Utilisation of information and communication technologies in public libraries at Ekurhuleni Metropolitan Municipality, South Africa

Public libraries, globally, are adopting the use of information and communication technologies (ICTs) in order to improve services to the users. ICTs in public libraries are enhancing services to the users by ensuring that services are available to them quickly and efficiently. ICTs in public libraries include computers and their Internet-based facilities, printers, photocopiers, laminators, faxes, telephones, televisions, compact discs, (CDs) and digital video discs (DVDs). This study focussed on the utilisation of ICTs in public libraries at Ekurhuleni Metropolitan Municipality (EMM). The general aim of the study was to assess the utilisation of ICTs at EMM public libraries by the users. Both qualitative and quantitative research approaches through a survey research method were deployed. The study targeted all public libraries at Ekurhuleni and within the libraries; library users and control librarians (librarians in charge of libraries at Ekurhuleni) were targeted. Control librarians participated in the study as key informants. The researcher needed to find out if they would corroborate what users said. There is a total of 43 public libraries at Ekurhuleni and eight were included in this study. These eight libraries were selected through stratified sampling. Out of 24033 registered users at Ekurhuleni libraries, 332 were randomly selected to take part in the study. All eight control librarians of participating libraries were included in the study. The total response rate for the targeted library users was 51% (170). The findings of this study indicate that although ICTs in EMM libraries are highly utilised, staff attitudes, cost of ICTs services, users’ lack of ICTs knowledge and skills, slowness of ICTs and power failure, make it difficult for users to maximise the full benefits offered by ICTs. The study recommended that the cost of ICTs services be reduced, customer care workshops and ICTs training be prioritised for staff, structured ICTs training programmes be developed for library users, users’ access time to Internet be extended, subscription to online databases be prioritised, Internet bandwidth be increased, uninterrupted power supply be installed in libraries and that positions be created for librarians specialising on ICTs. / Information Science / M. My master thesis is dedicated to the registry and anonymisation of contracts in general, but also discusses the various reasons of origin, significance and function of the register of agreements. It also addresses contract registry from the standpoint of Czech legal order. Moreover, this paper examines contract disclosure, eGovernment development in Czech republic, as well as the implementation of person data protection. In my research I am analyzing the subject of anonymisation of contracts in the National film archive, and also the methods and options of anonymisation. In addition, the part of my research deals with the statistics of the published contracts and orders. I hereby declare that this master thesis only include current scientific literature, online resources and relative legal norms.

The role of public libraries in enhancing information literacy skills (ILS) of senior secondary school students in the Cntral District in Botswana

Modern day society is characterised by the availability of technology and the abundance of information in all formats that require all individuals using it to poses information literacy skills (ILS).ILS enable people the ability to locate, analyse, evaluate access and retrieve the desired information to satisfy a need. Research on IL in academic and school libraries has gained momentum in the field of Information Science where as little has been documented concerning public libraries and IL. This therefore calls for more research on IL in public libraries. Public libraries serve a wide and diverse community of which students are a part. In instances where school libraries are either non-existent or not developed, students seek assistance from the public library within their community. This study sought to investigate the role of public libraries in enhancing the ILS of senior secondary school students in the Central District in Botswana. The fact that school libraries in Botswana are underdeveloped to produce competent and confident students equipped with ILS that could be used in the work environment and continuous lifelong learning, motivated the study. A concern that there exists a gap in research concerning public libraries and IL within the Botswana context necessitated this study. The study used a survey research design where both quantitative and qualitative research approaches were adopted. This involved the collection and analysis of quantitative and qualitative data. The purpose of a mixed methods approach was based on the idea that qualitative results could assist in explaining and interpreting the findings of a quantitative study. Data collection involved three sets of closed ended questionnaires and observations in all schools and public libraries. The population of the study consisted of public librarians, teacher librarians and students. Quantitative data were analysed using the Statistical Packages for Social Sciences (SPSS) to generate statistics. The findings of the study revealed that the public libraries in the Central District in Botswana are above average in terms of materials and use. It brought to light that senior secondary schoolstudents use the public libraries for school purposes and get assistance when they seek for it. Public librarians do not have special classes aimed at enhancing the ILS of students. The public libraries offer IL in the form of computer training, they do this as, and when students register, just like the other members of the community. The library’s contribution to enhancement of the students’ ILS, (study skills, reading skills and use of reference works) is somewhat limited. Limited resources, lack of reading culture, low budgets, and lack of support from government negatively challenge the full potential impact of IL enhancement. / Information Science / M.A. Information Science

