Trata-se de um instrumento de avaliação profissional, elaborado por Rezende (2012), com base em modelos de gestão por competências (FRIOZI, 2009) e pautadas em Perrenoud (2000). A justificativa para tal proposta está atrelada aos desafios que a atual equipe gestora tem enfretado no que se refere aos aspectos administrativo-pedagógicos, em virtude de um histórico vivenciado pela escola. Em 2005, houve a substituição da diretora geral em função de um novo processo de indicação implementado pelo Estado do Rio de Janeiro. Esta nova forma de indicação alterou o sistema de nomeação e exoneração dos diretores escolares. A nova diretora nomeou uma equipe gestora, composta por um diretor adjunto e uma secretária, e procurou renovar a equipe de docentes, o que ocorreu de forma gradativa e por ações administrativas indiretas, dentre elas: alteração e ajuste do horário de trabalho, redistribuição das tarefas dos professores desviados com seu respectivo retorno à função de origem e a não oposição para aqueles que desejaram a relotação e aumento na agilidade de autuação dos processos de aposentadoria para os que tinham o direito. Assim ocorreram diversas substituições e a equipe da atual gestão encontra-se renovada. Nesse novo cenário, e entendendo a importância da avaliação do desempenho docente para o processo ensino-aprendizagem e para a gestão escolar, busca-se estabelecer um critério que seja capaz de medir, avaliar e conferir transparência ao trabalho docente. O presente estudo foi realizado à luz de conceitos gerenciais em voga na gestão pública da Educação, especialmente na esfera regional, do Estado do Rio de Janeiro. Os dados resultantes do instrumento de avaliação profissional, sob a forma de questionário direcionado ao próprio docente, ao aluno e à equipe gestora, servirão de referência para que a gestão da escola possa avaliar o trabalho do docente e criar um alinhamento da prática pedagógico-administrativa. / This paper aims to propose a support tool for the management of a public school in Rio de Janeiro with a focus on teacher performance. This is a professional assessment tool, developed by Rezende (2012), based on competency management models (FRIOZI, 2009) and guided by Perrenoud (2000). The justification for this proposal is linked to the challenges that the current management team has faced with regard to administrative and pedagogical aspects, due to a history lived by the school. In 2005, there was the replacement of the Principal on the basis of a new nomination process implemented by the State of Rio de Janeiro. This new fashion statement changed the naming system and dismissal of school principals. The new principal has appointed a management team consisting of a principal and a secretary, and sought to renew the team of teachers, which occurred gradually and indirect administrative actions, such as: change and adjustment of working hours, redistribution of tasks of the diverted teachers with their respective homing function and no opposition to those who wished to relocation and increased agility assessment of retirement processes for which they were entitled. So there were several substitutions and the current management team is renewed. In this new scenario, and understanding the importance of teacher performance assessment for teaching-learning process and school management, we seek to establish a criterion to be able to measure, evaluate and provide transparency to teaching. This study was conducted in the light of managerial concepts in vogue in the public administration of education, especially at the regional level, the State of Rio de Janeiro. Data from professional assessment tool, in the form of a questionnaire given to the teachers themselves, the student and the management team, will serve as a reference for the school management to evaluate the work of teachers and create an alignment of teaching and administrative practice .

