nÃo hà / InÃmeras tÃm sido as razÃes que trazem o tema do regime da previdÃncia social dos servidores pÃblicos do Cearà a evidÃncia. Existe uma pressÃo da UniÃo para equacionar o dÃficit atuarial deste sistema. NÃo à sà o estado do Cearà que passa por este desafio. Todo o paÃs passa por um perÃodo de reforma a fim de encontrar soluÃÃes para a manutenÃÃo do sistema. A previdÃncia dos servidores afeta grandemente as contas pÃblicas. Atualmente sÃo protegidos por este sistema mais de 100.000 servidores, entre ativos e inativos do Estado. Este trabalho busca preencher uma lacuna existente sobre um detalhamento da situaÃÃo do regime prÃprio de previdÃncia estadual, atravÃs de uma anÃlise da solvÃncia do respectivo sistema previdenciÃrio, utilizando modelos economÃtricos que mensuram sua sustentabilidade, durante o perÃodo de 2003 a 2012. Os resultados mostram que a dÃvida contraÃda pela previdÃncia no estado do Cearà à administrÃvel. / An ongoing and central concern of large parts of the social sciences is that there are certain issues in which establishing a rigorous consensus is imperative, for instance, as concerns social security of civil servants from Cearà state. This concern is especially significant regarding the Federal Government expenditures and its persistent budget deficits. Of course, Cearà government is by no means alone. And there is considerable added complexity in finding solutions to the Federal system as a whole, with regard to the servant security which greatly affects the public debt. Over 100,000 public servants (active and inactive) are currently protected by this system. This work seeks to shed lights on the real social security system from Cearà state, making use of the so-called solvency ratios which will be applied to the system in question. Further, one makes use of econometric models that measure its sustainability taking into account 2003-2012 years. The results demonstrate that the debt incurred by âcearenseâ pension system is technically manageable.

The pension system is an important part of social policy and public budget. Negative demographic development put pressure on the financial sustainability of the pension system therefore political establishment are forced to implement reform measures. The aim of the thesis will be to analyze the pension system of the Czech Republic between 2010 and 2016 and on the basis of this analysis to propose measures for its improvements. In the theoretical part the thesis will examine the social policy and issues of pension systems. At the same time it will pay attention to the international institutions and their proposals. In the practical part the thesis will be focused on demographic development which is a fundamental factor of the long-term stability of the pension system. It will analyze the changes in the pension system in the period under review. The conclusion of the thesis will show the possible ways to improve the stability of the pension system.

The content of my graduation theses is historical development of pension insurance and plans for the reform in Czech Republic. In historical part I tried to refer to our long-term tradition of legal form of pension insurance and point out the most significant legal enactments of this branch of law. I also tried to answer the question if we can prosper from the experience of history when preparing the new pension reform. In the other part of my work I summarized the deficiency and positive aspects of current pension system in Czech Republic and also I referred to need to pass a new legal form of pension system with regards to financial untenability of the system and demographic development. I tried to describe present political and special endeavors of pension system reform that has been in progress since 1990 and than I pointed out the current discussion about pension reform. The object of my work was not to find out the ideal pension reform, because I think there is no ideal reform, but just to advert to necessity to change the current system. Decision about the pension reform is very serious theme of social, economical, legal and especially of political point of view. The thesis focuses on subsystems of social politics, specifically pension system and family politics. The core of the thesis is a comparison of these two areas of social system in Czech and Slovak republic. The theoretical part focuses on the development of social politics after the collapse of Czechoslovakia, describes types of pension systems and forms of family politics. The practical part describes the differences between the systems. Apart from the comparison of the functioning of the pension structure, the thesis also compares the countries from the demographical point of view and types of family support. The thesis tries to answer whether there are any cons in Slovak system, Czech system can take an inspiration from. Conclusion of this thesis should reveal whether are there any possible implications of the Slovak system into the Czech one.

Sustainable Public Pension System for Florida Local Governments: Financial Solvency, Paradigm Switch, and Interperiod Equity

The issue of increasing unfunded pension liabilities of state and local governments has drawn increasing attentions in the last few years, especially after the 2008 stock market downturn. To maintain sustainability many state and local governments have put public pension reform at the top of their priority list. Previous research and practices provide two strategies to reform the current pension systems: Incremental changes to amend the existing defined benefit plans (DB plans), and the pension model switch from the DB model to defined contribution plans (DC plans). This study aims to uncover reform strategies to cope for public pension systems. It first examined the appropriateness of the incremental reform strategies by identifying the determinants of the financial solvency of DB plans, utilizing the existing panel data of 151 local DB plans in Florida municipalities. Second, it gathered the primary data through the surveys and interviews with the Finance and HR directors in Florida local governments to analyze their perceptions of public pension reform and reveal their readiness to conduct the public pension paradigm switch. These approaches revealed the critical interperiod equity issue along with the impact of the two-tier benefit structure during the recent pension reform. The results suggest that incremental reform strategies that reduce benefits and increase contributions are not effective in improving the financial solvency of public DB plans. The alternative reform approach—the DB-to-DC transition—is attractive to local governments because it will relieve the employer of the pension cost burden and transfer the investment risk to employees themselves. The transition is also politically palatable because the taxpayer sentiment is not supportive of what are perceived to be generous retirement benefit of public employees. Meanwhile, local governments are hesitant to implement the paradigm switch due to prohibitive transition costs, political pressure, and perhaps more importantly, the potential negative impacts to public recruitment and retention. Local officials do not perceive a reduction of morale with the two-tier benefit structure at the present time; they believe this issue will solve itself along the retirement of senior employees.

Změny v důchodovém systému v České republice účinné od 1. ledna 2013 a jejich dopady na veřejné rozpočty / Changes in the pension system in the Czech Republic effective from 1 January 2013 and their impact on public budgets

The aim of this study is to determine the quantitative impact of changes to the pension system in the Czech Republic valid from January 1, 2013 on public budgets. Changes include the introduction of a funded second-pillar pension scheme and the adjustment of pension schemes under the third pillar. The theoretical part describes the basis of social policy in the areas of pensions, and characterize and compare concepts of pension systems. Following practical part analyzes recent developments in the Czech Republic, the essence of changes to the pension system and the interest of the population to use them. The aim of the study is fulfiled by quantifying impact on public budget. Subsequent analysis shows that changes may help to stabilize it in the next decades, however, a departure from the PAYG system is not required. The introduced second pillar can be problematic in ceratin respects for participants. Additional pension savings in the third pillar is a useful supplement to old age security.

Analýza zásluhovosti v českém důchodovém systému u jednotlivých příjmových skupin / Analysis of equivalence among different income groups in the Czech pension system

This master's thesis deals with the principles of solidarity and equivalence in the Czech pension system, analyzes all the factors which affect the level of equivalence and examines their current settings in the pension system of the Czech Republic. Although there are many variables, that play an important role in the system, salary reduction limits seems to be the most important one. Therefore, great attention is paid to this topic -- the impact of the reduction limits during the pension benefits calculation under the various income groups. In recent years there have been implemented several reforms of the system, but the equivalence is still very low after all. While the standard of living of low-income people after retirement remains the same or even increases, the standard of living of middle- and higher-income groups decreases enormously. The thesis continuously evaluates the economic impact of individual actions and parametric reforms on different income groups and on this basis suggests possible changes and solutions that should lead to higher equivalence of the pension systém.

The aim of this work is to model examples to present the differences in opportunities pension security in both countries.
