Assessing the Need for Evaluator Certification

Professional certification is arguably a means of validating a practitioner's competency within their trade. Certification can also be beneficial for enhancing a profession's prestige, improving academic programs, and helping to define the profession in question. However, certification can be considered not feasible, effective, or perhaps even necessary. Due to the likelihood of these conflicting viewpoints, it is essential for any profession to determine the support level from its members prior to implementing a certification process. This thesis presents the results from a 1998 survey for the American Evaluation Association, whereby their members responded to items regarding the need, effectiveness, feasibility of enacting a certification system for professional evaluators. Respondents were mixed in their attitudes. A slight majority indicated a certification system could be feasible. However, more respondents were unconfident than confident that certification can be effective or is even necessary; additionally, many were undecided on these issues.

Those are outsourced workers in a continuously way. They were present for consecutive years personally way and even in a functional way, these workers establish a bi-univocal and symbiotic relationship with those who surround them. It is not different at the Rural Federal University of Pernambuco (UFRPE), which has a significant contribution from the workers. This study intends to understand the correlation of concepts involved in the appropriation of knowledge of these workers in service and how this knowledge could be measured and formally recognized through a Certification System for their own knowledge. In the investigations that deal with the Certification by already developed habilities was found the concept of skills. To a better comprehension about the problem we sought to understand how this concept would be or not be useful in this purpose. Having established the possible conceptual space to work, it was intent in an exploratory research allied with case study, since the sample cut focused on workers of Vet UFRPE Hospital, the identification of a certification model that make the most of these workers. Among the methods studied, one has presented as the most appropriate, perhaps because it is more directed to the recognition of acquired skills and not necessarily intrinsic skills. The results, rather than allow the understanding of the elements involved in this relationship UFRPE / worker, brings to light the individual value of each one dedicated to the daily task of contributing to the objectives of the institution, in which they work with care and diligence, though not confirm the possibility and certify them the competences in terms of the study has show. In seeking to provide data to assist in decision making of managers of public education institutions that certify knowledge in the technology of fish , with getting a diagnosis of actions implemented this pilot project in Brazil, in the Northeast, this paper aims to assess the implementation and execution of the program CERTIFIC of fish technology, based on the CIPP model of Stufflebeam. The theoretical framework discusses the evolution of professional education and CERTIFIC program, in addition to presenting the different evaluative conceptions of government programs, emphasizing the method of evaluation of programs defined by Daniel Stufflebeam , called CIPP ( Context, Input, Process and Product ). Then presents initiatives reviews of government programs in the country. This is a qualitative and empirical research , exploratory, case study type. The subjects are informal workers, teachers and administrators involved in the program , established through intentional and non- probability sampling. The results show that there is a need for professional certification in the profile of the fish technology and that agreements and partnerships between institutions concluded in full, were not met. Also diagnosed that the program does not contribute effectively to the increased schooling and continuation. Despite the difficulties faced during implementation of the program the results were positive, it took workers informality and promoted the recognition of their knowledge through certification. The greatest difficulties were identified in relation to financial resources, infrastructure and partnerships. Furthermore, it was noted that in relation to the context, the three locations have the appropriate method of implementing the proposal, reinforced the participants' responses statement listing, as they recognize the need for professional certification in fish technology in the region. It appears, therefore, that the results can assist in making decisions by managers, however, it is necessary to intensify the studies in this area. / O programa CERTIFIC (Reconhecimento de Saberes e Formação Inicial e Continuada) é uma política pública de inclusão social surgida a partir de uma articulação e parceria do Ministério da Educação (MEC) e Ministério do Trabalho e Emprego. Na busca de disponibilizar dados que auxilie à tomada de decisão dos gestores das instituições de ensino público que certificam saberes na área de tecnologia do pescado, com a obtenção de um diagnóstico das ações implementadas desse projeto piloto no Brasil, na região Nordeste, o presente trabalho tem como objetivo avaliar a implementação e execução do programa CERTIFIC em tecnologia do pescado, com base no modelo CIPP de Stufflebeam. A fundamentação teórica discorre sobre a evolução da educação profissional e o programa CERTIFIC, além de apresentar as diferentes concepções avaliativas de programas governamentais, enfatizando o método de avaliação de programas definido por Daniel Stufflebeam, denominado CIPP (Contexto, Insumo, Processo e Produto). Em seguida, apresenta iniciativas de avaliações de programas governamentais no país. Trata-se de uma pesquisa qualitativa e empírica, de caráter exploratório, do tipo estudo de caso. Os sujeitos participantes são os trabalhadores informais, professores e gestores envolvidos no programa, estabelecidos por meio de amostragem intencional e não-probabilística. Os resultados apontam que existe a necessidade de certificação profissional no perfil da tecnologia do pescado e que os acordos e parcerias celebrados entre as instituições, na íntegra, não foram cumpridos. Diagnosticou também que o programa não contribui efetivamente para a elevação da escolaridade e prosseguimento. Apesar das dificuldades apresentadas ao longo da execução do programa os resultados foram positivos, pois tirou os trabalhadores da informalidade e promoveu o reconhecimento de seus saberes através de uma certificação. As maiores dificuldades apontadas foram em relação aos recursos financeiros, infraestrutura e parcerias. Além disso, pôde-se constatar que em relação ao contexto, as três localidades possuem o perfil adequado para a execução da proposta, afirmação reforçada pelas respostas dos participantes, pois os mesmos reconhecem a necessidade de uma certificação profissional em tecnologia do pescado na região. Constata-se, portanto, que os resultados podem auxiliar na tomada de decisões por parte dos gestores, entretanto, se faz necessário, intensificar os estudos nessa área.

