Private security costs as a tax deduction for individuals in South Africa

The high levels of crime in South Africa are a popular topic of conversation amongst South Africans. As a result of the high levels of crime in South Africa, many South Africans employ private security companies in order to protect themselves and their property. The opinion exists that these private security costs should be allowed as a deduction against their taxable income. The study investigates certain factors that may influence crime, the private security industry and these companies’ perception on the duties of the South African Police Service. In order to determine private security companies’ perception on the duties of the South African Police Service, a questionnaire was conducted. The results reflected not only that private security companies are more effective and proactive in the prevention of crime, but also that they have a faster reaction time to emergency calls than the South African Police Service. This can lead one to argue that it has become a necessity to incur private security costs in South Africa. It also discusses current South African tax legislation in comparison with international trends. The study concludes whether the deduction of private security costs for the individual against taxable income is allowed in South Africa. AFRIKAANS : Die hoë vlakke van misdaad in Suid-Afrika is ‘n gewilde onderwerp van bespreking onder Suid-Afrikaners. As gevolg van die hoë vlakke van misdaad in Suid-Afrika stel baie Suid- Afrikaners privaat sekuriteitsmaatskappye aan om hulself en hul eiendom te beskerm. Menige Suid-Afrikaners is van mening dat hierdie privaat sekuriteitsuitgawes as ‘n aftrekking teen hul belasbare inkomste toegelaat moet word. Die studie ondersoek sekere faktore wat misdaad kan beinvloed, die privaat sekuriteitsmaatskappy industrie en hierdie maatskappye se opinie van die Suid-Afrikaanse Polisiediens se verantwoordelikhede. ‘n Vraelys is gebruik om privaat sekuriteitsmaatskappye se opinie rakende die verantwoordelikhede van die Suid-Afrikaansie Polisiediens te bepaal. Die resultate dui daarop dat privaat sekuriteitsmaatskappye nie net meer effektief en proaktief is in die voorkoming van misdaad as die Suid-Afrikaanse Polisiediens nie, maar ook dat hulle ‘n vinniger reaksietyd het na ‘n noodoproep ontvang is. Dit kan tot aannames lei dat dit ‘n noodsaaklikheid geword het om privaat sekuriteitsonkostes in Suid-Afrika aan te gaan. The challenges facing members of the South African Police Services in peacekeeping missions in Africa

South Africa's peacekeeping role emerged within the context of a changed landscape in Africa. The colonial legacy, the struggles against colonial rule and its subsequent replacement with post-colonial independent governments, shadowed by a global Cold War, ended in the early 1990s. These internal conflicts manifested themselves in violent armed rebellion between governments and opposition or militia groups. The roles and responsibilities of the police during peace-mission operations evolved from merely monitoring host nation police agencies, to reforming, restructuring and rebuilding police forces destroyed by war. United Nations police have assumed primary responsibility for maintaining law and order across all missions, where they play diverse and critical roles in the effort to re-establish the rule of law in states attempting to transition from war to a peace that produces safe and stable societies. The face of peacekeeping has changed from what was commonly known as traditional peacekeeping to being multidimensional in nature. The reason for this change is because the conflict that is taking place currently is no longer that of one country against another country, but is mostly an intra-state situation. The mandate for peacekeeping emanates from the United Nations continental body, i.e. the African Union, Regional Economic Communities, as well as the South African national legal framework. This research was conducted with the purpose of determining the extent of the challenges that the South African Police Service members are faced with during peace missions. The researcher recommends that further research be undertaken to focus on the following aspects: the role of South African Police Service members in Election Observer Mission and the challenges experienced during that kind of mission. The use of the Automated Fingerprint Identification System to improve the quality of service rendered by the South African Police Service on the East Rand

