o bairro receber novas e importantes indústrias, como a Companhia de Iluminação e Gás, ao lado de uma crescente população operária e de imigrantes. / This work deals with the process that led to the disappearance of the Mangal of Saint Diogo, current New City quarter, through of landfills. The mangrove was preserved for centuries with the efforts of the Jesuits who occupied a property in its roundness which hindered to be settled by the population of the city. After the expulsion of those religious of Brazil, the State could extend its ownership on the area, cutting it into pieces, resulting in great mansions. In this sense, the mangrove practically was untouched at the beginning of XIX century, when it was cut by the Caminho do Aterrado, current side pair of the President Vargas Avenue, constructed to take care of to the necessities of the Portuguese Court, that was in Rio de Janeiro, facilitating the circulation of the Regent Prince between the Old City and the Palace of Saint Cristovao in the Quint of Boa Vista. Since then, that natural form suffered continuous landfills. This process will be intensified in the middle of XIX century, when the quarter of the New City were constructed, where will be established small and great industries and a population of laboring and migrants. The research presents two facts of relevance. The first one is the importance of the agents who make and remake the city, with prominence for the State. The second is the evidence of the international politicians were reflected over the city and in the searched area, like the decision to banish the Jesuits from Brazil, the fight for the European hegemony that forced the coming of the Portuguese Royal Family for the city and the prohibition of the traffic of slaves from Englands part.

A cidade de Maringá, localizada no noroeste do Paraná, faz parte de uma extensa área colonizada pela Companhia de Terras Norte do Paraná, que teve como sucessora a Companhia Melhoramentos Norte do Paraná. Construída a partir de um plano urbanístico moderno, elaborado em meados da década de 1940, Maringá emergiu rapidamente em meio à mata. A fundação da cidade ocorreu em 1947. Após a emancipação política, em 1951, iniciou-se a primeira administração municipal em dezembro de 1952. Em 1982, encerrou-se o mandato do sétimo prefeito. Em 35 anos, a cidade foi construída, tendo como ponto de partida e parâmetro para sua evolução o plano urbanístico moderno. Esta tese divide-se em duas partes. A primeira denomina-se A criação de Maringá: projeto e história e constitui-se por dois capítulos. A segunda parte intitula-se Construir e administrar: técnica e política na construção da cidade e compõe-se de sete capítulos, sendo um para cada gestão estudada, de 1953 a 1982. Na primeira parte estudamos o contexto regional no qual se formou Maringá e analisamos o seu plano inicial. A segunda parte refere-se especificamente às realizações das administrações municipais. Divide-se em sete capítulos, abarcando as primeiras sete gestões. Em três décadas e meia reconstituímos o processo de construção da cidade e a constituição da cultura técnico-profissional municipal. Verificamos o contexto da formulação do projeto inicial e sua importância na indicação das principais diretrizes para a implantação da cidade. Porém o nosso principal interesse foi estudar as gestões públicas e a formação da estrutura administrativa e do corpo técnico municipal, para compreender a institucionalização do planejamento da cidade. Analisamos o processo de construção urbana, desenvolvido em forma de ações públicas que formularam planos, obras públicas, redes de infraestrutura e legislações urbanísticas e edilícias, as quais se refletiram na manutenção ou nas transformações das indicações existentes no projeto inicial. As modificações responderam às demandas que se apresentaram com o desenvolvimento urbano. A expansão da cidade resultou em grandes espaços vazios na malha urbana, na qual os conjuntos habitacionais subsidiados com verbas federais foram implantados em áreas periféricas. Em 1979, com a estrutura administrativa consolidada, formularam-se as diretrizes viárias que tinham como objetivo estabelecer ligações com as ocupações urbanas desvinculadas das áreas consolidadas e expandir o perímetro da cidade. / The city of Maringá, located in the northwest of Paraná, is part of an extensive area colonized by the Companhia de Terras Norte do Paraná, which had as successor the Companhia de Melhoramentos Norte do Paraná. Built according to a modern urban plan, drafted in mid-1940s, Maringá quickly emerged amid the forest. Its foundation occurred in 1947. After the political emancipation in 1951, the first municipal government started in December, 1952. In 1982 the mandate of the seventh mayor ended. In 35 years, the city was built, following the modern urban planning as a starting point and parameter for its evolution. This thesis is divided into two parts. The first is called \"A criação de Maringá: projeto e história\" and it consists of two chapters. The second part is entitled \"Construir e administrar: técnica e política na costrução da cidade and consists of seven chapters, one for each administration studied, from 1953 to 1982. In the first part we study the regional context in which Maringá was formed and we analyze its original plan. The second part refers specifically to the achievements of municipal administrations. It is divided into seven chapters, covering the first seven administrations. In three and a half decades, the process of building the city and the constitution of municipal technical and professional culture, were reconstituted. We checked the context of formulating the initial design and its importance in determining the main guidelines for building the city. However, our main interest was to study the public administrations and the formation of administrative structure and of municipal staff, to understand the institutionalization of the city planning. We analyze the process of urban construction, developed in the form of public actions that have formulated plans, public works, infrastructure networks and urban and building laws, which reflected in the maintenance or transformation of existing information in the initial design. The changes responded to demands which appeared with urban development. The expansion of the city has resulted in large empty spaces on the urban network, in which the public housing subsidized with federal funds were located in peripheral areas. In 1979, with administrative structure consolidated, roads guidelines were formulated aiming at establishing links with the urban occupations disconnected from consolidated areas and expanding the perimeter of the city.

