The Dublin Library Society and its founding members : associational activity and cultural patriotism in late-eighteenth-century Dublin

In late-eighteenth-century Dublin, options were limited for an expanding reading public who wished to consult quality printed works. During this period of the Anglican Ascendancy, membership to institutional libraries or participation in associational activities was largely limited to elites and those from the Established Church. The Dublin Library Society provided a public reference library service without restrictions of confession, connection, elections, or status—with admission based only on ability to pay the initial two-guinea charge (and one thereafter). Using hitherto neglected primary sources, particularly contemporary newspapers, this thesis will examine the origins of the Dublin Library, public reaction towards it, and its position promoting cultural patriotism and inclusivity in public library service provision in late-eighteenth-century Dublin. Also, a detailed prosopographical analysis of the library’s founding subscribers, specifically for their occupational backgrounds and associational activities, will show that the library represented a cross-section of Dublin’s reading public and help identify the social and cultural milieu in the capital. Through a combination of historical and prosopographical research on the library and its members, this study aims to contribute to both library history and the wider fields of social, cultural, and urban history of Dublin. The library was founded amidst a backdrop of Irish patriotism evidenced by the achievement of legislative independence from Britain. Dubliners expressed their patriotism through participation in clubs and societies that promoted Irish cultural, commercial, political, and social improvement and self-sufficiency. Further Enlightenment ideals of toleration and intellectual cultivation were embodied in these associations. By the end of this examination, the Dublin Library Society will be regarded not only as significant in the expansion of Dublin’s literary public sphere, but also a noteworthy location of the Irish Enlightenment in the capital.

Para tal, o capítulo introdutório discute a construção do Estado Capitalista e da Indústria Cultural, de forma a compreender as políticas públicas culturais contemporâneas e, em particular, o livro, a biblioteca e a leitura neste contexto. O capítulo 2 apresenta um panorama histórico das políticas públicas culturais, com ênfase no livro, na leitura e na biblioteca, do período Vargas (1937-1945) ao governo Fernando Henrique Cardoso (1995-2002). O capítulo 3 analisa o governo Lula da Silva (2003-2011) e Dilma Rousseff (2012-2014), que, embora marcados por perspectivas democratizantes de inclusão de segmentos subproletarizados da classe trabalhadora, dão continuidade à lógica desigual de incentivo à cultura dos governos anteriores. Nessa terceira etapa, demonstra-se como as políticas culturais alimentam, em última instância, a indústria cultural - aprofundando a lógica da cultura como mercadoria – e se mantêm, em linhas gerais, restritas aos programas de fomento representados pelos editais, podendo impedir políticas culturais efetivamente universais. Para concluir, afirma-se que a atuação do Estado brasileiro no campo cultural, durante os governos Lula da Silva e Dilma Rousseff, ambos sob o signo do denominado “lulismo”, de fato ampliou o acesso ao consumo cultural e incentivou a participação cultural de novos segmentos sociais. Contudo, a lógica do capital permanece determinando o livro, a leitura e as bibliotecas, reproduzindo a desigualdade brasileira na formação educacional e cultural – ou “humana”. / This dissertation aims to analysis the cultural policies on Lula da Silva (2003-2011) and Dilma Rousseff (2012-2014) government, about books, reading and libraries. In this case, the introductory chapter discusses the construction of Capitalist State and Cultural Industry, in order to understand the contempory cultural public policies and, in special, the book, library and reading, in this context. Chapter 2 presents a historical overview of cultural public policies, with an emphasis on book, reading and library from Vargas (1937-1945) to Fernando Henrique Cardoso (1995-2002) government. Chapter 3 analysis Lula da Silva (2003-2011) and Dilma Rousseff (2012-2014) government, that although are marked by democratizing prospects includes (subproletarizados) threads of working class, gives continuity to the unequal logic of cultural incentives of old government. On chapter, demonstrates how these policies feed, by ultimately, the cultural industry – deeping the cultural logic as commodity – and remains, in general, restricted tothe development programs represented by (editais) – can effectively prevent universal cultural policies. Therefore, the dissertation concludes statementing that the performance of brazillian State on cultural field, during Lula/Dilma Rousseff governments, both under the sign named “lulismo”, indeed enlarged access to cultural consume and encouraged cultural participation on new socials threads; however, the capital logic remains determining the book, reading and libraries, reproducing the brazillian inequality on educational and cultural upbringing – or “human”.