Em 2014, a SEE/MG alterou a metodologia do processo de avaliação de desempenho dos servidores administrativos ao adotar a avaliação por competências, na perspectiva da gestão do desempenho. A complexidade da fase de implantação inerente às políticas públicas, somada às dificuldades verificadas em anos anteriores (2004 a 2013) e às adaptações necessárias para sua implantação na SEE/MG, motivou este estudo. Como objetivo geral, buscou-se identificar as resistências verificadas na implementação dos processos de avaliação de desempenho na SEE/MG, a fim de propor medidas para favorecer a efetivação da avaliação de desempenho por competências para os servidores administrativos em exercício nas unidades central e regionais da SEE/MG. Trata-se de uma pesquisa descritiva, com abordagem qualitativa. No estudo de caso realizado, foram entrevistados gestores responsáveis pela implantação da avaliação por competências nas Secretarias de Estado de Planejamento e Gestão (SEPLAG/MG), Agricultura, Pecuária e Abastecimento (SEAPA/MG) e Fazenda (SEF/MG) e, por meio de questionários, buscou-se conhecer a percepção de servidores envolvidos com a implantação do processo na SEE/MG. A pesquisa demonstrou que a consolidação da política de avaliação de desempenho no serviço público estadual vai além do desenvolvimento de técnicas avaliativas ou observância dos procedimentos legais. Para minimizar antigas e novas resistências, evidenciadas, principalmente, pela incompreensão da metodologia, falta de credibilidade no processo e descomprometimento dos avaliadores, foi proposto um curso a distância para os gestores e responsáveis pela implantação do processo na SEE/MG, bem como um estudo amplo sobre a avaliação por competências, com o desenvolvimento de instrumento para avaliar as competências técnicas necessárias para o exercício dos diversos cargos das carreiras da SEE/MG. / The present study discusses the challenge for implementing a meritocratic system of accountability and performance evaluation in Secretaria de Estado de Educação de Minas Gerais (SEE/MG - State Department of Education of Minas Gerais) from the Individual Performance Assessment (ADI) and Special Performance Assessment (AED) processes. In 2014, the SEE/MG changed the evaluation process methodology for the administrative staff performance by adopting the assessment throughout competences in the perspective of performance management. The complexity of the implementation phase intrinsic to public policies, in addition to meet with numerous obstacles in previous years (2004-2013), and the necessary adjustments to its effectuation in SEE/MG incentivated this study. We seek to identify the verified resistance during the implementation of the evaluation processes for the performance in SEE / MG as the general goal, in order to propose measures that support the evaluation effectiveness of the active administrative staff performances in the central and regional units of SEE/MG. It deals with descriptive research concerning to a qualitative approach. In this conducted case study, managers responsible for implementing the evaluation for competency in the State Departments of Planning and Management (SEPLAG/MG), Agriculture, Livestock and Supplies (SEAPA/MG), Finance (SEF/MG) were interviewed by means of questionnaires, sought to investigate the perception of workers involved in the implementation process in SEE/MG. The research demonstrated that the consolidation of performance evaluation policy at the state public service surpass the development of evaluative techniques or legal procedures. In order to reduce former and new resistances, evidenced primarily by the misunderstanding of the methodology, lack of credibility in the process and disengagement of the evaluators, an online course was offered to managers and to the ones responsible for the process implementation in SEE/MG, and also a broad study on the evaluation of competences with the development of an instrument to assess the necessary technical competences for the performance of multiple career positions of SEE/MG.

A despeito da importância dos processos avaliativos, que podem se constituir em eficazes mecanismos de feedback, contribuindo para a melhoria do desempenho profissional, nem sempre os esforços nesse sentido são coroados de êxito. Especialmente na área pública, é comum que avaliações limitem-se a um ritual burocrático, descompromissado da verificação rigorosa da contribuição que cada servidor tem dado para a organização na qual trabalha. Partindo desse pressuposto, a pesquisa procurou verificar como a ADI tem sido conduzida e como poderia ser aprimorada. A análise foi realizada com base em uma revisão da literatura sobre o tema estudado e em uma pesquisa de campo envolvendo servidores participantes da avaliação. Constatadas algumas deficiências, são propostas medidas para o aprimoramento do processo de avaliação, visando sua maior eficácia. / This presente dissertation was developed through a research master‟s degrees in management and assesment of educativo from the focus of Public policies and education assesment of the Federal University from Juiz de Fora (CAEd/UFJF). The focus os this survey rests on the Individual Performance Evaluation (IPE) adopted in the State Education Secretariat of Minas Gerais. Such evaluation was imposed in 2003, bound by series of efforts enforced by the state government on the context called “management shock” this was how it became known the program of administrative modernization adopted. In spite of the importance of all avaluative trials, that can constitute in effective arrangements of feedback, contributing to its professional performance, not always the efforts in this sense have been successful. Specially on the Puplic area, its customary that appraisabs are limited in one bureaucratic ritual, disengagement of accurate verification of the contribution from each server has given for the organization that they work. Based on an assumption, the research looked after checking how the IPE has ben conducted and how it could be improved. The analysis was done based on a review of literature about the subject studied and in a field research involving servers attenders of the assessment. Noticed some disability, are offered measures for the improvement of the process of evaluation, aiming its biggest efficacy.

