Ontwikkelingsbeleid vir post-apartheid Suid-Afrika

D.Comm. / The purpose of this study is to investigate the ways in which future development policy for post-apartheid South Africa must be structured. The motivation for the study stems from, firstly the way in which development issues were handled in the past, secondly the unique problematic nature of South Africa's development, and thirdly the shortcomings in the present proposals for development policy. If one examines the latest tendencies in the international literature on development policy, a shift in emphasis in the international approach to development since the late 1980s is discernible. Whereas the earlier emphasis in development policy was on the generating of economic growth which would have to trickle down to all levels of society, there has more recently been an increasing awareness of the important role which people must fulfil in the development process. According to the latest international literature on the subject, development must be a sustainable and humancentred process in which the protection of the environment, human security, and economic growth must be taken into account. As regards South Africa's development experience, this study came to the conclusion that the ways in which development issues were historically addressed were not successful. All policy initiatives were directed at the development of First World structures, the promotion of economic growth and the uplifting of minorities, while a ceiling was placed on opportunities for the development of the majority of the country's people. An economic growth pattern for development was thus advocated in which people and their development fulfilled a subordinate role. Although since the 1980s attempts have been made to stimulate development, these did not have political legitimacy in the eyes of the broader population and did not take place in a co-ordinated manner. The consequences of these policy initiatives are reflected in South Africa's current development problems. For the broader population, access to health, education and other essential services is either lacking or is of a poor quality. Human security is seriously threatened. Dualism occurs as regards the standard of human development and it is especially the black population, women and rural communities which have the greatest need for investment in human development. South Africa has limited environmental resources and in some areas has to deal with a degenerated environment. As regards economic growth, the economic growth pattern over the last two decades has seen the weakening of distribution of income, a reduction in per capita income and an increase in unemployment. The consequence of this is that approximately half of the population lives in poverty. Although since the early 1990s various policy documents have appeared with the aim of making policy proposals about the ways in which growth and development must be stimulated, none of these documents - including the Reconstruction and Development Programme - offers a satisfactory policy framework in which future development policy must be structured. As regards South Africa's unique development problems, the following proposals for a framework for future development policy are made: Development is the long-term goal which we endeavour to achieve. If a country really wants to benefit from the development process, it is necessary that development be a sustainable process. Sustainable development implies that development policy and decision-making in this regard must not only benefit the present generation, but future generations as well. A prerequisite for sustainable development, however, is that it must be humancentred. Development can therefore not be successful unless people and their choices are central to the development process. The humancentredness of development must therefore constitute the axis around which all development activities in South Africa must evolve. In order to ensure that sustainable development will be humancentred, it must, in accordance with the vision of the United Nations, be "pro-people, pro-jobs and pro-nature." Sustainable development is therefore a multidimensional and allinclusive concept with different dimensions. The discussion of a policy framework for South Africa examines the different dimensions which must be addressed in the development process in order to ensure that development in the long term will be people-centred and sustainable. The dimensions to be discussed include the social, economic, ecological, and also the political dimensions. Turning first to the social dimension, the ways in which people can be developed and their needs can be satisfied are discussed. Human development is thus regarded as the social dimension in the striving for sustainable development. Secondly the protection of the environment is discussed as the ecological dimension in the development process. Thirdly the striving for sustainable job-creating economic growth is regarded as the economic dimension in the development process. Lastly the political dimension of the development process is discussed, as it affects the successful formulation and facilitation of development policy. In addressing the different dimensions of the development process, the humancentreciness of the process must always be kept in mind. Humancentred development will clearly form the most important link in the striving for sustainable development in South Africa.

Development perspective on policy management

Momentous choices and opportunities have opened up in South Africa since a settlement was successfully negotiated and a new political and constitutional dispensation was created. Events such as the constitutional negotiations and the establishment of reconstruction and development initiatives have placed a renewed emphasis on development management, process facilitation and the development of policy. This study provides an overview of the broad field of policy studies and specifically focuses on policy process models. In particular, this study centres on the further development of the generic process model and provides an overview of the application thereof to the operational environment. From this, simulation exercises and case study material have been developed as policy learning methodologies. Institutional arrangements for policy processes and the institutionalisation of policy and related support capacities at intergovernmental and organisational level receive particular attention. The study demonstrates the application of the generic process model by applying the framework to a case study based on the provincial demarcation exercise. This study concludes that policy management, as a cross-cutting, lateral methodology, in conjunction with similar methodologies, such as strategic planning, research methodology and project management, should be regarded as a critical tool, by the academic community and development practitioners alike, for improving the decision-making capacity of government, the private sector and civil society. / D.Litt. et Phil. Education and development : an exploratory study of the impact of GEAR in Gauteng

The importance of formal education in socioeconomic development is an established fact. Formal education leads to better living standards through improved productivity, health and earnings. However, opportunities to acquire quality education are a function of a country's economic policy. This study inquires into the capacity ofthe South African macroeconomic strategy of Growth, Employment and Redistribution( GEAR) to afford people the opportunities to get quality education. The study shows close linkages between GEAR and structural adjustment programmes( SAPs). The study argues that SAPs and thus GEAR tend to have negative impact on the poor as social spending is reduced and education gets affected. Public service delivery in the Gauteng Province : the case of housing development in Braamfischerville, Soweto, South Africa

