The effects of party-political interests on policy implementation effectiveness : low-cost housing allocation in the Cape Town UniCity, 1994–2008

D.Litt. et Phil. / The Western Cape and the UniCity of Cape Town are the only remaining province and metropolitan municipality that have not been won by the ANC since the advent of democratic elections in 1994. The ANC won the Cape Town substructure, one out of six former sub-councils of the Cape Metropolitan Area (CMA) in the 1996. It is the Cape Metropolitan Municipality (i.e. former CMA) which is referred to as the UniCity of Cape Town in this research. The first and only time the ANC controlled the UniCity of Cape Town was between 2002 and 2006. This was as a result of the floor-crossing and the coalition between the NNP and ANC in 2002. The Western Cape is also the only province in which the NNP, DA1, ANC and the DA2 have alternated between 1994 and 2008. These two factors make the Western Cape and the UniCity of Cape Town the most hotly contested areas in South Africa. This political competition has led to accusations and counter-accusations among political parties that parties that have governed the Western Cape and the UniCity of Cape Town have used the allocation of housing services with the intention of achieving personal or party-political interests. The objective of this research has been to apply a combination of both qualitative and quantitative methods to investigate whether there is evidence to suggest that those political parties that governed the Western Cape and the UniCity of Cape Town between 1994 and 2008 have used the allocation of housing services to further party-political interests. The two leading questions were whether the political parties that governed the UniCity of Cape Town between 1994 and 2008 skewed the allocation of low-cost housing in favour of their supporters, and, if so, how political-party affiliation has affected the access to the housing services of voters in the Western Cape and the UniCity of Cape Town. The methodology used by the researcher is mainly a combination of the analysis of all available electronic and printed material and extensive interviews with the residents of Joe Slovo and Delft areas. In-depth interviews have also been conducted with leaders of community-based organisations, unions, academics and leaders of political parties. The analysis shows that all political parties that governed the Western Cape and the UniCity of Cape Town between 1994 and 2008 have deliberately targeted those suburbs in which their supporters are in the majority and in which the supporters of their rival parties are in the minority. The analysis in this research also shows that affiliation to political party has affected respondents’ access to housing services. The main recommendation is that political parties should be encouraged not to use party affiliation to determine who get goods/services provided by government in a democratic society.

A research report submitted to the Faculty of Management, University of the Witwatersrand, in partlal fulfillment of the requirements for-tne degree of Master of Management (in the field of Public and Development Management). / This research report develops a review framework for metropolitan local government in Greater Johannesburg and South Africa, through the extrapolation of the key aspects of three generic models of metropolitan local government. These models are classified as confederal. tow-tier and unicity type of city government. The need for the review of local government in Greater Johannesburg is illustrated through an historical overview or events in the transformation of local government since 1990, The crucial clements or the generic models arc also described in terms of metropolitan evaluation criteria and area variables. Evaluation criteria are defined as essential strategic indicators of performance, whilst area variables are seen as those factors which contribute to the specific structure and nature of metropolises in South Africa. Tile generic models are compiled in the format of a review matrix. which take the crucial elements thereof, as well as the evaluation criteria and area variables into account. Compatibility with the evaluation criteria are measured as being either low, medium or high. The conclusion is made that either an integrating two-tier system or metropolitan government or an unicity with limited delegation to community councils represent the optimal alternative for Greater Johannesburg. / AC2017

The aim is to illustrate the opinion former Torsten Tegnér’s view of sport, culture and society, the nature of the influence he exerted primarily through his own professional magazine, Idrottsbladet, a liberal-conservative sports journalist’s attitude in confrontation with other social attitudes and some questions of principle and debates that were topical during the period within Swedish sport. Five thematic chapters demonstrate how Tegnér reacted to developments within sport that were due to social changes. Above all, the research demonstrates that the values he wished to communicate principally dealt with a healthy soul in a healthy body for the benefit and happiness of both the individual and society. Secondly, he wished to convey the culture of the middle classes. In the background, the concept of freedom was a constant overarching ideology. His reactions to the developments can be seen in the light of his passion for sport as beneficial, his family’s combination of liberalism and respect for traditions and their expectations of him, his understanding of democracy and a touch of post-Romanticism. His passion for freedom led to his political involvement against Nazism and Communism in particular. Tegnér’s means of influencing are viewed from a power perspective. As a well-qualified intellectual, by means of a significant symbolic capital, with Idrottsbladet’s position and as ‘a one-man civic educator’, he was one of those who, in the opinion of the philosopher Antonio Gramsci, were particularly important in a social power game. It is particularly interesting that his circle of readers seems to have overwhelmingly consisted of working-class youngsters.

