Changing Airwaves: Identity, Practice, and the Place of Radio in the Lives of Connected Communities

This dissertation is a case study of Radio Bilingüe, a community-driven, non-profit, radio network with transnational reach. With this case, I examine the reasons that gave way to the development of the radio, including focusing on the roles of media practitioners as producers of radio content and facilitators of community participation and the significance of the radio in the lives of Latino communities living across the United States. Methodologically, this is a qualitative study based on ethnographic methods of inquiry and archival research. Through ethnographic methods, it was possible to describe the roles of media practitioners, while archival research was carried out to gather a number of primary and secondary documents, which were analyzed through textual analysis to piece together the history of Radio Bilingüe. Throughout the study I weave together a few interrelated areas: first, I chronicle the history and structure of the radio station that for nearly 34 years has been at the service of underserved and under-presented Latino immigrants living in the United States; second, I examine the profession of media practitioners and their participatory practices for community engagement; and finally, I discuss the place of the radio in the lives of its listening audience to understand how it helps sustain community ties and shape identity across local, national, and transnational places.

Managing a Civil Society Organization in Democratic Crisis

Indiana University-Purdue University Indianapolis (IUPUI) / This study investigated how civil society organizations (CSOs) adapted to shifts in their external environment that threatened their survival. Specifically, the study considered how CSOs in Turkey were responding to growing authoritarianism and citizens’ demands for a voice and openness. Moreover, the study sought to explain why organizational responses varied across organizations operating in the same field and the challenges CSO leaders confronted as they implemented changes in response to this environment. These pressures, both authoritarian regimes and citizens’ demands for a voice in these organizations, reflect the democratic crisis in many countries and the overall distrust in institutions. In this respect, considering the consequences of both of these pressures for the legitimacy of CSOs simultaneously is both timely and necessary. This study blended theoretical insights from neo-institutional theory and resource dependency theory as well as strategic management literature and civil society literature to fill this theoretical gap. I argue that competing external pressures created conflicting logics by providing different stipulations about how CSOs had to be managed and that CSOs developed differentiated strategies by adopting some features of each logic. I grouped these responses into two main categories: survival and mission-related responses. I demonstrated that competing institutional logics pass through the organizational field and then they are filtered by the following organizational attributes: organizational form, stance toward government, risk tolerance and organizational capacity. Tensions and paradoxical situations resulting from selected practices created various management challenges for CSO leaders. These findings offer new perspectives to the literature on civil society under authoritarian regimes by pointing out the link between outside threats confronting CSOs and significant organizational management issues, thus illustrating how political regimes constrain CSOs’ capacity to contribute to democratic processes and perform internal democracy through soft and hard repression tools. / 2022-12-01

A pesquisa refletiu sobre a ação poética de Enterro, capaz de romper com a continuidade em curso da imagem, instrumentalizando, ainda, o repetir e o registrar de outros Enterros por distintas autorias. A partir do Enterro de uma obra cerâmica na Avenida Paulista, em 2007, a imagem- documento dessa ação desencadeou outros Enterros realizados sob distintas interpretações, por participantes em diferentes lugares (2007-2010). Os pensamentos de Walter Benjamin e Gilles Deleuze apoiaram o entendimento do Enterro como ação que causa estranhamento e ruptura com o que está posto, deflagrando visualizações de outras realidades possíveis. Assim, o diferencial do trabalho apontou para o potencial dos Enterros produzirem momentos específicos de transformações de sentidos à ação, produção de imagens e autoria, possibilitando ao artista retomar seu trabalho a partir do sentido construído pelo outro, agir ora como participante, ora como autor, na mesma obra, em momentos diferentes. / Research centered on the poetic action of a Burial, which presents a rupture within an image and its course, while providing instruments for the repetition and documentation of other Burials by distinct contributors. The piece initiates with the Burial of ceramics work of art on Avenida Paulista, in 2007, the image-document of this act led to other Burials carried out in various guises by participants in different locations (2007-2010). Walter Benjamin and Gilles Deleuze support the understanding that a Burial is an act that causes distancing and rupture, prompting visualizations of alternative realities. The work explores the potencial of these Burials to produce specific-moments that transform an act and its meaning, image production and authorship, allowing the artist to reclaim a work based on meanings assigned to it by others, while acting both as a participant and as author on the same piece at different times throughout its process.

