Total quality management in the civil engineering consultancy industry in South Africa / Danie Van Rensburg Botha

Consulting Engineers worldwide, and in South Africa, render a professional service to clients consisting of project feasibility studies, planning reports, design, documentation and construction monitoring for infrastructure projects. In rendering this service, consulting engineers are subject to certain project risks that can have a huge influence on their company’s success and hence their profitability. Quality Management is an instrument through which the risks associated with consulting engineering can be mitigated to a certain degree, if a Quality Management System (QMS) is successfully introduced and continuously managed. The QMS must conform to the requirements of a recognized system like the International Organization for Standardization (ISO), and in this particular case ISO 9001, which is a model for quality assurance systems in design, development, production, installation and servicing. The quality system requirements of ISO 9001 are aimed at preventing nonconformity at all phases of the product life cycle from design and/or development to servicing. The study was carried out by obtaining a convenience sample of qualitative questionnaires among professional civil engineers in consulting management positions, testing their experience of a QMS. This study has indicated that a QMS can only be successful in a company if the users have a positive attitude towards the system, and if they believe in the benefits thereof. It is therefore required that the system be launched and maintained in a user-friendly manner, with the emphasis on real risk-reducing aspects. As one of the requirements of ISO 9001 is continuous improvement of the system, recommendations are made in this study towards improving the QMS of the particular company. The influence of a QMS on the frequency and extent of Professional Indemnity cases against a company was investigated and reported on by studying 20 case studies of projects that have experienced difficulties, and have resulted in lawsuits against the consulting engineer. / Thesis (MBA)--North-West University, Potchefstroom Campus, 2013

The implementation of the Integrated Quality Management System (IQMS) is analysed with interest in its effect on professional development of the teaching staff. This analysis is done through the experiences and perceptions of educators who are involved in this process. IQMS is a national policy of appraising and developing the teaching staff and was formed after an agreement was reached between the South African Department of Education and the teacher organizations in 2003. It was scheduled to be implemented in 2004. ISO 9001: 2015 Quality System Manual Development and Implementation for Business and Commerce with Expanded Emphasis on Risk Management

ISO 9001: 2015 is the latest edition of the Quality Management System from the International Standard Organization. One of the most noticeable changes about the new edition is the emphasis on risk-based thinking. This study introduces a template for developing a Quality Manual and a systematic approach to Risk Assessment using a risk-based decision-making framework embedded in the Quality Management System. An extensive discussion on decision-making, risk and opportunity analysis is provided with the aim of developing a seamless integration between QMS, risk analysis, and decision-making. This study proposes a decision-making framework that aligns ISO 9001 requirements with the decision-making process. The proposed decision-making methodology is aimed specifically at product and service selection. A case study is used to demonstrate the methodology.

The diagnosis for this investigation was made using in-depth interviews to the cocoa farmers that facilitated the identification of the current situation of cocoa MSEs. With the results obtained and based on the scientific articles studied, the critical elements in each activity related to the cocoa production process were determined, and it is focused on establishing a quality management system adaptable to the requirements of the plots studied. As a result of the analysis of the experts, the system in question is based on the following principles of TQM: documentation, customer focus, process-based approach and continuous improvement.

The Developmental Appraisal System (DAS) as a major issue in educational policy discourse in the Foundation Phase of schools in the Free State

Published Article / The purpose of this paper, based on a doctoral study, is to examine how teachers in the Foundation Phase of schools in the Free State province perceived, conceptualised and implemented Developmental Appraisal System (DAS) as a component of the Integrated Quality Management System (IQMS). The epistemological and ontological perspectives pertaining to both quantitative and qualitative approaches compelled the researcher to choose the Mixed Method Research (MMR). Data analysis consisted of the inferential and descriptive statistics for quantitative data analysis and, themes, patterns and behaviours for qualitative data analysis. Unbalanced two-way ANOVA, T-test and frequency distributions were used in analysis of quantitative data while themes and patterns resembled qualitative data analysis. The majority of teachers perceived DAS as a developmental process while a sizable minority claimed to the contrary. The Department of Basic Education did not provide direct training to teachers on matters pertaining to both the DAS and IQMS. Furthermore, the money reward earned through the process of DAS was perceived to be a source of conflict between teachers and school management.