Osborne & Gaebler在所著的「新政府運動」(Reinventing Government)一書中,曾引述戴明(W. D. Deming)博士所倡導的「全面品質管理」(Total Quality Management)概念指出:員工的參與才能有效的解決問題,因為員工最了解制度,而且最清楚癥結所在。這樣的提示,雖早被管理者重視且廣泛地運用在組織活動的設計範疇中,不過,就參與效能的評估與改善,仍有不少值得再予強調的課題。本研究既係依此觀點,藉由檢視使用者參與行政管理資訊系統發展過程之現象,提供一個思索的空間。   整體研究架構,以檢證Davis所提出的技術接受性模式為基準,同時透過此一模式了解使用者參與在系統使用行為上造成模糊結果的原因,進而提醒行政管理者,在系統發展或執行過程,勿陷入以效率掛帥的功能主義典範窠臼,對於溝通、平等與尊重等新人性主義典範所揭示的概念應予適度關注。也就是說,在民主的工作環境下,應將本身視為組織生活的目的,而非僅有工具性價值;參與效能的評估不僅須針對「結果」而且應顧及「過程」。   在上述要旨下,關於研究實體部分,經就文獻分析、實證調查結果的發現與筆者實務經驗,提出以下結論與建議:   (一)技術接受性模式,尚可適度詮釋國內行政管理資訊系統使用者的使用行為。惟其適用的分析情境、態度與行為關係之假定,仍有再作深入探究之必要。   (二)參與及系統使用行為關係之研究,不僅可透過置入中介變項的權變研究觀點來了解,分析使用者在這二行為間的心理歷程,對於改善參與效能而言,亦是一種可行的途徑。   (三)使用者對系統有用性及簡易性的認知,是影響系統使用態度、意向及行為的二大要素。其中有用性的認知更具決定性地位。   (四)使用者參與效能的模糊結果,除了源於理論欠紮實、研究模式過於簡化,以及研究方法上的瑕疵以外,研究上未仔細區辨系統使用情境之差異亦為主因。不過,參與究非萬靈丹,無定論的結果,並不代表即是一種錯誤。   (五)參與效能的改善,除了管理當局的支持與專家協助以外,有賴從加強系統發展者與使用者的教育訓練著手。   (六)自主性的系統使用情境下,使用行為(頻率)始能較正確地詮釋使用者接受程度。   (七)未來應重視以系統發展者與使用者互動作為分析單元的研究。   至於在行政管理實務上,本研究所欲表達的主要意念是:員工的參與及評估的步驟是缺一不可的。因為,沒有評估的參與,則參與無法發揮實際的效果,充其量僅具象徵性的價值;而僅有評估卻無參與活動,這樣的評估除了可能是膚淺、不切實際以外,在實務上存在的機率亦不大。公部門的決策及管理階層,面對高度層級節制的組織文化,能否擺脫「官大學問大」心態,而以恢宏的胸襟與氣度,善用與因應來自員工的意見,塑造具有參與效能的情境,將是成功地推展各項事務最基本的前提要件。

The influence of Web 2.0 technologies on the use of public libraries in Mangaung Metropolitan Municipality, South Africa

Recent innovations and advances in information and communication technologies (ICTs) have resulted into radical changes in the way information resources are provided, and have also brought about several options to handle a wide-range of information services effortlessly. Web 2.0 or social media is one of these innovations which expands the option in information services provision. Against this backdrop, this study intended to investigate the use of Web 2.0 technologies in the public libraries in the Mangaung Metropolitan Municipality in South Africa. The study was guided by mixed-methods of quantitative and qualitative approaches, because the approach enables the researcher to cover a wide variety of issues. The study adopted a sample survey research design to guide selection of subjects. Two data collection tools namely: a self-administered questionnaire were used for collecting data from 248 library users, while unstructured interview schedules were used to collect qualitative data from 16 library officials. The response rate for the survey of library users was 69%, a good rate for an unsolicited survey. The findings revealed that Mangaung Metropolitan Municipality libraries have ICT equipment with access to Web 2.0 technologies and that these technologies are also highly utilised. However, lack of training, low bandwidth, and short time allowed to access WIFI makes it difficult for the library users and staff to fully benefit from the web-based services offered by these libraries. Other factors include poor staff attitudes, technical problems, and challenges in marketing of online public access and catalogue, restrictions of social networking sites, non-linkage of the library OPAC to social media, geographical distances, and load shedding. The study concluded by recommending allocation of sufficient funds to cater for ICT trainings, free WIFI, uninterrupted power supply, increased bandwidth, amongst others which will enhance the quick and effective service that will meet the information needs of their users. / Information Science / M.A. (Information Science)