The globalisation process that drives the progression and trans-national nature of crime requires that the police should use sophisticated and/or state-of-the art technologies to help them to combat criminality. The use of technology by the police is thus viewed as one of the appropriate responses to deal with the threats posed by crime. In an attempt to ascertain the significance of technology in police work, this research examined the impact that the use of biometric technology such as the Automated Fingerprint Identification System, has had on the quality of seiVices rendered by the South African Police Service. Following the police's task of identifying criminal fingerprints, the problem encountered in this research was that, ever since the introduction of the Automated Fingerprint Identification System, no research had been conducted to assess the impact thereof on the level and quality of seiVices rendered by the South African Police SeiVice. This problem was further intensified by the fact that there was no framework to assess the impact that the utilisation of the Automated Fingerprint Identification System has had on police work in South Africa. Consequently, the problems that were identified in this research compromised not only the quality of seiVices rendered by the police, but also the safety and security within communities. The findings in this research showed that the utilisation of biometric technologies such as the Automated Fingerprint Identification System have helped the police to accurately identify and arrest criminal suspects. However, some of the conclusions reached suggested that the quantitative aspect of the utilisation of biometric systems and the elated portable apparatuses within the South African Police Service was emphasised more than the qualitative aspect thereof. The emphasis was evident in the statistics regarding the use of the Automated Fingerprint Identification System, which focused primarily on police productivity and to a lesser degree on accountability related issues. This study espoused a qualitative paradigm and the investigations in the research were focused on the East Rand policing precinct. The participants who informed this research were selected from the research population using random and purposive sampling techniques. In the same way, the data that informed this research was collected using semi-structured interviews and an in-depth review of the literature on policing and its utilisation of the different technologies. The research espoused social constructivism and phenomenology as the philosophical worldviews of choice to form constructivist phenomenology and to attain theoretical triangulation. Moreover, evaluation research and a case study were espoused as the research designs of choice, to attain methodological triangulation. The various triangulation techniques espoused in this research project were critical in attaining quality assurance in terms of the research methodology applied. In the same way, a myriad of qualitative techniques such as dependability, transferability, confimability and credibility were also employed in order to ensure that the integrity of the data that was collected in this study remained intact. Finally, the data that was collected to inform this research was analysed using the qualitative content analysis technique. The psychological effects experienced by computer forensic examiners working with child pornography

Convergence of technology has made access to the Internet faster, easier and cheaper. Criminals, including paedophiles, child abusers and pornography traders make use of this technology to commit criminal offences. Computer Forensic Examiners (CFEs) are members of the Cyber Crime Unit, a professional, specialised unit of the South African Police Service (SAPS) who are responsible for computer forensic examination including the investigation of child pornographic images. The aim of the study was to seek understanding on what psychological effects the CFEs experienced when working with the images and was conducted from within the social constructionism and the narrative frameworks. The images had a severe impact on the CFEs as was clearly uncovered in the stories of six CFEs who participated in this study. The participants' stories were recorded and transcribed after which the application of thematic content analysis found that the participants all suffered similar negative effects. These findings were integrated with the findings of a focus group as well as with the findings of a similar study that was conducted during the same time by the Crimes against Children Research Center at the University of New Hampshire and resulted in identifying symptoms of trauma and stress experienced by the CFEs. Perceptions and experiences of investigators in the SAPS regarding the application of polygraph in criminal investigations

In spite of the SAPS having a dedicated polygraph capacity since 1998, little research has been conducted with regard to the use of the polygraph in criminal investigations. Consequently, the aim of this research was to focus on the perceptions and experiences of investigators in the SAPS regarding the application of polygraph testing in criminal investigations, the application of the polygraph as an investigative aid, the extent to which it is used by SAPS investigators to resolve criminal cases opened by the general public and/or in internal departmental criminal investigations; and whether or not it has helped to solve cases by giving direction and/or focus to the investigator when an investigation is at an impasse. A qualitative research approach was conducted among investigators within the SAPS. The research design selected for this study was grounded theory. The sample consisted of twenty investigators, ten of whom had previously used polygraph examinations in their investigations and ten of whom had not. Data was collected from interviews, document analysis, field notes and memoranda which presented and detailed the perceptions and experiences of investigators in the SAPS regarding the application of polygraph tests in criminal investigations. / Criminology and Security Science / M.A. (Criminology)

The social construction of crime reality : a comparative content analysis of local newspapers and crime statistics, Gaborone 2016-2017

This study examines the construction of crime reality by The Voice and The Midweek Sun newspapers by means of a content analysis and involved the exploration of violent crime news reporting, measured against police statistics. The two publications, The Midweek Sun, and The Voice newspapers, were quantitatively and qualitatively analysed to identify the types of violent crimes reported and to determine any differences they may have compared to the Botswana Police crime records, between themselves, and on how they framed or depicted violent crimes. The results were collected using a coding sheet, new story analysis form and analysed against official police records to determine any inconsistencies that may have existed between the crimes covered by two newspapers and police statistics. The qualitative analysis involved a coding sheet to identify lexical features and rhetorical devices in the headlines. The lexical units included compound words and fuzzy words. The rhetorical elements scrutinised included metaphors, alliteration, rhyme, puns, and idioms. The research analysed the news headlines. The study will assist in shedding light on the accuracy of crime news reporting, levels of sensationalism, overreporting or underreporting of violent crimes. / Communication Science / M.A. (Communication)

