Usando o método qualitativo, em um estudo de caso, a pesquisa envolveu informantes chaves como gestores das instituições envolvidas no CICC e gestores de TI para a coletas de dados. A pesquisa analisou as respostas dos entrevistados por categorias teóricas indicadas pela literatura. O CICCR (Centro Integrado de Comando e Controle Regional), no caso do Rio Grande do Sul chamado de Departamento de Comando Integrado de Comando e Controle, é o elemento de coordenação da Operação de Segurança regional, que visa assegurar o fluxo de informação de interesse nacional para o CICCN (Centro Integrado de Comando e Controle Nacional) e de interesse operacional para as estruturas acessórias. Analisando as entrevistas e um evento crítico observado, foram consideradas três perspectivas teóricas. Na perspectiva política, houve a colaboração das partes e boa vontade política. Quanto à perspectiva gerencial e organizacional, cabe destacar as dificuldades de planejamento e apuração dos custos da operação. Já na perspectiva tecnológica, é importante o planejamento adequado da tecnologia a ser utilizada durante as operações e sua constante atualização. Existem fatores que podem ser tanto facilitadores, como barreiras, dependendo de como são trabalhados. Da mesma forma, embora a tecnologia desempenhe um papel importante, a perspectiva política e gerencial se sobrepõe. / With the creation of the Integrated Command and Control Center (CICC) and after major events such as the World Cup and the Olympics, and the CICC was perpetuated as a "legacy" for the community of Rio Grande do Sul, the question arose: what are the facilitating factors and the barriers to information sharing and integration among public agencies involved in the Rio Grande do Sul Integrated Public Security Command and Control Center (CICC)? Using the qualitative method, in a case study, the survey involved key informants as managers of institutions involved in CICC and IT managers for data collection. The research analyzed the answers of the interviewees by theoretical categories indicated by the literature. The CICCR (Integrated Command and Control Center), in the case of Rio Grande do Sul called the Command and Control Integrated Command Department, is the coordinating element of the Regional Security Operation, which aims to ensure the flow of information of interest national level for the CICCN (Integrated Command and National Control Center) and operational interest for ancillary structures. Analyzing the interviews and an observed critical event, three theoretical perspectives were considered. In political terms, there was the collaboration of the parties and political will. Regarding the managerial and organizational perspective, it is important to highlight the difficulties in planning and calculating the costs of the operation. In the technological perspective, the adequate planning of the technology to be used during operations and its constant updating is important. There are factors that can be both facilitators and barriers depending on how they are worked. In the same way, although technology plays an important role, the political and managerial perspective overlaps.

人類歷史上第一台商業電腦的使用至今不過四十餘年的時間,而電腦所帶來的影響已深入人類生活的每一個層面之中。資訊科技─尤其是電腦,已成為未來世界變遷的主要力量之一。   目前政府正積極推展行政管理資訊系(簡稱PMIS)。在六年國家建設計劃之中,即預定投資七百億元來發展PMIS。如何讓這項龐大的投資發揮預期的功能是個值得關切的議題。   然而,過去政府在推展PMIS時,往往只重視軟硬體設備的採購和技術因素,很少注意到操作新設備的「人」。根據以往的文獻,造成資訊系統沒有效率的原因,大都屬於人員方面的因素。因此,宜從「人」的角度來探究PMIS施行的成效。Richard Nolan於1974年率先以使用者滿足來衡量系統的績效。不過,使用者滿足研究發展至今,因缺乏完整的理論架構以致研究結論紛歧,研究結果無法累積。在問卷設計方面,因為對「滿足」的內涵未有明確的定義,導致影響因素與滿足內涵混淆不清。   本文試從相關領域綜合整理與使用者滿足有關的理論。結果發現,需求理論、過程理論與消費理論都含有豐富的素材可供援用。例如,作者發現,從需求理論與消費理論的觀點便能清楚地劃分影響因素與滿足內涵。更多更豐富的素材還有待後續研究慢慢發掘。   根據理論探討與實證研究的回顧,本研究提出終端使用者滿足整合模式,並依此設計實證調查。結果發現,資訊系絡因素(資訊人員的經驗、專業能力、溝通能力、資訊需求分析、系統開發方式、系統整合)、組織內外在因素(使用者參與、高階主管的支持、教育訓練、政治因素、經濟因素、組織規模、施行PMIS的歷史)和使用者個人因素(年齡及人格特質)對使用者滿足均有顯著的影響。   本文的重點不在於研究發現,而在於從研究的過程中發現許多疑問,並試著提出一個終端使用者滿足的整合模型,作為後續研究思考的素材。

Meeting information needs through the use of public library websites : a case study of Chinese immigrants' information behaviour in Auckland, New Zealand

