Att undervisa om regeringsbildningen : Utmaningar för gymnasieskolan under hösten år 2018

Den svenska gymnasieskolan har ett centralt uppdrag att undervisa om demokrati och fostra demokratiska medborgare. Under hösten år 2018 har det inte varit alldeles enkelt – regeringsbildningen efter årets riksdagsval har varit den längsta och en av de mest komplicerade någonsin. Dessutom finns tecken på att stödet för demokrati som styrelseskick sjunker hos unga medborgare. Med bakgrund i detta fokuserar denna kvalitativa studie på de utmaningar som samhällskunskapslärare ställts inför när det kommer till att undervisa om regeringsbildningen under hösten år 2018. Dessutom undersöks hur olika synsätt på demokrati kommit till uttryck i klassrummet. Studien finner att regeringsbildningen medfört flera utmaningar, däribland frågan om hur skolor i olika sociala domäner ska lyckas skapa en jämlik demokratiundervisning. Samtidigt har den komplicerade situationen inneburit nya möjligheter att diskutera den svenska demokratin på kreativa sätt.

Regeringsformen och den föränderliga politiken : En analys av regeringsformen mot bakgrund av regeringsbildningsprocesserna / The Swedish constitution and the ever-changing political landscape

The topic that will be presented in the following paper intends to analyse whether the tools given in the Swedish constitution can be seen as sufficient in the light of the ever-changing political landscape. Due to the recent delays in the Swedish process of government formation it is relevant to examine whether this could be caused by constitutional regulations that are no longer useful due to a change in the political field. The topic is highly relevant because it is currently, in the fall of 2021, an ongoing process. The governmental formation process will be the centre of attention in this paper. The process will be analysed on the basis of legal text along with relevant literature. Through a legal investigation and a historical and theoretical overview the aim is to determine whether the tools given in the current constitution can be deemed sufficient when considering an ever-changing political landscape. The most important conclusion is that the interest of fairness must constantly be weighed against the interest of effectiveness. Therefore, the conflict of interest that can arise between these two phenomenons will come to be the deciding factor when determining whether the current constitution can be deemed sufficient or not. From a historical point of view the main question of the paper can be answered with a yes, the tools in the current constitution can be seen as sufficient. This conclusion is based on the fact that so far all crises in governmental formations have been solved by using the tools given in the constitution. But whether the tools can be deemed sufficient in a political landscape that keeps on changing is questionable, it depends on what importance is given to fairness and efficiency respectively.

SVT - "Vänsterliberal smörja"? : En kvantitativ innehållsanalys om partiskhet i SVT:s nyhetsrapportering under regeringsbildningen 2018-2019 / SVT - "Left-liberal mess"? : A quantitative contentanalysis about bias within Swedish national public television's news cycle during the government formation of 2018-2019

The  aim  of  this  study  sought  to  explore  bias  during  the  period  of  the Swedish government  formation of  2018–2019. By  using  a method of  quantitative content analysis the  thesis examines the  frequency  of  favorable and unfavorable  news published by  Swedish  public service  as well  as  measuring  how  the general newscycle were  percieved  in terms of  the  theoretical  framework known as ”framing”.  In order  to assess eventual  prevalance  of  bias,  the  news published during the government  formation  were examined in  relation  to two oppositional  parties; The  green party  and  the Sweden Democrats.  The study  concluded with  no evidence of  systemic  bias  during  the  timeframe, in  contrast  the news consisted  of  a  rather well  balanced  favorability  and disfavorability  towards  both parties with the majority of  news  published being  of  neutral  statue. However  a  clear  majority  of  the published articles  were  deemed to be  framed in  terms of  being  a  ”zero-sumgame”  with ”winners”  and  ”losers”  during  the examined  time-period.
