This thesis deals with actual topic in the Czech Republic - pre-school education of children younger than three years in kindergartens. With regards to social, health educational and family policies development, education and care of children under three years of age have shifted to kindergartens. The aims of this thesis are to describe recent changes concerning family, current state of pre-school education system in the Czech Republic with regard to children younger than three years of age needs and analyze and specific these needs by a contemporary young child. On such substantial data base we would like to define specific conditions of pre-school education of such young children. To follow the aims, an inquiry was conducted to examine whether or not the needs of children younger than three years are fulfilled at some kindergartens. Following that, the inquiry outputs from individual school have been compared to one another and to a model of an optimal praxis of a pre-school institution. Based on this thesis outcomes it is obvious that pre-school education of children of age up to three years in kindergartens is possible. The present text attempts to prepare experts - kindergarten teachers for quality work with children with a different native language - specifically with Vietnamese children. The theoretical part describes important information from the issue of socio-cultural specifics of the Vietnamese minority, to the topic of dealing with the mastery of the Czech language. The theoretical part is devoted to the topic of individual development of kindergarten teachers, multicultural education, and with the integration of Vietnamese children in Czech schools. The practical part describes the main issues that have teachers Czech kindergartens with Vietnamese children. Human factor creates the greatest risk when working with people. Above all, to give a good example for future generations, it is necessary to select preschool teachers carefully. However, the role teachers play is not only to present a good example for children but to be also a colleague and team worker. Pre-school teachers are required to possess professional and personality competences. Therefore the process of recruitment and selection of teaching staff (followed by their adaptation in preschools) is one of the most important and difficult things in personnel management. Key staff, mangers and personnel officers are in charge of this process. It is highly important to be able to identify, evaluate and eliminate possible risks in the course of all recruitment process. To eliminate such risks is fundamental not only for key staff in education system. The aim of the paper is to define particular measures of prevention arising form identification and evaluation of possible risks during recruitment and selection of teaching staff school education, taking into account their future incorporation into the process of education.
