ENTREPRENEURIAL PLANNING AND URBAN ECONOMIC DEVELOPMENT: THE CASE OF ESTABLISHING COMMUTER RAIL IN ORLANDO, FLORIDA

Rooted in the theories of urban entrepreneurialism, this dissertation employs a political economy framework as a means of analyzing urban governance and economic development in the contemporary US city. This case study of Orlando adds to our understanding of how entrepreneurial narratives are being applied to transportation infrastructure projects in pursuit of local economic development. The empirical case study explores the relationship between planning narratives, urban governance and economic development in the establishment of the SunRail commuter rail system in central Florida. I present the political history of economic development and the role of local boosters in shaping the sociospatial distribution of urban infrastructure and public investment in Central Florida. Utilizing a qualitative research methodology, the case study is based on a series of extended interviews with transportation planners, urban policymakers and community leaders in the Orlando area. The empirical data was complemented with official documents and archival records concerning the planning of transit-oriented developments along the SunRail system. This research presents the current efforts of Central Florida boosters to apply governance approaches to reshape the urban form and to direct the ensuing flows of capital investment through the restructuring of the region’s transportation infrastructure and employing planning narratives that draw heavily on creating amenity growth strategies. Local boosters expect that by providing dense development corridors through the region, including transit-oriented development centers, the city will have met the pre-conditions for attracting private capital investment. Specifically, local leaders are seeking to attract investment by the type of firms that will provide high-wage jobs to the region to balance the glut of low-wage service sectors jobs found in the region’s theme park industry. In the case of Central Florida, early private investment in SunRail adjacent property has come from local firms that tend to have a high level of local fixity and existing investments in the Orlando market.

At that time, the publication raised criticism about being treated or not as a book of “Piauiense literature”, whereas it didn’t bring themes taken as regionalists , such as dry, poverty and hunger. Along his trajectory, the author was envolved in other controversy linked to intellectuality, especially to literature, when he said that the “Piauiense literature” didn’t exist. That point of view brought to light, more emphatically, discussions about the status of literature and raised reflections about canon and border issues. Besides that, it expanded parallel discussions about the history of literature, regarding the authorship, biography, production, publication, circulation and reading of the literary texts. The main objective of this study was understand the work of the writter as evidence of the slots inherent in (re) invention and history of the “Piauiense literature”. Time frame that conducted the presente study transited the interstice between 1953 and the early 2000’s. Initial mark refers to the year of literary “debut” of the author, while the final mark takes into account the anthologies and critical fortunes, as well as the educational issues that approach the author’s work and the literary production in general. It’s noteworthy that setbacks and advances on time frame were done, to contemplate relevant aspects to the problematizations, including biographical traits. In this sense, the documentary universe was composed of the books published by the author, notedly Ulisses entre o Amor e a Morte (1953), Rio Subterrâneo (1967), Somos Todos Inocentes (1971) and Como e por que me fiz escritor (1994); books in form of anthologies and critical fortune, that analyze the author’work; article published on internet sites; besides educational issues aimed at students and prepared for college entrance exams. As theoretical and methodological skeleton, it used the propositions by Pierre Bourdieu (2010), Roger Chartier (2014, 2010, 2002) and Michel de Certeau (2011), among others, to think the “literary field” in its different manifestations, since relations of power, as well as the history of literature, of book and of reading. The study considered, thus, that the author’s work is central to the analysis of the relations of power between the Letter and Time, between fiction and the history of literature. / Em 1953, foi lançado o livro Ulisses entre o Amor e a Morte, considerado a estreia literária de Orlando Geraldo Rego de Carvalho. À época, a publicação levantou críticas no sentido de ser tratada ou não como uma obra de “literatura piauiense”, visto que não trazia as temáticas tomadas como regionalistas, tais como a seca, a miséria e a fome. Ao longo de sua trajetória, o literato se envolveria em outras polêmicas ligadas à intelectualidade, sobretudo à literatura, quando afirmara que não existia a “literatura piauiense”. Esse posicionamento trouxe à tona, de forma mais enfática, debates sobre o status da literatura, e suscitou reflexões acerca do cânone e questões de fronteira. Além disso, fez acentuar discussões paralelas sobre a própria história da literatura, no tocante à autoria, biografia, produção, publicação, circulação e leitura dos textos literários. O objetivo principal deste estudo foi compreender a obra do literato como indício das ranhuras inerentes à (re) invenção e à história da “literatura piauiense”. O recorte temporal que conduziu o presente estudo transitou pelo interstício entre 1953 e princípios dos anos 2000. O marco inicial se refere ao ano da “estreia” literária do escritor, enquanto que o recorte final leva em conta as antologias e fortunas críticas, bem como as edições didáticas que abordam a obra do literato e a produção literária de forma geral. Vale ressaltar que recuos e avanços no recorte temporal foram realizados, para contemplar aspectos pertinentes às problematizações, incluindo traços biográficos. Nesse sentido, o universo documental foi composto pelos livros publicados pelo literato, notadamente Ulisses entre o Amor e a Morte (1953), Rio Subterrâneo (1967), Somos Todos Inocentes (1971) e Como e por que me fiz escritor (1994); livros em forma de antologias e fortuna crítica, que analisam as obras do literato; artigos publicados em sítios da internet; além de edições didáticas voltadas para estudantes e preparadas para vestibulares. Como arcabouço teórico-metodológico, foram utilizadas as proposições de Pierre Bourdieu (2010), Roger Chartier (2014, 2010, 2002) e Michel de Certeau (2011), dentre outros, para pensar o “campo literário” em suas diferentes manifestações, desde as relações de poder, bem como a história da literatura, do livro e da leitura. O estudo considerou, então, que a obra do literato é fulcral para a análise das relações de poder entre a Letra e o Tempo, entre a ficção e a história da literatura.