Indicadores de mensuração de desempenho em pequenas e médias empresas (PMEs): estudo no setor calçadista de Santa Catarina / Indicators of performance measurement in small and medium enterprises (SMEs): a study in the shoe sector de Santa Catarina

Para competir em um mercado global as organizações precisam, além de formular e implementar estratégias, adotar ferramentas de gestão para monitorar e controlar o desempenho do negócio e comunicar suas ações junto aos seus stakeholders. Diante disso, nos últimos 20 anos, os pesquisadores passaram a examinar e propor sistemas de mensuração de desempenho, considerando os parâmetros financeiros e não financeiros, para auxiliar os gestores na implemtação de planejamento estratégico, na tomada de decisão e no controle das ações. Mas, causa surpresa, os poucos trabalhos dirigidos às Pequenas e Médias Empresas (PMEs), sobre esse tema. Sabe-se que as PMEs têm características organizacionais e de desempenho que as tornam diferentes das grandes empresas, porém não se pode negligenciar o importante papel dos sistemas de mensuração de desempenho para qualquer tipo de empresa ou forma de gestão. Com isso em mente, a intenção desta tese foi responder a duas perguntas importantes, a saber: as Pequenas e Médias Empresas (PMEs) empregam indicadores de mensuração de desempenho? As características organizacionais influenciam no emprego de indicadores de mensuração de desempenho? As questões principais podem ser subdivididas nos seguintes questionamentos: Quais tipos de indicadores de desempenho são adotados pelas PMEs? Os indicadores são financeiros ou não financeiros? Quais dimensões não financeiras dos sistemas de mensuração de desempenho são aplicadas nas PMEs? Quais as motivações para empregar medidas de desempenho? Empresas que adotam práticas de gestão estratégicas e de pessoas, também adotam sistema de mensuração de desempenho? Para melhor compreender essas questões, em um primeiro momento realizou-se um levantamento dos referenciais teóricos sobre sistemas de mensuração de desempenho e as características das PMEs. Na sequência, aplicou-se uma pesquisa de campo com uma amostra não probabilística por conveniência com 87 empresas do setor calçadista de Santa Catarina. O método privilegiado foi o quantitativo, para a coleta dos dados utilizou-se a survey autoadministrada enviada por internet para a análise dos dados aplicou-se técnicas estatísticas (frequência, média, cruzamentos e correlações\\associações) com o auxílio do SPSS. Os resultados revelam que as empresas pesquisadas adotam indicadores financeiros e não financeiros, porém os indicadores financeiros são mais utilizados que os não financeiros. Dentre os não financeiros, os mais utilizados são os de processos seguidos pelos de pessoas. Os menos utilizados são os sociais. A pesquisa indica que existe relação entre práticas organizacionais e emprego de indicadores. Empresas que utilizam poucas práticas organizacionais utilizam poucos indicadores financeiros e não financeiros e empresas que empregam mais práticas organizacionais tendem a utilizar um número maior de indicadores financeiros e não financeiros e empresas com maior número de empregados tendem a empregar mais indicadores financeiros e não financeiros. / In order to compete in a global market, besides formulating and implementing strategies, corporations need to adopt management tools to monitor and control the business performance and communicate their actions to their stakeholders. Facing that, in the last 20 years, researchers began to examine and propose performance measurement systems, considering the financial and non-financial parameters to assist managers implementing strategic planning, decision making, and actions controlling. However, it is surprising the small number of studies concerning Small and Medium Enterprises (SMEs) on that topic. It is known that SMEs have management and performance features that make them different from large companies; however one cannot neglect the important role of performance measurement systems for any kind of company, or type of management. Having that in mind, the intent of this thesis was to answer two important questions, namely: Do Small and Medium Enterprises employ indicators to measure performance? Do the organizational characteristics influence the use of indicators to measure performance? The main issues can be divided into the following questions: What kind of performance indicators are adopted by SMEs? Are the indicators financial or non-financial? What non-financial dimensions of performance measurement systems are implemented in SMEs? What are the motivations to use performance measures? Do companies that adopt people and practices strategic management, also adopt performance measurement system? In order to better understand these issues, a study and compilation of theoretical frameworks was carried out related to the performance measurement systems and the characteristics of SMEs. Following that, an applied field research with a non-probabilistic sample by convenience with 87 companies from the footwear industry in Santa Catarina was done. The chosen method was the quantitative one, for the data collection it was used the self-administered survey sent by the Internet and for the data analysis statistical techniques were applied (frequency, average, crossings and correlations\\associations) with the aid of SPSS. The results reveal that the companies surveyed have adopted financial and non-financial indicators, but the financial indicators are more used than the non-financial ones. Among non-financial, the most used are the processes followed by people. The least used are the social ones. The research indicates that there is a relationship between organizational practices and indicators employment. Companies using few management practices use fewer non-financial and financial indicators, and, companies that use more organizational practices tend to use a greater number of financial and non-financial indicators, and companies with a larger number of employees tend to employ more financial end non-financial indicators.