Auktorisation av fastighetsförvaltare : En studie efter införandet av auktorisationen

Värdet av det svenska fastighetsbeståndet utgör två tredjedelar av den svenska nationalförmögenheten och det kommersiella fastighetsbeståndet kan värderas till cirka 3 200 miljarder kronor. En av de viktigaste yrkesrollerna för en fungerande kommersiell fastighetsmarknad är i sin tur fastighetsförvaltaren. Detta medförde att Aff – Forum för förvaltning och service under slutet av 2010 införde en auktorisation för fastighetsförvaltare.   Det huvudsakliga syftet med uppsatsen är att undersöka var auktorisationen befinner sig i dagsläget samt hur framtiden för auktorisationen ser ut och vilka åtgärder som Aff behöver göra. Vidare syftar uppsatsen till att undersöka efterfrågan och behovet av auktorisationen hos olika aktörer. Syftet är även att klargöra hur Affs auktorisation är uppbyggd samt att undersöka om utformningen är den bästa möjliga. För att undersöka detta har författarna intervjuat elva företag inom branschen samt Professor Stellan Lundström och doktorand Sigrid Katzler från KTH. De intervjuade företagen bedriver sin verksamhet inom olika typer av fastighetsslag. För att undersöka den långsiktiga efterfrågan och behovet av auktorisationen har flera generella drivkrafter som oftast finns vid införandet av en auktorisation studerats. Dessa kan till exempel bestå av att skapa en konkurrensfördel, höja kompetensen eller höja inträdesbarriärerna.   Den empiriska studien visade på att de intervjuade aktörernas insikt i auktorisationen var att beteckna som relativt dålig. Trots detta hade tre av de intervjuade företagen auktoriserade förvaltare inom bolaget. Behovet av en auktorisation rådde de delade meningar om. Tre företag ansåg att det inte fanns ett behov, ett flertal företag uttryckte att auktorisationen kunde medföra nytta i olika hänseenden. De senare gick dock inte så långt som att kalla det ett behov. Inget företag ansåg att behovet för en auktorisering var större inom något specifikt fastighetsslag. Däremot såg företagen en skillnad i vilken konkurrensfördel auktorisationen skulle innebära för ägande bolag och konsultbolag. Konkurrensfördelen att kunna marknadsföra auktorisationen mot kund ansågs vara betydligt större för konsultbolagen. De flesta av de intervjuade företagen ansåg att auktorisationen kan fungera som ett verktyg för kompetensutveckling. Auktorisationen sågs även som ett medel för att skapa en enhetlig definition av fastighetsförvaltare. Slutligen tyckte alla företag samt Katzler och Lundström att utformningen var relevant, dock framhävde vissa att den skulle kunna delas upp i fler steg.   Slutsatsen från studien är att kännedomen är så låg att Aff har ett direkt behov av att marknadsföra organisationen samt auktorisationen. Detta skulle också bidra till att Aff uppfattas som mer legitima. Utifrån studien ter det sig som att de ägande bolagens kunder, till skillnad från konsultbolagens, inte kommer efterfråga en auktorisation. Det krävs dock fortsatt forskning för att bekräfta detta. / The Swedish property stock constitutes two-thirds of the Swedish national wealth and the value of the commercial real estate stock can be estimated to 3 200 billion SEK. One of the most important professions to maintain an efficient commercial real estate market is the real estate manager. This caused Aff – “Forum för förvaltning och service” to introduce a professional certification for real estate managers by the end of 2010.   The main purpose of this thesis is to analyse where the certification is on the market and how the future will look for the certification. Furthermore, the purpose is to establish the demand and need among different market actors. The purpose of the thesis is also to clarify the structure of the certification and examine the current format. To analyse this, the authors have conducted interviews with eleven companies operating in the real estate market. Professor Stellan Lundström and doctoral student Sigrid Katzler from KTH have also participated in interviews. Several different drivers have been studied in order to analyse the long-term demand and need for a professional certification for real estate managers. These drivers can for example be to create a competitive advantage, raise the competence level or to raise the entry barriers for the profession.   The empirical study revealed that the interviewed companies had little knowledge of the certification. Although the knowledge in general was modest, there were three of the interviewed companies that had certified real estate managers. There were different opinions concerning the need for a certification. Three of the companies explicitly claimed that they did not see any need, several of the companies expressed that the certification could bring advantages. The companies expressed a difference in the competitive advantage the certification could bring for companies that own real estate and for service firms. The competitive advantage to market the certification towards the customer was believed to be much greater for the service firms. Most of the companies thought that the certification could be used as a mean to increase competencies for the real estate managers. The certification was also thought of as a mean to create a unanimous definition of the real estate manager. Finally, all of the companies as well as Katzler and Lundström considered the disposition to be relevant although some of them expressed that it could be divided into different levels.   The conclusion is that the general knowledge is rather modest and that Aff have an urgent need to market the organisation and the certification. This would also contribute to Aff’s legitimacy. The study indicates that the customers of the companies that own real estate are not going to demand a certification as much as those of the service firms. However, further study is needed to confirm this.

