Motivation in the Swedish Police Department : A qualitative study that investigates how the applied leadership tools correspond to Police Officers’ motivation factors.

For an organization to become successful, creating an attractive environment with an atmosphere that both encourages, as well as motivates its employees, is vital. Furthermore, when wanting the employees to reach their optimal performance, good leadership is crucial. A leader’s visions and goals should be communicated to the employees to obtain maximized results within the organization. The research focuses on the motivation within the Swedish Police Department and its existing leadership. This paper aims to analyse and investigate the main motivational tools that are used by the Police Chiefs within the Swedish Police Department for motivating their subordinates. There will also be an investigation of whether the tools used correspond to the officers’ underlying motivation factors.In this paper, three different divisions of the Swedish Police Department were investigated: Field Operations, Criminal Investigations, and Crime Preventions. The reason for using different departments in this study was primarily to better reflect the Swedish Police Department. To answer the research question, a qualitative research method was used along with a data-collection consisting of interviews with a total of twelve respondents. The results showed that the used leadership tools do not fully correspond to police officers' motivation factors.

The data examined are oral reports of the women, victims of violence, Who go to the Police Station for the Defense of Women in order to make a statement, written in the Boletim de Ocorrência and in the Termo Circunstanciado (Forms in which the statement is offically registered) made by the official police notary officer. To observe the institution, it is necessary to know its genesis. For this reason, I brought about the origins of the feminist movements, the political and social conquests obtained by women, including the creation of those special police stations to attend women in need. As theoretical foundation, I adopt the notions of Bakhtin and his circle about genre and dialogism and I discuss how these elements integrate themselves and are noticed in the discourse of the Police Station for the Defense of the Women. The reported speech in the process of reformulations appears as the main category of analysis. Quoting the three objects, we notice that the reformulation process from the oral to the written, from the day-to-day language of the women to the legal/juridical language (in the documents) modifies, erasing or adding information, i.e.:, gives more meanings to the utterance. The study permitted us to reflect upon the social roles that victims and notary officers assume in the interaction and the context of society; offering us the opportunity of verifying how the various voices organize themselves, characterizing the activity in the Police Station for the Defense of Women and, last but not least, it was possible to observe that, otherwise, the Police Station does not yet defend the women, but, supports, in its discursive practices, the discriminating values against them / O objetivo deste trabalho se concentra em três questões norteadoras: verificar como o processo de reformulação do oral para o escrito contribui para constituição de sentidos heterogêneos no discurso, identificar os elementos estáveis dos enunciados que não só compõem tema, forma composicional e estilo, como também caracterizam a atividade discursiva da Delegacia de Polícia de Defesa da Mulher e apontar as pistas lingüísticas e extralingüísticas que revelam as vozes no discurso da instituição pesquisada. Os objetos examinados são os depoimentos orais das mulheres vítimas de violência que vão à Delegacia de Polícia de Defesa da Mulher para registrar sua queixa, o Boletim de Ocorrência e o Termo Circunstanciado, registros escritos elaborados pelas escrivãs de polícia. Para observar a instituição, é necessário conhecer sua gênese. Cotejando os três objetos, nota-se que o processo de reformulação oral para escrito - da linguagem cotidiana da mulher para a linguagem legal / jurídica (constituinte dos documentos escritos) - acaba por modificar, apagar ou acrescentar informações, ou seja, atribui sentidos aos enunciados. O estudo permitiu refletir sobre os papéis sociais que vítimas e escrivãs assumem na interação e no contexto maior da sociedade possibilitando a verificação de como as diversas vozes se organizam, caracterizando a atividade discursiva da Delegacia da Mulher e, finalmente, foi possível constatar que, contraditoriamente, a Delegacia ainda não defende a mulher e sim sustenta, na sua prática discursiva, valores discriminatórios contra a mulher