A ausência de planejamento e da integração entre as entidades responsáveis pelo gerenciamento da infraestrutura urbana associada à ocupação inadequada do espaço urbano ocasiona inundações. Considerando esta situação dos sistemas de drenagem de águas pluviais, o presente trabalho tem o objetivo de avaliar o desempenho hidráulico de um sistema de drenagem de águas pluviais urbanas em funcionamento, identificando a localização e as causas de possíveis deficiências por intermédio do índice de desempenho hidráulico proposto por BENNIS et al. (2003). A área de estudo escolhida foi a área de contribuição do sistema de drenagem de águas pluviais urbanas do Campus Universitário "Professor Zeferino Vaz". Normalmente em áreas urbanas os dados hidrológicos disponíveis restringem-se apenas aos dados pluviométricos. Por isso foram utilizados métodos de transformação de chuva-vazão para o cálculo das vazões afluentes à rede de drenagem. Após a determinação da vazão, foram averiguadas as condições hidráulicas utilizando o método do UDFCD (Distrito de Drenagem Urbana e Controle de Inundações) e o programa computacional SWMM (Modelo de Gerenciamento de Águas Pluviais da Agência de Proteção Ambiental dos Estados Unidos). Por meio do índice de desempenho hidráulico de BENNIS et al. (2003), foi possível verificar o grau de sobrecarga de cada trecho da rede de drenagem urbana. Além disso, a elaboração da matriz da condição hidráulica da rede de drenagem possibilitou identificar a origem e as causas das sobrecargas em cada trecho. Os resultados obtidos pelo método UDFCD e pelo modelo SWMM, sistematizados por meio do índice de desempenho hidráulico possibilitaram avaliar globalmente o sistema de drenagem de águas pluviais da área de estudo. As sobrecargas e os extravasamentos foram identificados, incluindo as causas e consequências de suas ocorrências / Abstract: The accelerated urban growth generates the need for deployment of infrastructures that seals the soil, increasing runoff and motivating the implementation of urban stormwater drainage system. The absence of planning and integration between the entities responsible for the management of urban infrastructure associated with the inadequate occupation of urban space cause flooding. Considering this situation of stormwater drainage system, the present study aims to assess the hydraulic performance of an urban stormwater drainage system in operation, identifying the location and causes of possible deficiencies through the hydraulic performance index proposed by BENNIS et al. (2003). The study area was chosen at stormwater drainage system catchment area of the University Campus "Professor Zeferino Vaz". Typically in urban areas the available hydrological data are restricted only to rainfall data. For this reason methods of transformation of rainfall ¿ runoff were applied for the calculation of drainage network flows. After determining the flow rate, were verified the hydraulic conditions using the UDFCD (Urban Drainage and Flood Control District) method and the computational program SWMM (Storm Water Management Model of the Environmental Protection Agency of the United States). Through the hydraulic performance index proposed by BENNIS et al. (2003) was possible to verify the degree of surcharge of each pipe of the urban stormwater drainage network. Furthermore, the development of the matrix design of the hydraulic conditions of the urban stormwater drainage network allowed identifies the origin and causes of the surcharges in each pipe section. The results obtained by UDFCD method and SWMM model were organized through of the hydraulic performance index and it possible an overall assessment of the urban stormwater system of the study area. This is due, in a nutshell, to make possible to define properly the way in which these firms will offer, distribute and capture value. However, after the construction of a business model, it is not clear in the literature a method for assist startup firms on managing the performance of their business model. This work will aim to adapt, for Startups firms, a method of performance management of business models. For this purpose, this dissertation will make use of the Balanced Scorecard practices, combined with a method for represent business model logic, the Business Model Canvas. About the scientific methodology, this research is going to be of applied nature, exploratory objectives and qualitative approach. As technical procedures this work is going to use bibliographical research and case studies. A Study of Scalability and Performance of Solaris Zones