La politique publique des conditions d’accès à l’encadrement sportif en France. Vers une nouvelle gouvernance au tournant du XXIe siècle / The public policy regarding conditions of access to sports training in France. Towards a new governance at the turn of the 21st century

Au cours de la seconde moitié du XXe siècle se structure une politique publique des conditions d’accès à l’encadrement sportif professionnel dans le secteur privé. Progressivement, l’Etat instaure un monopole sur celles-ci. Ce travail vise à saisir cette dynamique et à analyser le passage d’une politique publique à une action publique au tournant des années 2000, dans un processus de libéralisation. En effet, des changements législatifs remettent en cause cette exclusivité étatique et engendrent une démultiplication des certifications et des certificateurs permettant d’encadrer professionnellement une discipline sportive. Dans cette nouvelle gouvernance figurent plusieurs institutions (le Ministère en charge des Sports, la filière universitaire STAPS ou encore la récente branche professionnelle sport) et plusieurs dispositifs(les « certifications professionnelles » déclinées dorénavant en trois registres) potentiellement concurrentiels. Dans cette architecture, des expertises et des instruments d’action publique sont éprouvés pour tenter d’apporter davantage de complémentarité et de lisibilité. Ces reconfigurations politiques et ces rénovations des certifications sont à envisager dans un processusd’européanisation de la relation emploi-formation-certification et du dialogue social. Ces velléitésdoivent faire face à l’éclatement du secteur sportif au sein de l’Union Européenne mais aussi à la réticence de certains acteurs face à la mobilité des encadrants sportifs dans l’espace communautaire.Ces trois processus (structuration, libéralisation et européanisation) mettent au jour des thématiques sous-jacentes telles que la professionnalisation de l’encadrement sportif, l’entrée dans l’ère de la certification professionnelle ou encore la recherche de transparence européenne. / During the second half of the 20th century, a public policy takes shape around theconditions of access to professional sports training in the private sector gradually monopolized bythe State. This study aims at comprehending this dynamics and at analyzing the move from apublic policy to a public action at the turn of the 2000s as part of a liberalizing process. Indeed,legislative changes question this state exclusivity and bring about a multiplication of thecertifications and certifiers that make it possible to professionally train, supervise and manage asport. In this new governance, several institutions are represented (the Ministry in charge ofSports, the STAPS university sector, along with the recent professional sports sector) and severalpotentially competitive devices (the "professional certifications" now adapted to three differentregisters). In this architecture, expertises and public action instruments are tested to try and bringmore complementarity and legibility. These political reconfigurations and these certificationrenovations are to be considered in the context of a process aimed at Europeanizing therelationship between employment, training and certification and at opening a social dialog. Thesemovements have to face the explosion of the sports sector within the European Union, but also thereluctance of some actors faced with the mobility of sports trainers in the community space.These three processes (structuring, liberalizing and Europeanizing) bring to light underlyingthemes such as the professionalization of sports training, the entry into the era of professionalcertification and the search for European transparency.