Public library services in New Zealand are being re-examined in light of the developments in ICT and an increasingly multicultural population. The research question investigated was “Can an internet portal on a public library website be used to meet the information needs of new Chinese Mandarin immigrants to the Auckland region of New Zealand?” In an attempt to effectively answer the research question and sub-questions the researcher conducted a literature review on two aspects relevant to the study: immigration theory and information behaviour (IB). Thirty Chinese Mandarin speaking recent migrants to the Auckland region of New Zealand were interviewed in-depth to determine their information behaviour (IB) and resources used. The findings indicate that respondents were in need of everyday survival information. The findings suggest that a more coordinated approach to information provision, for example through a library web portal, will assist respondents in their search for information relating to their initial settlement. / Information Science / M. Trata-se de uma pesquisa qualitativa orientada pela Teoria Fundamentada nos Dados, denominada internacionalmente por Grounded Theory como referencial metodológico e como referencial teórico o Interacionismo Simbólico. A saturação teórica se configurou com a análise de 29 entrevistas, assim distribuídas nos grupos amostrais: nove membros da equipe médica (cinco médicos contratados, quatro médicos residentes), 10 membros da equipe de enfermagem (cinco enfermeiros, cinco técnicos e auxiliares de enfermagem) e 10 pais. Os dados foram coletados por meio de entrevista não-diretiva, gravadas e transcritas na íntegra. Da análise dessas experiências, emergiram três categorias centrais, respectivamente, a saber: almejando aliviar a sobrecarga física e emocional gerada pelo papel de informante dos pais na UTIN; vendo-se entre o fogo cruzado médicos – pais: enfermagem assumindo o papel de pacificador como informante na UTIN; entre a solidariedade e a hostilidade com as equipes: a necessidade de segurança com a assistência do RN como componente interveniente. Da interface desses três modelos teóricos desvelou o quarto, intitulado: entre as dimensões de segurança e de risco na interação médico – enfermagem - pais na UTIN: a compreensão do contexto clínico - assistencial pelos pais como componente interveniente. Segundo o referencial teórico, a definição da situação feita pelo ator é central para como a ação humana ocorrerá. Para tanto, a síntese dos modelos teóricos mostra que os atores reconhecem duas dimensões interacionais... / This study aimed at understanding the interactional experiences occurring between the medical team, nursing team and parents in face of information concerning the clinical conditions of high-risk newborns (RN) as well as at designing a representative theoretical model of the interfaces of such experiences. It is a qualitative study oriented by the Grounded Theory as a methodological framework and by Symbolic Interactionism as its theoretical framework. Theoretical saturation was configured with the analysis of 29 interviews distributed in the sample groups, as follows: nine members of the medical team (five contracted physicians and four resident physicians), 10 members of the nursing team (five nurses and five nursing technicians and nursing auxiliaries) and 10 parents. The data were collected by means of non-directive interviews which were audio-taped and fully transcribed. From the analysis of such experiences, three core categories emerged, namely: aiming at relieving the physical and emotional overload generated by the parent informer role at the neonatal ICU; finding oneself between the physician-parent crossfire: the nursing staff taking the pacifying role as informers at the neonatal ICU; between solidarity and hostility towards the professional teams: the need for safety with RN care as an intervenient component. From the interface of these three theoretical models, the fourth model was unveiled, which was entitled: between the safety and risk dimensions in the physician-nurse-parent interaction in the neonatal ICU - the parents’ comprehension of the clinical-care scenario as an intervenient component. According to the theoretical framework, the definition of a situation given by players is key to how human action will occur. The thesis focuses on the analysis of the effect of selected elements of public licenses on increasing the quality of information published in the informational environment of the internet. The objective of the thesis is to ascertain whether there is a real effect on the quality of information in the internet environment through improvements in the quality of