Da participação à voz: um estudo polifônico das atas do Conselho Estadual de Política Cultural (CONSEC) à luz do Modelo de Análise Modular do Discurso

Este estudo parte da hipótese de que, mesmo em setores de gestão pública, é possível haver privilégios de alguns segmentos em detrimento de outros, comprometendo o direito igualitário e democrático da participação. Com base nessa hipótese, nosso objetivo é compreender como se dá a dinâmica da participação dos conselheiros que representam diferentes segmentos sociais dentro do conselho de política cultural de Minas Gerais (CONSEC) e o processo de efetivação de suas vozes por meio de registros oficiais. Para alcançar esse objetivo, será apresentada, de forma sistemática, a análise de seis atas de reuniões do conselho de política cultural de Minas Gerais (CONSEC), com base em contribuições teóricas e metodológicas de um modelo de análise discursiva, o Modelo de Análise Modular do Discurso. Nesta pesquisa, esse modelo permitiu uma análise sob o ponto de vista dos módulos interacional, sintático, referencial e hierárquico, bem como da forma de organização elementar enunciativa e da forma de organização complexa polifônica. Como resultados, verificamos que, de acordo com os registros nas atas, não há igualdade participativa entre os segmentos do CONSEC, fato que compromete a função democrática desse conselho. / This study starts from the assumption that, even in public administration sectors, there may be some segments privileges over others, jeopardizing the egalitarian and democratic right of participation. Based on this assumption, our goal is to understand how is the dynamic participation of the directors representing such segments within the cultural policy of the board of Minas Gerais (CONSEC) and the process of realization of their voices though official records. To achieve this goal, will be presented in a systematic way, the analysis of six minutes of meetings of cultural policy council Minas Gerais (COSEC), based on theoretical and methodological contributions of a discourse analysis model, the Modular Analysis Model Discourse. In this research, this model allowed na analysis from the perpective of interactional modules, syntactic, and hierarchical framework, as well as the form of enunciation elementar organization and from of polyphonic complex organization. As a result, we find that, according to the records in the minutes, there is no participatory equality between segments CONSEC, a fact that undermines the democratic function of this council.

Nesta Tese, elaboro uma investigação acerca de meu projeto de trabalho Você gostaria de participar de uma experiência artística?, em desenvolvimento desde 1994. Trata-se de um projeto que envolve aspectos de participação do espectador, escultura e instalação, assim como uma abordagem do circuito de arte. A pesquisa se desenvolve em duas etapas complementares: em um primeiro momento, é elaborada a noção de Künstlertheorie ou Teoria de Artista, como procedimento de trabalho que envolve ao mesmo tempo a produção de textos e de obras de arte, articulando teoria e prática a partir de um sistema de revezamentos plásticodiscursivos; em um segundo momento, procura-se desenvolver o que seria a teoria do projeto Você gostaria de participar de uma experiência artística?, com a utilização da chamada escrita de artista na elaboração de uma nova narrativa, que incorpora diversos escritos já existentes articulando, deste modo, formas visuais e discursivas. Como resultado, é produzido um texto que ao mesmo tempo que se inscreve como teoria de artista (Künstlertheorie), indaga acerca da possibilidade de funcionar enquanto obra de arte. / On this Thesis, I elaborate an investigation about Would you like to participate in an artistic experience?, a project of mine under development since 1994. This project involves aspects of participatory practices, issues on sculpture and installation, and an approach towards the art circuit. The research is developed in two complementary parts: firstly, the notion of Künstlertheorie or artists theory is established, as an working procedure that involves at the same time the production of texts and artworks, articulating theory and practice from the standard of a plastic-discursive rotation system; secondly, it is elaborated what might be considered the theory of the Would you like to participate in an artistic experience? project, with the use of the socalled artists writing. A new narrative is brought forward, with the use of several preexisting writings, articulating visual and discursive forms. As a result, a text is produced, one that is inscribed as artists theory (Künstlertheorie); at the same time, it inquires about the possibilities of its functioning as a work of art.