A Manifesto About The City : The New City At Ön

It is predicted that over the coming years the human population will increase and as a result of that, so will the world’s cities increase in size and population. The city has always been a melting pot for human advance and improvements, but that is not to say that cities always have been good places to live in, nor that they today are good to live. The lesson from this is not to abandon the city, rather it is time to face the challenge equipped with modern technology and the knowledge of past mistakes and make good a city. This paper proposes, through the form of a manifesto some design-based solutions to make the city better. The basis for these solutions which come in the form of DO´s and DON´Ts are a number of books and articles that have discussed the future of the city, transportation in the city and the transformations of the city. The work is a theoretical starting point for a discussion about the future of the city. Key take a way’s from the text is how to make people use their bodies in the city through walking and biking, and how to designing cities that are dense and mixed enough so that people can walk in them. The manifesto is working alongside the design proposal of my thesis. The manifesto is being applied to the north part of Ön in the Umeå river to inform decisions for the design proposal. The thesis aims to propose an alternative plan for Ön together with one in-depth development. The proposal takes the aim expressed by the municipality for Ön, to “build city” and develops on that notion. I concluded that the politician has realized young people like the city, and thusly they think that a new city should be built on Ön when developing Umeå. It does not signal to me that the municipality knows what makes a city, nor what makes a good city, something that the thesis sets out to answer.

Battle for Kigamboni : The case of the Kigamboni redevelopment project, Dar es Salaam

A common theme of discussion raised by contemporary scholars is the making of cities competitive internationally to become a city of world class, which is argued to be the main priority facing urban planning and policy makers in the twenty-first century. These redevelopment projects are justified through various ways, however, mainly that they will spearhead economic development and increase national income. This study explores the Kigamboni redevelopment project in Dar es Salaam, Tanzania. It uncovers the vision and justification performed by the Government and it explores the tensions that emerged as a result of the lack of participation and transparency. When envisioning the future, the actors of the government pictures Kigamboni as very different from what it is today. It is argued that the urban visions of becoming modern are shaped without taking the different memories, stories and desires of the local residents of Kigamboni into consideration. In addition, the study illuminates the contestations by the residents, arisen in the context of the redevelopment project, with a main focus on a local organisation - the Kigamboni Committee. The community formed the Committee in order to reach an understanding of the project affecting them. The local association argues to represent the people of Kigamboni and aims to follow up on the project and undertake initiatives to highlight rights. However, the empirical findings reveals that it is questionable whether the Committee is actually representing the people of Kigamboni as they claim. The thesis further sheds lights on the importance to discuss the politics of social mobilisation.

