O Projeto Ademar Guerra atua há vinte anos no estado de São Paulo e propicia orientações artísticas com o intuito de qualificar grupos de teatro e capacitar novos artistas. Está inserido em um quadro maior de política cultural do governo do estado de São Paulo, compondo entre as ações da Unidade de Formação Cultural que são realizadas por organizações sociais da cultura através de contratos de gestão. Esta pesquisa teve por objetivo estabelecer relações entre a estrutura e funcionamento do Projeto Ademar Guerra e os processos de construção de indicadores por meio da exploração de caminhos possíveis para a elaboração de uma metodologia de coleta e análise de dados que embase reflexões críticas e, se usadas nos circuitos de gestão, tomadas de decisão. Além disso, pretendeu-se contribuir com o desenvolvimento de processos que permitam a análise da informação pública e sua consequente apropriação social, gerando, portanto, relações próprias do campo da Ciência da Informação. Em seu percurso metodológico, o trabalho se iniciou com a descrição das estratégias operacionais e pedagógicas empreendidas para a sistematização das orientações recebidas pelos grupos, buscando identificar sentidos claros e objetivos gerais. Na sequência, recorreu-se a guias metodológicos e categorias do campo dos indicadores para estabelecer conexões entre as ações práticas e os objetivos buscados. Por fim, ao se valer de dados oficiais e alguns preliminares, aplicou-se a metodologia desenvolvida na análise do objeto em questão, gerando possibilidades de indicadores que podem, em certa medida, despertar reflexões acerca dos insumos recebidos, processos desenvolvidos, produtos entregues e resultados atingidos. / The Ademar Guerra Project has been working for twenty years in the State of São Paulo, providing artistic guidance, with the purpose of qualifying theater groups and capacitating new artists. It is inserted in a larger cultural policy framework of the Government of the State of São Paulo, composing among the actions of the Cultural Formation Unit that are carried out by social organizations of culture through management contracts. The aim of this research is to establish relationships between the structure and functioning of the Ademar Guerra Project and the processes of constructing indicators, by exploring possible ways to elaborate a data collection and analysis methodology that incorporates critical reflections and, if used in management circuits, help on decision making. In addition, it is intended to contribute to the development of processes that allow the analysis of public information and its consequent social appropriation, generating, therefore, relations proper to the field of Information Science. For this, the work begins with the description of the operational and pedagogical strategies undertaken to systematize the orientations received by the groups, seeking to identify clear meanings and general objectives. Following, methodological guides and categories of the field of indicators are used to establish connections between the practical actions and the objectives sought. Finally, when using official and some preliminary data, the methodology developed in the analysis of the object in question is applied, generating possibilities of indicators that may, in a certain way, trigger reflections on inputs received, processes developed, products delivered and results achieved.

Established research on certain professions – such as police officers, firefighters, and emergency rescue workers (also called "first responders") – suggests that psychological trauma is related to traumatic events experienced on the job. This has led to research on journalists who have experienced comparable psychological effects due to repeated traumatic exposure that comes from reporting on crimes, murders, car accidents, natural disasters, or other stressful situations – the same events experienced by first responders. This study examines public information officers and any similar psychological effects since this occupational group is a near professional cousin to journalists. Using an online survey, public information officers' exposure to traumatic events experienced on the job was measured as well as the frequency and intensity of trauma exposure.

Adopted in 2003, the National Incident Management System is the nation’s first standardized management system unifying the actions of all levels of governments during a large-scale emergency response. It sets the standard for interagency coordination and communication in the event of an emergency. This professional report seeks to produce a working, NIMS-compliant emergency communication plan for the City of Austin, Texas. The report begins with an explanation of NIMS, focusing on the national protocols for interagency communication and public information. It then presents a case study of emergency communications in practice, examining two firestorms in San Diego County, California that occurred four years apart – prior to and after the County’s implementation of NIMS communications protocols. The report synthesizes best practices in emergency communications – from both NIMS research and the San Diego case study – to create the City of Austin Public Information and Emergency Communication Plan, an operational guide that fully utilizes the tools and organizational structure of all City departments, including the City’s Communications and Public Information Office. / text

With the evolution of infonnation technology and the creation of govern web portals, the control by the citizens becomes an easier task. Based in this context, this work proposes an analysis of the usability of the portal of the Court of Accounts of the State of Minas Gerais, with regard to the formal aspects of making the information available, with a view to providing ideas about the establishment of an effective channel of communication between the government and citizens for social control. The research showed evidence of actions geared to improve the usability of government portals and found that the Government has worked in the provision of information and services to society through the use of infonnation technology and communication. However, it appears that social control through the use of this technology still requires a joint effort of government and of society itself, as well as a greater legal support to ensure the effective implementation of procedures and actions in this direction. / Governo e Pol??tica

