Processarbete inom den offentliga sektorn : En kvalitativ studie om implementationen av ett processtöd på en statlig myndighet

The County Administrative Board of Västerbotten is a complex organisation with ties to both the nearby municipal offices and the Swedish government. The government put high demands on the County Administrative Boards in the country when it comes to the time of processing different cases. During October 2017, a suggestion was submitted to the parliament considering the Boards’ processing times of cases being too long and sporadic, where they proposed that continuous work regarding effectivity in their work processes would help reduce the time and irregularity. The County Administrative Board of Västerbotten, with the help of the Bitstream project, decided to implement a new unit, a type of Project Management Office (PMO), in 2018 which was tasked to offer support and tools for the other units’ work processes. Bitstream is a Swedish-Norwegian project, which includes a collaboration between Umeå University, as well as several municipalities in northern Sweden, with the purpose of creating innovations in business modelling within the public sector. The unit, called process support, contains six employees whom originated from the unit for regional growth, and their task is to help the Boards’ units determine their processes during cases to resolve which sub processes are not time efficient. They also help identify the processes that are valuable for the client, which processes are necessary but does not create value, as well as those that do neither. While the implementation and the results of the process support have been fairly successful, the enforcement of the unit proved to be ineffectual, with several complications occurring. This study aims to research the best possible prerequisites to productively implement and administer a Project Management Office in the public sector. Due to most research on PMOs being focused on businesses and not state organisations, the need for such a study is present. Through interviews with five of the County Administrative Board of Västerbotten’s employees, documents from the Board and Bitstream project, and related research on PMO, we display several proposals of change the Board should apply as well as the prerequisites needed to effectively implement and administer a PMO in a state organisation.

I dagens konkurrensutsatta marknad är det en nödvändighet för organisationer att kontinuerligt effektivisera sina affärsprocesser med avgörande betydelse för tillväxt. Eftersom dessa processer är essentiella byggstenar för en organisations framgång har systemstöd avseende processmanagement blivit en viktig faktor i strävan efter att uppfylla organisationens mål och förbättra sin konkurrenskraft. Med detta i åtanke är det intressant att studera i vilken grad workflowsystem kan bidra till att förbättra organisationers affärsprocesser. Mot bakgrund av dessa snabbskiftande marknadsförutsättningar kommer studien behandla processrelaterade systemstöd med syftet att undersöka situationen för samtidens workflowbaserade optimeringar och utröna framtida visioner gällande automatisk processmanagement. Undersökningen har utförts genom en kvalitativ kund- och marknadsanalys avseende IT-företaget Medius AB där intervjuer, deltagande observationer och dokumentstudier legat till grund för en abduktiv analys. Företaget är en leverantör av processrelaterat IT-stöd och den övergripande affärsidén är att med hjälp av system förenkla och automatisera organisationers skilda processer. Studien visar bland annat att leverantörserbjudanden och definitioner gällande processmanagement skiljer sig åt globalt och nationellt och att det i dagens konkurrensutsatta marknad är svårt att motivera processer utöver sådana som genererar en direkt organisationsnytta. Vidare framkommer trender inom processmanagementområdet, bland annat Case Management, Business Process Management och outsourcing av organisationsprocesser. Studien visar också att den framtida workflowmarknaden förutspås innehålla produkter som stödjer hela organisationer involverandes partner, leverantörer och kunder och inte endast interna processer. / In today's competitive market it is a necessity for organizations to continuously improve their business processes which are critical to growth. Since these processes are essential for organizational success it has become important to support them via information systems in order to meet organizational goals and to improve competitiveness. Thus it is interesting to study to what extent workflow systems can help improve organizations' business processes. In light of these rapidly changing market conditions, this study will examine process-related system support with the aim to investigate the situation of today's workflow-based optimizations, and explore future visions regarding automatic process management. The study was conducted through a qualitative customer and market analysis for the IT company Medius AB, where interviews, participant observations and document studies formed the basis of an abductive analysis. The company is a supplier of process-related IT support and its overall business concept is to offer systems to simplify and automate organizations' separate processes. The result of this study shows, for example, that the definitions and offerings from the vendors differ globally and nationally, and that it is difficult in today's competitive market to justify processes other than those that generate direct organizational benefits. Furthermore, different trends in the field of business process management have been identified, a few examples being Case Management, Business Process Management and outsourcing of organizational processes. The study also shows that the future workflow market is predicted to contain products that support the entire organization and not only specific processes, including partners, suppliers and customers.

Hälsofrämjande insatser på regionalnivå  Hur såg det ut under Covid-19 / Health promotion initiatives at regional level- How did it look like during Covid-19?