the sources of such information, as well as the reflection of the results of the conducted analysis within the obligatory informational education in the Czech Republic. In the first section, the work deals with the copyright aspects relating to the analyzed issue and defines, from a legal standpoint, the individual components of the information environment being analyzed - the internet, the participants of the informational process, the information and the options of dealing with them. In the subsequent section, the matter of licenses is presented, with a focus on the issue of public licenses in general, as well as specific selected license types constituting a potential platform for qualified informational behavior. The last section of the thesis summarizes the results of qualitative research of the effect of licensing policy on the informational environment of the internet through the application of public licenses. Conocimiento, uso y reutilización de los datos abiertos en la ciencia española

[ES] El Gobierno Abierto es un modo de política pública que se basa en los pilares de colaboración y participación ciudadana, transparencia y rendición de cuentas y derecho de acceso a la información pública. De la mano de las tecnologías de la información y las comunicaciones, gobiernos y administraciones llevan a cabo iniciativas de apertura de datos, movimiento conocido como Open Data (Datos Abiertos). Las plataformas digitales donde estas entidades ponen a disposición de la sociedad civil los datos son conocidas como portales de datos abiertos. Se trata de fuentes de información donde los conjuntos de datos son potencialmente reutilizables, con cualquier fin y sin ningún tipo de restricción, únicamente de referencia de autoría de los datos. La comunidad científica, personal altamente cualificado dentro de la sociedad, pueden llegar a ser reutilizadores potenciales de estas fuentes de información. El producto derivado se traduce en producción científica: artículos, usos de datos abiertos en proyectos de investigación, comunicaciones y docencia. Este estudio aborda, por una parte, el conocimiento que tienen los investigadores e investigadoras acerca de los datos abiertos. Por otra, el uso y la reutilización de los datos abiertos para generar conocimiento científico. Para llevar a cabo el estudio se ha desarrollado una metodología cuantitativa. Se ha elaborado una encuesta, distribuida en un bloque inicial de contexto con 6 preguntas y 6 bloques de carácter técnico con 24 preguntas, es decir, un cuestionario con 30 preguntas. Se obtienen un total de 783 respuestas, procedentes de 34 provincias españolas. Los investigadores e investigadoras proceden de 47 universidades españolas y 21 centros de investigación, y existe representación 19 áreas de investigación de la Agencia Estatal de Investigación. Con los datos obtenidos a través de esta metodología cuantitativa, se procesan, se normalizan y se lleva a cabo un análisis. Hand in hand with information and communication technologies, governments and administrations carry out initiatives to open data, a movement known as Open Data. The digital platforms, where these entities make the data available to civil society, are known as Open data portals. These are sources of information where the data sets are potentially reusable, for any purpose and without any type of restriction, only for reference of authorship of the data. The scientific community, highly qualified personnel within society, can become potential re-users of these information sources. The by-product translates into scientific production: articles, uses of open data in research projects, communications and teaching. This study addresses, on the one hand, the knowledge that researchers have about open data; on the other, the use and reuse of open data to generate scientific knowledge. In order to carry out the study, a quantitative methodology has been developed. A survey has been prepared, distributed in an initial block of context with 6 questions and 6 technical blocks with 24 questions, that is, a questionnaire with 30 questions. A total of 783 responses were obtained, from 34 Spanish provinces. The researchers come from 47 Spanish universities and 21 research centers, and 19 research areas of the State Research Agency are represented. The data obtained through this quantitative methodology are processed, normalized and analyzed.