Nesse contexto, a aplicação de estratégias de gestão da informação em bibliotecas híbridas proporciona à sua estrutura organizacional o desenvolvimento de políticas públicas favoráveis ao desenvolvimento de comunidades, na medida em que contribui para o bom funcionamento da instituição. O problema desta pesquisa vinculou-se ao potencial que as bibliotecas híbridas oferecem à sociedade. É a partir dessa percepção que se estabeleceu um elo entre os ambientes híbridos, a gestão da informação e o processo de desenvolvimento das comunidades por meio das bibliotecas públicas. O objetivo foi verificar de que maneira as bibliotecas híbridas, por meio de suas políticas públicas, tecnologias e estruturas organizacionais, podem oferecer estratégias de desenvolvimento das comunidades nas quais estão inseridas. A pesquisa se caracterizou por ser de natureza qualitativa, do tipo descritiva e exploratória e utilizou-se do método de Estudo de Casos Múltiplos, assim como do método comparativo de pesquisa Cross-Culture para realizar as comparações entre os contextos do Reino Unido e os do Brasil. A Análise de Conteúdo foi usada para estabelecer as categorias de base para a exploração dos dados, por meio do levantamento bibliográfico na literatura da Ciência da Informação acerca das semelhanças e diferenças existentes entre o conceito de “hibridez” e o ambiente estrutural da biblioteca pública. Algumas semelhanças entre as bibliotecas do Reino Unido e as do Brasil estão intimamente ligadas à proposta de que o papel dessas bibliotecas é mover ações para criar oportunidades de leitura e escrita para todos os grupos de sua população de usuários. No entanto, a grande diferença está no fato de as primeiras possuírem uma forte base teórica na literatura para o desenvolvimento de suas práticas, o que reflete nas múltiplas ações que concretizam o sentido do hibridismo nessas instituições. Observou-se que a aplicação da gestão da informação híbrida nos equipamentos culturais é indispensável para a promoção do acesso e atendimento às necessidades gerais do público alvo. É por meio da hibridez de informações, ferramentas, serviços e processos que as comunidades se desenvolvem. Desse modo, o conceito de bibliotecas híbridas deve ser visto como uma das atividades potenciais das bibliotecas públicas no desenvolvimento de suas comunidades. / In considering the environment of a public library as a living organism, constantly changing, which changes and turns towards the development of society, hybrid spaces are considered, where traditional and digital technologies are complementary. In this context, the application of information management strategies in hybrid library provides to its organizational structures the development of public policies favorable to the development of communities, in that it contributes to the smooth functioning of the institution. The problem of this research was linked to the potential that the hybrid libraries provide to society. From this perception, a link between hybrid environments, informational management and development process of communities was established through public libraries. The objective was to verify how the hybrid libraries, through their public policies, technologies and organizational structures can offer development strategies of communities in which are inserted. The research was characterized by a qualitative, descriptive and exploratory nature, and the Multiple Case Study method was used to compare the contexts of the hybrid libraries in the United Kingdom and Brazil. Content Analysis was a strategic tool used to establish the basic categories for data exploration, through a literature review in the Information Science literature about the similarities and differences between the concept of "hybridity" and the structural environment of the public library. Some similarities between the UK and Brazilian libraries are closely linked to the proposition that the role of these libraries is to move actions to create reading and writing opportunities for all groups of their user population. However, the great difference is the fact that the first have a strong theoretical basis in the literature for the development of their practices, which reflects in the multiple actions that concretize the sense of hybridity in these institutions. Therefore, it is believed that the application of the management of hybrid information in cultural equipments is essential for the promotion of access and service to the general needs of the target audience. It is through the hybridity of information, tools, services and processes that the communities are developed. Avaliação da qualidade do ar em ambientes internos: biblioteca pública / Indoor air quality investigation: public library

