It is a qualitative research characterized as research-intervention that took place in the year 2011. The study started in the Centre of Reference in which individual semi-structured interviews were carried out directed to the coaching staff and manager, in order to know the care offered in relation to the aforementioned clientele. From the Reference Centre were identified through analysis of registration records, the routes traversed by users through the network of psychosocial care and hospital network. After the identification of the same were visited two day-care Centers, two psychiatric hospitals, a basic health Unit and the local shelter. In these organizations was investigated the reception and procedures offered to users in situations of violence, the knowledge of policies for women and the coordination with the attention to women, through interviews with semi-structured individual scripts directed to professionals. The interviews were analyzed taking as starting point the theoretical framework of French Institutional Analysis, which includes the assumption of events analysers for the critical reading of dimensions introduced in the practices of care of the teams that took part in the study. The survey results revealed difficulties on the part of the same host of users with this profile, both in the face of violence as services in mental health services. This fact led to the lack of support under the guarantee of their rights, ceasing the possibilities of confronting the situations of violence, as well as in the context of mental health care / O presente estudo tem como finalidade conhecer o acolhimento e aten??o dispensados ?s mulheres com demandas em sa?de mental nos servi?os especializados para o enfrentamento da viol?ncia, bem como pela rede de aten??o psicossocial no munic?pio de Natal/RN. Trata-se de uma pesquisa qualitativa caracterizada como pesquisainterven??o realizada no ano de 2011. O estudo se iniciou no Centro de Refer?ncia no qual foram realizadas entrevistas semiestruturadas individuais direcionadas ? equipe t?cnica e gestora, objetivando-se conhecer os cuidados ofertados em rela??o ? clientela supracitada. A partir do Centro de Refer?ncia foram identificados, por meio da an?lise de fichas de cadastro, os itiner?rios percorridos pelas usu?rias atrav?s da rede de aten??o psicossocial e rede hospitalar. Ap?s a identifica??o dos mesmos foram visitados dois Centros de Aten??o Psicossocial, dois Hospitais Psiqui?tricos, uma Unidade B?sica de Sa?de e a Casa Abrigo local. Nestes equipamentos investigou-se o acolhimento e procedimentos oferecidos ?s usu?rias em situa??o de viol?ncia, o conhecimento das pol?ticas para mulheres e a articula??o com a rede de aten??o ?s mulheres, por meio de entrevistas com roteiros semi-estruturados individuais direcionadas aos profissionais de refer?ncia. As entrevistas foram analisadas tendo como ponto de partida o referencial te?rico da An?lise Institucional francesa, o qual prev? a elei??o de analisadores para a leitura cr?tica das dimens?es institu?das nas pr?ticas de cuidados das equipes que fizeram parte do estudo. Os resultados da pesquisa revelaram dificuldades por parte das mesmas no acolhimento das usu?rias com este perfil, tanto nos servi?os de enfrentamento ? viol?ncia quanto nos servi?os de sa?de mental. Is justified, in view of the breadth and historical perpetuation of the phenomenon of violence against women in Brazilian society and its manifestation in a particular social context marked by exploitation, social inequality and increasing violence. In this sense, the Brazilian feminist movement proved historically as an important reporting tool and resistance, in particular, by persuasion in the implementation of public policies by the State to combat and eradicate violence against women. The methodology, inspired by historical and dialectical materialist bias, has been configured for the production of quantitative and qualitative nature information through the content analysis technique. Research sources used were the eight deliberative documents, drawn up in Congressos Nacionais da Psicologia (CNPs), maximum deliberative entity of Psychology, the period from 1994 to 2013. From the analysis procedure layout, it was possible to identify the central categories in the debate about violence against women in the manifest content of the psychology of political guidelines, such as Public policy and Human rights. We therefore conclude that the prominent social phenomenon was addressed in Psychology policy guidelines through the perspective of human rights of women violations. Therefore, we consider the dialogue with the social and popular movements aligned with the political participation of psychology professionals in the social control agencies as a horizon toward building an aligned Psychology to emerging demands of Brazilian reality and coherent with the desire for social transformation. / A presente pesquisa teve como objetivo identificar e problematizar as diretrizes pol?ticas, que orientam o exerc?cio profissional da Psicologia, referentes ? viol?ncia contra as mulheres. Justifica-se, haja vista a amplitude e perpetua??o hist?rica do fen?meno da viol?ncia cometida contra as mulheres na sociedade brasileira e a sua manifesta??o em um contexto social espec?fico marcado pela explora??o, desigualdade social e crescente viol?ncia. Neste sentido, o movimento feminista brasileiro se mostrou, historicamente, como uma importante