Privatised peacekeeping : a necessary evil?

The rise of the Private Military Industry has been cemented in modern global political reality, but where next will this multi-billion dollar industry go and what form will it take after the market boom of Iraq? Post-Colonial Africa is considered the birthplace of the modern mercenary and historically features prominently as a testament to the potential for immoral privately sponsored military activities within unstable states. Moreover, it is a rich market that the Private Military Industry is increasingly turning its attention to, albeit focussing on support functions for now, but a massive industry with a competitive and poorly regulated market environment will invariably begin to explore different avenues as competition grows. With market diversification grows the ethical risk of abuse. At the same time, peacekeeping efforts across the continent are hampered by numerous factors, not least of all a chronic lack of trained personnel. Could the legal and political legitimacy, not to mention the sustainable market environment sought by the PMI potentially exist in multilaterally sanctioned, privatised peacekeeping and peace support operations in Africa? Can the ethical challenges of mercenarism be suspended or even bypassed for the sake of expedient intervention in potential genocides, or be perhaps pragmatically accepted as an inevitable development that should be embraced rather than condemned, for strategic security reasons? Can the ethical condemnation of the proposed means of peace support be overridden by the potential ends generated by such a move? Is the world ready for privatised peacekeepers? This dissertation explores the ethical background to the privatisation of military operations and how these foreign policy trends and social perceptions of control of force impact on the notion of privatised peacekeeping, particularly in the context of operations in Africa. It investigates the philosophical implications of privatised peacekeeping by way of a constrained pragmatic form of consequentialist evaluation that warns against reckless expediency. African military intervention in African conflicts: an analysis of military intervention in Rwanda, the DRC and Lesotho

Philosophiae Doctor - PhD / The dissertation examines three military interventions in Sub-Saharan Africa which took place in the mid and late 1990s in Rwanda, the DRC and Lesotho. These interventions took place despite high expectations of international and regional peace on the part of most analysts after the collapse of cold war in 1989. However, interstate and intrastate conflicts re-emerged with more intensity than ever before, and sub-Saharan Africa proved to be no exception.The study sets out to analyse the motives and/or causes of military interventions in Rwanda in 1990, the DRC in 1996-7, and the DRC military rebellion and the Lesotho intervention in 1998. In analysing these interventions, the study borrows extensively from the work of dominant security theorists of international relations, predominantly realists who conceptualise international relations as a struggle for power and survival in the anarchic world. The purpose of this analysis is fourfold; firstly, to determine the reasons for military interventions and the extent to which these interventions were conducted on humanitarian grounds; secondly, to investigate the degree to which or not intervening countries were spurred by their national interests; thirdly, to assess the roles of international organisations like Southern African Development Community (SADC), the Organisation of African Unity (OAU) and the United Nations, in facilitating these interventions; as well as to evaluate the role of parliaments of intervening countries in authorising or not these military interventions in terms of holding their Executives accountable. In this context, the analysis argues that the intervening countries; Angola, Botswana, Burundi, Chad, Namibia, Rwanda, Sudan, South Africa, Uganda and Zimbabwe appeared to have used intervention as a realist foreign policy tool in the absence of authorisation from the United Nations and its subordinate bodies such as the OAU and SADC. / South Africa