Intricacies of Professional Certifications for Quality Management (QM)

The modern manufacturing marketplace is extremely complex and constantly changing. Career professionals often seek job placement, career advancement, and continuing education through professional certifications. Professional certifications in the United States (U.S.) have been evolving since 1911. In the 1950s, engineering groups established professional certifications and licenses. In the 1980s, administration of accreditation of certification programs proliferated, and by the 1990s, many government and professional organizations sought to standardize procedures for the industry. Currently, professional certifications are available for virtually every profession and issued by multitudes of organizations. Quality management (QM) encompasses an extensive combination ofprofessional abilities. Providers of professional certifications for quality management (QM) related occupations have increased as the demand for specialized employees increased. Certification can make professionals invaluable to their professions and offer substantial compensation. Return on the investment of personal development varies and requires consideration. Some non-accredited certification providers attempt to satisfy demand without conforming to consensual standards. Considering the accumulation of diverse sources professional certifications is subjective and industrial managers may consider them unnecessary, redundant of formal educations, or simply ineffective. The dispute as to how certifications arr advantageous for what industries and individuals requires continual review. This investigation attempted to identify the individual career advantages, enterprise expectations, and the range of certification programs for quality management (QM). The design of research used was a mixed-method approach to scientific inquiry. Participants from industrial professionals and certification providers participated in an online survey designed to identify certification parameters and perceptions. Survey responses were statistically analyzed using a variety of descriptive and inferential techniques. The techniques included measures of agreement, central tendency, and dispersion combined with open-ended responses to deductively and inductively formulate, analyze, and interpret a referenced conclusion. The results indicated essential parameters of professional certifications including what certifications existed, how they are implemented, acquired value ranges, perceived attributes and effectiveness, and a comparison of experienced and certified professionals.

Understanding the Floodplain Administrator: Measuring and Analyzing Perceived Competence with Implications for Training

Utilizing survey data gathered from local local level floodplain administrators (FPAs) operating within Federal Emergency Management Agency Region 6, this study provides a more nuanced understanding of perceived competency among FPAs across key floodplain management topics through the use of a principal component analysis (PCA). PCA identified six distinct components related to perceived competency among FPAs including; Modification and Update Process, General Knowledge, Grants and Programs, Analysis, Development and Real Estate, and Administration and Outreach. The study then employed regression analyses to identify organizational and individual level characteristics that predict perceived competency. Data analyses identified several organizational variables as significant positive predictors of perceived competency including working within an urban community, full-time job status and overall workload percentage dedicated to floodplain management. Additionally, several individual characteristics such as educational attainment, professional certification, previous disaster experience, and years of experience working as an FPA were also identified as significant positive predictors of perceived competency. Based on these findings the study makes several recommendations about improvements to training and educational materials for practitioners and students.