Ao longo de quinze meses, foram monitorados na Biblioteca Pública Amadeu Amaral, da cidade de São Carlos, SP, os níveis de temperatura, umidade relativa, ruído, intensidade luminosa, contaminação por dióxido de carbono, material particulado total (MPT) e suas frações respiráveis (MP1, MP2,5, MP7 e MP10), avaliação da taxa de ventilação e ocupação, concentração de bioaerossóis e sua identificação. Além disso, foi aplicado um questionário aos ocupantes do local com o intuito de levantar as principais reclamações e queixas relacionadas à qualidade do ar interior. Os resultados mostraram o desconforto térmico do local em todas as salas monitoradas, altos níveis de ruído proveniente do ambiente externo, inadequações relativas à iluminação do local e necessidade de uma atenção especial à taxa de ocupação do prédio. Durante alguns momentos das medições, os níveis de ruído ultrapassaram a barreira dos 80 dB(A), que é um valor bem acima do recomendado em normas, revelando-se um fator de risco para seus usuários e funcionários. Não foram encontrados problemas relacionados à contaminação biológica do local, analisando a concentração de bactérias e fungos. A taxa de ventilação possui valor adequado para o piso 1 e a concentração de gás carbônico se manteve de acordo com os padrões estabelecidos em normas. As respostas dos questionários confirmam os principais resultados encontrados para a Biblioteca, como os altos níveis de ruído, o desconforto térmico do local e as inadequações da iluminação. As recomendações são pautadas na necessidade de realização de ensaios gravimétricos da concentração de material particulado e o desenvolvimento de estudos específicos para a adoção de medidas mitigadores da poluição sonora e, também, da adequação das salas para o conforto térmico dos ocupantes. / Over fifteen months, levels of temperature, humidity, noise, light intensity, contamination by carbon dioxide, total suspended particles (TSP) and respirable fractions (PM1, PM2.5, PM7 and PM10) were monitored at the Public Library Amadeu Amaral at São Carlos, SP. Investigation of the ventilation rate and occupancy, concentration of bioaerosols and identification were also performed. In addition, a questionnaire was handed over to the occupants of the site in order to raise the main complaints related to indoor air quality. The results showed the discomfort of the place at all rooms monitored, high levels of noise from the outside environment, inadequacies relating to the site illumination and special attention to the building occupancy. During some measurements, the noise levels exceeded the barrier of 80 dB (A), which is above the recommended standards and proved to be a risk factor for its users and employees. No problems were found related to the site biological contamination, analyzing the concentration of bacteria and fungi. The ventilation rate has adequate value to the first floor and carbon dioxide concentration was maintained in accordance with the standards. The questionnaire responses confirm the main findings to the library, such as high noise levels, thermal discomfort and the illumination problem. The main recommendations are based on the need of gravimetric particulate matter investigation and development of specific studies for the adoption of mitigation measures on noise pollution and also the suitability of the rooms to the thermal comfort of occupants.

D. Litt. et Phil. / The drastic reduction of funds allocated annually to public libraries has caused a serious shortage of financial and other resources. At the same time, various policy documents published in recent years emphasise the importance of public libraries for the development of South African society as a whole. Public libraries will therefore have to adapt and extend their services to cater for the needs of the communities they serve and to take their rightful place in the development of these communities. Using members of the local communities as voluntary workers is a proposed solution to the problem of providing extended services and remaining within budgetary limits. Research on designing an effective programme for using voluntary workers in public libraries was therefore imperative. The research was undertaken, firstly, on the basis of an intensive literature study and, secondly, by conducting an empirical study by means of structured interviews with a number of librarians in public libraries. The interviews were conducted after completion of the literature study. The purpose of the interviews was to determine whether the use of voluntary workers according to the proposed programme was supported by librarians in the public library sector. The opinions of respondents were subsequently analysed and objections to the use of voluntary workers were identified. The predetermined guidelines set on the basis of the literature study were followed to eliminate these objections. It was found that none of the objections to the use of voluntary workers could be sustained if the guidelines on designing and implementing a voluntary workers' programme were followed. Every possible resource was utilised to design a structured programme for recruiting potential voluntary workers from different communities and using them for rendering essential and extended services. The guidelines indicated that public library management should, first of all, determine the relevance of using voluntary workers by means of internal and external needs analyses. Should it be found that the aid of voluntary workers is relevant for rendering various services, a co-ordinator should be appointed to design and implement the voluntary workers' programme. It is suggested that the programme should be developed and implemented as follows,The co-ordinator, as the manager of the programme, will be responsible for compiling a policy, procedures, recruitment and selection strategies, a training schedule and a budget. These tasks may be delegated to other staff members so that they could play a role in training, supervising, motivating, evaluating and giving recognition to voluntary workers. Finally, the co-ordinator should evaluate the effectiveness of the programme on the basis of data gathered from supervisors, voluntary workers and relevant community members. The report on the findings should then be made available to all roleplayers. The programme should subsequently be adapted and improved according to the findings published in this report. The researcher therefore recommends that voluntary workers should be recruited on the basis of the structured voluntary workers' programme and used for rendering essential and extended services.