International Studies))--University of Stellenbosch, 2010. / Bibliography / ENGLISH ABSTRACT: Private Military and Security Companies (PMSCs) are fast becoming a permanent structure in international security. PMSCs are made up of two groups, namely Private Military Companies (PMCs) and Private Security Companies (PSCs). Antagonism towards their existence and involvement in African civil wars is the result of some damaging effects of PMSCs- more specifically PMCs- including misconceptions. Both PMCs and PSCs are compared to mercenaries and definitional issues plague the private security industry. Private Military and Security Companies however are legal entities, different to mercenaries. This is why PMCs are sometimes referred to as "corporate warriors". As private companies PMCs often fill the security gaps left by international responses to African civil wars. Their contracts with legitimate governments offer a cheap and effective end to the violence of civil war. In recent years the use of PMSCs has increased among both weak and strong states. Antipathy however remains the prominent attitude in the international community, thus challenging the use of PMSCs. From this point of view, they are a ¡°scourge¡± because PMCs are not only likened to mercenaries of old who fight for private gain, but the arguments are also that they undermine the sovereignty of weak states, that they are unaccountable to the citizens of these states, that they violate human rights, that they don't solve root causes and that they contribute to militarization. The increase of civil conflicts in Africa and the surplus of military professionals after the Second World War meant that mercenaries became involved in African liberation struggles. By the end of the Cold War however- in an era that favours liberal economic practices and privatisation- professional legal Private Military and Security Companies were established to supplement the security gap left at the end of the Cold War. As mentioned, these are legal companies that don.t breach international conventions; are accountable to some home state legislation's and brought peace to Angola and Sierra Leone. International responses to security concerns- especially those in Africa- are burdened by the plethora of complex civil conflicts that simultaneously demand attention from the United Nations. PMCs may be equipped to execute Chapter VII mandates of the UN Charter, as these deal with robust enforcement functions at a time when the West is reluctant to intervene. What is perhaps required is more accountability (also to host state legislation) and oversight. The services of PMCs are beneficial to a number of stakeholders. These include the states in which they are registered, the states in which they operate, the citizenry that they protect, and they are profitable to the shareholders of the PMCs and diamond and oil companies they are contracted to. It is thus the conclusion of this thesis that Private Military Companies provide a faster and more cost- effective option for peacemaking in Africa. As private companies they are not bound by protocols and conventions but they must satisfy the company and its shareholders. And although the use of Private Military Companies is not dependent on the regulation of the industry, the PMSC industry would benefit from more self- regulation in the market place. Thus with relevant and more effective regulation, PMCs could become Africa's solution to her civil conflicts. Unlike in the Ballesteros report, the UN has to recognise this role. / AFRIKAANSE OPSOMMING: Private Militere- en Sekuriteitsmaatskappye (PMSMe) is vinnig besig om 'n permanente struktuur in privaatsekuriteit te word. Die dienste van PMSMe is voordelig vir vele belanghebbendes. Hierdie sluit die state in waar hul gekontrakteer het, die state waarin hulle optree, die burgers wat hulle beskerm, die winsgewendherd vir aandeelhouers van die PMSMe en die diamant- en oliemaatskappye deur wie hul gekontrakteer mag wees om installasies te beskerm. Die gevolgtrekking van hierdie tesis is dus dat PMSMe 'n vinniger en meer koste-effektiewe opsie vir vredemaking in Afrika bied. Al is die gebruik van PMSMe nie afhanklik van die regulering van die industrie nie, sal die PMSMe-industrie by 'n verhoging in self-regulering in daardie sektore baat vind. NATO’s eastward expansion and peace-enforcement role in the violent dissolution of Yugoslavia: 1994-2004.

Since the end of the Cold War, political and geographical realities have changed considerably. One such reality was the balance of power between East and West, which was especially visible in Europe. The contest between rivals, the Warsaw Pact and the North Atlantic Treaty Organisation (NATO), was over. Ultimately, NATO found itself the pre-eminent security organisation in Europe. The new post-cold war environment forced questions about the appropriate role for NATO. However, that changed with both the process of NATO expansion into former Warsaw pact countries and the ethnic conflicts throughout the former Yugoslavia. NATO found a new purpose during the violent dissolution of Yugoslavia as ‘peace-enforcer’ in the Balkan region. The focus of this thesis is NATO’s role in peace-enforcement in the former Yugoslavia. It examines how NATO dealt with the end of the Cold War and the collapse of the Warsaw Pact. Specifically, how NATO managed to re-establish its relevance as a security organisation. NATO’s military intervention in Bosnia and Herzegovina and Kosovo were crucial in securing the end of hostilities in both those regions. NATO’s Implementation Force (IFOR), Stabilisation Force (SFOR) and Kosovo Force (KFOR) all played significant roles in subsequent peace-enforcement and peace-building roles in the region by suppressing violence through power projection and institution building. In 2001, NATO undertook a third operation in the Balkans, that time of a more limited nature, disarming ethnic Albanians in the Former Yugoslav Republic of Macedonia. NATO’s presence there also encouraged stability. This thesis argues that, ultimately, NATO maintained its relevance by the establishing a new role for itself after the Cold War through Eastward expansion and in suppressing ethnic conflict in the Balkans. Both these roles have been successful. The decisive interventions in Bosnia and Herzegovina, Kosovo and FYROM forced the belligerents to stop fighting. NATO’s subsequent enforcement of the peace has stopped each conflict from flaring up again. With NATO membership now including most of Europe, it remains the only viable security organisation on the continent. NATO’s effectiveness as a security organisation was demonstrated with its ability to end the conflict in the Balkans and providing a stable environment for the people of the region. Readiness, resilience, and readjustment: a psychological investigation of human factors across the deployment cycle of contemporary peace support operations

