Diseño e implementación de una experiencia para talleres de introducción a la ingeniería

Ingeniero Civil Eléctrico / La malla de Plan Común de ingeniería y ciencias de la Facultad de Ciencias Físicas y Matemáticas de la Universidad de Chile, determina que los estudiantes de primer año deben cursar las asignaturas de Introducción a la Ingeniería I y II, en las cuales desarrollan proyectos de ingeniería de forma grupal; diseñando, implementando y operando sus propias soluciones conforme a problemas escalables al quehacer de la ingeniería. La asignatura de Introducción a la Ingeniería es dictada en nueve secciones, conformadas por veinte grupos de cinco alumnos cada una, esta distribución está determinada por la Universidad y permite realizar un trabajo estructurado y sistemático. Se debe considerar que para la implementación de los proyectos de estas asignaturas de Ingeniería la Universidad dispone de recursos económicos y dedicación de tiempo limitados por alumno. En este Trabajo de Memoria se implementa el diseño de una experiencia para cursos de taller de introducción a la ingeniería II. Para ello se define un plan de trabajo, se diseñan los componentes mecánicos, eléctricos y computacionales, se confecciona el material de trabajo para ser utilizado durante el desarrollo de la experiencia y se define un plan piloto para la implementación de la actividad propuesta. La actividad definida para los alumnos consiste en el diseño, implementación y puesta en marcha (u operación) de un sistema de detección y transporte de carga que realiza un proceso cíclico controlado por una plataforma de desarrollo Arduino, que permite la manipulación de dispositivos electrónicos. Se mantiene el enfoque CDIO (Concebir, diseñar, implementar y operar) en el que se busca acercar el quehacer de la ingeniería, al estructurar una actividad en base a un problema concreto, para los alumnos, en la que se ponga a prueba sus conocimientos teóricos y sus habilidades. La propuesta concebida logra su objetivo y se mantiene dentro de los requerimientos y restricciones propios del curso de Introducción a la Ingeniería II.

Social license to operate in the mining industry: the case of Peru

Mining corporations need to achieve legitimacy within these communities. The main objective of this study is to identify the factors that determine the provision of social licenses to operate in Peru’s mining regions. We conducted this research using a case study of two Peruvian mining companies. Our study concludes with the identification of four essential factors needed to achieve a social license to operate within these communities: a deep understanding of the socioeconomic environment, a strong commitment to the community, an active presence of Government, and effective communication between the actors involved in mining activities. The combination of these elements can result in improved trust levels between companies and society, enabling all agents to recognize the costs and benefits resulting from mining. / Revisión por pares

In the past, Taiwan¡¦s economy is growing very fast and city development is flourishing. But with time evolved, the urban development experienced from fast growing to mature, and now gradually decline. Therefore the key of urban development now focuses on the improvement of urban life¡¦s quality not to increase the quantity. This research is major in how to integrate real estate investments trusts into urban renewal. We probe into the urban renewal regulation, laws of real estate investments trusts and study some previous similar cases to understand restriction and difficult encountered in the operation. Besides we analyze its strengths and weakness compare with other raise found ways. The major conclusions of this research are: 1.For some poor resource city, adopting REITs to raise found can efficiently carry on urban renewal. 2.In the past, there are no any cases that using REITs to do urban renewal and quite complicated to undertaking, but it really a feasible method. 3.Adopting urban renewal investment can alleviate public finance, flexible real estate commerce and offer a long-term investment for the people. 4.Integrating urban redevelopment investment and BOT can get more efficiency.