Understanding city expansion into larger city-regions : the case of the Yangtze River Delta

Global economic integration and urbanisation are two of the main processes which characterise contemporary globalisation. Urbanisation is so pervasive that urban landscapes now stretch far beyond the traditional city limits such that the city may no longer be the most appropriate unit to reflect how contemporary urban life is organised. Today, city-regions even mega city-regions are considered by some to be the primary spatial scale at which competing political and economic agendas are convened. Moreover, proponents of the new regionalism believe that decentralisation of state power is producing new forms of political economic regulation at supranational and subnational levels which are more appropriate for effective governance. However, it is argued that the geoeconomic logic for city-regionalism is focused too narrowly on the functional economic side of regional development, thereby overlooking how city-regions represent geopolitical constructions both of, and inside, the state. This thesis therefore aims to explore the constitutive role of politics in the construction of mega city-regions. The starting point is to complement North Atlantic accounts of city-regionalism by focusing on the geopolitics of city-regionalism in China. Using the Yangtze River Delta mega city-region as its case study, this thesis stresses that theories of new city-regionalism must increasingly be derived from, rather than applied to, the Chinese case. It is revealed how the unprecedented rate of city expansion, scale of urbanisation, and context of a highly centralised, one-party state, produces a distinctly Chinese city-regionalism that requires a combination of new conceptualisation, alongside refinement and modification of existing theories on mega city-regions.

Územní studie jižního rozvojového území města Brna / Urban study of development area city - Brno

The theme of my diploma thesis is the elaboration of the Territorial Study of the South Development Area of the City of Brno. It is a very displaced area, in the Brno-South district around the villages of Dolní Heršpice and Přízřenice. It is therefore separated from the city center by the D1 motorway and circumscribed in the east and west by the high-speed communications - Vídeňská Street and D2 motorway. There are two historical villages inside the assigned area, which are today formally part of Brno - Dolní Heršpice and Přízřenice. There are also several industrial sites, both used and unused. All these are in the eastern part of the territory between Havránková / Zelná / Modřická street and river Svratka. The vast majority of the area consists of used agricultural land. The embossment is very flat, the overall elevation between the lowest and the highest point is 16 meters, while the distance of these points is almost 2.5 km. In the northern part, the Leskava stream forms a shallow valley. The aim of the proposal was to investigate the possible capacity of this territory for the new predominantly residential district of the city if the need to create new housing capacities in the southern part of the city would arise in the near future.

