Contributing to the common good as a nonmarket strategy: Studies on the psychological microfoundations of public value creation for the private sector

Public value has proven itself as an insightful concept through which to better understand, assess, and guide the contributions of public organizations to the common good. Corresponding to the increasing awareness that private organizations, too, bear considerable responsibility for society, the concept of public value has recently also been applied in the private sector. Following two additional current directions of public value research, i.e., shifting from a static assessment of public value to more process-oriented research, and providing incremental empirical support for previous conceptual research, this dissertation examines public value creation as a nonmarket strategy for the private sector. Therein, a framework text contextualizes three empirical papers within the nonmarket strategy framework of Mellahi et al. (2016) and its adaptation by Frynas and Yamahaki (2016). Drawing from Meynhardt's (2009, 2015) public value conceptualization, initial empirical evidence is provided to shine a light on why and how private organizations may strategically create public value. Addressing Moore's (1995) guiding questions for public value creation strategies and highlighting both the limitations of this work and the avenues for future research that arise from them, the present dissertation offers an orientation for future research on public value creation in the private sector.

Hållbarhet eller särintresse? : Hur svenska kommuner skapar samhällsvärde av Agenda 2030 och jämställdhet

The purpose of this essay is to investigate, through qualitative content analysis, how Agenda 2030's gender equality goals are expressed, as a public value in a selection of Swedish municipalities. The aim is to analyse what happens when the local government starts to govern towards global cross-sectoral gender equality policy goals. The intention is further to investigate how the municipalities mediate, express, and communicate their sustainability work towards the citizens through their websites as well as in their policy documents. The theoretical construction is based on the theory of public value, by explaining how gender equality can be expressed as either qualitative gender equality, quantitative gender equality or undefined gender equality. If the municipalities' arguments can be explained with the principles of public value, the efforts can be defined as value for the community. The results show that gender equality-integrated sustainability goals are not quite self-evidently expressed as a public value, which can be explained as undefined gender equality. This because gender equality goals in a majority of surveyed municipalities are formulated as a special interest separated from the sustainability work. Local conditions determine the outcome and what is important for each municipality and its residents. / Syftet med denna uppsats är att genom kvalitativ innehållsanalys undersöka hur Agenda 2030s jämställdhetsmål kommer till uttryck som samhällsvärde i ett urval av svenska kommuner. Detta för att studera vad som händer när den lokala nivån börjar styra mot globala tvärsektoriella jämställdhetspolitiska mål. Avsikten är att undersöka hur kommunerna förmedlar, formulerar och kommunicerar sitt hållbarhetsarbete gentemot medborgarna på respektive hemsida, samt i plan och policydokument. Den teoretiska konstruktionen utgår från teori om offentligt värde vilket ligger till grund för det analytiska verktyget, genom att förklara hur jämställdhet kan komma till uttryck som antingen kvalitativ jämställdhet, kvantitativ jämställdhet eller odefinierad jämställdhet. Om kommunernas argument kan leva upp till eller förklaras med principerna som utgör ett offentligt värde kan arbetet därmed definieras som samhällsvärde. Resultatet visar att det vanligaste förekommandet i undersökta kommuner är att jämställdhetsintegrerade hållbarhetsmål inte helt självklart kommer till uttryck som samhällsvärde, det vill säga som odefinierad jämställdhet.  Detta genom att jämställdhetsmålen i en majoritet av undersökta kommuner separerats från hållbarhetsarbetet och formuleras som särintresse. Lokala förutsättningar styr utfallet och vad som är viktigt för respektive kommun och dess invånare.

The Leipzig leadership model: Fostering its application in research, practice, and teaching

Published at HHL Leipzig Graduate School of Management in 2016, the Leipzig Leadership Model (LLM) postulates a framework of good leadership. Building on a basic-need centric persperctive, the LLM takes a novel approach in response to the continuously intensifying call for integrative theories across leadership research. Consequently, leadership is no longer conceptualized along often reductionistic dichotomies of, e.g., task vs. people, or leadership vs. management. Instead, the LLM defines leadership through its contribution. As such contributions are subjectively percieved along basic need-dimensions, the LLM is able to theoretically derive holicity for its conceptualisation of leadership’s role. This dissertation encompasses two empirical papers as well as one teaching case study aimed to foster the LLM’s applicability in research, practice, and teaching. To that end, my co-authors and I not only developed and validated a LLM-based scale in both a German and an English version, but further tested the real-world micro-level impact of subjective employees’ perceptions of their own organization’s contribution to society with regards to its capacity of fostering flow experience in a longitudinal design. Finally, a teaching case study was designed in order to illustrate and showcase real-world implications of applying a LLM-perspective to leadership utilizing the 2015 scandal surrounding the Volkswagen AG and international emission controls specifically in diesel motors.