Syftet med den här studien var att undersöka möjligheten till hälsofrämjande insatser under Covid-19 pandemin i tre regioner i Sverige. Studien var en kvalitativ explorativ intervjustudie. Studien baseras på strategiskt urval och antalet i urvalet blev totalt fem informanter, vilket var strateger från tre regioner i Sverige. Vid datainsamling användes semi-strukturerade intervjuer som genomfördes digitalt och med en frågeguide. Innehållsanalys användes för att analysera materialet. Huvudresultatet i studien visade att strategerna har upplevt förändring i arbetssättet under pandemin. Strategerna upplevde att de har haft stöd i organisationen. De har uppfattat att intresset för frågor om folkhälsa har ökat. Deras synsätt på hälsofrämjande arbete uppfattade strategerna för egen del varit oföränderlig, då det har varit lika viktigt med det hälsofrämjande. Strategerna upplevde stundvis att de har varit beroende av att verksamheterna runt om varit i gång under pandemin, inför samverkan. I det fall där samverkanspartners varit tvungna att omprioritera arbetena har detta resulterat i att samverkan försämrades.  Slutsatsen är att strategerna uppfattade begränsning i vad som kunde göras under pandemin. Strukturen i sättet regionerna arbetar med insatser och samverkan uppfattades vara detsamma som innan pandemin. De uppfattade att samverkan kunde utvecklas till det sämre, när parter runt om varit tvungna att prioritera om på grund av pandemin. / The aim of this study was to examine the possibilities to health promotion efforts during the Covid-19 pandemic in three regions in Sweden. This study was a qualitative exploratory interview study. The data in this study were gathered through purposeful sampling, the sample contained five strategists from three regions in Sweden. The study’s data collection method was semi-structured interviews with an interview guide. To analyze the data, content analysis was used. The results of this study showed that the strategists experienced a change in working methods during the pandemic. During the pandemic, the strategists experienced that they had support from their management. Interest in public health and health promotion was perceived to have increased during the Covid-19 pandemic. The strategists' approach to health promotion work was perceived as unchanged. With regards to collaboration, the strategists perceived that in some cases they have been dependent on other actors around them, and their possibilities to continue their collaborative work during the pandemic. When this was not possible, it was perceived that collaboration deteriorated. The conclusion was that a limitation was expressed in which health-promoting initiatives could be implemented. The structure for efforts and collaboration was perceived to be unchanged. Collaboration deteriorated when different actors were unable to implement interventions and activities due to the pandemic.

Geospatialt beslutsstöd - nyckeln till strategiska beslut

Tillståndsprocessen för att bedriva miljöfarlig verksamhet är manuell och ineffektiv vilket hämmar svenska företag i deras klimatarbete. Geospatial information har till följd av lokaliseringsprincipen i miljöbalken en central roll inom samhällsbyggnad och dess planering för placering av investeringar. Det finns i dagsläget inget geospatialt beslutsstödsystem (SDSS) som ämnar att underlätta för verksamhetsutövare i tillståndsprocessen vid beslut som rör placering av nya investeringar i industri. Syftet med studien var att utveckla en IT-artefakt med intentionen att stödja processen samt beslutsfattande för industriföretag i skapandet av en tillståndsansökan för miljöfarlig verksamhet. Detta genom att ta fram en webbapplikation som ska fungera som ett processtöd för användaren genom att redogöra de nödvändiga stegen som ingår i en miljötillståndsansökan med fokus på de aspekter som inkluderar geospatial data och information. Målet är att artefakten i dessa steg ska fungera som ett hjälpmedel för verksamhetsutövaren att fatta strategiska beslut kring geografisk plats för nya investeringar i industri. Studien använder sig av Design Science Research Methodology (DSRM) och har hämtat in empiri genom fokusgruppsintervjuer. Arbetet resulterade i en IT-artefakt som visar att det är möjligt att implementera denna typ av lösning på problemet samt de identifierade designprinciperna som implementerades. / The permit process for conducting environmentally hazardous activities is manual and inefficient, which impedes Swedish companies in their climate action. As a result of the “location principle” in the Swedish Environmental Code, spatial information has a central role in community building and its planning for location of investments. There is currently no spatial decision support system (SDSS) that aims to make it easier for operators to make decisions regarding the location of new investments in industry during the permit process. The purpose of the study was to develop an IT artefact with the intention to support the process and decision making for industrial companies in the creation of permit applications for environmentally hazardous activities. This by developing a web application that will function as a process support for the user by describing the necessary steps that are included in an environmental permit application with a focus on the aspects that include spatial data and information. The aim is that the artifact in these steps should function as an aid for the operator to make strategic decisions about the geographical location for new investments in industry. This research uses Design Science Research Methodology (DSRM) and has obtained empirical data through focus group interviews. The work resulted in an IT artifact that proves that it is possible to implement this kind of solution to the problem and the identified design principles that were implemented.