BOT:興建、營運、移轉,為英文Build-Operate-Transfer的縮寫,係民間參與公共建設模式之一。要旨為:集合民間發起人力量,在特許期間內負責籌資、規劃、興建、營運、維護一公共建設專案,俟特許期間屆滿,專案所有權自民間公司移轉至當地政府。 由於BOT之標的,涉及基礎建設之興建營運,所需資金龐大,因此,需要有別於傳統融資之方式,而專案融資之特性正符合BOT計畫之需要。所謂專案融資,係指爲一個特定經濟實體所安排,其貸款人滿足於該經濟實體之現金流量和收益作爲償還貸款之資金來源,並以該經濟實體之資産作爲貸款之保障的融資方式。專案融資具有高財務槓桿特性,融資機構承擔專案大部分風險,因此風險之識別及管理為專案成功關鍵。專案公司及融資機構應掌握風險分擔原則,以契約方式將權利義務明確劃分給各參與者。 接著探討於BOT計畫下,主要當事人間之法律關係。專案發起人負責成立專案公司,為專案公司之當然股東。其主要任務,除以原始出資外,係在技術、經營管理方面支持協助專案公司,並依據特許契約之約定,在專案興建營運期間,維持對專案公司一定之出資比例。專案公司具有獨立法人格,為專案興建營運核心,負責管理運作整個專案計畫,並與政府簽訂特許契約,其亦為專案融資之借款人,與融資機構簽訂專案融資契約。 由於融資機構承擔專案成敗風險,因此其債權之保全措施值得探究。專案融資亦為授信種類之一,因此融資機構在進行專案融資時,一般授信原則亦運用於專案融資,以評估專案是否可行。決定給予融資後,融資機構除了要求以專案資產作為擔保外,需透過融資契約約定,要求專案公司設立及維持特定帳戶、讓與擔保、出具反面承諾及專案發起人資金必須即時到位等措施,以掌握專案之進行。且若在專案公司發生重大異常情事時,由最有利害關係之融資機構介入改正異常情形,以避免專案計畫因而中斷甚至特許權被撤銷。

Multinational mining corporations and corporate social responsibility: The case of Anglogold Ashanti in Ghana and South Africa

“Corporate social responsibility”, an unremittingly contested concept since its inception, has attracted global interest in a progressively integrated world economy. The aim of this study is to explore and critique recent claims of a move towards corporate social responsibility (CSR) initiatives by multinational mining corporations (MNMCs). Today, MNMCs are expected to promote and practice CSR for the socio-economic consequences of their activities in host countries. The study will also investigate how (if at all) host-country political and regulatory environments affect CSR initiatives undertaken by MNMCs. Previously, mineral developers merely insured full compliance with host-country environmental regulations. However, there is a growing recognition that full legal compliance is insufficient in meeting society’s demands with regards to mining issues. Thus, mineral developers are increasingly expected to gain a ‘social license to operate’ (SLO) from local communities in order to avoid potentially costly conflict and exposure to social risks. In order to achieve the aim of the study, a comparative-case analysis of the activities of the Anglo-American giant, AngloGold Ashanti in South Africa and Ghana will be employed. Furthermore, by drawing particular attention to CSR and SLO, the study will explore how international norms such as CSR evolve, are appropriated and sometimes operationalized by powerful actors and agents within the international system.

Study of Taiwan Medical Equipment Build-Operate-Transfer Cases Estimation

The medical equipment market is very competitive in Taiwan, the equipment suppliers in response to the multiplex market changing, and to satisfy with the hospitals about demands of equipment and costs of control, we adopt the cooperative way, buildoperate- transfer (BOT) for specific equipment in some hospitals. ¡´The equipment suppliers may participate in the management of non-medical behavior to achieve mutual benefit and win-win situation with the hospital. ¡´ This study is case study research, according to the experiences of management over past several years I collect data from the objects of 6 BOT cases in each 6 hospital. By data classification and statistical analysis, found the characteristics and differences in each case that the equipment suppliers can proposed the more precise investment appraisal in the future. ¡´ This research found that medical equipment, the number of patients, examination items, the proportion between hospital and the equipment supplier, hospital¡¦s location, and the payment points from NHI are causing hospitals and equipment suppliers having a large gap between revenue and are affecting the survival of medical suppliers. ¡´ According to the results, in order to providing more accurate diagnosis to doctors and improving patient's medical quality, this study suggested that the hospitals and the equipment suppliers should develop a set of medical equipment about BOT investment appraisal system. Critical Success Factors For Build Operate Transfer (bot) Projects: Lessons Learned From Airport Projects

