NATO, Russia and the Ukraine Crisis

Indiana University-Purdue University Indianapolis (IUPUI) / This paper seeks to answer the theoretical question: Do international organizations (IOs) bring peace and stability to international relations? The North Atlantic Treaty Organization (NATO) serves as a case study which can help answer this query. Initially, it is important to explore what realist and liberal scholars broadly argue on the matter of IOs, peace and stability. NATO as an organization is then examined, followed by the case study of the role it played in the Ukraine crisis. Many international organizations exist today which deal with a wide variety of issues. The League of Nations, though it failed to fulfill its mandate of maintaining worldwide peace, can be considered the first modern international organization and served as the model for its successor, the United Nations. Realists—who argue that states are the principal actor in international relations (IR) and that they are self-interested and mainly concerned with security and power—look upon IOs skeptically. Liberals, though, believe in cooperation among states and promote the proliferation of international organizations, extolling their virtues. The heated debate between these two ideologies is evident in the case of the North Atlantic Treaty Organization’s (NATO) eastward expansion. NATO was originally designed to curb the Soviet threat and protect Western Europe from communist expansion. When the Cold War ended and NATO’s original mandate had therefore expired, liberals championed the continued existence and expansion of the organization. Realists, on the other hand, warned of negative repercussions, as they foresaw that eastward expansion of the alliance would be perceived as a threat by Russia. The 2014 Ukraine crisis provides a good case study which can help determine whether liberals or realists were right. Liberals have claimed that Russian aggression in the region justifies NATO expansion. Realists, however, have argued that it is the very fact of actual and prospective NATO expansion which has caused this aggression in the first place.

A large database of domestic mammal bone measurements from sites across Greenland, Iceland, the Faroe Islands, and the Northern and Western Isles of Scotland is presented. The reasons for variations in bone growth of domestic ungulates are examined in detail; nutrition is identified as a key factor in the determination of adult bone size and shape. Possible sources of variation in bone size in both time and space in the North Atlantic region are identified. Four hypotheses are proposed; firstly that bone dimensions, particularly breadth, will decrease with increasing latitude in the study region; secondly that higher status sites will raise larger livestock than lower status sites within the same time period and region; thirdly the size of domestic mammals in the Northern and Western Isles of Scotland will increase in the Later Iron Age, possibly in relation to increased fodder supply; finally at times of environmental degradation (climatic and/or landscape) domestic mammal size will decrease. The latitude hypothesis could only be partly upheld; there is no evidence for increased size with site status; a small increase in size is noted at some Scottish Iron Age sites and varying results are found for the environmental degradation hypothesis. The results are discussed with particular reference to how changes in the skeletal proportions of domestic mammals affect their human carers and beneficiaries. An examination of the incompatibilities of NATO and the African Union Agenda(s) in the Libyan conflict between 2011 and 2012

Thesis (Ph.D. (Political Science)) -- University of Limpopo, 2022 / Much of the literature on the recent Libyan conflict is framed through a Westernised lens. This is an epistemic and ontological setback for Africa. Hence, the transition from the Organisation of African Unity (OAU) to African Union (AU) with the principle of, “African solution to African problems,” seemed to be a plausible one after a number of imported solutions and western powers’ interventions that often left the continent worse off than before. Syria shared a similar situation with Libya but the intervention from the western powers differed significantly. Against this setback, this study employs Afrocentricity as an alternative theoretical lens to examine the incompatibilities of North Atlantic Treaty Organisation’s (NATO) involvement in the Libyan conflict within the context of the African Agenda. The objectives of the study were to evaluate the relations between AU and UNSC on the Libyan crisis, how the UNSC Res 1973 was understood and implemented AU and NATO and to reflect on the implications of NATO led military intervention under the pretext of Responsibility to Protect civilians in Libya. The involvement of NATO’s military force sealed not only the fate of Libyans with no long term plan to the resolution of the crisis but also severely restricted and undermined the efforts of AU in Libya. The efforts of AU and its roadmap were completely negated when NATO forces started their air raids. Divisions were clearly evident within NATO members with Germany and Netherlands opposing the motives of NATO. The intervention by NATO facilitated regime change and flooded the region with illicit trade in arms and goods, harboured armed extremists’ groups, and terrorists. The cauldron of all of the above effectively destabilised the region. It also exposed deep divisions within AU members, lack of coordination and the effects of limited resources on operations that could be handled continentally to avoid unsavoury interventions. In relation to the Libyan crisis, AU and NATO had divergent interests and could not cooperate in finding long lasting solutions. AU should in the future be proactive in resolving conflicts with the continent and should be prepared to fund its own operations in order to reduce dependence on foreign assistance in similar situations in the future.