Decoding NOPD's Thin Blue Line

The New Orleans Police Department history dates back to the 1800’s. Since its inception, the department has been pledged by misconduct, low morale, and low public opinion. This research used Akers Social Structure, and Social learning theory or SSSL to understand the socialization process of the department and determine if the process could attribute for misconduct, the blue wall of silence, and the thin blue line. A case study was conducted in which twenty former NOPD officers on the department from 1979 to 2004 were interviewed. They were only identified by race, gender, and the number of years on the police department. The interviews were transcribed coded and two themes emerged: “Journey to Blue” and “Cop’s Eyes.” Journey to Blue, was the transformation process to become a police officer. The steps involved the hiring process, the police academy, field training officers (FTO), mentors, and the early years on the department. Cop’s Eyes was the process of seeing the world as a police officer. It was determined training, experience, and social integrity were integral parts of being able to see the world as a cop. Cop’s Eyes became the way an officer sees the world both on and off-duty, they were not able to turn it on or off. Further, it was determined, socialization changes throughout decades, socialization influences policy violations, and officers rarely if ever see corruption. The academy was the beginning of the development of cop’s eyes, and field training officers were the primary source of socialization both good and bad. Future research would involve duplicating and comparative analysis of twenty former NOPD officers who were involved in misconduct.

Union Impact On Police Expenditures In Florida

The continued steady growth of public sector unions compels public administrators to understand the influence labor organizations exert upon local governments. The following study demonstrates the extent of union influence upon police expenditures in Florida. Union influence not only increases total police expenditures and personal services expenditures, it also causes operating expenses to rise. Union influence is less pronounced, and possibly even non-existent in capital outlays expenditures because of possible lack of interest on the part of the union in this area and also because of the existence of economically predetermined policies regarding capital outlays such as vehicle purchases. Public sector unions, by formalizing and enhancing the exit-voice phenomenon within government systems, influence the expenditures of local government. This influence manifests its presence specifically in local government expenditures. By examining the association between unionization and the level of expenditures in local government, this study attempts to illustrate the influence of unions upon local governments. Specifically, this study assesses the impact of police unionization has upon local government police department expenditures for municipalities in the state of Florida. A qualitative inquiry combines with a quantitative study to examine the extent of union influence on police expenditures in Florida.

Denna uppsats behandlar ämnet internkommunikation. Vi har valt att genomföra en undersökning om Polismyndigheten Värmlands internkommunikation då de innehar ett stort ansvar att bevara trygghet och säkerhet i samhället. Polismyndigheten har även stora krav på sig idag gällande dialog och grad av kommunikation inom organisationen för att effektivisera det polisiära arbetet. Syftet med denna uppsats är att erhålla en insikt om den interna kommunikationens funktion och hur den gestaltas utifrån chefernas och de anställdas perspektiv. I denna uppsats använder vi oss utav relevanta teorier inom organisationskommunikation, internkommunikation, organisationsidentitet, organisationskultur och kommunikationsmodeller. Vårt tillvägagångssätt för att besvara uppsatsens syfte var att använda oss utav två skräddarsydda frågeställningar för att möjliggöra en helhetsbild och en djupare insikt på våra utvalda teoretiska områden. ”Hur upplever cheferna på polismyndigheten Värmland internkommunikationen?” ”Hur upplever de anställda på polismyndigheten Värmland internkommunikationen?” I denna undersökning använde vi oss av kvalitativa samtalsintervjuer och en kvalitativ fokusgrupp. Det resultat vi lyckades utvinna visade att internkommunikationen hos de utvalda cheferna och anställda upplevdes som både positiv och negativ. Polismyndighetens internkommunikation har enligt cheferna genomgått en positiv utveckling. Dock finns det rum för förbättring då det upplevs vara svårt att förmedla information som även filtreras på ett felaktigt sätt och skapar missförstånd. The main purpose of this bachelor thesis is to obtain insight about the internal communication functions and how it is presented from the managers as well as the employees perspective. In this thesis we are using relevant theories regarding organizational communication, internal communication, organization identity, organization culture and communication models. Our approach to answer the purpose of this thesis was to use two customized questions to enable us to get a overall view and a deeper insight of our chosen theoretical framework. “How do the managers perceive the internal communication in the police department of Värmland?” “How do the employees perceive the internal communication in the police department of Värmland?” In this study we used qualitative interviews and a qualitative focus group. The result we obtained, showed that, internal communication with the chosen managers and the employees had both positive and negative experiences. The police department of Värmland's internal communication has gone through a positive development according to the managers. According to the managers, the police department of Värmland has a healthy working environment that offers good possibilities for dialogue between management and employees, and also clear guidelines for how the internal communication has to be conducted. However, there is room for improvement, since some experience it to be hard to communicate information that filters wrongly and creates misunderstanding. But the employees gave us a completely different picture since the daily work characterized in injustice, faulty internal communication that creates confusion and difficulties to get an overview about who has what responsibilities in the organization.