BOT model is widely used in developing countries to facilitate the construction of immediately needed infrastructure projects with both technical and financial risks being borne by the private sector. BOT model differs from traditional ones because of its financial structure and operation service that is included in the concession. The aim of this research is to identify the critical success factors (CSFs) for BOT projects by examining real BOT projects, mainly airport projects. In this research, a detailed literature survey has been carried out as well as in-depth interviews with experts to identify the CSFs that are categorized in 13 groups. Based on these factors, a decision support v checklist has been developed. The checklist has the &ldquo / source&rdquo / of each CSF and the &ldquo / phase&rdquo / of the project that the CSF will have an effect. Finally two BOT projects, namely Dalaman and Aktau International Airport Projects, are studied thoroughly using the developed checklist. This research gives clear description and understanding of CSFs for airport projects which was a missing part in the construction management literature together with illustrative real cases. The findings of this research may be helpful for decision makers at the initial stages of BOT projects by providing a checklist of CSFs and demonstrating their significance in each phase of a BOT project.

Darbo tikslas. Išanalizuoti asmens sveikatos priežiūros įstaigų bendradarbiavimo galimybes su įstaigų veiklą kontroliuojančiomis valstybės institucijomis. Metodika. 2009 m. gruodžio – 2010 m. vasario mėn. buvo atlikta Kauno apskrities asmens sveikatos priežiūros įstaigų administracinį darbą dirbančių darbuotojų anketinė apklausa. Anketas užpildė ir grąžino 68 respondentai iš 55 Kauno apskrityje veikiančių asmens sveikatos priežiūros įstaigų (atsako dažnis 66,7%). Statistiniams ryšiams įvertinti naudotas Chi kvadrato (χ2 ) kriterijus, Z-kriterijus taikytas lyginant dviejų proporcijų lygybę. Rodiklių skirtumai laikyti statistiškai reikšmingais, kai p<0,05. Rezultatai. Kauno apskrities asmens sveikatos priežiūros įstaigų darbuotojai (86,8 proc.) dažniausiai bendradarbiauja su Teritorinėmis ligonių kasomis, mažiausiai - su Lietuvos medicinos etikos komitetu (4,4 proc.). Asmens sveikatos priežiūros įstaigų darbuotojai įstaigų veiklą kontroliuojančių valstybės institucijų darbą vertino: labai gerai 5,9 proc., gerai 38,2 proc., vidutiniškai 51,5 proc., blogai 4,4 proc. Bendradarbiavimas su įstaigų veiklą kontroliuojančiomis valstybės institucijomis dažniausiai vyksta kelis kartus per mėnesį. Dažniausiai informacija įstaigų veiklą kontroliuojančioms valstybės institucijomis yra perduodama el. paštu. Vyresnio amžiaus darbuotojai, bei vyrai, dažniau bendradarbiauja neformalioje aplinkoje su kitų asmens sveikatos priežiūros įstaigų darbuotojais ir su įstaigų veiklą kontroliuojančiomis... [toliau žr. visą tekstą] / Aim of the study. To analyze the opportunities of co-operation between health care institutions and the state controlling institutions. Methods. The survey of workers of Kaunas county health care institutions was accomplished during 2009 December - 2010 February. Questionnaires were filled-in and returned by 68 respondents of the 55 Kaunas county health care institutions (response rate 66,7%). For the assessment of the statistical relationships Chi square (χ2) criteria was used; Z-test was used for the comparison of two proportions. Differences were considered as statistically significant at p<0,05 level. Results. Kaunas county health care workers (86,8%) mostly collaborate with regional sickness insurance funds, at least with Lithuanian medical ethics committee (4,4%). Health care workers assess work of the state controlling institutions: very good (5,9%), well (38,2%), an average (51,5%), negative (4,4%). Cooperation with the state controlling institutions is preceded several times a month. Information is often transferred by e-mail to the state controlling institutions. Older workers and men often co-operate with the state controlling institutions in non-formal way. Respondents who are satisfied in supervising with the state controlling institutions are more satisfied with aspects of the issues.