Sustainable development is today a matter of course in national and municipal strategic management and is based on three dimensions; social sustainability, environmental sustainability and economic sustainability. In recent years, the concept has developed and there is now more focus on all dimensions of sustainability. Where previously the focus was mainly on the development of environmental technology to meet environmental targets, government authorities are now increasingly focusing on social and cultural perspectives. However, social sustainability is difficult to measure in parallel to new measuring methods being in demand as well as a need for national governance and regulation. According to the Swedish Plan- och Bygglagen (PBL), municipalities are obliged to carry out environmental impact assessments where an assessment is made of the impact an urban development project will have. However, there is no legal requirement for corresponding social impact analysis or to analyze sustainability from a more holistic perspective. It is up to each individual municipality to work for sustainable urban and community planning and development using local targets, goals and guidelines.     In traditional urban planning processes it is during the consultation phase that the voice of the citizen is captured, where the focus is on creating input for decisions and enabling transparency and allowing for their influence. Despite this, many citizens are not aware of their influential possibilities, and where the value and result of citizen participation will depend on the availability and competence of resources engaged in the excercise. Critics argue that the voice of the citizen is often captured too late in the process, making it difficult to integrate new insights and manage different opinions. A change to the process is called for to challenge existing power structures and create a more inclusive and fair urban planning, but its feasibility is in question.      Placemaking is a method used in urban planning that claims to promote social sustainability in urban planning. The method focuses, among other things, on improving and maximizing values in public places through early activation of the place, temporary design, iterative citizen participation and collaboration between stakeholders.     The purpose of this study is to investigate whether, through the method of placemaking with early activation, temporary design and iterative citizen participation in the design of new city districts, sustainability can be increased from a holistic perspective while affirming the residents’ right to the city. The study also aims to map key factors that the design process should include when designing new city districts.      The study takes a qualitative approach and is based on the method of triangulation where analysis of objects and questions are studied from more than one perspective. The study is based on case studies consisting of document research, interviews and observations. The research and analysis of documents has been used to summarize Malmö municipality’s standard procedure for urban design processes, researching theory and to gauge the current level of knowledge on the subject of sustainability. These are supplemented with qualitative interviews and observations providing empirical data from the field and serves to examine the subject from a different point of view, creating a more comprehensive picture of the subject. The study’s results argue that when designing new city districts there can be great benefits from using the placemaking method to increase all three dimensions of sustainability. The results from interviews, case study subjects and own observations also show that placemaking is used to an ever greater extent in the design of urban environments and that there are currently good examples of successful urban development projects that have adopted the method and that can pave the way for the method’s use in more courageous municipalities and among private actors. The aim of the study is to highlight the advantages of the placemaking method when designing new city districts. The study’s discussion therefore presents an example of a project and communication plan that can be used when applying placemaking with its various components as a method in an urban development project. A finding while working on the study is that more research is still needed on the subject to give the method more impact at both local and national level, as measurable goals for how to achieve social sustainability have not yet been agreed upon while the method’s tools can be further developed, but the study aims to urge that more dare to be brave and invest in a holistic approach to sustainability and attack all three dimensions in future urban development projects already now. / Hållbar utveckling är idag en självklarhet i nationell och kommunal strategisk styrning och bygger på tre dimensioner; social hållbarhet, miljömässig hållbarhet och ekonomisk hållbarhet. De senaste åren har begreppet utvecklats och det fokuseras nu mer på alla dimensioner av hållbarhet. Där man förut fokuserat främst på utveckling av miljöteknik fokuserar man nu på regeringsnivå allt mer på sociala och kulturella perspektiv. Den sociala hållbarheten är dock svår att mäta och samtidigt som nya mätmetoder efterfrågas uttalas också ett behov av nationell styrning och reglering. Enligt Plan- och bygglagen (PBL) är kommuner skyldiga att utföra miljökonsekvensbeskrivningar där en bedömning görs av vilken påverkan på miljön som en plans genomförande kan få. Däremot finns inget lagligt krav på motsvarande sociala konsekvensanalyser eller att analysera hållbarhet i ett mer holistiskt perspektiv. Där är det upp till varje enskild kommun att arbeta för hållbar stads- och samhällsplanering genom lokala mål och riktlinjer.  Samrådsfasen i traditionella planprocesser är den vanliga formen av medborgarinflytande, där fokus ligger på att skapa beslutsunderlag och möjliggöra insyn och påverkan. Trots detta är många medborgare inte medvetna om sina påverkningsmöjligheter, och ökat medborgarinflytande kan vara beroende av tillgängliga resurser. Kritiker hävdar att medborgarinflytande ofta kommer för sent i processen, vilket försvårar integrering av nya insikter och hantering av åsikter. En förändring av processen efterfrågas för att utmana befintliga maktstrukturer och skapa en mer inkluderande och rättvis stadsplanering, men dess genomförbarhet är ifrågasatt.  Placemaking är en metod inom stadsplanering som påstås främja social hållbarhet inom stadsplanering. Metoden fokuserar bland annat på att förbättra och maximera värden på offentliga platser genom tidig aktivering av platsen, temporär gestaltning, iterativt medborgardeltagande och samarbete mellan intressenter.  Syftet med denna studie är att undersöka om man genom metoden placemaking med tidig platsaktivering, temporär gestaltning och iterativt medborgardeltagande vid gestaltning av nya stadsdelar kan öka hållbarheten samtidigt som invånarnas rätt till staden bejakas. Studien syftar också till att kartlägga nyckelfaktorer som gestaltningsprocessen bör innehålla vid gestaltning av nya stadsdelar.  Studien är av kvalitativ ansats och utgår från metoden triangulering där analysobjekt och frågeställningar studeras från mer än en synvinkel. Studien utgår från fallstudier bestående av dokumentstudier, intervjuer och observationer. Dokumentstudier har använts för att sammanställa Malmö stads standardförfarande vid gestaltningsprocesser, teoridelen samt kunskapsläget kring hållbarhet. Dessa kompletteras med kvalitativa intervjuer och observationer för sammanställning av mer praktisk information inom området och analys av våra fallstudieobjekt för att undersöka ämnet från olika synvinklar och att skapa en bättre helhet.  Studien visar resultat som argumenterar för att man vid gestaltning av nya stadsdelar kan ha stora fördelar av att använda sig av metoden placemaking för att öka alla tre dimensioner av hållbarheten. Resultaten från intervjuer, fallstudieobjekt och egna observationer visar också på att placemaking används i allt större utsträckning vid gestaltning av urbana miljöer och att det i dagsläget nu finns bra exempel av lyckade stadsutvecklingsprojekt som anammat metoden och som kan bana väg för metodens användning i fler modiga kommuner och bland privata aktörer. Studien har som avsikt att lyfta metoden placemaking vid just gestaltning av nya stadsdelar. I studiens diskussion presenteras därför ett exempel på en projekt- och kommunikationsplan som kan användas vid tillämpning av placemaking med dess olika beståndsdelar som metod i ett stadsutvecklingsprojekt.  Det framgår i studien att det fortfarande behövs mer forskning i ämnet för att ge metoden mer genomslagskraft på både lokal- och nationell nivå bland annat då man ännu inte landat i mätbara mål för hur man uppnår social hållbarhet och metodens verktyg kan utvecklas, men studien vill ändå uppmana att fler vågar vara modiga och satsa på ett holistiskt förhållningssätt till hållbarhet och angripa alla tre dimensioner i framtida stadsutvecklingsprojekt redan nu.