Benthic habitats of the extended Faial Island shelf and their relationship to geologic, oceanographic and infralittoral biologic features

This thesis presents a new template for multidisciplinary habitat mapping that combines the analyses of seafloor geomorphology, oceanographic proxies and modelling of associated biologic features. High resolution swath bathymetry of the Faial and western Pico shelves is used to present the first state-of-the-art geomorphologic assessment of submerged island shelves in the Azores. Solid seafloor structures are described in previously unreported detail together with associated volcanic, tectonic and erosion processes. The large sedimentary expanses identified in the area are also investigated and the large bedforms identified are discussed in view of new data on the local hydrodynamic conditions. Coarse-sediment zones of types hitherto unreported for volcanic island shelves are described using swath data and in situ imagery together with sub-bottom profiles and grainsize information. The hydrodynamic and geological processes producing these features are discussed. New oceanographic information extracted from satellite imagery is presented including yearly and seasonal sea surface temperature and chlorophyll-a concentration fields. These are used as proxies to understand the spatio-temporal variability of water temperature and primary productivity in the immediate island vicinity. The patterns observed are discussed, including onshore-offshore gradients and the prevalence of colder/more productive waters in the Faial-Pico passage and shelf areas in general. Furthermore, oceanographic proxies for swell exposure and tidal currents are derived from GIS analyses and shallow-water hydrographic modelling. Finally, environmental variables that potentially regulate the distribution of benthic organisms (seafloor nature, depth, slope, sea surface temperature, chlorophyll-a concentration, swell exposure and maximum tidal currents) are brought together and used to develop innovative statistical models of the distribution of six macroalgae taxa dominant in the infralittoral (articulated Corallinaceae, Codium elisabethae, Dictyota spp., Halopteris filicina, Padina pavonica and Zonaria tournefortii). Predictive distributions of these macroalgae are spatialized around Faial island using ordered logistic regression equations and raster fields of the explanatory variables found to be statistically significant. This new approach represents a potentially highly significant step forward in modelling benthic communities not only in the Azores but also in other oceanic island shelves where the management of benthic species and biotopes is critical to preserve ecosystem health.

Application of Growth Strata and Detrital-Zircon Geochronology to Stratigraphic Architecture and Kinematic History

Growth strata analysis and detrital-zircon geochronology are useful applications of stratigraphy to tectonic problems. Whereas both tools can contribute to kinematic analyses of supracrustal rock bodies, growth strata are also useful for analyzing the influence of tectonics on stratigraphic architecture. This study reports: 1) a conceptual model for growth strata development; 2) stratigraphic and kinematic analyses of growth strata architectures from growth structures in southeastern Utah, the Gulf of Mexico, and northeastern Spain; and 3) the detrital-zircon geochronology of the Salinian block of central coastal California. Kinematic sequence stratigraphy subdivides growth strata into kinematic sequences that are separated by kinematic sequence boundaries. Kinematic sequences can be further partitioned into kinematic domains based on the termination patterns of strata within a kinematic sequence. Salt- related fluvial growth strata from the Gulf of Mexico and southeastern Utah contain stratigraphic architectures that are unique to different kinematic domains. Offlap kinematic domains contain fluvial strata indicative of high slopes, low accommodation rates, and strong structural influence on paleocurrent direction. Onlap kinematic domains contain fluvial strata indicative of moderate slopes, high accommodation rates, and decreased structural influence on paleocurrent direction. The stratigraphic architecture of alluvial -fan thrust -belt growth strata in northeastern Spain does not display a marked correlation with kinematic domain, and is most easily interpreted using existing models for autocyclic alluvial -fan evolution. Detrital- zircon (U -Pb) geochronologic data from basement and cover rocks of Salinia suggest that Salinia originated along the southwestern margin of North America, likely in the vicinity of the Mojave Desert. The presence of Neoproterozoic and Late Archean detrital zircons in Salinian basement rocks also suggest that Salinian sediments were recycled from miogeoclinal sediments of the western margin of North America.

