Este trabalho busca compreender como elementos das diferentes abordagens de administração pública (Administração Pública Burocrática, Nova Administração Pública e Novo Serviço Público) encontrados no Departamento Estadual de Trânsito do Rio Grande do Sul – Detran/RS interferem no relacionamento da Autarquia com o cidadão. Para atingir os objetivos propostos, a base teórica da pesquisa constitui-se, além do estudo das supracitadas teorias da administração pública, do conceito de valor público e de um panorama sobre o relacionamento com o cidadão por parte das instituições públicas. Uma análise documental foi realizada, seguida de entrevistas semiestruturadas com o corpo diretivo da instituição, com servidores que atuam no atendimento ao público e com os cidadãos. Os dados coletados foram estudados a partir da técnica de análise de conteúdo. Buscou-se identificar elementos que evidenciem o papel do Detran/RS na sociedade na visão das unidades de análise, o modelo de gestão predominante, a percepção sobre valor público e as dificuldades e perspectivas sobre o relacionamento da instituição com os cidadãos por ela atendidos. Os resultados indicaram a predominância dos modelos da Administração Pública Burocrática e da Nova Administração Pública, que coexistem com vários dos seus elementos na instituição analisada. A identificação de uma escassa visão sobre um modelo de administração participativo, como o proposto pelo Novo Serviço Público, somada a elementos burocráticos, como a necessidade de extensa documentação, e a elementos gerenciais, como a terceirização de serviços essenciais, permitem a conclusão de que contribuem para um ambiente hostil para o cidadão que, além de ter de enfrentar dificuldades para o cumprimento de serviços solicitados, mantém-se distante da esfera pública. / This thesis seeks to understand how elements of the different approaches of public administration (Bureaucratic Public Administration, New Public Management and New Public Service) found in the Department of Transit of Rio Grande do Sul - Detran/RS interferes in its relationship with the citizen. In order to reach the proposed objectives, the theoretical basis of the research constitutes, besides the study of the above-mentioned theories of the public administration, the concept of public value and a panorama on the relationship with the citizen by the public institutions. A documental analysis was carried out, followed by semi-structured interviews with the institution's governing body, with public servants whose work is respond to the citizens and with the citizens themselves. The data collected were studied using the content analysis technique. It sought to identify elements that demonstrate the role of Detran/RS in society in the view of the units of analysis, the predominant management model, the perception about public value and the difficulties and perspectives on the relationship of the institution with the citizens it serves. The results indicated the predominance of the models of the Bureaucratic Public Administration and New Public Administration, which coexist with several of its elements in the analyzed institution. The identification of a scarce vision of a participative management model, such as that proposed by the New Public Service, added to bureaucratic elements, such as the need for extensive documentation, and management elements, such as the outsourcing of essential services, allow the conclusion that they contribute to a hostile environment for the citizen who, in addition to facing difficulties in fulfilling the requested services, remains far from the public sphere.

Evaluating Public Value Failure in the Nonprofit Context: An Interpretive Case Study of Food Banking in the U.S.

abstract: In the U.S., one of the most affluent countries in the world, hunger and food waste are two social problems that coexist in an ironic way. Food banks have become one key alternative solution to those problems because of their capacity to collect and distribute surplus food to those in need as well as to mobilize collective efforts of various organizations and citizens. However, the understanding of U.S. food banking remains limited due to research gaps in the literature. Previous public values research fails to address the key role of nonprofit organizations in achieving public values, while prior nonprofit and food bank studies suffer from insufficiently reflecting the value-driven nature in evaluating overall social impacts. Inspired by these gaps, this study asks the following question: how does food banking in the U.S. respond to public value failure? To address this question, this study employs the interpretive approach as the logic of inquiry and the public value mapping framework as the analytic tool to contemplate the overall social impacts of U.S. food banking. Data sources include organizational documents of 203 U.S. food banks, as well as other public documents and literature pertaining to U.S. food banks. Using public value mapping analysis, this study constructs a public value logic, which manifests the dynamics of prime and instrumental values in the U.S. food banking context. Food security, sustainability, and progressive opportunity are identified as three core prime public values. Instrumental values in this context consist of two major value categories: (1) intra-organizational values and (2) inter-and ultra-organizational values. Furthermore, this study applies public value failure criteria to examine success or failure of public values in this context. U.S. Food banks do contribute to the success of public sphere, progressive opportunity, sustainability and food security. However, the practice of U.S. food banks also lead to the failure of food security in some conditions. This study develops a new public value failure criterion based on the inherent limitations of charitable service providers. Syftet med denna studie är att öka förståelsen för hur värdeskapande i kommunala projekt kan påverkas av Public Value Management. En kvalitativ forskningsansats och semistrukturerade intervjuer har använts i arbetet. Studien påvisar att det samhällsvärde som skapas inom projekten uppvisar drag av Public Value Management, men att begreppet inte är känt av projektledarna. Slutsatsen är att det saknas indikationer på att Public Value Management är en förutsättning för kommunalt värdeskapande, även om styrmodellen kan bidra med positiv påverkan på processen. / The aim of this study is to increase the understanding of how value creation in municipal projects can be influenced by Public Value Management. A qualitative approach and semistructured interviews was used during the study. Our study indicates that the public value that is created through municipal project does show signs of Public Value Management despite the dact that the project leaders are not familiar with the term. The conclusion is that Public Value Management does not seem to be a prerequisite for the creation of public value. Although, it may very well contribute with positive infulences to the process of value creation.