Public value and work: Effects on happiness, work engagement and flow

This cumulative dissertation, which consists of three empirical papers, one book chapter and an introductory framework paper, aims to enhance the understanding of the common good concept within an organisational context, focusing specifically on the employee level. Making use of Meynhardt’s public value approach (2009, 2015), the main objective is to identify the relationship between public value orientation and positive psychology, and to examine the relationship’s effects on individual, organisational and societal outcomes. Incorporating multiple studies, the dissertation theoretically discusses and empirically analyses to examine how employees and society perceive the organisational public value orientation and how these perceptions affects different facets of their behaviour. By leveraging psychologically established models, the relationship between organisational public value and relevant psychological constructs is explored and substantiated. In addition, this dissertation utilises the empirical results to elaborate the practical relevance for managers and organisations.

Localism and the design of political systems

Localism places a special value on the local, and is increasingly prominent as a political doctrine. The literature suggests localism operates in three ways: bottom-up, top down and mutualistic. To assess its impact, localism needs to be seen within the broader context of multi-level governance. Here localism is examined in relation to three major themes: place, public value (PV), and institutional design. Regarding place, a key distinction is drawn between old and new localism. Old localism is about established local government, while new localism highlights the increasing room for manoeuvre that localities have in contemporary politics. This enables them to influence wider power structures, for example through trans-local organizing. With regard to public value, localist thinking makes a key contribution to core PV domains such as sustainability, wellbeing and democracy, as well as to others like territorial cohesion and intergovernmental mutuality. As for institutional design, the study is particularly concerned with ‘sub-continental’ political systems. A set of principles for the overall design of such systems is proposed, together with a framework of desirable policy outcomes at the local level. This can be used to evaluate how effective political systems are at creating public value in local settings. The thesis presents a comparative study of localism in two significant, sub-continental clusters: India/Kerala/Kollam and the EU/UK/England/Cornwall. Both can be seen as contrasting ‘exemplars’ of localism in action. In India, localism was a major factor in the nationwide local self-government reforms of 1993 and their subsequent enactment in the state of Kerala. In the EU, localism has been pursued through an economic federalism based on regions and sub-regions. This is at odds with the top-down tradition in British politics. The tension between the two approaches is being played out currently in the peripheral sub-region of Cornwall/Isles of Scilly. Cornwall’s dilemma has been sharpened by Britain’s recent decision to leave the EU. The thesis considers the wider implications of the case studies, and presents some proposals for policymakers and legislators to consider, together with suggestions for further research.

When the project was submitted for approval, it turned out that there was already a construction made on site by the residents. With the decision of the Municipality to demolish the work, there was reaction from residents who had other demands. The objective this paper is to encourage the reader to reflect on the inefficiency of planning in public administration when it disregards the needs of citizens; identify critical points of the planning process and execution of public works; and discuss concepts such as public value, participation and social control over public policies in a municipality. The various examples of unfinished works or works that surpass the initial budgets and do not benefit the population in any way show the need to reflect about the Brazilian government planning. / Este Estudo de Caso para Ensino e Aprendizagem aborda a eleição de um político que em sua campanha eleitoral, ciente da disponibilidade de recursos para serem utilizados em projetos voltados ao esporte, promete reformar e construir praças com equipamentos esportivos. Quando o projeto foi enviado ao banco público analisar, descobriu-se que já havia uma benfeitoria feita no local pelos próprios moradores. Com a decisão da Prefeitura em demolir a obra, houve reação por parte dos moradores que tinham outras demandas. Os objetivos de aprendizagem do caso são incentivar o leitor a refletir sobre a ineficiência do planejamento na gestão pública quando desconsidera as necessidades dos cidadãos; identificar pontos críticos do processo de planejamento e execução de obras públicas; e debater conceitos como valor público, participação e controle social sobre as políticas públicas em um Município. Os diversos exemplos de obras inacabadas ou que extrapolam constantemente os orçamentos iniciais e que não beneficiam a população mostram a necessidade de refletir sobre o que acontece com o planejamento governamental brasileiro.

