Managing and controlling airport construction projects : a strategic management framework for operators

During the last few decades, strategic management and strategic human resource management theories have received a great deal of attention in many industrial sectors. The complex and constantly changing business environment has driven large construction companies more than ever before to reflect on the interplay between their organisational strategies and their strategic management processes, tools and techniques. This is despite the great value of human capital for an organisation’s strategic flexibility within different sets of environmental evolutions. This includes people in various positions, administrative, professional, managerial and unskilled, as well as numerous project stakeholders. Several researchers are increasingly interested in applying strategies and human-related studies within the construction industry; however, an integrated study of these two factors has been notably lacking, particularly in an airport context where the challenges and difficulties of managing construction projects are high. This doctoral thesis contributes to the existing literature by exploring the unique characteristics of an airport construction environment, along with reporting the findings of the impact that different airport ownership forms have on construction management efficiency. Through integrating numerous theories and concepts associated with project strategies, strategic human resource management and various efficiency management attributes, this research project presents a unique strategic framework that offers a structured approach to support airport holding bodies. Research primary data were collected following semi-structured interviews with senior construction project managers of airport operators within three distinct airport organisations in terms of their ownership structures. The resultant findings provide insight into the many differences between the case studies in term of project management practices. Furthermore, an explanation of the key practices that influence the occurrence of project success were identified. This doctoral investigation identified there is a need for flexibility and scalability aligned with adopting the strategic framework and engaging its conceptual application with actual management and controlling practices. In essence, the research framework was developed for each category of airport organisation, where an airport organisation is encouraged to focus its efforts on managing the most important framework components which are needed for effective improvement of management practices and, accordingly, to achieve expectations. The resulting theoretical framework provides a unique tool for airport operators to apply their project management knowledge effectively in order to realize complex projects and to secure potential efficiency gains. This study therefore provides a novel theoretical insight into the strategic management of human resources during airport construction projects. The primary application of the strategic framework is concerned with managing and controlling existing airport construction projects, particularly refurbishment or extension projects, however this could be also applied to new airport construction projects where the factors affecting strategic management and strategic human resource management anticipated to be different to those studied during this investigation. This has paved the way for future investigations to be conducted to tackle this dichotomy and further understand the intriguing aspects of airport construction business.

A promulgação da Constituição Federal, em 1988, e do Estatuto da Cidade, em 2001, deram novos significados à Política Urbana Brasileira, tornando legalmente o Plano Diretor municipal o instrumento básico da política de expansão e desenvolvimento urbano das cidades brasileiras. Assim, além das cidades com mais de 20.000 habitantes, também aquelas com menor população, mas pertencentes a aglomerações urbanas, regiões metropolitanas, áreas de interesse turístico e ambiental ou de grandes empreendimentos passaram a necessitar elaborar seus planos diretores. Considerando que a rede urbana brasileira tem mais de 70% das suas cidades com até 20.000 habitantes, este trabalho discute o Planejamento e Gestão Urbanos nesses núcleos urbanos. O estudo de caso desenvolvido apresenta as cidades de Benedito Novo e Rio dos Cedros, localizadas no Médio Vale do Itajaí, no estado de Santa Catarina. A partir da análise da rede urbana na qual elas estão inseridas, dos processos de elaboração e revisão dos seus planos diretores, assim como do conteúdo das referidas leis buscou-se entender se o reconhecimento desses pequenos centros urbanos pelas políticas públicas federais, especificamente o Estatuto da Cidade, auxiliou no desenvolvimento urbano local. / The promulgation of the Constitution in 1988 and the Statute of the City in 2001 gave new meanings to Brazilian Urban Policy, legally making the municipal Master Plan the basic instrument of the policy of expansion and urban development of cities. Thus, in addition to cities with over 20,000 inhabitants, also those with smaller population but belonging to urban agglomerations, metropolitan regions, areas of tourist and environmental interest or large enterprises now need to prepare their master plans. Whereas the Brazilian urban network has more than 70% of its cities with up to 20,000 inhabitants, this paper discusses the Urban Planning and Management in these urban centers. The developed case study presents the cities of Benedito Novo and Rio dos Cedros, located on Médio Vale do Itajaí, State of Santa Catarina. From the analysis of the urban network in which they are inserted, the drafting and review of its master plans, as well as the laws of such content we sought to understand whether the recognition of these small urban centers by federal public policies, specifically the City Statute, assists in local urban development.