La ville de Constantine (Algérie) a connu depuis quelques décennies un étalement urbain considérable de ses périphéries urbanisées. Cet étalement a donné naissance à la Ville Nouvelle Ail Mendjeli qui constitue aujourd’hui, sans nul doute, l’un des principaux théâtres des dynamiques territoriales de la périphérie constantinoise. Créée ex nihilo, sa mise en place par les seules autorités locales a été difficile et il lui a fallu presque dix ans pour que son développement atteigne son rythme de croisière. Cette thèse analyse la fabrique de la Ville Nouvelle, puis les rôles respectifs des acteurs publics et privés dans l’évolution de sa centralité. Si l’impulsion de départ était bien le fait des responsables politiques, le système d’acteurs s’est rapidement complexifié, du fait des stratégies des commerçants et des pratiques des résidents, “citadins ordinaires”. Aujourd’hui, l’action combinée de tous ces acteurs fait que s’inventent à Ail Mendjeli de nouvelles formes d’urbanité. / The city of Constantine (Algeria) has been known for several decades a considerable urban sprawl of its urban peripheries. This urban sprawl has given birth to the New Town ALi Mendjeli. This is one of the man theaters of territorial dynamics of the periphery of Constantine. Creating its establishment only by the local authorities was difficults and it took nearly ten years to make its development reaches its cruising speed. This thesis analyzes the fabric of New Town, and the respective roles of public and private actors in the development of its centrality. If the impulse departure was indeed the work of the political responsables, relayed by urbain planners to their services, the actors’ system was rapidly complexified due to the tradors strategies and pratices of residents (ordinary city, today, the combined action of all these actors, have invented to “Ali Mendjeli” new froms of urbanity.