Des pratiques participatives en situation de travail aux effets transformateurs dans l’apprentissage du métier de formateur des professionnels de santé / Participatory practices in the workplace with transformative effects in the learning of the profession of trainer of health professionals

Cette recherche porte sur le processus de transformation des cadres de l’expérience (Goffman E. , 1991) issue des pratiques participatives en situation de travail et ses effets sur l’apprentissage du métier de formateur des professionnels de santé. Les pratiques participatives des professionnels sont mises en objet par le choix d’une focale inscrite dans le courant de la microsociologie. L’observation des situations de travail s’est déroulée sur quatre années, par l’enregistrement de situations de travail in situ effectuées par les formateurs eux-mêmes, suivi d’entretiens de groupe et d’entretiens individuels semi-directifs. Nos référents théoriques sont issus du champ de l’apprentissage en situation de travail avec la notion de pratiques participatives (Billett S. , 2016), de la théorie des communautés de pratique (Wenger E. , 2005) et l’analyse des interactions avec les travaux de Goffman sur les rites de l’interaction (1974) et les cadres de l’expérience (1991). Notre hypothèse centrale consiste à penser que l’apprentissage du métier de formateur par le biais des pratiques participatives des acteurs en situation de travail suppose des processus de transformation des cadres de l’expérience. Les résultats montrent qu’un processus que nous nommons dynamique des cadres enchâssés produit une modification des positionnements professionnels des acteurs. La perception de leur environnement d’apprentissage change et leurs pratiques professionnelles se transforment. / This research focuses on the process of transforming the frameworks of experience (Goffman E., 1991) resulting from participatory practices in work situations and its effects on learning the profession of trainer of health professionals. The participative practices of these professionals will be the research subject through the choice of a focal point inscribed in the current of microsociology. The observation of the work situations was done lengthwise (considerer a changer longitudinally) over four years, by the recording of in situ work situations carried out by the trainers themselves, followed by group interviews, including a self-confrontation dimension and semi-structured individual interviews. Our theoretical references are originating from the field of workplace learning, including the notion of participative practices (Billett S., 2016), situated learning with the theory of communities of practice (Wenger E., 2005), the analysis of interactions with Goffman's work on the rites of interaction (1974) as well as the frame analysis (1991). Our central hypothesis consists in thinking that learning the profession of trainer through the participative practices of the actors in the work situation entails processes of transformation of the frameworks of the experience. The results show that a process, which we named dynamic enshrined frames, produces a modification of the professional positioning of the actors. The perception of their learning environment is changing and so are their professional practices.

Community development and in particular participatory development is about people. This means that the person who studies or practices participatory development or any other of the participatory pratices should have a particular way of thinking about people. The main aim motivating this study was to investigate the paradigm/s about people on which participatory practices are based. This included a literature research on five participatory practices namely participatory development; participatory communication; participatory learning; participatory research; and participatory management. A guideline for paradigm analysis was developed by using Schriver's (1995) and Capra's (1996) descriptions of a paradigm as well as ideas of hermeneutics. From the paradigm analysis on the participatory practices two themes emerged: A shift from modernism to post modernism in the thinking processes and participatory practices. From the participatory practices the same concepts repeatedly emerged indicating a similar paradigm for all the participatory practices. Three post modern theories were therefore applied to enhance the description of the different concepts. The end result of this study is the development of an evolving paradigm for participatory practices in order to give enhanced meaning to concepts in the participatory vocabulary.