Para compreender a dinâmica de ocupação da bacia hidrográfica e seus reflexos na qualidade e quantidade da água do rio Claro foram processados dados de uso da terra de 1963/67 e 2001, bem como dados físicos-ambientais por meio de ferramentas de geoprocessamento. Foram também utilizados dados de pluviosidade, vazão e balanço hídrico para verificar o comportamento hídrico do rio Claro e análises de alguns parâmetros para determinar a qualidade da água. As classes de capacidade de uso predominantes foram a III e VI, com 48,35% e 34,5%, respectivamente. O principal conflito de uso identificado foi a utilização de áreas muito susceptíveis a erosão com atividade pecuária. O comportamento das vazões indica ligeira queda dos volumes médios diários e mensais. Com relação à qualidade da água, os índices coliformes e turbidez são os mais preocupantes. São urgentes políticas e ações efetivas, governamentais e da sociedade, na busca de alternativas de uso do território que não sejam conflitantes com a capacidade de suporte dos ambientes e sejam, ao mesmo tempo, social e economicamente viáveis. / The soil use in the high course on the watershed of Claro River has been considerably modified since the 1970-decade with the usage of the Latosoil and the plane and gentle-undulated relief waved by the mechanized agriculture of grains. In order to understand the dynamics of the watershed occupation and its effects on the quality and quantity in Claro River water data of soil usage was processed from 1963/67 and 2001, as well as, physical-environmental data through geoprocessing instruments. Also, pluviosity data, flow and hidric balance were utilized to verify the hidric conduct of Claro River and analysis of some parameters for determining its water quality. The predominant classes of land use capability were the III and IV kind, with 48,35% and 34,5% respectively. The main conflict of use identified was the usage of very susceptible erosion areas with cattle activity. The flow conduct shows brief decrease in the monthly and daily volumes. When it comes to water quality, coliformes and turbidity are facts with the deepest concern. Political, governmental and society effective actions are urgent to seek the alternatives of territorial use which are not disagreeing with the supportive capacity of the environment and are at the same time societal and economic practicable.

O presente projeto de pesquisa levantou e analisou os dados de demandas para diversos usos em sub-bacias das quais Jacaré-Guaçu, Jacaré-Pepira e Rio Claro que fazem parte da UGRHI 13 (Bacia Hidrográfica Tietê-Jacaré) e que deságua no trecho médio do rio Tietê, no reservatório da Usina Hidrelétrica de Ibitinga. O objetivo desta pesquisa foi fornecer resultados baseados em critérios técnicos científicos para auxiliar no processo de direito de uso da água subsidiando assim o respectivo Comitê de Bacias Hidrográficas que compõem a região de estudo na determinação das vazões de outorgas requeridas. Os dados das demandas de abastecimento público, dessedentação (pecuária), irrigação, industrial, diluição de esgoto doméstico e diluição de esgoto industrial, bem como a demanda para geração de energia da UHE Ibitinga, subsidiaram a entrada de dados no programa de simulação computacional MIKE BASIN. O programa MIKE BASIN encontra-se disponível no Núcleo de Hidrometria do Centro de Recursos Hídricos e Ecologia Aplicada da Escola de Engenharia de São Carlos da Universidade de São Paulo, e é composto de um sistema de informações geográficas, um modelo de simulação quantitativo capaz de integrar técnicas de otimização, e um banco de dados georreferenciado. Com o software MIKE BASIN foi possível identificar as disponibilidades hídricas para atender diversos usos dos recursos hídricos diante das crescentes demandas e das diferentes condições hidrológicas, definindo assim um planejamento para os diferentes usuários da água, minimizando os conflitos entre os usos múltiplos desta e quantificando o grau de compromisso existente entre eles. Por fim, os resultados foram apresentados através de gráficos, tabelas que podem subsidiar o comitê de bacia, auxiliando no processo de planejamento e gestão dos usos dos recursos hídricos para diversos cenários futuros. / This research project examined the data and raised the demands for various uses in sub-basins of which Jacaré-Guaçu, Jacaré-Pepira and Claro river that are part of UGRHI 13 (watershed Tietê-Jacaré) and reaching the average sentence Tietê river, the reservoir of the hydroelectric plant Ibitinga. The objective of this research was to provide results based on scientific technical criteria to help in the right to use water as subsidizing the watershed committee of the component to the study region in determining the flow of grant requested. The data demands of the public supply, livestock, irrigation, industrial, dilution of domestic sewage and industrial sewage dilution, and the demand for energy generation of HPP Ibitinga, subsidized the entry of data in the computer simulation program, MIKE BASIN. MIKE BASIN program is available at the Center for Hydrometers the Center for Water Resources and Applied Ecology, School of Engineering of São Carlos, University of São Paulo, and is composed of a geographic information system, a simulation model capable of quantitatively integrate optimization techniques, and a georeferenced database. With the software MIKE BASIN was possible to identify the available water to meet various uses of water resources in the face of growing demands and the different hydrological conditions, thus defining a plan for the different users of water, minimizing conflicts between the multiple uses of and quantifying the degree of compromise between them. Finally, the results were presented through graphs, tables that can support the committee of basin, assisting in the planning process and management of the uses of water resources for various future scenarios.