Provision of sustainable internet access to public libraries in South Africa

The study set out to investigate the provision of sustainable internet access to public libraries in South Africa. The rationale of the study was to investigate how sustainable internet access can be provided to public libraries in South Africa and to determine how they have developed and are regulated. Internet access is a key driver in delivering information services to the users and a critical tool in facilitating information sharing regardless of platform and geographic location. Therefore, the level of information and communications technology (ICT) penetration in public libraries formed a critical part of the study as the provision of internet to these libraries depends on available ICTs. The study employed a survey design and used interview tool to collect data from nine participants. Questionnaire augmented interviews as they were used to collect data from 322 respondents. The study used the probability sampling technique to collect data from the participants. The purposive sampling technique was used to select the participants for the interview, whereas the stratified probability, proportional to size, and systematic techniques were also used to select respondents in the senior categories, namely heads of public libraries. This ensured a sample size of 331 out of a population of 1 621 selected for the study. The sample size consisted of nine directors and 322 head librarians. No sampling was done on the nine heads (directors) of provincial public libraries, as the nature of this population did not warrant further dissection due to its small size. A Microsoft Excel spreadsheet was used to analyse data. Questionnaires were analysed when they were returned and interviews were analysed when they were conducted. Written descriptions, tables and figures were used to present data in an elaborative manner. Data was also presented through frequencies and percentages. It emerged from the study that most public libraries (97%) were connected to the internet. The findings of the study showed that most public libraries (80%) were connected to the internet through the fixed lines and that each of the nine provinces had its own internet service providers (table 5.12). The study recommended fixed lines for internet access to be laid to all public libraries in South Africa and that a government agency be used as a dedicated internet service provider for public libraries across all the nine provinces. Identification of Remote Leadership Patterns in Academic and Public Libraries

Seminal works on leadership, including those in librarianship define a traditional model of interaction between leaders and followers without reference to the information technology-driven environment. In addition, remote leadership indicates a different model from the traditional model, one that is focused on the interaction of leaders and their staff through digital technology. Although leaders still use face-to-face interaction, due to varied work schedules or job responsibilities, they also recognize the need to lead employees remotely. Leadership studies in library literature have not addressed how library leaders use information technology to lead employees remotely, nor have these studies addressed remote leadership and remote employees, except for some articles on telecommuting. As a result, this research was conducted to address this gap, providing an exploratory foundation of emergent patterns of remote leadership with its associated leadership dimensions rooted in personality traits, behaviors, and skills. Quantitative and qualitative data were obtained from a small sample size of academic and public-library leaders in the United States who participated in a Web-based survey designed specifically for this study, limiting generalizations. Factor analysis was the principal methodology used to obtain findings. Its composite factor scores were also used in the t-test and chi-square analyses. This study identifies some emergent patterns of remote leadership in the library and information-science field, exploring whether library leaders use information technology to be effective remote leaders in a technology-driven environment, and whether existing leadership attributes could be identified as part of the remote-leadership model. Because this study's findings indicated that library leaders are not quite the traditional leader but are not fully integrated into remote leadership, it becomes apparent that they would function with a blend of both face-to-face and electronic interactions, due to the nature of library work. Additionally, this research revealed underlying issues and challenges faced by library leaders as they transition from a traditional-leadership model to a blended model of face-to-face and remote leadership. Future research could include increasing the sample size and response rate to conduct factor analysis properly, and conducting longitudinal studies.

The thesis focuses on the profession of librarian and information professional in health care in the context of lifelong learning. The target group are professionals of information institutions in the network of public health information services in the Czech Republic. Content analysis of Czech and foreign materials and sociological quantitative research carried out by questionnaires in the Czech Republic's health information institutions are methods for analysing the needs of the librarian and information specialist in the health care sector in the Czech Republic. The output is a proposal of the concept of a lifelong professional education program called Competencies of the medical librarian for the performance of library and information activities. The lifelong education of medical librarians in connection with the concept of lifelong education of librarians in the Czech Republic is a process that will enable to gain necessary qualifications (professional knowledge and skills, general skills and soft skills) to perform this responsible and demanding profession.