This thesis presents a quantitative evaluation of an operating system virtualization technology known as Solaris Containers or Solaris Zones, with a special emphasis on measuring the influence of a security technology known as Solaris Trusted Extensions. Solaris Zones is an operating system-level (OS-level) virtualization technology embedded in the Solaris OS that primarily provides containment of processes within the abstraction of a complete operating system environment. Solaris Trusted Extensions presents a specific configuration of the Solaris operating system that is designed to offer multi-level security functionality. Firstly, we examine the scalability of the OS with respect to an increasing number of zones. Secondly, we evaluate the performance of zones in three scenarios. In the first scenario we measure - as a baseline - the performance of Solaris Zones on a 2-CPU core machine in the standard configuration that is distributed as part of the Solaris OS. In the second scenario we investigate the influence of the number of CPU cores. In the third scenario we evaluate the performance in the presence of a security configuration known as Solaris Trusted Extensions. To evaluate performance, we calculate a number of metrics using the AIM benchmark. We calculate these benchmarks for the global zone, a non-global zone, and increasing numbers of concurrently running non-global zones. We aggregate the results of the latter to compare aggregate system performance against single zone performance. The results of this study demonstrate the scalability and performance impact of Solaris Zones in the Solaris OS. On our chosen hardware platform, Solaris Zones scales to about 110 zones within a short creation time (i.e., less than 13 minutes per zone for installation, configuration, and boot.) As the number of zones increases, the measured overhead of virtualization shows less than 2% of performance decrease for most measured benchmarks, with one exception: the benchmarks for memory and process management show that performance decreases of 5-12% (depending on the sub-benchmark) are typical. When evaluating the Trusted Extensions-based security configuration, additional small performance penalties were measured in the areas of Disk/Filesystem I/O and Inter Process Communication. Most benchmarks show that aggregate system performance is higher when distributing system load across multiple zones compared to running the same load in a single zone.