Visitor perspectives and experiences on outdoor recreation impacts, planning and management : A case study of the Jämtland triangle, Sweden

Outdoor recreation participation has increased during the Covid-19 pandemic and the Jämtland mountains have felt the impacts like many other geographical areas. Increased pressure from outdoor recreation risks of decreasing visitor experience and the physical conditions of the recreational landscape. The focused area of this study (the mountain area of the Jämtland triangle) experienced problems already before the Covid-19 pandemic hit due to increasing pressure from visitors as well as from differing interests among stakeholders. The pandemic has especially increased the visitor numbers and pressure from them. This study focused on the viewpoints of the visitors in relation to outdoor recreation impacts and their landscape and land-use perspectives. Moreover, their views on the possible future planning and management of the area, with emphasis on the management practices. Methods used to achieve the objectives were of embedded mixed methods (concurrent nested design): observations, contact cards and semi-structured interviews with the emphasis on qualitative data. Visible impacts in the landscape (crowding, litter, tear, and wear as well as impacts on the fauna) were discovered and that they were also experienced by the visitors to different degrees. In general, their experiences from the contact cards identified higher experiences on tear and wear of the trails as well as crowdedness. This was supported by the interview participants experiences, where each participant experienced erosion (tear and wear) and crowdedness to some degree, and numerous also noticed littering. Noise in both quantitative and qualitative aspect was only experienced to minor degree. The experiences of the visitors differed based on how many times the visitor had been in the area (besides their personal perspectives and values). In general people saw less impacts in the social and physical aspects during their first visit.The eco-strategies framework assisted the analysis of different users and user groups perspectives on the landscape, the land-use of the landscape and conflicts between different types of users (passive use “admire and enjoy the landscape” to the other end of spectrum “factory” of activities). Moreover, carrying capacity was used as a support of the analysis in combining the visitor experience, physical landscape, and the social limits. Besides viewing the public right of access as necessity, stronger restrictions and management practices were viewed as beneficial if these would help the nature recover from the outdoor recreation impacts. Inclusion of visitors and as many stakeholders as possible in the planning process was seen as beneficial. At the end, the results are reflected on in regard to future necessities planned by Länsstyrelsen Jämtlands län (2018). / <p>2022-01-22</p>

Modified Network Simplex Method to Solve a Sheltering Network Planning and Management Problem

This dissertation considers sheltering network planning and operations for natural disaster preparedness and responses with a two-stage stochastic program. The first phase of the network design decides the locations, capacities and held resources of new permanent shelters. Both fixed costs for building a new permanent shelter and variable costs based on capacity are considered. Under each disaster scenario featured by the evacuee demand and transportation network condition, the flows of evacuees and resources to shelters, including permanent and temporary ones, are determined in the second stage to minimize the transportation and shortage/surplus costs. Typically, a large number of scenarios are involved in the problem and cause a huge computational burden. The L-shaped algorithm is applied to decompose the problem into the scenario level with each sub-problem as a linear program. The Sheltering Network Planning and Operation Problem considered in this dissertation also has a special structure in the second-stage sub-problem that is a minimum cost network flow problem with equal flow side constraints. Therefore, the dissertation also takes advantages of the network simplex method to solve the response part of the problem in order to solve the problem more efficiently. This dissertation investigates the extending application of special minimum cost equal flow problem. A case study for preparedness and response to hurricanes in the Gulf Coast region of the United States is conducted to demonstrate the usage of the model including how to define scenarios and cost structures. The numerical experiment results also verify the fast convergence of the L-shaped algorithm for the model.