Metodologia - A pesquisa utilizou o estudo de natureza qualitativa, pelo fato de este proporcionar a investigação que melhor permite explorar, descobrir e entender a realidade de um fenômeno, observando o “valor” das evidências que podem ser obtidas, o que proporciona ao pesquisador detalhes relevantes dificilmente alcançados com o enfoque quantitativo. Para obter a maior percepção do fenômeno em estudo, utilizou-se como método de investigação o estudo de caso quanto aos meios, exploratório quanto aos fins, do tipo 1. O plano de pesquisa adotou uma extensa pesquisa bibliográfica, com o intuito de melhor se familiarizar com a investigação em questão. Durante essa fase foi também definida a questão de investigação e formuladas as questões norteadoras a serem investigadas com entrevistas semiestruturadas. Resultados – O estudo de caso mostrou que, apesar de existirem limitantes para a transição entre o modelo de administração burocrática e o modelo de administração gerencial, esta é possível, como demonstrado na Prefeitura do Rio de Janeiro (SMUIH). Ficou caracterizada também a universalidade do modelo de administração gerencial, que pode ser aplicado a qualquer organização pública, municipal, estadual ou federal. Limitações – A principal limitação da pesquisa está na mudança na Prefeitura entre os anos 2016 e 2017, com troca de prefeito, secretários e diretrizes. Algumas informações da gestão anterior podem não estar disponíveis, não serem de conhecimento do novo time ou, ainda, a coleta e o registro de dados podem ter sofrido descontinuidade. Contribuições práticas – A partir desses resultados, as entidades públicas podem, além de enriquecer as discussões sobre a burocracia, aperfeiçoar sua gestão, buscando atingir melhores resultados e qualidade na entrega de seus produtos e serviços ao cidadão. Contribuições sociais – Devido ao elevado impacto do tema na sociedade, os dois modelos devem ser questionados para melhores resultados. O interesse crescente no modelo de administração gerencial deve-se à importância e à urgência em resolver os problemas públicos que enfrenta o mundo. Além disso, o pragmático reconhecimento de que os governos sozinhos não podem resolver efetivamente muitos desses problemas é algo diferente para os novos tempos. Originalidade – Este estudo contribui com informações relevantes para a melhoria do modelo burocrático, que podem ser aplicadas em muitos contextos diferentes e a qualquer entidade. O modelo burocrático tradicional vem se distanciando do cidadão, entretanto, atender às transformações é uma necessidade das organizações públicas, mesmo que não haja uma chamada “receita de bolo”, o que leva à convergência a um novo modelo gerencial. / Purpose - This study aims to evaluate the impacts of the implantation of a result- oriented model in a bureaucratic culture. Design/Methodology - The research used a qualitative study, since it provides a better investigation to explore, discover and understand the reality of a phenomenon, observing the "value" of the evidences that can be obtained. It provides relevant details to the researcher, which are difficult to capture with a quantitative approach. In order to obtain a better perception of the phenomenon under study, the research method employed was a case study, exploratory, type 1. An extensive literature review endorses the research plan and is the base for defining the research question and the guiding questions for the semi-structured interviews. Findings – The results showed that, although there are limitations to the transition between the bureaucratic management model and the managerial administration model, the transition is possible as demonstrated by the City of Rio de Janeiro (SMUIH). It also highlighted the universality of the managerial administration model, as it is possible to apply it to any public, Municipal, State or Federal organization. Research limitations – The main research limitation is the change in the City Hall government between 2016 and 2017 with the changing of Mayor, Secretaries and guidelines. Due to this government change, some information from the previous management may not be available, not be known by the new team, or the collection and recording of data may have suffered discontinuity. Practical implications– From these results, public entities can not only enrich discussions about bureaucracy, they can also improve their management in order to achieve better results and quality in the delivery of their products and services to citizens. Social implications– Due to the high impact on society, one should question both models for achieving best results. The growing interest for the managerial administration model is due to the importance and urgency of solving the public problems facing the world. Besides, the pragmatic recognition that governments alone cannot effectively solve many of these problems is something different for these new times. Originality– This study contributes with relevant information to the improvement of the bureaucratic model, which applies in many different contexts and to any entity. The traditional bureaucratic model has been distancing itself from the citizen, although responding to transformations is a necessity of public organizations, even if there is no "cake recipe" which leads to the convergence to a new managerial model.