Detta ställer nya teologiska frågor kring mänsklig unicitet och hur imago dei, ska förstås.  I uppsatsen diskutterar och pekar jag på en riktning för hur ett nytt imago dei kan förstås. Jag argumenterar för valet av en relationell tolkning av ett (luthersk) imago dei.

Il a démontré que pour deux applications méromorphes non linéairement dégénérées f et g de Cn dans CPN, si elles ont les mêmes images réciproques, comptées avec leurs multiplicités, par rapport à (3N + 2) hyperplans de CPN en position générale, alors f g. Depuis, ce problème a été étudié d’une manière intensive par H. Fujimoto, W. Stoll, L. Smiley, M. Ru, G. Dethloff-T.V.Tan, D.D.Thai-S.D.Quang, Chen-Yan et d’autres auteurs. En parallèle avec le développement de la théorie de Nevanlinna, la théorie de distribution des valeurs de l’application de Gauss des surfaces minimales dans Rm a été étudiée d’une manière intensive par R.Osserman, S.S. Le verbe espagnol dar : approche sémantique / The Spanish Verb Dar : Semantic Approach

Le verbe dar est une unité lexicale particulièrement riche en nuances significatives. Parmi les études qui ont abordé cette unité, certaines font l'hypothèse d'une désémantisation lors de la 'grammaticalisation' du verbe. Ce processus serait illustré notamment par l'existence du marqueur discursif dale ainsi que par les emplois de dar en tant que 'support' dans des constructions verbo-nominales plus ou moins lexicalisées ou dans périphrases verbales du type dar un golpe, dar que hablar. L'hypothèse envisagée dans cette étude – menée dans le cadre théorique de la linguistique du signifiant, qui prône l'unicité du signe linguistique – est que le verbe dar exprime une notion d'existence sous-jacente à tous ses emplois discursifs. Le signifié de langue de dar exprimerait l'accès à l'existence d'une entité b, pour le bénéficiaire c d'une opération conduite par une entité a. Cette notion d'existence serait présente dans toutes les occurrences d'un lexème qui n'apparaît jamais vidé – ne serait-ce que partiellement – de son contenu lexical. Afin de valider cette hypothèse, les différentes capacités référentielles du verbe dar seront analysées à travers un corpus de l'espagnol péninsulaire et de l'Amérique latine. / The Spanish verb dar is a lexical item particularly rich in nuances of meaning. Some of its senses have been studied under the « semantic bleaching » hypothesis consequent upon the « grammaticalization » of the verb. This process would reveal mainly in the discourse marker dale and in the use of dar as a « support verb » in nominal predicates like dar un golpe, dar un paseo, dar una mano de pintura, etc. According to the theoretical framework for this research, which accounts for the distinction between language and discourse as well as the unicity of the linguistic sign, an existential notion underlies every discourse realization of this verb. The notion conveyed by the signified of dar is that an entity B gains access to existence in the sphere of an entity C as a result of the action of an entity A. Hence, this existential meaning appears in every use of a lexeme whose semantic content is never affected.

Symmetry and singularities for some semilinear elliptic problems

The thesis presents the results of our research on symmetry for some semilinear elliptic problems and on existence of solution for quasilinear problems involving singularities. The text is composed of two parts, each of which begins with a specific introduction. The first part is devoted to symmetry and symmetry-breaking results. We study a class of partial differential equations involving radial weights on balls, annuli or $R^N$ --where these weights are unbounded--. We show in particular that on unbounded domains, focusing on symmetric functions permits to recover compactness, which implies existence of solutions. Then, we stress the fact that symmetry-breaking occurs on bounded domains, depending both on the weights and on the nonlinearity of the equation. We also show that for the considered class of problems, the multibumps-solution phenomenon appears on the annulus as well as on the ball. The second part of the thesis is devoted to partial and ordinary differential equations with singularities. Using concentration-compactness tools, we show that a rather large class of functionals is lower semi-continuous, leading to the existence of a ground state solution. We also focus on the unicity of solutions for such a class of problems.

