Key Criteria in Project Evaluation : A study of New Service Development

<p>Project evaluation is concerned with indicators setting and performance tracking along the life of a project. It plays an essential role to the success of any project and therefore demands special attention. At the heart of this process lies a system of criteria one has to take into account when performing the evaluation. Our thesis considers this problem in a particular context, namely New Service Development (NSD) projects. The topic is of our interest because innovation (hence NSD) has become an inherent aspect of service industry while the research dedicated to NSD project evaluation is rather limited. Our thesis aims at understanding the purposes, the process of evaluating NSD projects and pointing out specific criteria included during the evaluation of NSD projects. As a result, the research question pursuing is: ‘What are key Evaluation Criteria for New Service Development projects?’ From the literature review on project evaluation and new service development, our study reveals a list of eight important criteria of evaluation. This consists of three financial criteria: (1) profitability, (2) production cost, (3) return on investment; and five non-financial criteria: (4) strategic fit, (5) marketing criteria, (6) corporate social responsibilities, (7) information quality, and (8) facilitating factors. From empirical perspective, qualitative approach is applied to collect data through three case studies and a series of semi-structured interviews with seventeen respondents in Albania, Italy, Sweden and Vietnam, from companies offering various types of service. The case studies build comprehensive understanding on the process of new service development, of project evaluation for NSD whereas interviews check the transferability of the three cases and identify evaluation criteria employed in practice. The empirical results were analyzed in comparison with the arguments found from literature. Regarding the research question, the study found that the set of evaluation criteria collected from empirical study fits with the list of eight criteria proposed by literature. Among this set, two main criteria ‘strategic fit’ (4) and ‘customer satisfaction’ which is apart of ‘marketing criteria’ (5) are recommended as ‘must’ for the evaluation process on any type of NSD project. Findings of this research contribute to the existing knowledge provided by both academic and practitioners regarding both project management field and new service development area, by suggesting a set of key criteria that should be used as guidance in order to succeed with evaluation of NSD projects.</p>

This dissertation investigates how executives engage in information technology projects and how organizational control of IT projects forms and evolves over time. It contains an in-depth account of a large, multi-year IT project in a financial company. The story of the “New Deposit System” project provides insights into the dynamics of IT projects in organizations and the challenges facing executives engaging in the governance of these complex undertakings. Several characteristics of IT projects, such as their abstract nature, technological complexity and non-repetitiveness, render several of the manager’s trusted forms of control impracticable. Even the ideal of “strong top management support” is found to be problematic: it is an extraordinary measure unlikely to translate well into regular organizational practice. What we find instead are actors in search of means and ways to exercise influence. We find control to be reciprocal and dynamic, influenced by the organization and its history, by the principles and practices of corporate IT management and by the values and norms of the IT profession. In this environment, selection of key people, evolving trust, other people’s assessments and the construction and reshaping of a project image become important parts of the managerial repertoire for IT project governance. / Diss. Como a disponibilidade financeira tem sido o indicativo para o início de um empreendimento e não a conclusão de um planejamento que contemple um minucioso programa de necessidade e auxilie no desenvolvimento do projeto, as empresas passam a procurar uma maneira de se enquadrarem ao ritmo de crescimento do setor da construção civil e ao mesmo tempo buscam soluções para controlar os projetos por meio de ferramentas de gestão de projetos. Para o desenvolvimento da investigação dessas ferramentas a metodologia do trabalho teve duas etapas, sendo a primeira a pesquisa-ação que concilia o conhecimento acadêmico ao prático, onde a coleta de dados ocorreu por meio da vivência numa obra industrial na cidade de Vitória - ES, com atuação dentro do setor de coordenação de projetos, utilizando-se de registro fotográfico, observação, aplicação de check lists e entrevista semiestrutrada aos agentes envolvidos no processo. A segunda etapa foi composta por um estudo de caso múltiplo, em quatro construtoras da cidade de Goiânia, com a realização de registro fotográfico e entrevista semiestrutrada a fim de levantar dados referentes ao controle do projeto dentro da obra. Os resultados estão relacionados às informações coletadas, as quais serviram de subsídio para a análise das ferramentas que auxiliam na gestão dos projetos dentro do canteiro de obras, esclarecendo a importância dessas no controle dos projetos durante a execução da obra, evitando erros causados pelo uso de projeto obsoleto e mapeando a tramitação do projeto dentro da obra. A junção de todas essas investigações levou à formulação de diretrizes para o controle dos projetos no canteiro de obras, as quais serão relevantes para os profissionais que gerenciam ou gerenciarão projetos executivos.

The objective of the diploma thesis is to explain and evaluate the process of control of projects that were realized within the Operational Programme Industry and Enterprise. The thesis points out the most common problems and mistakes that were discovered during the financial control and extended the proces of control and postponed the payment of grant. Another aim is prosessing of case study of real project and evaluation of its effects and benefits. Firs part of the diploma thesis contains introduction, second part is theoretical. It sets Operational Programme Industry and Enterprise into wider context. It defines EU regional and structural policies and their objectives. It also mentions particular structural funds. Second part also talks about legislative framework concerning these policies. And this part also mentions operational programmes'administration. Third part of the diploma thesis is concerned with the Operational Programme Industry and Enterprise (OPPP). It describes individual OPPP support programmes from which it was possible to draw the support. Beside that, it shows the process through which the project of applier had to go from application for support, through authorisation to realization and control of project. Fourth part of thesis deals with the control of projects and the main focus is on the financial control. Fifth part contains the case study of real project. The conclusion contains evaluation of projects control process and also evaluation of project that was analysed in the case sudy.

Extensions of Earned Value Management : A Systematic Review

Earned Value Management is a project methodology that has powerful features, still, it is underutilized in practice. This paper presents a systematic literature review examining the extensions made by researchers to the Earned Value methodology and further compares this to the project environments where the extensions have been utilized in. The classification system used in this paper is based on the Project Process and the Project Knowledge Areas and enables in-depth examination of the different extensions. The contribution of this paper is mainly based on the collection of all peer-reviewed articles presenting extensions to Earned Value Management, as well as incorporating the Earned Value methodology into larger frameworks. It also reveals that the Earned Value methodology has been extended to include nine of the ten Projects Knowledge Areas, and three out of the five Project Processes, this means that Earned Value Management has the capability to include comprehensive features.
