Generally binding ordinances of municipalities] Abstract This thesis deals with generally binding ordinances of municipalities. A generally binding ordinance is a legal regulation that is, in accordance with the provisions of Article 104 Paragraph 3 of the Constitution of the Czech republic, issued by the municipal council. This is significant and we can say the unique expression of the right of municipalities to self- government, which is also guaranteed by the municipalities at the constitutional level. After the first chapter in which the necessary terms for the following text are defined, follows the chapter focused on the constitutional and legal bases of issuing of generally binding ordinances. This chapter also describes the Constitutional Court's first judgement concerning with generally binding ordinances and subsequent discussion which this judgement provoked. This chapter is followed in the fifth chapter of the thesis, which focuses on the development of the case law of the Constitutional Court and describes its further development. Especially, the attention is focused on judgement Pl. ÚS 45/06 and on the change of the legal opinion of the Constitutional Court with this judgement related. Os chifres entre a cruz e a espada : um estudo das festas de touros na Espanha nos séculos (XV-XVI)

Nessa pesquisa OS CHIFRES ENTRE A CRUZ E A ESPADA: um estudo das festas de touros (XV-XVI) na Espanha, buscamos identificar como se deu essa emergência de um discurso de controle régio e clerical sob as chamadas festas de touros nos séculos XV e XVI – sendo aquilo que chamamos de “os chifres entre a cruz e a espada” justamente essa leitura das festas taurinas que legitimaram e deram vasão a essa construção das festas mais austeras e em conformidade com as doutrinas e dogmas cristãos, naquilo que denominamos de discurso de ordenança festiva. Para isso, analisamos uma gama de documentos, entre uma Crônica (Crónica del Condestable de Castilla Don Lucas de Iranzo), um Tratado (Tratado do Jogo), Bula (Salute Gregis Dominici) e o prólogo de um Cancioneiro (Cancionero de Juan Alfonso de Baena) na tentativa de construir e identificar nessa tipologia diversa de documentos, as várias maneiras utilizadas para compor o discurso de ordenança festiva. Observáveis em três frentes de análise – o discurso clerical, o discurso clerical percebido e praticado ou não pela nobreza e o discurso espacial/heterotopológico (sendo esse último, de suma importância, e tendo sido analisado partindo do conceito foucaultiano de heterotopia e as várias possibilidades que ele pode representar na análise dos mais diversos espaços). Também, perseguimos ao longo da pesquisa um tema que apesar de já há muito debatido mostrou que ainda encontra terreno fértil para novos debates historiográficos, as festas em si – analisadas partindo da proposta da festa como questão e como discurso. / In this research HORNS BETWEEN THE CROSS AND THE SWORD : a study of the bulls parties (XV- XVI) in Spain, we seek to identify how was this emergence of a regal control speech and clerical specifically under the so-called bulls parties in the XV and XVI - being what we call " the horns between a rock and a hard place " just this reading of bullfighting festivals that legitimized and gave arterial runoff to that construction of the austere celebrations and they were in accordance with the Christian doctrines and dogmas , what We call the ordinance festive speech and gave way to this construction of more austere celebrations that were in accordance with the Christian doctrines and dogmas, in what we call the festive ordinance speech. In order to do so, we analyzed a range of documents, from a chronicle (Crónica del Condestable de Castilla Don Lucas Iranzo), a treaty (Tratado del Juego), a bula (Salute Gregis Dominici) and the prologue of a songbook (Cancionero de Juan Alfonso de Baena) in an attempt to identify and construct in this different typology the various ways used to compose the festive ordinance speech. Observable in three fronts of analysis - the clerical speech, the clerical speech perceived and practiced (or not) by the nobility and the space/heterotopological speech (the latter, of paramount importance, has been analyzed with Foucault's concept of heterotopia and the various possibilities that it can represent in the analysis of the most diverse spaces as a starting point). We also seek throughout the research a theme that, although it has been discussed many times before, still shows that there is fertile ground for new historiographical debates: the parties themselves – analyzed from the premises of parties as problem and as speech.