Assembling components in a production line could potentially be a tedious task, if performed stepwise by the book. However, an employee who is assembling many different products may not know all the steps by heart. As such they will be reliant on an instruction manual. However, an instruction manual must be carried around and, while assembling components, placed in the assembler's line of sight. Instead new technology could make the process more efficient. Google Glass places a display slightly above the user's line of sight and can be controlled via voice commands, and as such solves many of the problems associated with carrying around instruction manuals. This dissertation is an evaluation of Google Glass and describes the design, implementation and evaluation of an product assembly application for both Google Glass and smartphones. The smartphone version was implemented in order to provide a reference point as well as means of comparison with the Google Glass application. The test application used in the study was to read a QR code and download a set of assembly instructions. Testing was carried out on the different steps of the application, from when the QR code had been scanned until the information was displayed to the user. The results show that Google Glass is almost always slower, in all steps, compared to the smartphone equivalents. The conclusion is that Google must upgrade and improve on Google Glass and in particular the hardware. Google Glass overheats easily and the camera is of inferior quality. Google's implementation restrictions also limits what developers might be able to do with the device. However, Google Glass is easy to use and has potential to become a more useful device in the future. / Montering av komponenter i en produktionslinje kan potentiellt vara en tradig och mekanisk uppgift, om det utförs stegvis enligt instruktioner. Googles implementationsbegränsningar begränsar också vad utvecklarna skulle kunna göra med enheten. Google Glass är dock lätt att använda och har potential att bli en mer användbar enhet i framtiden.

Performance Evaluation of Cassandra Scalability on Amazon EC2

Context In the fields of communication systems and computer science, Infrastructure as a Service consists of building blocks for cloud computing and to provide robust network features. AWS is one such infrastructure as a service which provides several services out of which Elastic Cloud Compute (EC2) is used to deploy virtual machines across several data centers and provides fault tolerant storage for applications across the cloud. Apache Cassandra is one of the many NoSQL databases which provides fault tolerance and elasticity across the servers. It has a ring structure which helps the communication effective between the nodes in a cluster. Cassandra is robust which means that there will not be a down-time when adding new Cassandra nodes to the existing cluster.  Objectives. In this study quantifying the latency in adding Cassandra nodes to the Amazon EC2 instances and assessing the impact of Replication factors (RF) and Consistency Levels (CL) on autoscaling have been put forth. Methods. Primarily a literature review is conducted on how the experiment with the above-mentioned constraints can be carried out. Further an experimentation is conducted to address the latency and the effects of autoscaling. A 3-node Cassandra cluster runs on Amazon EC2 with Ubuntu 14.04 LTS as the operating system. A threshold value is identified for each Cassandra specific configuration and is scaled over to five nodes on AWS utilizing the benchmarking tool, Cassandra stress tool. This procedure is repeated for a 5-node Cassandra cluster and each of the configurations with a mixed workload of equal reads and writes. Results. Latency has been identified in adding Cassandra nodes on Amazon EC2 instances and the impacts of replication factors and consistency levels on autoscaling have been quantified. Conclusions. It is concluded that there is a decrease in latency after autoscaling for all the configurations of Cassandra and changing the replication factors and consistency levels have also resulted in performance change of Cassandra.

Performance Evaluation for a Solar Assisted Air Conditioning System in Taipei

This report shows the study performed at Taipei National University of Technology in Taipei to evaluate the performance of a solar air conditioning system. The performance is evaluated under Taiwan climate conditions. The research is performed under summer weather conditions. No influence is done on these conditions. A solar air conditioning system currently available on the market is used. No changes are made to the system. The work to be done is divided into different phases in order to guide the process. First, a literature research is done to find similar research done on this topic and to gain a basic understanding of the topic. Then several measurement plans are made to investigate different parts of the system.. Measurements are done. It is tried to developing a computer model in order to be able to simulate the system performance. The overall objective was to gain knowledge about a solar assisted air-conditioning system and develop a model to simulate the system. Initially a list of research questions was made in order to quantify ‘gaining knowledge’ about the system. The plan was to answer them by using measurement data and creating a model to perform simulations. There are measurements done in this report, however due to too many ‘unknowns’* it is difficult to draw conclusions from them. A lot of research questions are still open and they are also not included in this report. It is also not succeeded to make a working model of a solar assisted air conditioner. It is succeeded in making a model to predict the performance of the evaporator. This model is currently within 11% accurate.
