Integrated network application management (INAM)

Approved for public release, distribution is unlimited / This thesis attempts to create a desire for change in DoD's current approach to Network Application Management (NAM). The evolution of NAM into Integrated Network Application Management (INAM) is a crucial component of Network Centric Warfare and achieving Information Superiority and Interoperability. INAM is outlined as three functional requirements, which are Network Awareness, Mission Prioritization linkage to Network Resources, and the Balancing of Service Management. Scenarios play a key role in illustrating the new threats that DoD faces today. These scenarios also identify limitations and challenges to NAM as it exists today. These challenges require significant improvements in flexibility and responsiveness, while providing for wide integration. Trends supporting change are identified in this thesis. Two of the more important trends are the rise of Architectural and Object Oriented Development. Examples such as Training and Testing Enabled Architecture (TENA), Surveillance and Target Acquisition Network (STAN), and Virtual Proving Ground (VPG) are clear examples of these trends. The merging of the Computer Industry's efforts to expand the reach of Operating Systems with the traditional efforts from Network Management is also a trend that is examined. Organizations like Distributed Management Task Force (DMTF) are important to such examinations. Successful change can not be achieved without planning for the transition. This thesis also presents some active transition efforts addressing Network Centric Warfare. TENA, VPG and Naval Postgraduate School's Information Technology Management Master's Program provide three examples of addressing transition in DoD. / Civilian, United States Army Yuma Proving Ground

CHANGING TACTICS: REHABILITATING CANADIAN JUSTICE FOR TRAUMATIZED VETERANS

This thesis examines how military members and veterans with Operational Stress Injuries are treated by Canadian justice systems. It suggests a correlation between mental injuries sustained on operations by military personnel and propensities for military and societal misconduct. By comparing civilian and military processes with American justice counterparts, a plan to improve the existing Canadian legal landscape is proposed. Using an analysis of the underlying philosophy and purpose of military justice, a problem solving diversionary court is recommended, along with legislative and policy amendments. The use of a consent-based “Treatment Standing Court Martial” would place military justice officials parallel to civilian justice alternative measures programs, and in a better position to break the cycle of recidivism among veterans by addressing root causes. Education to reduce stigma along with military-civilian partnerships are also advocated to enhance the detection of mental illness and to foster early treatment for military personnel and veterans. The overall goals of the work include: reducing recidivism, improving operational efficiency and taking care of military members, veterans and their families.

Changing from the silo model to the horizontal layers model in public policy regulations: the implications and potential for the telecommunications industry

The end of the Twentieth Century and the start of the Twenty First Century has been a tumultuous time for the Telecommunications Industry. Even as it moves forward to embrace the new technologies the Industry finds itself embroiled in issues of governance. The Industry finds itself in a dilemma since innovations increase at a rate faster than the laws can be changed and these render its existing laws and policies to be in some cases obsolete and inappropriate for the reality of the present. In the past, the United States of America has relied on vertically integrated top down laws and methods of regulating all the different parts in its Telecommunications Industry. These laws are contained in the different numbered Titles of this Countrys Legal Codes. Since the inception of these laws, emphasis was placed in creating and documenting policies structured by industry, sector and type of content. This form of regulation is usually referred to as the Silo Method. However, in recent years, especially in the regulation of the Telephony industry, the method of law and rule formulation moved from content regulation to one in which the technologies are getting regulated in what has been described as a Layers Method. This paper first considered whether the Silo Method of regulation is in actuality the same as using the Horizontal Layers method and showed that this is the case. Then it determined that Enhanced Services are the same as Basic Services and that Telecommunications Services are the same as Information services and showed that given that the pair sets as noted were the same, it went on to conclude that all these services were essentially the same. While studying to some detail the technologies of VoIP, the paper also showed that VoIP although an Internet technology is similar to traditional telephony, and is both a Telecommunications Service and Information Service based on the definition as given in the law as well as the technologies that are used and that as a result of this, the current regulatory environment for this service with regards to telephony is inconsistent. It concluded that Telecommunications policies though now adequate may need to be modified.