A ancestralidade do edifício sinagogal atribuiu a este um papel central na formação da arquitetura religiosa ocidental. Entretanto sua adaptação à localidade, no decorrer dos séculos, concedeu-lhe os mais variados repertórios. Aspectos ligados ao uso, porém, demandaram soluções espaciais para problemáticas que permaneceram ao longo do tempo. Essas soluções que envolvem o programa de necessidades dos edifícios, sua dimensão e capacidade de uso, suas relações com a arquitetura das diferentes localidades e as consequentes ações de preservação da identidade e a organização dos elementos da liturgia, dentro do espaço interno do edifício, geraram as transformações que, reunidas, constituem uma radiografia da arquitetura da sinagoga no tempo. / The ancestry of the synagogue building attributed to this a central paper in the formation of the religious architecture occidental person. However, its adaptation to the locality in elapsing of the centuries granted to it the most varied repertoires. On aspects to the use, however, had demanded space solutions for problematic that they had remained throughout the time. These solutions that involve the program of necessities of the buildings, its dimension and capacity of use, its relations with the architecture of the different localities and the subsequent actions of preservation of the identity and the organization of the elements of the liturgy inside of the internal space of the building, had generated the transformations that, congregated, constitute a picture of the architecture of the synagogue in the time.

Generally binding ordinances of municipalities Abstract This thesis deals with generally binding ordinances of municipalities. Generally binding ordinances are legal regulation which issue municipalities in independent competence on the basis of Article 104 Paragraph 3 of the Constitution of the Czech Republic. It is necessary to distinguish them from decree of municipality issued in delegated competence according to Article 79 Paragraph 3 of Constitution. The approach to generally binding ordinances significantly influenced the Constitutional Court. The first chapter deals with constitutional and legal basics of local administration generally, also with territorial and personal basis and independent and delegated competence of municipalities. The second chapter analyses in more detail process of passing of generally binding ordinances and potential public involvement on this process, also content requirements and structure of generally binding ordinances. It deals also with announcement and record of legal regulation of municipalities and draws attention to planned colection of legal regulation of municipalities and regions. An evaluation of the moving horizon estimation algorithm for online estimation of battery state of charge and state of health

Indiana University-Purdue University Indianapolis (IUPUI) / Moving Horizon Estimation (MHE) is a powerful estimation technique for tackling the estimation problems of the state of dynamic systems in the presence of constraints, nonlinearities and disturbances and measurement noises. In this work, the Moving Horizon Estimation approach is applied in estimating the State of Charge (SOC) and State of Health (SOH) of a battery and the results are compared against those for the traditional estimation method of Extended Kalman Filter (EKF). The comparison of the results show that MHE provides improvement in performance over EKF in terms of different state initial conditions, convergence time, and process and sensor noise variations. An equivalent circuit battery model is used to capture the dynamics of the battery states, experimental data is used to identify the parameters of the battery model. MHE based state estimation technique is applied to estimates the states of the battery model, subjected to various estimated initial conditions, process and measurement noises and the results are compared against the traditional EKF based estimation method. Both experimental data and simulations are used to evaluate the performance of the MHE. The results shows that MHE performs better than EKF estimation even with unknown initial state of the estimator, MHE converges faster to the actual states,and also MHE is found to be robust to measurement and process noises.

ABSTRACT The City of Morro Bay, California – Sign Ordinance Update and Embarcadero District Tourism-Oriented Directional Sign Plan Erik Berg-Johansen This report includes a Draft Sign Ordinance, a Tourism-Oriented Directional Sign Plan, and a background report for each product. The final products were created thought a process involving extensive research, community outreach, and detailed discussions among City of Morro Bay staff. The Sign Ordinance It was discovered that signs are important to business owners and residents due to their effect on both economic and aesthetic issues in communities. This report documents research of scholarly articles, case studies, and community outreach efforts. This report includes survey results and analysis that reveal the opinions of Morro Bay business owners, and also their ideas in regards to the sign ordinance update. According to many business owners, the current sign ordinance is convoluted, virtually unenforced, and unfairly applied. It was the goal of this project to hear what the community desires, and then apply this knowledge to a proposal that residents and business owners in Morro Bay approve of. The proposed sign ordinance aims to be fair and user-friendly, while ultimately enhancing community character and aesthetic quality in the future. Tourism-Oriented Directional Sign Plan The Tourism-Oriented Directional Sign Plan was created to promote tourism in the City of Morro Bay and negate the need for A-frame sign use in the Embarcadero District. The plan includes three alternatives that are intended to spur discussion among the Planning Commission when the proposal is presented. The background report associated with this plan is intended to provide the reasoning behind the proposals, and give readers of the plan background knowledge on directional signs in general. Similar to the sign ordinance background report, this report documents research of scholarly articles, case studies, and community outreach efforts.