The purpose of this study is to investigate and explore the challenges and problems experienced by the residents of Braamfischerville, related to the provision of housing, including the provision of services such as adequate water and electricity and roads in the study area. The research focused largely on how the challenges and problems related to housing affect the lives of the residents, socially and economically. It seems these houses were designed for people who are single and young, and will never grow and have families of their own. When considering the size of these houses, it becomes clear that they do not cater for larger families. The quality of the housing units in this area is of very poor standard. The mixed research methods are used to collect the primary data for this study. The use of both quantitative and qualitative methods are deemed most appropriate for this research study, as most researchers regard them as best methods in answering the research questions. Mixed approaches are also important in identifying issues, factors and relevant questions which can become the focus of a quantitative. The use of mixed methods has the assumption that both approaches can complement each other and help in avoiding unnecessary shortcomings. The findings revealed that the size of the RDP houses was not suitable to accommodate most of the residents in this area. The problem was caused by poor housing designs which resulted in very small, overcrowded RDP houses. Most of the RDP housing units are defective, mainly caused by the use of poor building materials and it was also found out that unemployment was a major challenge in Braamfischerville. The state has not managed to create jobs for the community of this area. It has become very difficult for these people to make improvements to and maintain their RDP houses. Provision of basic services such as water and electricity was found to be in order. The roads in Braamfischerville were found to be in very poor conditions. And that has negatively affected the socio-economic activities in the area. Finally, the land where this settlement has been established, was found to be inadequate. The area is situated very far from the places of employment and other facilities. Several houses were built on damp areas, flooding areas and on the wetlands. Understanding policy making and policy implementation with reference to land redistribution in South Africa : case studies form the Eastern Cape

This thesis focuses on land reform in post-apartheid South Africa and specifically on land redistribution, as one of the main pillars of land reform. There have been many studies undertaken on land redistribution in South Africa and these studies offer deep criticisms of the prevailing land redistribution model (a market-led, but state-assisted model) and the ways in which this model has failed to meaningfully address colonial dispossession of land. Further, studies have focused on post-redistribution livelihoods of farmers and the many challenges they face. One significant gap in the prevailing literature is a sustained focus on the state itself, and particularly questions around policy formation and implementation processes pertaining to land redistribution. Delving into policy processes is invariably a difficult task because outsider access to intra-state processes is fraught with problems. But a full account of land redistribution in South Africa demands sensitivity to processes internal to the state. Because of this, it is hoped that this thesis makes a contribution to the existing South African land redistribution literature. In pursuing the thesis objective, I undertook research amongst farmers on selected redistributed farms outside Grahamstown in the Eastern Cape, as well as engaging with both current and former state land officials. Based on the evidence, it is clear that the policy process around land in South Africa is a complex and convoluted process marked not only by consensus-making and combined activities but also by tensions and conflicts. This, I would argue, is the norm with regard to what states do and how they work.

The implementation of the National Development plan and its impact on the Provision of Sustainable Human Settlements: the case of Gauteng Province

Thi s study aims to assess the implementation of the National Development P lan (NDP) and the impact it has had on the provision of human settlements in Gauteng. Th is dissertation has used qualitative research methodology. This nuanced approach has enabled an e laborate exploration and understanding of the NDP as a policy strategy and provided the tools to measure its impact on the provision of human settlements in Gauteng. For this research, the participants were selected purposively based on their expertise in the field of human settlements. The researcher conducted in depth interviews with 15 senior policymakers in the Gauteng Department of Human Settlements and South Africa’s National Department of Human Settlements and collect ed data on human settlements, wh ich fed, into the findings and recommendations of the dissertation This study has argued that housing policies in South Africa have evolved since 1994, moving away from redress and distribution to an approach of creating sustainable integrated human settl ements. It has also assessed how the Gauteng Department of Human Settlements set out to generate inclusive and integrated settlements through the creation of “new towns”. The building of these “new towns” is in line with the provincial government’s mandate of delivering integrated human settlements in the province. South Africa’s Department of Human Settlements and the Gauteng provincial government introduced the Megaprojects in 2014 as a R100billion economic corridor investment, which aims to provide 800 0 00 housing opportunities across five corridors in Gauteng. Despite these initiatives, the provincial Department continues to face several constraints such as population growth, migration, unavailability of land, housing backlogs, a high rate of informal settlements, corruption, poor implementation of policies, and a lack of economic growth and budgetary constraints. The dissertation’s findings suggest that t hese challenges need to be tackled at the policy level the Department of Human Settlements must pr ioritise implementation, good governance and promote greater professionalism within the housing sector in order to achieve these targets . The study further found that p olicymakers must also view housing as a specialised field that requires extensive consul tation and implementation plans that are carefully tailored to address any challenge s that the Department of Human Settlements could potentially encounter during the implementation phase . A quantitative, exploratmy and descriptive design was used. A sample of 50 moderately mentally retarded children was utilised. Data were collected by means of questionnaires and semi-structured interviews. The major research findings indicate that community care for MMRPs could only be feasible with sufficient resources, expertise and community involvement. All these aspects appeared to be lacking in the centre where this research was conducted raising questions as to benefits which the mentally retarded children and their parents and the community could derive from these services. Capacity building for general assistants

A study was conducted to explore the impact on change which a process of participatory research has on capacity building for the general assistants within the Northern Province in terms of the mission statement of the Office on the Status of Women between July 1997 and September 1998. The mission of the office is as follows: " ... to establish mechanisms and procedures that will move the province towards gender equality, thereby empowering women to have equal access to opportunities and resources which will enhance their quality of life". The target group for Office on the Status of Women is women within the government service irrespective of race and socio-political status. These general assistants were said to be the "left behind" group when issues affecting women like National and International Women's Days are celebrated.