Contemporary peacekeeping missions are complex, demanding, and potentially hazardous. There is general agreement that psychological factors are crucial to effective individual and collective performance of the military personnel deployed in support of these missions. This research has examined the human dimensions associated with capability, functioning, and health across the deployment cycle. The aim of this research was to increase understanding of the psychological issues associated with peace support operations at the individual, group, and organisational levels. The study applied precepts of the transactional model of stress (Lazarus & Folkman, 1984) to the context of military deployment on peace support operations. The overarching Human Dimensions of Operations model for this research incorporated stressor, buffer, and outcome components within the multi-level structure of the military organisation and across the stages (pre, peri, post) of deployment. Participants were Canadian and Australian military personnel deployed on Peace Support Operations. The dissertation comprised seven chapters. Chapter One provided an introduction to the psychological challenges posed by peace support operations and the research opportunities these missions afford. The second chapter detailed the methodology and psychometric evaluation of several measurement scales that were developed as part of this research in order to address the unique characteristics of peace support operations. Each of the six scales examined proved to have a meaningful component structure and adequate subscale reliabilities. The third chapter was devoted to an examination of the psychometric properties of a measure of psychological climate factors, the Unit Climate Profile (UCP), which was the cornerstone instrument of this research. The UCP demonstrated a robust, multi-dimensional structure that was conceptually concordant with its theoretical development and design. In addition, the component structure of the UCP changed in meaningful ways according to its level of analysis - individual or group. The next three chapters examined human dimension constructs at different stages of deployment, notably psychological readiness for operations, psychological resilience during deployment, and readjustment following return from deployment. In Chapter Four, the most compelling structural model that examined collective psychological readiness demonstrated that perceptions of readiness at the group level, along with effective senior leadership, could significantly impact morale. The results in Chapter Five revealed that leadership both buffered the immediate impact of stressors, and also fostered meaning and morale, thereby reducing strain. Positive aspects of deployment and the personal meaning assumed to be derived from these experiences were also found to bolster morale significantly during deployment. In Chapter Six, the stressors specific to the postdeployment transition phase, rather than stressors encountered during deployment, had the strongest impact on postdeployment adjustment. Social support and a positive psychological climate in the unit (particularly evidenced by cohesiveness and caring behaviour by proximal leaders) moderated the impact of homecoming stressors. A concluding chapter summarised the dissertation and discussed its practical significance and avenues for the dissemination of its findings. The Rwandan process of unity and reconciliation : its potential for building sustainable peace.

This study is an evaluation of the Rwandan unity and reconciliation process and was undertaken to assess whether it possesses the potential for building sustainable peace in the country. The study used an analytical method to measure the key activities of the National Unity and Reconciliation Commission, the national body that oversees the efforts aimed at promoting unity and reconciliation among Rwandans. Before properly analysing the process, the study outlined a number of conditions that are necessary for true reconciliation and sustainable peace to be achieved. The analysis allowed a comparison of these conditions to the context in which the unity and reconciliation process is being conducted in Rwanda. This required the exploration of the entire situation at political, economic and social levels. Particular attention has been paid to the situation after the 1994 genocide to examine developments from then until to the present. It became evident during the study that decisive structural changes have been undertaken to prepare a supportive environment for unity, reconciliation and peace. Appropriate structures' reform occurs in the domains of good governance, economic planning and justice. It also became evident, however, that some important obstacles to unity and peace persist, specifically poverty, reluctance to cooperate with 'Gacaca' traditional courts, corruption and opportunistic political leaders. Appropriate measures have to be taken in addressing these issues for sustainable peace to be a new way of life for all Rwandans. Generally, the study showed that the process of unity and reconciliation in Rwanda has the potential to succeed since high governing leaders are engaged to restore unity and reconciliation in the country. Political will, the study revea led, is an essential ingredient for sustainable peace. United Nations mediation in Africa: a case study of the Bakassi conflict intervention, 2002-2006

Just as conflict is part of everyday life, mediation can and is practiced everyday and everywhere. It is a way of reaching decisions in a cooperative, non-hierarchical way, allowing for clear and open communication processes. Conflicts can be resolved in a formal manner through courts, arbitration, ombudspeople, diplomacy and mediation, or an informal manner through friends, colleagues, religious and community leaders, and dialogue. The way in which people resolve their disputes has an impact on how societies and institutions are governed. The war in Bakassi has taken its toll on the people of that area for several years now and has witnessed people from Bakassi facing some of the worst effects of armed conflict known to man. This study investigated the use of international mediation in the management of intractable conflict with a specific case study on the Bakassi peninsula conflict between Cameroon and Nigeria. It focused on the mediation process as a conflict management technique in relation to the international relations theories which has been used as a basis for conflict resolution practices. The researcher conducted a document review, content analysis on selected documents and this was supported by strategic interviews.