The point of this essay is to study a municipal owned company with the use of a case study on Höganäs Omsorg AB. Two theories has primarily been used which is New Public Management, which favors economic value, and Public Value Management, which favors social values. The two different theories have been applied on the municipal owned company to see how social and economic values are balanced in its governance. Höganäs Omsorg AB is a young municipal owned company where many parts of its organizational structure is still in development. The parts of the municipal owned company that still are in development are primarily within the economically favored theory New Public Management. In these early stages of the enterprise the social values have taken a greater place of the two values. It shows from how social aspects are present in every move the enterprise makes as economic values will have to take a slight step back occasionally to give space. One of the main reasons behind that social values has been favored within the enterprise is most likely thanks to that leadership positions in the municipal owned company and the municipality is held by the same individuals.

The Value of Cooperative Extension's Public Benefit Explored through Enhancements to Forest Ecosystem Services Provision

Cooperative Extension produces public value through educational programming that benefits the greater community. Forests provide numerous valuable benefits to society through the provision of ecosystem services. Cooperative Extension educational programming positively impacts forest owners, who in turn conduct actions that enhance ecosystem services. A heretofore unrecognized relationship exists between Cooperative Extension and ecosystem services that provides opportunity for mutual benefit. Applying ecosystem services values to Extension natural resources-related programmatic outcomes through benefit transfer provides an avenue for Extension to make significant advancements in monetizing public value. Beyond serving simply as a source of financial justification, however, linkages with ecosystem services also provide Cooperative Extension with opportunities to improve the design and delivery of educational programs, do a better job articulating an array of public benefits resulting from agency accomplishments, and optimize allocation of sparse resources and Extension efforts. This dissertation thoroughly explores these concepts by providing an overview of: Cooperative Extension in general and Extension forestry more specifically; public value in an Extension context; ecosystem services; ecosystem services valuation; benefit transfer, and; connections between these diverse topics. In addition, benefit transfer principles are applied to an existing Extension evaluation data set in attempt to monetize Cooperative Extension's impact, lessons learned are explored, and the Cooperative Extension public value discussion is re-framed as one aspect of overall continuous organizational improvement. / Ph. Value creation and value awareness: Toward a psychological perspective

This dissertation is an inquiry into the concept of value creation, motivated by a need for orientation in our demanding times. Based on the idea that true value only arises out of human (inter)subjective evaluations, we apply a psychological perspective on individual and collective value creation, thereby investigating a micro-foundation of value, as well as its application and operationalization. The dissertation is a cumulative dissertation that begins with an introductory chapter followed by four independent, yet connected studies. In Study 1, we develop a conceptual foundation for all other studies that involves a micro-foundation of value and value awareness as the competency to recognize fundamental evaluation categories as relevant. In Study 2, we conceptually delineate organizational public value and organizational reputation, two concepts of strategic relevance to organizations, that share similarities, but differ in fundamental dimensions. In Study 3 we operationalize value awareness through a practice-oriented instrument that helps individuals reflect, understand and develop their value awareness. In Study 4, we empirically investigate the link of an organization’s corporate social responsibility and work addiction via work meaningfulness and organizational identification, as well as value awareness. The studies are diverse and have multiple implications for research and practice. Overall, we suggest that individuals and collective entities should develop and operationalize their consideration of value creation on the level of (inter)subjective human experience. The valuation of values

The doctoral thesis explores the relationship of Business and Society in four essays. The growing public, corporate and academic interest in organizational contribution to society – in this thesis measured as Public Value, Shared Value and Corporate Social Responsibility – poses the question how we can determine value creation beyond financial benefits. The thesis provides psychological and sociological perspectives to shed light on this pressuring question. The psychological view in essay four shows that value is rooted in relationship between an observing subject and an object that is to be evaluated, thus, it is not objectively out there. This perspective is rooted in motivational psychology of basic human needs upon which individuals assess the contribution of organizations to society. Adding to this emotional-affective perspective on human psychology, we show that cognition (‘cognitive styles’) plays a vital role in individuals’ determination of how value for society is created. Essay three provides evidence that how an individual perceives value creation for society reciprocally affects the individual. We show that employees who perceive their organizations’ value creation more strongly, also derive higher levels of meaningfulness from their work and identify more strongly with their employing organization, which in turn is related to higher levels of work addiction. The final paper takes a sociological perspective borrowed from the actor network theory and shows that some discourses concerning corporate value creation for society narrow the concept of value for society down to a self-serving notion for corporations. In a case study, the essay not only shows how this narrow concept infuses corporate action but, moreover, it details how it negatively impacts society. The multi-facetted approach of the dissertation furthers the understanding of the notion of value creation for society as much as it poses new questions and calls for ambivalent investigation.:1.