Coaching in the South Africa Police Services: a practical theological study of the Soweto East cluster and its satellites

Summaries in English, Afrikaans, Tsonga and Zulu / This study was driven by an observation by the Chaplain’s office in the Soweto East Cluster and its satellites for the need of a practical theological coaching intervention between the SAPS management and officers on the ground. The coaching intervention mentioned above would be focused largely on the challenge of the mental anxiety caused by the nature of work carried out by the SAPS in relation to its intentions to make the nation a more safe and secure environment for the citizens of South Africa. Naturally, the men and women who staff the SAPS are as human as the rest of us and therefore their state of mental health must not be separated from the rest of the nation. While the intervention is seen as necessary, it is not a replacement of other highly specialised interventions within the SAPS; it must be considered as complementary in the context of a socio- scientifically informed Practical Theology. The Zenith of Its contribution is therefore an attempt to harness the spirituality of officers in concurrence with the psychological and emotional aspects of their work. The study proceeds from the assumption, ‘no work unit is an island,’ thus, it argues for a dynamic synthesis of a practical-theological and psychological interaction of resources in the context of a systems thinking framework. While there are no rigid patterns in the dynamic work of the SAPS, an informed coaching mechanism will provide an informed theoretical synthesis for a robust on-the-ground decision-making process when urgently called upon. This study contends that, this is a paradigm shift from the traditional patterns of top-down management that so often lead to crises situations. The Chaplain’s office is seen as a strategic partner in this initiative given its non-threatening placement within the SAPS systems of work in relation to highly specialised services. / Hierdie studie was gedryf deur n waarneming by die kapelaan se kantoor in die Soweto Oos area en die satelliet kantore vir 'n behoefte van n praktiese teologiese afrigters intervensie tussen die SAPS bestuur en offisiere op grond vlak. A legal analysis of the study of the scientific evidence of Deoxyribonucleic Acid (DNA)

This study analyses how DNA evidence can be distorted by the behaviour of criminal investigators and role-players within the Criminal Justice System (CJS). This has a negative impact on justice resulting in further criminality. The study has resulted in revelatory weaknesses owing to constitutional violations which cause sound evidence to become futile as it will not be admissible in court. Justice is aborted. The researcher has further explained the properties of the pertinent terms, such as: mental illness, psycho-social functioning, DNA, forensic investigator, forensic psychology, and courts. Concepts are building blocks, hermeneutical distortion leads to the frustrating of what justice intends and this, in turn, leads to poor criminal investigation performance. It is submitted that not only ineptness, but also deception possibly evolves from genotypic to phenotypic type which causes unwelcome behaviour within the criminal justice system to surface. The aim of this study is to determine if newspaper articles on Cash-in-transit robbery can be a source of intelligence. The researcher identified sources which can be used for data collection that could be turned into intelligence. Electronic newspaper articles were explored and turned into informative documents in terms of information that can be gathered about cash-in-transit robberies. The researcher discussed the available sources of intelligence and intelligence that can be gathered through newspaper articles. The researcher conducted the study with the purpose of exploring, describing, and empowering. Exploring existing method used to gather intelligence on crime and CIT robberies, exploring and the topic under investigation the by consulting national and international sources and local newspaper articles, in order to obtain new knowledge on the problem, exploring if newspaper articles could provide intelligence on CIT robberies, by examining existing literature to gather information about the sources of intelligence. Furthermore, the researcher also wanted to describe how newspaper articles can be used in the investigation of CIT robberies. Lastly, to ensure that this research is made available to other researchers who have an interest in exploring the sources of information and the crime intelligence-gathering process. Crime in South Africa is very close to getting out of control. There is a dramatic increase especially in violent crimes such as murder, hijacking, business robberies, house robberies, rapes and armed robberies where innocent people get killed daily. This has the public shivering in fear. The South African Police Service are responsible for the prevention and investigation of all crimes committed. The Detective Service has the unpleasant task of hunting down the criminals that are responsible for committing these crimes. When a crime is committed and a suspect is arrested, the detectives must use all techniques and methods available to them to connect the suspect with the crime. The positive linkage of a suspect with a crime can lead to a conviction in court and one less criminal on the streets of South Africa. One technique that can be used is pointing out of a crime scene.