C’est dans les années 1910 qu’apparut l’expression de lecture publique, qui se popularisa dans les décennies suivantes. Elle désignait alors le service rendu par les bibliothèques publiques, entendues comme bibliothèques ouvertes à tous, qu’elles dépendent de collectivités publiques ou de groupements privés. C’était un nouveau modèle de bibliothèque que défendaient les « modernistes », ces bibliothécaires appelant, à travers leurs discours, à la modernisation des bibliothèques publiques, c’est-à-dire à l’application de mesures propres à organiser la lecture publique et à ouvrir les bibliothèques au plus grand nombre. Pour autant, tous les modernistes n’avaient pas exactement les mêmes motivations ni les mêmes opinions : le développement de la lecture publique n’a pas été aussi linéaire et progressif que l’histoire des bibliothèques a pu le laisser croire. Il importait donc d’étudier comment s’était forgé cet idéal moderniste, quelles en étaient les nuances et les limites, et l’évolution qu’il avait connue de la fin de la Première guerre mondiale à la création de la Direction des bibliothèques et de la lecture publique, à la Libération. Par ailleurs, la définition de la lecture publique était inhérente à la construction de l'identité professionnelle des bibliothécaires, qui s'opérait à cette période. Une grande attention a ainsi été portée aux parcours professionnels des acteurs de la lecture publique, ainsi qu'à leur formation et à leurs réseaux, pour comprendre les diverses influences qui s'exerçaient alors. Ce travail s'appuie sur la littérature professionnelle de l'époque et sur des sources archivistiques nombreuses et variées (archives de l'inspection générale des bibliothèques, de l'Association des bibliothécaires français, de l'Association pour le développement de la lecture publique, archives de bibliothèques municipales, archives privées...). Peu exploitées jusqu'à alors, elles ont permis de renouveler le regard traditionnellement porté sur les débuts de la lecture publique en France. / The phrase « lecture publique » appeared in the 1910's and spread in the following decades. It meant the activity of public libraries, libraries opened to everyone, whichever their legal status. It was a new paradigm for libraries that « modernists » advocated for ; the « modernists » were librarians who demanded public libraries' modernisation, which consisted in organizing the service and opening libraries to the general public. Nevertheless, modernists did not share the same exact motivations nor the same opinions : public libraries development was not so linear and gradual that the history of libraries led to believe. Therefore, it was important to study how this modernist ideal was created, which were its variations and limits, and how it had evolved from the First World War to the creation of the « Direction des bibliothèques et de la lecture publique » in 1945.Furthermore, defining the concept of « lecture publique » was inseparable from the process of professional identity construction which took place at this time. That is why working lives, trainings and networks of active public librarians were closely examined, in order to understand the influences at stake.This work is based on professional literature and varied archival sources (archives of the general inspection of libraries, the Association des bibliothécaires français, the Association pour le développement de la lecture publique, archives of public libraries and librarians...). Barely studied before, they allowed us to change the traditional outlook on the beginnings of modern public libraries in France.

What is in a book? : A critical discourse analysis of the e-book debate between 2012 and 2016

The main objective with this Master’s thesis is to, through a critical discourse analysis, explore the overall discourses on e-books appearing in general Swedish media. The texts chosen for analysis consist of articles and debate entries published in four of Sweden’s largest newspapers during a five-year period. The texts were examined using Norman Fairclough’s three-dimensional conception of discourse, which means that language use as communicative events were analyzed on the three levels of text, discourse practice, and social practice. The results from the analysis show that three dominating discourses can be identified in the material; the comparison discourse, the financial discourse, and the availability discourse. Within the comparison discourse, the e-book is in many ways positioned in comparison to the paper book. This occurs in several contexts, for instance in the contexts of pricing, access, and e-lending. A recurrent issue within the financial discourse is conveyed as the concern that e-book lending will become too big of a threat towards e-book sales or that e-lending will become too expensive for libraries. Within the availability discourse, the e-book is constructed in connection to democracy and free access to e-books is viewed as a condition for libraries as democratic institutions. The different discourses use different strategies to legitimize their point of views, and accordingly, achieve or maintain a hegemonic status. To achieve hegemony in this situation means gaining power over the presentation of the discussion about e-books, that is the power over the order of discourse.