A pesquisa apresenta os veículos de comunicação mais utilizados por esse órgão público para informar e entreter os produtores rurais. Analisamos o site, o boletim online, Catálogo de Publicações e a Revista Casa da Agricultura. / This dissertation studies public rural communication in the state of São Paulo. First it created a bibliographical research to understand this scenario considered relevant to Brazil. Then the case study to know the communication exercised by the Secretary of Agriculture of the State of São Paulo (SAA) through the Coordination of Integral Technical Assistance (CATI) and Rural Communication Center (CECOR), responsible for content journalistic produced and released to the public or interested in the rural area. The research shows that the media most used by this government agency to inform and entertain the farmers. We have analyzed the site, the online newsletter, Publications Catalogue and Magazine House of Agriculture.

No. of bitstreams: 0 / Nos últimos anos a Web obteve um crescimento exponencial, se tornando o maior repositório de informações já criado pelo homem e representando uma fonte nova e relevante de informações potencialmente úteis para diversas áreas, inclusive a área nuclear. Entretanto, devido as suas características e, principalmente, devido ao seu grande volume de dados, emerge um problema desafiador relacionado à utilização das suas informações: a busca e recuperação informações relevantes e úteis. Este problema é tratado por algoritmos de busca e recuperação de informação que trabalham na Web, denominados rastreadores web. Neste trabalho é apresentada a pesquisa e desenvolvimento de um algoritmo rastreador que efetua buscas e recupera páginas na Web com conteúdo textual relacionado ao domínio nuclear e seus temas, de forma autônoma e massiva. Este algoritmo foi projetado sob o modelo de um sistema especialista, possuindo, desta forma, uma base de conhecimento que contem tópicos nucleares e palavras-chave que os definem e um mecanismo de inferência constituído por uma rede neural artificial perceptron multicamadas que efetua a estimação da relevância das páginas na Web para um determinado tópico nuclear, no decorrer do processo de busca, utilizando a base de conhecimento. Deste modo, o algoritmo é capaz de, autonomamente, buscar páginas na Web seguindo os hiperlinks que as interconectam e recuperar aquelas que são mais relevantes para o tópico nuclear selecionado, emulando a habilidade que um especialista nuclear tem de navegar na Web e verificar informações nucleares. Efficient algorithms exist for finding optimal strategies in extensive-form games. However human scale problems, such as poker, are typically so large that computation of these strategies remain infeasible with current technology. State space abstraction techniques allow us to derive a smaller abstract game, in which an optimal strategy can be computed and then used in the real game. This thesis introduces state of the art abstraction techniques. Most of these techniques do not deal with public information. We present a new automatic public state space abstraction technique. Estudo sobre a transferência e a divulgação da informação no contexto dos serviços e sistemas de informação pública impulsionadas pela tecnologia. Explora, do ponto de vista teórico e prático, as interfaces estruturais, cognitivas e comunicativas que governam o processo de organização, o acesso e a transferência da informação, levando em consideração que informação é a representação de um conjunto documental que tem por finalidade a oferta e seleção de conteúdos independentemente dos suportes físicos que lhe dão materialidade. Nessa perspectiva, discute o conceito de informação, de documento e de mensagem, atentando também para os novos formatos digitais de transferência, com o intuito de verificar se funcionam como filtro perante a massa informativa disponível. Apoiando-se no referencial da Linguística Documentária, da Terminologia e da Linguística Textual, que postulam que a transferência de conteúdos semânticos para os segmentos usuários não é uma tarefa tributária da tecnologia, mas dependente da linguagem, dos propósitos da emissão, das características do público usuário e de seus conhecimentos prévios, são analisadas práticas informacionais da Fundação Prefeito Faria Lima Cepam. / This study is about information transference and divulging in the context of services and systems driven by technology in the environment of public information. Both from the theoretical and practical points of view, the study also seeks to explore the structural, cognitive and communicative interfaces which govern organizational processes as well as information access and transfer, taking into account that information is the representation of documentary collections, which aims to offer and select contents independently from physical media. From this stand point, the concepts of information, documentation and message are discussed, taking into consideration the new digital transference formats with the aim of checking whether they work as a filter for the available information mass. Another objective of this study is the analysis of informational practices of Fundação Prefeito Faria Lima Cepam supported by the references of Documentary Linguistics, Terminology and Textual Linguistics, which postulate that the transferring of semantic contents to the user is not a technological task, but one which depends on language, emission purposes, as well as on user characteristics and previous knowledge.
