Policy Windows and Changing Arrangements: An Analysis of the Policy Process Leading to the Colleges of Applied Arts and Technology Act, 2002Charles, Anne Caroline 30 August 2011 (has links)
This case study focuses on Ontario higher education policy and the Colleges of Applied Arts and Technology (CAATs). A sequence of policy shifts occurred during the last decade of the twentieth century and the early years of the new millennium. By 2002, the Government of Ontario had reviewed its position with regard to baccalaureate degree credentials being the exclusive domain of publicly supported universities. Governance arrangements for the CAATs had also changed. The new policy framework was set with two pieces of legislation, the Postsecondary Education Choice and Excellence Act, 2000, and the Ontario Colleges of Applied Arts and Technology Act, 2002. The purpose of this case study is to explain why these policy changes occurred.
To facilitate inquiry, John W. Kingdon’s Multiple Streams Model was used as a platform and lens to guide data collection and organize the findings. For Kingdon, policy is the outcome of a complex pre-decision process that requires the ‘coupling’ of the problem, policy, and political streams at the time of an open policy window. A qualitative approach was adopted, and primary and secondary documents covering the period 1990 to 2002 were collected. In addition, in-depth semi-structured interviews were conducted with key policy actors and policy entrepreneurs.
The study found evidence to support the Multiple Streams Model's contention of streams of processes. However, with respect to this study, two types of policy problems were found flowing in the problem stream: macro-structural policy problems shaped conditions and the scope of options available with respect to policy goals and policy solutions; and micro-specific policy problems were localized, actor identified, constructed, and linked to specific interests. The study also found that historical institutional structures, and intermediate institutions, had a significant impact on policy development. The policy changes occurred as the result of two open policy windows, and in both instances, policy entrepreneurs were able to couple the policy streams to effect change. In view of the findings, a Structured Dynamics Model of Policy Development is offered as an explanation of the policy changes and for consideration in future inquiry.

Text in English / In line with the World Summit on the Information Society and with the expectation that this would enable them to advance their development and improve the lives of the population, almost all the Southern African Development Community (SADC) countries had developed national information and communications technologies (ICT) policies. The purpose of this doctoral research was to investigate the theoretical underpinning(s) of the national ICT policies of the SADC countries in order to develop a theoretical framework for building an information society for development.
The research employed a grounded theory design, utilising the NVivo11 software as a tool to support the analysis of the national ICT policies for the selected 12 of the 15 SADC countries, as well as the interviews of five knowledgeable informants. Content analysis and open-ended interviews were the research methods applied sequentially to develop the Capacitating Theory for Building the Information Society for Development (CaTBIS-4D) for SADC countries, which is the core of the theoretical framework that this thesis proposes.
The research found that building an information society continues to remain relevant for SADC countries, and its achievement is dependent on capacitating human, infrastructure and financial factors. Significantly, the research concluded that the perceived failure of the information society project within the SADC countries is due to the arcaneness or obscurity of the recognition that development and the information society mutually reinforce upon each other such that the improvement of one contributes to the advancement in the other. Based on the research findings and conclusions, this research proposes a framework that contends that to build an information society for development, it is necessary/ crucial to capacitate the human, infrastructure and financial factors by focusing on identified economic sectors and social categories within an effective governing and implementation monitoring environment. The research recommends that as the national ICT policies within SADC countries are updated and implemented, the framework proposed in this research be utilised as a basis. Furthermore, the research recommends that the broadest range of local role-players should participate in the information society development project to ensure its endurance and relevance. / Information Science / D. policy development and implementation at two selected universities in Uganda.
The rationale for the study was to describe the policy development process and to identify how such institutional policies can be planned, operationalised, monitored and evaluated.
The study used a qualitative approach which involved key informant interviews and
focus group discussions. The selected institutions were Makerere University Kampala
(MUK)and Mbarara University of Science and Technology (MUST).
The findings show that MUST have a comprehensive HIV/AIDS Institutional Policy (HIP)
which followed several stages during policy development. The basic stages identified
were policy formulation, policy adoption, policy implementation and policy evaluation.
The findings also show that MUST have a comprehensive implementation plan.
In contrast, MUK had no record of the HIV/AIDS institutional policy development
process. However, MUK had implemented the policy successfully through the

Key Performance Indicators' Effects on Public Sector Infrastructure Project Efficiency in GrenadaGeorge, Kelvin Michael 01 January 2019 (has links)
Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. This qualitative case study sought to understand the role of management key performance indicators (KPIs) on public sector infrastructure capital project efficiency on the island of Grenada. An institutional assessment and development framework and a classical management theoretical framework methodology were used to explore the effects of management KPIs on public sector infrastructure capital projects efficiencies in developing countries. The research incorporated a constructivist philosophy that underpins the evaluation and perception of the government, the National Water and Sewerage Authority (NAWASA), project teams, systems, and stakeholders. A purposive sampling strategy with elements of snowballing was used to obtain 12 representative participants for interviews, and a systematic approach of transcribing, coding, and thematic analysis was done. Findings indicate inadequacies in the BSC performance measure system on infrastructure projects, which justifies the use of comprehensive management KPIs. Positive social change implications of this study include recommendations for comprehensive management KPIs and policies to improve public sector infrastructure project efficiency in Grenada.
