Politisk ledarskapsstil : Om interaktionen mellan personlighet och institutioner i utövandet av det svenska statsministerämbetet / Political Leadership Style : On the Interaction between Personality and Institutions in Shaping the Performance of Swedish Prime Ministers

This dissertation examines key characteristics and factors shaping the leadership style of Swedish Prime Ministers (PMs). Based on the research of the American presidency, an interactionist framework is developed which draws upon institutional theory and political psychological theory. The analysis is advanced by exploring multiple sources and is based on four cases of leadership styles:  two single party Social Democratic PMs, Ingvar Carlsson and Göran Persson, as well as two center/right coalition PMs, Thorbjörn Fälldin and Carl Bildt. Leadership style is studied through a focused comparison of the PMs’ performance of four functions. Thus, the four PMs are studied as staffers and organizers of the cabinet and the Government Offices, decision makers, communicators and crisis managers. The results indicate that the office of the PM is elastic, accommodating a wide-ranging variation of leadership styles. The Social Democratic PMs display the most uniform leadership styles, but, rather surprisingly, they also have the most dissimilar leadership styles among the four cases. The center/right PMs’ approaches differ to a great extent from one another, displaying mixed forms of leadership styles. The analysis explains how the PMs’ leadership styles are shaped based on the interaction between their distinct personal characteristics and surrounding institutions. Thus, the dissertation concludes that leadership theories developed in a presidential setting are largely applicable in a parliamentary setting and that political behavior is not dictated by institutions such as formal structures or norms. The results encourage a reassessment of how personality, as an explanatory factor, is applied in mainstream political science. Furthermore, the analysis highlights the need for reconsidering the presidentialisation thesis and the notion of dominant leadership as there are alternative pathways to prime ministerial influence which are disregarded in the debate.

Les analyses sur la concentration des pouvoirs autour du président dans les systèmes politiques argentin et français, occupent une place importante dans les discours juridiques et politiques des dernières années. Or, malgré l'existence d'un constat similaire fait par les juristes et politologues argentins et français, il est possible de parler d'un manque de travaux comparatifs. En raison de cela et compte tenu d'une perception commune de l'existence d'une telle concentration des pouvoirs autour du président dans ces États ayant une structure constitutionnelle différente, l'application de la méthode comparative pourrait être à l'origine de l'élaboration de réponses intéressantes aux questions posées par chaque système politique. Elle pourrait éclairer le phénomène de présidentialisation, qui semble dépasser la dimension purement structurelle-constitutionnelle. Ainsi, la présidentialisation (soit à l'intérieur des pouvoirs exécutifs, soit dans les rapports entre pouvoir exécutif et pouvoir législatif) conduit à minimiser les différences parmi les structures constitutionnelles adoptées dans chaque État / Studies about presidentialization of Argentine and French political systems hold an important place in recent academic and political studies. However, despite such an acknowledgement, there are no comparative studies about Argentine and French experiences. The presence of a similar phenomenon in both countries –presidentialization- seems to prove that comparative method might offer interesting answers to questions posed by the presence of a similar concentration of power around presidents in countries whose constitutional structures differ. Thus, presidentialization appears to minimize the importance of such differences and takes into account the relevance of political systems

Depuis 1968, la gestion des universités françaises connaît de nombreuses et diverses évolutions. En 2007, l’adoption de la loi relative aux Libertés et Responsabilités des Universités, donne à la gouvernance une nouvelle orientation philosophique et pratique. Celle-ci consacre désormais l’affaiblissement du législatif face à l’exécutif et le renforcement des pouvoirs du Président de l’université qui s’appuie davantage sur une stratégie managériale. Ce nouveau contexte bouleverse l’équilibre des pouvoirs institutionnellement établis dans le champ universitaire. Cette évolution engendre une tension entre la présidentialisation connotée de la logique managériale et la collégialité qui constitue la base historique de l’administration des universités françaises. Le rôle réel de la représentativité dans la gouvernance des dites universités est ainsi posé. Trois universités de tailles différentes, Strasbourg, Limoges et Nîmes font l’objet d’une étude à partir d’entretiens semi directifs avec les acteurs concernés par le « rôle de la représentativité dans la mise en oeuvre et la dynamique de la gouvernance des universités ». / Since 1968, management of French universities has many and various developments. That law now shifting the weakening of the legislative face to the executive and the strengthening of the powers of President of the university who leans more on a managerial strategy. This new context upsets the balance of power institutionally established in the university field. This evolution engenders a tension between the Presidentialization connoted by the managerial logic and the corporatism which constitutes the historic basis of the administration of the French universities. This is the real role of representation in the governance of these Universities. Three universities with different sizes, Strasbourg, Limoges and Nimes are the subjects of a study from semi-directive interviews with The Concerned Actors For The "role of representation in the implementation and dynamics of the universities governance."