Cette thèse vise à mener une étude détaillée sur la manière dont les penseurs du XIIIème siècle ont appréhendé et utilisé le fameux dictum d’Aristote du De anima II : « l’âme est l’acte premier du corps organique qui est potentiellement en vie » En effet, nous examinons les modalités philosophiques qui ont poussé Bonaventure et Thomas d’Aquin à proposer chacun une lecture originale de ce passage tout en admettant tous les deux que l’âme humaine et le corps ne sont pas à prendre comme deux substances distinctes, mais comme deux parties qui constituent l’essence d’une personne humaine. Nous tentons ainsi de décrire, dans leur processus d’élaboration et de mise en œuvre, ces théories qui visent à nous démontrer l’unité naturelle de l’être humain, ce qui constitue au final des solutions aux problèmes issus de la « two substances view », c'est-à-dire celui du dualisme des substances. / The objective of this thesis is to understand how 13th century thinkers have adopted the famous dictum of Aristotle's De anima II that “the soul is the first act of the organic body potentially having life”. In this perspective, this thesis examines the way in which Bonaventure and Thomas Aquinas, each with his own creativity, elaborated to establish the unity of human being that consist in their claim that the human soul and body are not two distinct substances, but two essential parts of the human nature or a human person. In so doing, this thesis analyses the concepts like “substance”, “hoc aliquid”, “intellective soul” “intellect” etc and their meaning in respective contexts where Bonaventure and Thomas Aquinas give us relevant solutions that can deal with problems arising from the "two substances view", or substance dualism.

A greve é um instrumento de força e pressão dos trabalhadores, constituindo um mecanismo de autotutela. O ordenamento jurídico brasileiro o reconhece como um direito constitucional e prevê a participação dos sindicatos para a sua deflagração. Entretanto, constatam-se greves que foram iniciadas sem a sua presença, objetivando a busca de melhores condições de trabalho e a defesa de posições contrárias ao sindicato da categoria. Nesse sentido, o presente trabalho tem como objetivo geral verificar se as greves sem a presença do sindicato da categoria decorrem da representação sindical dos trabalhadores prevista no atual modelo de organização sindical brasileiro. A pesquisa se pauta em um estudo dogmático, que partiu da revisão bibliográfica acerca do tema e adotou referenciais de análise de conteúdo a partir de acórdãos dos Tribunais Regionais do Trabalho e do Tribunal Superior do Trabalho que versaram sobre esses movimentos grevistas. Após a seleção do universo da pesquisa, verificou-se a presença de indicativos de que a representação sindical dos trabalhadores decorrentes do modelo de organização sindical brasileiro é um fator determinante para as greves sem a presença do sindicato da categoria, especialmente pela falta de instrumentos que permitam a aferição da representatividade dos sindicatos. / The strike is a instrument of force and pressure of the workers, constituting a mechanism of self-protection. The Brazilian legal system recognizes it as a constitutional right and establishes the participation of trade unions in its outbreak. However, it was observed that strikes were initiated without the trade union presence, aiming at the search for better working conditions and the defense of opposing positions to the union of the workers category. In this sense, the research work has as general objective verify if the strikes without the presence of the union of the workers category arise from the workers union representation established in the current model of Brazilian union organization. The research is based on a dogmatic study, which started with the bibliographical review on the subject and adopted benchmarks of content analysis of judgments of the Regional Labor Courts and the Superior Labor Court that handled these striking movements. After the selection of the research universe, it was verified the presence of indications that the workers union representation resulting from the Brazilian union organization model is a determining factor for strikes without the presence of the trade union of the workers category, especially due the lack of instruments to verify the unions representativeness.