The validation of this type of learning is a recent field of practice in which the European Union has excelled in developing procedures for the validation of informal learning with the aim of raising professional qualification and employability of workers, as well as increase the capacity of innovation and competitiveness of organizations. However, in public organizations, there is still little research on the validation of informal learning, in addition, some public functions do not require specific professionalization and cause a high turnover of servers, causing the server that has changed sectors to accumulate competences resulting from informal learning, which are not recognized or formally proven, but which have great professional value for the server and for the management of people in the public institution. This scientific work aims to provide subsidies to the public manager for the development and implementation of a validation method for the informal learning of public servants. This is a bibliographical and documentary research, in which it was investigated whether the server occupying the position of Técnico Administrativo of the Universidade Estadual do Oeste do Paraná - Unioeste, can be evaluated in some procedure of validation of informal learning, considering the state and institutional legislation relevant to these servers and in accordance with national and international public policies directed towards Lifelong Learning. It was verified the existence of a Brazilian public policy of validation of informal learning called the Rede Nacional de Certificação Profissional e Formação Inicial e Continuada – Rede Certific, which can be used to legitimize professional competencies of servers and serve as the basis for the development of an Extension Project to be executed in Unioeste. The inclusion of procedures for the validation of informal learning in institutional policies for employee qualification, becomes a strategy for increasing efficiency and quality in services provided to society. / A aprendizagem informal no local de trabalho tem sido atestada como uma forma eficaz de aquisição de competências por trabalhadores. A validação deste tipo de aprendizagem constitui-se como um campo de prática recente, no qual a União Europeia tem se destacado ao desenvolver procedimentos de validação da aprendizagem informal com o objetivo de elevar a qualificação profissional e a empregabilidade dos trabalhadores, bem como aumentar a capacidade de inovação e de competitividade das organizações. No entanto, nas organizações públicas ainda são poucas as pesquisas sobre a validação da aprendizagem informal, além disso, algumas funções públicas não demandam profissionalização específica e ocasionam uma alta rotatividade de servidores, fazendo com que o servidor que tenha mudado de setor acumule competências resultantes de aprendizagem informal, que não são reconhecidas ou comprovadas formalmente, mas que possuem grande valor profissional para o servidor e para a gestão de pessoas na instituição pública. Este trabalho científico tem por objetivo fornecer subsídios ao gestor público para o desenvolvimento e a implantação de um método de validação da aprendizagem informal de servidores públicos. Trata-se de uma pesquisa bibliográfica e documental, na qual foi investigado se o servidor ocupante do cargo de Agente Universitário Técnico Administrativo, da Universidade Estadual do Oeste do Paraná - Unioeste, pode ser avaliado em algum procedimento de validação da aprendizagem informal, considerando a legislação estadual e institucional pertinentes a esses servidores e de acordo com as políticas públicas nacionais e internacionais direcionadas a Aprendizagem ao Longo da Vida. Verificou-se a existência de uma política pública brasileira de validação da aprendizagem informal denominada Rede Nacional de Certificação Profissional e Formação Inicial e Continuada - Rede Certific, que pode ser utilizada para legitimar as competências profissionais dos servidores e serviu de base para o desenvolvimento de um Projeto de Extensão a ser executado na Unioeste. A inclusão de procedimentos de validação da aprendizagem informal nas políticas institucionais de qualificação e capacitação de servidores, torna-se uma estratégia para o aumento da eficiência e da qualidade nos serviços prestados à sociedade.

Recognition of knowledge and professional certification of fish technology: a case study of the program in the northeast CERTIFIC / Reconhecimento de saberes e certificaÃÃo profissional em tecnologia do pescado: um estudo de caso do programa CERTIFIC no nordeste