ferramenta de den?ncia e resist?ncia, em especial, pela persuas?o na implanta??o de pol?ticas p?blicas pelo Estado no combate e erradica??o da viol?ncia de contra as mulheres. A metodologia, inspirada pelo vi?s materialista hist?rico-dial?tico, se configurou pela produ??o de informa??es de car?ter quantitativo e qualitativo atrav?s da t?cnica de an?lise de conte?do. As fontes de pesquisa utilizadas foram os oito documentos deliberativos, elaborados nos Congressos Nacionais da Psicologia (CNPs), inst?ncia m?xima deliberativa da Psicologia, do per?odo de 1994 a 2013. A partir do procedimento de an?lise estabelecido, foi poss?vel identificar categorias centrais no debate sobre viol?ncia contra mulheres no conte?do manifesto das diretrizes pol?ticas da Psicologia, como Pol?ticas P?blicas e Direitos Humanos. Conclu?mos, portanto, que o fen?meno social destacado foi abordado nas diretrizes pol?ticas da Psicologia por meio da perspectiva da viola??o dos direitos humanos das mulheres. No. of bitstreams: 1 6455.pdf: 667249 bytes, checksum: 9a22675fe7c8047e5a2e7ada6a115b26 (MD5) Previous issue date: 2014-09-16 / The present work analyses the public policies related to confronting violence against women in São Carlos city, between 2008 and 2012, from the field research carried out along with various bodies responsible for their implementation in a local sphere, regardless of being associated with the federal, state or municipal sphere of the government. The bodies are: Center of Reference for women (CRM), Women Police Station (DDM), public defender, Care Program for Women Victims of Sexual Violence (PAVAS) and Laboratory of Analysis and Prevention of Violence (LAPREV). From the documents and interviews carried out with representatives from two of these bodies, the research tried to respond: a) if the actions taken by them are based on the National Policy for Confronting the Violence against Women and Maria da Penha Law; b) which means, strategies and difficulties were found for taking such actions; and c) if there is an interconnected network in federal and intersectoral terms for the integral assistance to women victims of violence in São Carlos. The study attempts to rescue the history and reflection about the appearance of human rights, as well as the struggle of women s movements to recognize and guarantee their interests, freedom and rights, with an approach based on feminism, gender issues and the recognition of the violence against women as a public problem, which resulted in the development of the public policies for women both in international and national sphere. It was concluded that there has been a recent empowerment of these policies in Brazil through the development of law and institutional tools that broadened and directed the protective measures for women. In the case of São Carlos city, they also contributed to the local management course and initiatives, associated with the commitment to the cause, and enabled the creation of a service network integrated with all the bodies and services, although its growth, allied to a civil education of respect to women, consists of challenges to be faced in the management and implementation of more efficient policies to combat violence against women in the city. / O presente trabalho analisa as políticas públicas de enfrentamento da violência contra as mulheres no município de São Carlos, no período de 2008 a 2012, a partir de pesquisa realizada junto aos vários órgãos responsáveis por sua implementação no nível local, independentemente de serem vinculados ao nível federal, estadual ou municipal de governo. São estes órgãos: o Centro de Referência da Mulher (CRM), a Delegacia de Defesa da Mulher (DDM), a defensoria pública, o Programa de Atendimento a Vítimas de Abuso Sexual (PAVAS) e o Laboratório de Análise e Prevenção da Violência (LAPREV). A partir de documentos e entrevistas realizadas com representantes de dois destes órgãos, a pesquisa procurou responder: a) se as ações executadas por eles estão embasadas na Política Nacional para o Enfrentamento da Violência contra as Mulheres e na Lei Maria da Penha; b) quais são os meios, estratégias e dificuldades encontradas para a execução destas ações; e c) se existe uma rede articulada em termos federativos e intersetoriais para o atendimento integral às mulheres em situação de violência em São Carlos. O estudo faz um resgate histórico e reflexão sobre o surgimento dos direitos humanos e das lutas dos movimentos de mulheres pelo reconhecimento e garantia de seus interesses, liberdades e direitos, abordando o feminismo, questões de gênero e o reconhecimento da violência contra a mulher como problema público, que resultou na criação de políticas públicas para mulheres tanto no nível internacional quanto nacional. O trabalho conclui que houve um fortalecimento recente destas políticas no Brasil, por meio da criação de instrumentos jurídicos e institucionais que ampliaram e direcionaram as medidas protetivas às mulheres. No caso de São Carlos, as políticas também contribuíram para a trajetória e as iniciativas de gestão locais, ancoradas no comprometimento com a causa, e subsidiaram a formação de uma rede de atendimento integrada com os vários órgãos e serviços, mas cujo amadurecimento, aliado a uma educação cívica de respeito às mulheres, consiste de desafios a serem enfrentados na gestão e implementação de políticas mais eficazes de combate à violência contra as mulheres no município.