The New Orleans Police Department: Melding Police and Policy to Dramatically Reduce Crime in the City of New Orleans

In 1996, the New Orleans Police Department implemented the COMSTAT management and accountability style of policing. Within three years of that implementation, murder was cut by over fifty percent and violent crime fell by nearly the same amount; overall crime was cut by over one-third compared to just three years ago. This dissertation seeks to explore the reasons crime declined so rapidly in New Orleans post-COMSTAT implementation, compared to crime in the rest of the country. Drawing on political and criminological theories of policing as well as sociological theories, variables unique to each set of theories were identified and tested alone and against competing explanations. Utilizing higher-ordered time series methodology, two analyses were conducted. The first utilized interrupted time-series analysis to identify the nature of COMSTAT's impact on New Orleans' crime trends, measured as changes in the current quarter compared to the same quarter of the preceding year. The results show that while COMSTAT had a significant impact on the crime trends, the effects were short-lived. The second analysis utilized traditional time series methodology to examine the impacts of the individual variables on the overall crime trends. The results show that while policing variables and sociological variables have little effect on the overall crime trends both individually and when tested together, the findings indicate policing variables play a larger role than sociological variables when included together. As another independent test of the effects of crime, public opinion data obtained via the University of New Orleans' Survey Research Center from 1986-2004 show that the public was very positive towards the NOPD's efforts in dramatically reducing crime and fear of crime in New Orleans during this period. The overall results for policy makers then indicates that reductions in crime resonate positively with city residents and future policy decisions should be made with that goal in mind.

Exploring the representation of women in leadership positions in metropolitan police departments

This study explores the representation of women in leadership positions in Metropolitan Police Departments (MPDs). Historically, the police career was male dominated and women were not allowed to work in the police. Democracy, changes in law, and societal beliefs opened policing as a career to women. Various legal frameworks provide for gender equality, therefore equal gender representation in the workplace is a developmental goal in South Africa. The Commission on Employment Equity (CEE, 2015) of South Africa reported that women comprised 44.8% of the economically active population, yet males were still in charge of senior management positions in South African companies. The 2015 South African Employment Equity Report indicates that women hold only 29.5% of top level management positions and 30.7% of senior management positions (CEE, 2015). These results are lower than the government’s mandated target of 44.4% management positions reserved for women. The MPDs (2017) indicated that, out of a sample of 600 women, 91 are in leadership positions. The current gender representation in MPDs’ leadership positions forms this study’s problem statement. This study is qualitative in nature. Twenty-five South African women from the Gauteng Province from Ekurhuleni, Tshwane, and Johannesburg MPDs were interviewed. The transformative approach was used to inquire on participants’ experiences and views about gender representation, as well as women’s advancement to leadership positions in the MPDs. Data were analysed using Atlas.ti™. The results showed that culture, stereotypes, and physical fitness were perceived as barriers that hindered the representation of women in leadership positions. Furthermore, sexual and verbal harassment, bullying, discrimination against female officers at the workplace, and unimplemented policies and procedures were also hindrances. The participants recommended that the South African MPDs review human resource practices and policies to promote a positive and constructive work environment for all employees. / Police Practice / D. Police and Citizens' Perceptions of Community Policing in Richmond, Virginia

Community policing is an initiative that requires public cooperation and participation to be successful. Little is known, however, about police and citizens' perceptions of community policing and its impact on Richmond, Virginia neighborhoods. Using policy feedback theory as a lens, the purpose of this phenomenological study was to explore and gain a better understanding of RPD's and Richmond citizens' perceptions of community-oriented policing strategies in Richmond neighborhoods. Research questions focused on how officers and citizens perceive the impact of community policing strategies and the specific strategies they viewed as most successful in building public trust. Data were collected from a purposeful sample of 7 police officers and 4 residents who participated in unstructured telephone interviews. Data were inductively coded and subjected to thematic analysis. Key findings revealed that both police and citizen participants believe community policing strategies have increased visibility of police and improved community trust and public support associated with crime, safety, transparency, and accountability between officers and citizens. Findings further revealed that participants believe that community policing has achieved the goal of removing barriers to community collaboration with law enforcement. Finally, officers in this study proposed the development of an additional unit focusing on government-funded housing areas in the City of Richmond with high crime rates. The results of this study contribute to positive social change by offering practical strategies and policy suggestions for stakeholders in Richmond who want to foster collaborative relationships between police officers and community members.