Approved for public release; distribution in unlimited. / Trying to adapt to the post-9/11 challenges to Euro-Atlantic security, the Romanian Ministry of National Defense continues its efforts to modernize and professionalize the country's armed forces in accordance with NATO standards. Part of this process is the development of a Special Forces (SF) capability that is to accomplish initial operational readiness by FY 2005. With appropriate organizational arrangements and focused combat training, the Romanian SF will increase their performance during future deployments in joint and combined settings. This project analyzes Romania's strategic documents, identifies the missions that can be conducted by the country's General-Purpose Forces or other security services, and finally proposes five appropriate tasks for the SF: Combating Terrorism, Counterproliferation of Weapons of Mass Destruction, Special Reconnaissance, Direct Action, and Security Detail for Romanian officials in crisis zones. In exploring what are the most effective structural arrangements for the Romanian Special Forces, this thesis uses a design program the recommendations of which lead to the proposal of a new organizational structure. Thus, it is determined that Romania's Special Forces elements should develop into a flexible, highly-mobile and joint organization displaying a flat hierarchy and centralized command and control. / Lieutenant, Romanian Army

Les gyres subtropicaux sont au coeur des changements observés au cours des dernières décennies. On y observe entre la surface et la pycnocline permanente une augmentation du contenu thermique de l’océan. La pycnocline permanente délimite un important réservoir de chaleur et joue un rôle majeur en empêchant la chaleur accumulée en surface d’atteindre les profondeurs de l’océan. La pycnocline permanente est donc d’un intérêt important dans un contexte de changement climatique. Pour la première fois et grâce au réseau de données Argo, nous avons été capables de déterminer les propriétés de la pycnocline permanente. L’objectif de cette thèse est de déterminer la structure de la pycnocline permanente et d’étudier sa variabilité au cours des dernières décennies. Une méthode de détermination objective de la pycnocline permanente a été développée. Cette méthode a d’abord été appliquée à l’océan Atlantique nord avec les données Argo puis à l’océan global. Une structure complexe de la pycnocline permanente a été mise en évidence avec de fortes différences d’un gyre à l’autre. La pycnocline permanente est la plus profonde et la plus épaisse dans le gyre subtropical nord Atlantique. Cela explique que le gyre subtropical nord Atlantique soit le plus grand réservoir de chaleur au monde. Ensuite, les relations entre la variabilité du contenu de chaleur et les propriétés de la pycnocline permanente ont été étudiées en s’appuyant sur des réanalyses océaniques. Au cours des dernières décennies, un réchauffement important de l’océan a été observé et particulièrement dans l’océan Atlantique nord. Ce réchauffement est principalement dominé par un approfondissement des isopycnes. Les déplacements verticaux des isopycnes induisent des changements dans la stratification et affectent les propriétés de la pycnocline permanente (profondeur et densité potentielle). / Subtropical gyres are central to the observed climate changes throughout the last decades. It is observed between the surface and the permanent pycnocline an intense increase in the ocean heat content. The permanent pycnocline delineates thus an important heat reservoir. The permanent pycnocline has a major role in preventing heat to reach the deep ocean and it thus of a relative importance in the context of climate change. For the first time and thanks to the development of the Argo array, we have been able to characterize the observed structure of the permanent pycnocline. The objective of this PhD thesis is to investigate the structure of the permanent pycnocline and its variability over the last decades. We developed an objective method to characterize the properties of the permanent pycnocline. This method has been first applied to the North Atlantic Ocean with Argo data and then to the global ocean. A complex structure of the permanent pycnocline emerges with strong differences from one gyre to another. The permanent pycnocline is found to be the deepest and the thickest in the North Atlantic subtropical gyre. It implies that the North Atlantic subtropical gyre is the largest heat reservoir on Earth. Then, ocean reanalyses have been used to investigate the changes in the permanent pycnocline properties in the North Atlantic subtropical gyre. Over the last decades, there is a strong warming of the upper ocean, especially in the North Atlantic subtropical gyre. The warming in the ocean is dominated by the heaving of isopycnal surfaces. This heaving strongly affects the depths of isopycnals and the stratification. This in turn affects the properties of the permanent pycnocline, especially its depth and potential density.
