Essays on the Political Economy of Corruption and Rent-SeekingPopa, Mircea 25 September 2013 (has links)
The dissertation is made up of three papers on the political economy of corruption and rent-seeking. Two of the papers make use of the historical experience of Britain to illustrate the theoretical points being made. The first paper shows that eighteenth-century Britain displayed patterns of corruption similar to those of developing countries today. To explain anti-corruption reforms, the paper develops a model in which the political elite is split between government officials and asset-owners. Government officials can act in one of two regimes: a corrupt one in which they are free to maximize their income from the provision of government goods, and one in which a regulated system leaves no room for individual profit maximization. Faced with a change in the level of demand for government goods, officials become able to extract rents at a level that leads to other members of the elite voting to enact reforms. The logic of the model is tested using a new dataset of members of the House of Commons and its main implications are validated. The second paper develops a model of how the British political class came to give up its power to extract rents from the economy between the 1810s and the 1850s. The key of the explanation lies in understanding the bargaining process between economic agents who seek permission to engage in economic activity and a legislature that can grant such permissions. The third paper analyzes the distributive effects of corrupt interactions between government officials and citizens. Corruption is modeled as a solution to an allocation problem for a generic government good G. Beyond a transfer from citizens to the government, corruption redistributes welfare towards "insiders" who share some natural connection to the government and to other insiders. Corruption also redistributes welfare towards those who are skilled in imposing negative externalities, and encourages the imposition of such negative externalities. / Government

A country can escape the resource curse by selecting appropriate policies. Governments are responsible for utilizing the right policies and managing the natural resource revenue effectively to benefit their nation.
In this report, various economic, political, and social measurements are used to examine the fall into the resource curse by Nigeria, Iraq, and Brazil for a period of time, and the scape of Norway from the resource curse. The report also evaluates the current circumstances of Iraq to determine which direction the resource curse will take. Several recommendations are presented to direct Iraq out of the resource curse. / text

La comédie musicale Rent de Jonathan Larson bouleverse l'univers de Broadway dès son arrivée en 1996. La pièce emprunte certes bon nombre d'éléments propres au genre, mais s'en sert pour mettre de l'avant une réalité crue et marginale, dépeinte sur un fond musical résolument plus rock. Elle offre un regard intime sur les conséquences du sida, inspiré du contact de Larson avec le syndrome par l'intermédiaire de ses amis atteints. Pourtant, alors qu'elle profite d'un succès populaire indéniable, Rent demeure à ce jour boudée de façon générale par les groupes militants à titre d'instrument légitime de sensibilisation dans la lutte contre le sida. Ce mémoire a pour but d'explorer la force subversive réelle de l'œuvre de Larson, c'est-à-dire si Rent manque effectivement la profondeur et la pertinence nécessaires pour revendiquer sa place dans les rangs militants, ou si son potentiel d'outil de transformation sociale ne s'avère pas simplement éclipsé par l'ampleur du phénomène commercial qui l'entoure. Pour ce faire, la façon dont Larson utilise le genre de la comédie musicale pour traiter du sida est considérée sous tous les aspects suivants. D'abord, l'auteur parvient, par la déconstruction des stéréotypes liés aux personnes séropositives et du discours entourant le syndrome, à solliciter une écoute active des spectateurs, en les sensibilisant aux dangers des préjugés et de la marginalisation et en leur montrant les émotions et les conflits intérieurs vécus par les victimes. Ensuite, Larson exploite les possibilités offertes à la fois par le caractère intrinsèquement interartial de la comédie musicale et par son hybridité. Ainsi, le mélange des arts de la scène participe au dynamisme du propos, tandis que l'intégration d'autres genres éprouvés renforce la capacité de diffusion de l'œuvre. Enfin, la pièce de Larson est remise dans le contexte des conséquences et des attentes liées à la désignation d'œuvre sur le sida. Cette réflexion met en lumière la pertinence de la construction de Rent sous forme de témoignage, forme tout à fait adéquate de sensibilisation, capable de véhiculer efficacement les problématiques traitées dans la lutte contre le sida. En ce sens, il semble que la réussite commerciale de Rent ne tienne pas seulement à l'application d'une recette éprouvée, réinventée avec succès, mais bien à une indéniable capacité à opérer une conscientisation de son public à l'égard d'un syndrome qui, depuis son apparition, a transformé les relations humaines.