O problema da pesquisa tem origem no fato de que os métodos da gestão privada são desenvolvidos para criar valor para os clientes em ambientes competitivos, e não estarem adaptados necessariamente para a missão do gestor público, que é criar valor público para os cidadãos e comunidades. O presente trabalho de dissertação busca analisar a migração dos conhecimentos gerenciais que têm origem na iniciativa privada e ingressam na administração pública e os canais por onde essa migração se processa. A parte empírica do trabalho visou investigar quais têm sido os cuidados analíticos para a adaptação desses conhecimentos e quais problemas de adaptação são detectados em uma pesquisa de campo com gestores públicos. A dissertação conta com uma pesquisa bibliográfica sobre reforma do Estado, nova gestão pública, valor público, consultoria privada em modernização da gestão pública, escolas de governo, perfil dos gestores públicos. Além da pesquisa bibliográfica, há uma pesquisa de campo, feita com base em entrevistas de uma amostra de 21 gestores públicos do Estado do Rio de Janeiro, que investiga os canais de migração de conhecimentos, sua importância relativa e alguns efeitos da migração de conhecimentos na gestão pública. A combinação das duas pesquisas leva à conclusão de que a distinção entre valor público e valor privado é reconhecida, mas não tem sido a referência dominante no processo de migração estudado. / One of the main assumptions of the 1990’s Brazilian State Reform Program was that the traditional bureaucratic administration should change radically into a managerial kind, bringing in private companies methods, in order to become more “in line with the modern capitalism” in the words of former minister Bresser Pereira. The research problem comes out when we consider that private companies’ managerial methods are developed to create value to consumers in a competitive environment, and so they are not necessarily applicable to the daily mission of public managers, that involves creating public value to citizens and communities. The present work intends to analyze the migration of managerial knowledge from markets to public administration and the channels by which this happens. The field research presented on this dissertation investigates the effects of the above referred knowledge migration on current public management, and the possible detectable odds of this phenomenon. Besides the field research, the dissertation is also comprised by a theoretical analysis. This analysis involves public value concept, new public management and its theoretical basis, state reform trajectories and channels of knowledge migration, like private consultants and schools of government. Combining the theoretical with the empirical researches one can find out that differences between public and private values are recognized in the knowledge migration process. However, those differences have not been often a reference for the public management modernization.

Valor Público en la adopción del Gobierno Electrónico peruano / Public Value in the adoption of Electronic Government in Peru

El presente estudio se basa en la investigación, realizada por los autores, denominada “Increasing e-government adoption by emphasizing environmental sustainability: an extended case study in Peru” [42] que constó de lo siguiente: Análisis y propósito de la investigación: Se tiene como propósito el analizar y comprender la intensión de uso del Gobierno Electrónico por parte de los ciudadanos mediante la consideración de un valor público, específicamente la Sostenibilidad Ambiental, como principal influenciador. En la actualidad existen bajas tasas de adopción de este tipo de sistemas por parte de la población, lo que permite que se puedan aprovechar al máximo los beneficios de su correcta implementación y uso. Diseño/Metodología/Aproximación: Mediante un caso de estudio en Perú, se diseñó una extensión del Modelo de Aceptación Tecnológica (TAM) considerando un Valor Público como variable independiente: Sostenibilidad Ambiental. Se elaboró e implementó una encuesta de 18 elementos a ciudadanos expuestos previamente al Gobierno Electrónico de Lima, Perú, para recolectar la data necesaria para validar la propuesta e hipótesis mediante el modelado de ecuaciones estructurales (SEM). Resultados: Los resultados confirmaron de manera positiva las hipótesis planteadas mediante el análisis estadístico. Esto debe ser considerado por las autoridades y administradores de iniciativas gubernamentales para aumentar la adopción de este tipo de servicios entre los ciudadanos. Principal conclusión: Se demostró que los ciudadanos son influidos de manera positiva por el Valor Público Sostenibilidad Ambiental para adoptar al Gobierno Electrónico. / This study is based on the research developed by the authors called “Increasing e-government adoption by emphasizing environmental sustainability: an extended case study in Peru” [42] which consisted of the following: Analysis and purpose of the research: The purpose of this study is to analyze and understand the intention of using Electronic Government by citizens through the consideration of a public value, specifically Environmental Sustainability, as the main influencer. Currently, there are low rates of adoption of this type of systems by the population, which allows the benefits of its correct implementation and use to be maximized. Design/Methodology/Approach: Through a case study in Peru, an extension of the Technology Acceptance Model (TAM) was designed considering a Public Value as an independent variable: Environmental Sustainability. A survey of 18 elements was prepared and implemented among citizens previously exposed to the Electronic Government of Lima, Peru, to collect the data necessary to validate the proposal and hypothesis through the modeling of structural equations (SEM). Results: The results positively confirmed the hypotheses raised by statistical analysis. This should be considered by the authorities and administrators of government initiatives to increase the adoption of this type of services among citizens. Main conclusion: It was shown that citizens are positively influenced by Public Value Environmental Sustainability to adopt Electronic Government. / Tesis