nÃo hà / O programa CERTIFIC (Reconhecimento de Saberes e FormaÃÃo Inicial e Continuada) à uma polÃtica pÃblica de inclusÃo social surgida a partir de uma articulaÃÃo e parceria do MinistÃrio da EducaÃÃo (MEC) e MinistÃrio do Trabalho e Emprego. Na busca de disponibilizar dados que auxilie à tomada de decisÃo dos gestores das instituiÃÃes de ensino pÃblico que certificam saberes na Ãrea de tecnologia do pescado, com a obtenÃÃo de um diagnÃstico das aÃÃes implementadas desse projeto piloto no Brasil, na regiÃo Nordeste, o presente trabalho tem como objetivo avaliar a implementaÃÃo e execuÃÃo do programa CERTIFIC em tecnologia do pescado, com base no modelo CIPP de Stufflebeam. A fundamentaÃÃo teÃrica discorre sobre a evoluÃÃo da educaÃÃo profissional e o programa CERTIFIC, alÃm de apresentar as diferentes concepÃÃes avaliativas de programas governamentais, enfatizando o mÃtodo de avaliaÃÃo de programas definido por Daniel Stufflebeam, denominado CIPP (Contexto, Insumo, Processo e Produto). Em seguida, apresenta iniciativas de avaliaÃÃes de programas governamentais no paÃs. Trata-se de uma pesquisa qualitativa e empÃrica, de carÃter exploratÃrio, do tipo estudo de caso. Os sujeitos participantes sÃo os trabalhadores informais, professores e gestores envolvidos no programa, estabelecidos por meio de amostragem intencional e nÃo-probabilÃstica. Os resultados apontam que existe a necessidade de certificaÃÃo profissional no perfil da tecnologia do pescado e que os acordos e parcerias celebrados entre as instituiÃÃes, na Ãntegra, nÃo foram cumpridos. Diagnosticou tambÃm que o programa nÃo contribui efetivamente para a elevaÃÃo da escolaridade e prosseguimento. Apesar das dificuldades apresentadas ao longo da execuÃÃo do programa os resultados foram positivos, pois tirou os trabalhadores da informalidade e promoveu o reconhecimento de seus saberes atravÃs de uma certificaÃÃo. As maiores dificuldades apontadas foram em relaÃÃo aos recursos financeiros, infraestrutura e parcerias. AlÃm disso, pÃde-se constatar que em relaÃÃo ao contexto, as trÃs localidades possuem o perfil adequado para a execuÃÃo da proposta, afirmaÃÃo reforÃada pelas respostas dos participantes, pois os mesmos reconhecem a necessidade de uma certificaÃÃo profissional em tecnologia do pescado na regiÃo. Constata-se, portanto, que os resultados podem auxiliar na tomada de decisÃes por parte dos gestores, entretanto, se faz necessÃrio, intensificar os estudos nessa Ãrea. / The program CERTIFIC ( Recognition of Knowledge and Initial and Continuing Training) is a public policy of social inclusion emerged from a joint partnership and the Ministry of Education ( MEC ) and the Ministry of Labour and Employment. In seeking to provide data to assist in decision making of managers of public education institutions that certify knowledge in the technology of fish , with getting a diagnosis of actions implemented this pilot project in Brazil, in the Northeast, this paper aims to assess the implementation and execution of the program CERTIFIC of fish technology, based on the CIPP model of Stufflebeam. The theoretical framework discusses the evolution of professional education and CERTIFIC program, in addition to presenting the different evaluative conceptions of government programs, emphasizing the method of evaluation of programs defined by Daniel Stufflebeam , called CIPP ( Context, Input, Process and Product ). Then presents initiatives reviews of government programs in the country. This is a qualitative and empirical research , exploratory, case study type. The subjects are informal workers, teachers and administrators involved in the program , established through intentional and non- probability sampling. The results show that there is a need for professional certification in the profile of the fish technology and that agreements and partnerships between institutions concluded in full, were not met. Also diagnosed that the program does not contribute effectively to the increased schooling and continuation. Despite the difficulties faced during implementation of the program the results were positive, it took workers informality and promoted the recognition of their knowledge through certification. The greatest difficulties were identified in relation to financial resources, infrastructure and partnerships. Furthermore, it was noted that in relation to the context, the three locations have the appropriate method of implementing the proposal, reinforced the participants' responses statement listing, as they recognize the need for professional certification in fish technology in the region. It appears, therefore, that the results can assist in making decisions by managers, however, it is necessary to intensify the studies in this area.

Par sa finalité et son objet, la formation professionnelle continue appartient au droit de la protection sociale. Elle permet ainsi aux salariés de faire face au risque social d'obsolescence des compétences, mais également de sécuriser leur parcours professionnel. En 1973, le législateur forgea un lien artificiel entre cette matière et le droit du travail en la codifiant au sein du Code du travail. Le droit du travail exerça une influence constante sur la formation professionnelle qui fut orientée en priorité vers les besoins des seuls salariés. La réforme du 5 mars 2014 et les lois qui ont suivi semblent vouloir rompre avec ce cadre juridique artificiel. Le législateur entend consacrer un système d’assurance social, universel, personnel et individuel, ce qui pose la question d'un éventuel droit à la formation et appelle une réforme globale de son mode de fonctionnement. / Continuing vocational training in French social law : contributing to the study of a new social insurance.For its purpose and its content, continuing vocational training belongs to the law of social protection. It allows employees to face the social risk of skills' obsolescence but also to secure their professional path. In 1973, the legislator created an artificial link between vocational training and labour law by codifying this field into the Labour Code. Labour Law exercised a constant influence on vocational training which was primarily based on the sole needs of employees. The reform of 5th March 2014 and the subsequent laws seem to have the will to break with this artificial legal framework. The legislator intends to create a system of social insurance which is universal, personal and individual. It raises the question of a potential right to vocational training and calls for a global reform of its functioning.