The sphere of paper research is the management of personnel hiring service and providing of tasks execution services in UAB DARBO SPRENDIMAI. According to company demands there has been created new information system of providing services for tasks execution, which integrates all till now collected data and computerizes the workplace and functions of UAB DARBO SPRENDIMAI office. The composed program matches indicated specific and not specific requirements and criterion of functionality. It has been tested and, in sequences, the possibilities and variations of program improvement have been foreseen. The consumer interaction documentation, explaining the principles of program running and its usage, has been prepared as well.

Darbo tikslas – išnagrinėti valstybinės žemės sklypų pirkimo – pardavimo ir nuomos eigą Šiaulių mieste. Pagrindiniai teisės aktai, reglamentuojantys valstybinės žemės pirkimo – pardavimo, nuomos ir panaudos klausimus yra Lietuvos Respublikos Konstitucijos 47 straipsnio 3 dalies įgyvendinimo Konstitucijos įstatymas, Lietuvos Respublikos civilinis kodeksas, Lietuvos Respublikos žemės įstatymas bei poįstatyminiai teisės aktai, kuriais vadovaujantis rengiami žemė nuosavybės dokumentai, žemės nuomos ir panaudos sutartys. Žemės pirkimo – pradavimo sutartis yra notarinės formos bei registruojama Nekilnojamojo turto registre. Sutartyje nurodomi pagrindiniai duomenys apie perkamą iš valstybės žemės sklypą taip pat jo pardavimo kaina. Pilietis pirkdamas valstybinę žemę gali sumokėti visą sumą iš karto arba pirkti ją išsimokėtinai. Žemės sandoriams sudaryti turi būti parengtas nekilnojamojo turto objekto – žemės sklypo planas. Nuosavybės teisės į žemę pirkėjui pereina nuo valstybinės žemės sklypo perdavimo. Žemės sklypo perdavimas ir jo priėmimas įforminamas pardavėjo ir pirkėjo pasirašytu priėmimo – perdavimo aktu.
Piliečiai, kurie nepageidauja išsipirkti žemės gali ją nuomoti. Žemės nuomos terminas nustatomas nuomotojo ir nuomininko susitarimu, bet ne ilgiau kaip 99 metams. Kai išnuomojama žemės ūkio paskirties žemė, žemės nuomos terminas negali būti ilgesnis kaip 25 metai.

The main law acts, regulating matters of buying – selling, rent and use of state land are: 3 part implementation of Constitution law of 47th article of Constitution of Lithuanian Republic; Civil code of the Republic of Lithuania; Land law of Republic of Lithuania and after legislative law acts. Guiding these documents the documents of ownership of land, the agreements or rent and usage of land are prepared. The land buy – sell agreement is of notarial form and is registered in the registry of realty. The main information about buyable land site from the state and its selling price are noted in the agreement. People can pay all the price at once or buy land in credit. The realty site plan has to be prepared in order to make the land site transactions. Buyer gets proprietorship of land after release of state land. The release and the acceptance of the land site are formalized by the release – acceptance act signed by both sides. People what doesn’t want buy land can rent it. Land rent term adjusting both sides agreement, but no longer than 99 years. Agricultural land can be rented no longer than 25 years. State or municipality institutes, organizations which doesn’t want any benefit state land can be no rented but passed for using in use agreement.

An Assessment of LEED Certification's Impact on Net Rental Rates for Commercial Office Space in Toronto, OntarioRoy, Shawn 09 August 2011 (has links)
With issues such as energy crises, climate change and environmental degradation becoming evermore prevalent on national and international levels, industrialized societies are beginning to take heed of the impact they are having on the natural environment and we are beginning to see movements towards socially and environmentally responsible decision-making. With the impact that buildings have on the environment, it is important to understand what barriers are preventing or slowing investment in socially and environmentally responsible property.
The present study was conducted to determine whether LEED certification has a significant impact on the market value of office buildings in Toronto, Ontario – value determined by the average net asking rent for each building. For some 68 subject and control buildings, we matched information on the net asking rent for 16 LEED certified (subject) buildings to 52 otherwise comparable properties (control buildings). Using ordinary least squares (OLS) analysis, we looked to find what relationship exists between net asking rent and the LEED label. Controlling for other variables historically shown to have an impact on property value, we expected the results of this study to determine whether there is a business case for LEED certification in the downtown Toronto office market.
The results of the study have shown that LEED certification has had no impact on the market value of the sample of office buildings in Toronto. This is a surprising result, given the growth in the number of LEED buildings in Canada, but interviews with three senior executives in the industry have helped to provide insight into this trend. It seems that with time LEED will likely have an impact in this market, but it hasn‘t arrived yet.