Išaiškinti ligoninės medicinos personalo žinias apie vidaus auditą ir kokybės vadybos sistemą. 2. Išaiškinti medicinos personalo nuomonę apie vidaus audito funkcijas ir atlikimo tvarką. 3. Palyginti ligoninės gydytojų ir slaugytojų žinias ir nuomonę apie vidaus auditą. 4. Nustatyti medicinos personalo požiūrį į nepageidaujamus įvykius įstaigoje ir jų registravimo tvarką. Tyrimo metodika. Tyrimas vykdytas 2008 metais rajono antrinio lygio ligoninėje. Atlikta anoniminė anketinė apklausa. Buvo išdalinta 130 anketų, gauta užpildytos 112 anketos. Atsako dažnis 86,1 proc. Statistinė duomenų analizė atlikta SPSS 12.0 statistinių duomenų analizės paketu. Kokybinių požymių nepriklausomumas buvo tiriamas susietų lentelių metodu, vertinant Chi kvadrato kriterijų ir jo laisvės laipsnių skaičių ir statistinį reikšmingumą p. Rezultatai. 67,6 proc. gydytojų ir 59,2 proc. slaugytojų, norėtų žinoti daugiau apie kokybės vadybos sistemą. 58,3 proc. darbuotojų mano, kad jų žinios apie vidaus auditą nėra pakankamos. 63,4 proc. dalyvių vidaus audito procedūras vertina gerai. 70,0 proc. gydytojų ir 37,1 proc. slaugytojų auditorių veiklą vertina patenkinamai, o 46,8 proc. slaugytojų ir 16,7 proc. gydytojų – gerai. 76,5 proc. gydytojų ir 49,3 proc. slaugytojų mano, jog turi pakankamai žinių apie auditą, o 44,9 proc. slaugytojų nei... To identify the knowledge of hospital medical personnel of the internal audit and quality management system. 2. To evaluate the attitudes of medical staff towards functions of internal audit and accomplishment procedures. 3. To compare knowledge and opinion of hospital doctors and nurses on the internal audit. 4. To determine the approach of medical personnel to the adverse events and their registration procedure in hospital. Methods. Anonymous questionnaire survey of doctors and nurses working in a second level district hospital was performed in 2008. 130 questionnaires were distributed, 112 of which were returned completed (response rate 86.1 percent). Statistical analysis of data was performed using the data analysis package SPSS 12.0. For hypotheses testing the Chi square (χ2) and z tests were used. The differences between the characteristics considered statistically significant when p <0.05. Stakeholders' perceptions of appropriate management methods : the case of A. Youth-Village undergoing change

The research examined employees and stakeholders' perceptions of a significant educational reform conducted at the A. Youth-Village. The reform aimed at transforming an out-dated agriculture school into a technological-scientific education centre that would be able to train its pupils to meet the challenges of the 21st century. This study investigated the employees and stakeholders' perceptions of the appropriateness of methods used during the organisational change of A. Youth-Village. The studied perceptions related, amongst other issues, to the extent of the respondents’ knowledge about the latest changes introduced, their respective present and future positions in the A. Youth-Village, the impact of the changes on their professional careers, and the necessity for change (Samuel, 2005). The research employed mixed qualitative and quantitative methods to investigate different variables relating to the management of the A. Youth-Village, derived from background conversations with stakeholders' and a review of the relevant literature on traditional management theory. Data analysis was adapted to the different research methods, including statistics and content analysis. Five main categories emerged from the data analysis as important considerations for the management of the A. Youth-Village: (1) Personal Attitude (2) Quality Professional Development (3) Quality Management Approach (4) Quality Consumer Satisfaction and (5) Personal Improvement. These five categories used to form an innovative managerial theory (Ed.QMS), which can serve as an operative management model that would be appropriate to the needs of the A. Youth-Village during and after the implementation of change. The new theory and model embodies an addition to traditional management theory and despite the difficulties involved in generalisation due to the unique nature of the studied institution, it may be relevant and helpful for other boarding technological and agricultural schools.

Studien syftar till att upptäcka svårigheter vid implementering av kvalitetsledningssystemet ISO 9001:2015 på små företag. För att uppnå studiens syfte samlades teorier om kvalitetsledningssystemet ISO 9001 och dess implementerings- och certifieringsprocess in. En fallstudie genomfördes på två analysenheter för att sedan jämföras mot det teoretiska ramverket och erhålla ett resultat. De mest bidragande faktorerna till icke-certifiering av ISO 9001 hos små företag visade sig vara tidsbrist, resursbrist samt kompetensbrist.