I denna jämförande studie analyseras vad det androgyna gör med identiteten och det kreativa skapandet i romanerna Orlando av Virginia Woolf och How to be both av Ali Smith. Analysen görs utifrån Virginia Woolfs tanke om ”the androgynous mind” samt Judith Butlers teori om performativitet. Studien visar att Virginia Woolf `s tanke med ”the androgynous mind” går att finna i Orlando och How to be both utifrån vad det androgyna tillför konsten och identiteten i de båda romanerna. Studien visar också att Butlers teori om performativitet som här använts för att undersöka och jämföra vad som sker när protagonisterna ”spelar” sina nya könsidentiteter går att finna i båda romanerna.

Cascata (pseudônimo de Álvaro Nunes Filho, 1912-1961) e Leonel Azevedo (1908-1980), gravada em 1937 pela empresa RCA Victor na cidade do Rio de Janeiro. Essa foi uma gravação de grande sucesso e contribuiu para consolidar as carreiras de seu intérprete, o cantor Orlando Silva (1915-1978), e de seu arranjador, Radamés Gnattali (1906-1988). Diante do sucesso dessa valsa-canção, críticos e historiadores enfatizam alguns aspectos musicais fazendo referências ao arranjo de Radamés Gnattali para esta composição. É mediante esse contexto que nossa pesquisa se orienta e busca realizar uma transcrição musical e uma análise deste arranjo. Em complemento serão apresentadas informações sobre a trajetória de Radamés Gnattali como arranjador, bem como de outros arranjadores contemporâneos e antecessores à sua época, contribuindo com as pesquisas sobre o arranjo musical no Brasil, particularmente no início do século XX / Abstract: The present work investigates the song-waltz "Lábios que beijei" ("Lips that I kissed"), composed by J. Cascata (psedonym of Álvaro Nunes Filho, 1912-1961) and Leonel Azevedo (1908-1980) and recorded in 1937 by the company RCA Victor in the city of Rio de Janeiro. This recording was a great success and helped build the careers of his interpreter, the singer Orlando Silva (1915-1978), and his arranger, Radamés Gnattali (1906-1988). Given the success of this waltz-song, critics and historians emphasize some musical aspects by reference to the musical arrangement of Radamés Gnattali for this composition. It is through this context that our research is oriented and seeks to make a musical transcription and analysis of this arrangement.
